in custody right now in connection with a mass shooting that happened sunday in sacramento, leaving six dead and 12 wounded. >> smiley and his brother were together during this incident, we believe. >> smiley was before a -- who was shot during the incident will be booked into the sacramento county main jail when his medical condition improves. he is no stranger to the law. the department of corrections and rehabilitation confirmed that smiley was released in february of 2022 after serving nearly 5.5 years of a 10 year sentence involving robbery. now he faces gun charges, including being in possession of a machine gun. they were so concerned about

a civilian tells abc news that russian soldiers told all men to go outside to get their papers. if they were younger than 50 they were killed on the spot. in his first address to the un security council since the war started president zelenskyy called on the world to act. >> they were killed in their houses, crushed by tanks while sitting in their cars in the middle-of-the-road just for their pleasure. jobina: that is terrible. the biden administration is sending an additional $100 million in security assistance to ukraine. the pentagon says it has now committed nearly 2.5 elion dollars to ukraine -- $2.5 billion to ukraine. the white house is expected to announce a ban on all investment in russia. reggie: one of the three suspects arrested in connection with the deadly mass shooting in sacramento is out of jail this morning.

dawson is facing a charge for possessing a firearm. he was released on a $500,000 bail. martin made his first court appearance yesterday. he is charged with assault and firearms posseio o arsted smilemartin on weapons charges. they are still sorting through a mountain of evidence. >> we received over 170 videos through the qr code we shared with the public. the public has been great about submitting video to us through that portal. we have to go through a lot of video so our investigators have much to work through. reggie: that work includes finding a motive. kumasi: family members are expressing frustration after finding out no charges will be filed in their loved one's

death. 3 officers shot eric salgado. salgado's death sparked numerous protests. family members held a press conference in front of the das office. >> if you dive into that report, you will find inconsistency after inconsistency. kumasi: salgado's girlfriend was in the passenger seat. reggie: in the east bay, a man who had a child with him is in custody for a carjacking in alameda. officers found the stolen black honda accord and the little girl near the oakland airport. you can see her feet in the back of the squad car. the man with a four-year-old girl approached another man sitting in the honda. when he refused to get out of the car, the other man punched

him, got in the car, and drove off with the girl. kumasi: alameda city council is adopting a strict policy for its automated license plate readers. they will be found on the bridges that go in and out of town. data will be kept for just 60 days before it is purged. they will be closely monitored and audits will happen every year. >> i have to ensure my staff is treated on a policy that is user-friendly. i will hold violators of this policy accountable. i am comfortable making changes after we operationalize this. >> i hope we have the bravery to stop it. we should not risk everyone's privacy, if we are not getting the payoffs. kumasi: privacy advocates have raised concerns over the use of

these readers. reggie: san francisco currently has the highest covid case rate of any county in california, caused by the omicron ba2 subvariant. ryan? >> good morning. we know the omicron subvariant is more transmissible than the original variant. the good news coming out of this is that deaths and hospitalizations remain low. the city and county has a high vaccination rate. doctors at ucsf are trying to keep a close eye on the current trends right now. we know it is more transmissible. more people are traveling for spring break and covid safety measures are more relaxed. that is definitely a reason for the uptick. the numbers are much lower than

what we saw in the winter when san francisco was averaging thousands of new cases a day. currently san francisco is seeing 131 new cases over a 7 day average. this time last month it was 70 new cases a day and on the downward trend. again, with the current trends doctors at ucsf will keep an eye on this. right now it is not anything that would current -- change any current restrictions in place. kumasi: we no longer have to wear a mask and san jose. the county lifted its mask mandate last month, 2 weeks after this date did the same thing. they based the decision on case rates.

>> covid-19 hospitalizations remain low and stable, so at this time the city feels it is appropriate to rescind the policy. kumasi: the city says changes to the mandates are always possible. right now the county's wastewater shows that san jose's detection of covid is going up. masks are still required on public transit. reggie: dining outdoors will continue to be an option in danville. they voted to extend outdoor dining through june 3. danville first allowed restaurants to expand outdoors during the summer of 2020 so that they could operate at 100 percent of pre-pandemic capacity. kumasi: the airline merger that could be in the works. reggie: a children's playspace
