92 in livermore. if those temperatures come in in the low 90's, they would be records for the day. san jose, 92 degrees. plenty warm in san francisco, palo alto, and oakland, all in the 80's. i will be back to let you know when much cooler weather will arrive and even the possibility of rain. dan. dan: thanks a lot. i sweltering in the south bay. the high is expected -- a sweltering in the south bay. the high is affected to reach 92. amanda del castillo has a look at the concerns that come with these higher temperatures. amanda: a warm wednesday night with hotter temperatures expected to hit thursday. temperatures forecast to climb into the 90's for santa clara valley. the fountains at closet essays are chavez -- plaza de cesar chavez. the warm weather drawing people to dine outdoors. >> i was inside most of the day

forecasts, and learn more about bay area whether any time in the weather on-demand section of the abc streaming tv app. downloaded from roku, apple tv, amazon fire, and android tv. dan: let's focus on the economy and abc 7's ongoing commitment to help build a better bay area. it seems crime is keeping some people away from the largest cities and certainly businesses in those cities. tim johns has a look at a new survey that uncovered a fear factor that could actually take a real economic toll. 10. tim: that's right and these numbers representing a change in public perspective in just a matter of a couple of years. in 2018, crime was barely a factor for people in the survey. known for its streetcars, natural beauty, and urban buzz, san francisco's terms have been well known for decades. but now, new data released by the bay area council says 65% of local residents are avoiding

going into big-city downtowns like oakland, san francisco, and san jose. one of the biggest reasons is crime. >> whether it is homelessness or street crimes, neighborhoods subject to property crimes -- tim: he is a spokesperson for the council. he says whether people's perceptions are accurate or not, they can have a meaningful impact. >> it's not debatable that people's perceptions are in a way reality. tim: it's not just bay area residents who have concerns. crime remains a worry for companies, too. >> it has been something we have been talking about pre-covid. the conditions on the streets of san francisco. we can do better. tim: ronnie fong says if left unattended, elevated levels of crime can have snowball effect on not just businesses but also jobs. >> the real penalty for the business community is a small business when there is crime on the street. tim: not everyone feels unsafe.

on the streets of the city, several tourists tell abc7news that rumors of crime and homelessness in san francisco were more scary than the reality. >> it's been pretty innocuous as far as interactions. tim: with local perceptions now overwhelmingly negative, he says it is up two area leaders to try and face the problem head on. >> it's really incumbent upon local leaders to acknowledge these fears and take necessary steps to display and show that they understand these fears. tim: according to the survey, people were most afraid of being a victim of a home break-in or car break in. in san francisco tonight, tim johns, abc7news. ama: thank you so much, tim. developing news in the war in ukraine. officials say major fighting is underway in the east and they are urging civilians to evacuate some areas. president biden announced new

sanctions, banning new investment in russia and sanctioning two of vladimir putin's adult daughters. u.s. prosecutors are working with their european counterparts to investigate potential war crimes. into owns -- in towns north of kyiv, video of what russian troops left behind. james longman got a firsthand look of the destruction. james: businesses, homes, completely destroyed all the way down this road. you can see the apartment building. people's homes just chopped in half. ama: more than 11 million ukrainians have left their homes since the invasion began six weeks ago. dan: a napa -- natural path that dr. pleaded guilty to charges she sold fake covid immunization pallets and phony vaccination cards. abc 7 was at the home of julie as agents carried out boxes last july. prosecutors say she told patients the pellets would

provide lifelong protection from covid and she provided fake vaccine cards to more than 200 people. she faces up to 25 years in prison and $250,000 in fines. a warning from concord police tonight. imposters are posing as ups drivers in an attempt to burglarize unauthorized or unoccupied homes. this man was seen wearing a reflective vest. ups says their drivers always wear a brown uniform. new developments in sunday's sacramento mass shooting that claimed six lives. police believe there were at least five shooters now. j.r. stone has a look at the challenges investigators are facing. j.r.: these three suspects are facing felony charges involving illegal gun possessions before, during, or after the sacramento mass shooting. known charged with homicide or murder and now this -- none charged with homicide or murder

and now this news. our sister station in sacramento sent us this video posted to social media showing what appears to be suspects -- suspect martin. -- dancing while holding a gun. the video is believed to have been recorded on the night of the shooting due to a timestamp. sacramento pd received nearly 200 video and -- videos and photographs and say the shooters were among two groups exchanging gunfire, going so far as to say -->> we would like to confirm that the shooting is gang-related. j.r.: we spoke with rick smith who spoke about some of the challenges police are now facing. >> the problem they have is putting it altogether. there's so many people involved in it. they need to charge everybody that fired a gun out there. and not just the people that shot somebody. j.r.: wednesday, the third suspect, dawson, who is now out of jail, faced a judge for the first time. investigators say he was seen in

possession of a gun in the aft -- aftermath of the shooting but don't believe it was used in the shooting. smith is upset and concerned about what happened. he says the community should keep one thing in mind. >> this is a gang fight. it's not some random not running around -- nut running around shooting people. these people had a feud. j.r.: police say they are sorting through all of that evidence as they try to determine who those shooters were. j.r. stone, abc7news. ama: a landlord in the bay area has not received rent from his tenants in 20 months. he is owed more than $100,000. you heard about pandemic help for struggling renters. tonight, and landlord's perspective. dan: a food fight. a taqueria will open another location despite the city's ban on chain restaurants. ama: do you recognize this man?

ama: for the past three weeks, luz pena has been covering the rent crisis california has been facing. she has spoken to lawmakers behind a program that protects tenants from getting evicted while they wait on state laid. -- aid. today, she spoke to a landlord who has not gotten paid in nearly two years. luz: he bought his dream home in pleasanton with a view of the mountains. >> looked out this window and the woman said, oh my god. it was just amazing. -- amazing for her to see what this was. luz: 36 years later, his dream home is now an income property but for the past 26 mons, he has not made any income. >> for over two years, i have tenants who have not paid a single dollar. luz: gary said the couple who rented the house have a business and the wife has a stable job

yet refuse to pay, citing covid rent protection laws. >> they are very aware that they do not have to pay because i cannot evict them so that is what they are doing. they are purposefully doing that to me. and you know, it hurts. luz: how much money do they owe at this point. >> over $100,000. luz: he realized he did not qualify for the program. his property is in alameda county which is running their own housing relief program with federal funding. >> i applied for that last july. they told me they received the email and the application but nothing ever came out of it. luz: alameda county received $129 million to help tenants and property owners with rent. they received over 13,000 applications. and so far, approved close to $6,000. the east bay rental housing association says many landlords are on the verge of losing their properties as they continue to wait for the state or the

counties for help. >> they are getting out of the business because it is just too complicated and restricted -- restrictive to run the business. luz: gary does not know how much longer he can hold onto his dream property. >> basically zeroed out at this point. i have $50 in my savings account now so i have a big problem. i just paid for my real estate taxes and mortgage payments. everything is paid so i'm clear through april but then may, i'm going to have to get, you know, i will have to borrow some money. luz: the housing director says they are running out of money and want to be able to help everyone even if they qualify. she says they are now prioritizing small property owners and tenants who may be on the verge of homelessness. as to property owners like gary, he says there tenants do not pay them, they will have to take them to court. luz pena, abc7news. dan: a mission-based restaurant once voted best mexican food in

california is coming to north beach. it was given the final approval to open on grant avenue. it comes after a month-long dispute over the city's ban on chain restaurants within the area. the city classified its restaurants as a chain. north bay and san francisco. the city gave the owner the green light after some restaurants were named under a different name. ama: ak pop sensation with a high-profile role with the golden state -- a kpop sensation with the high-profile role with the golden state warriors delighted fans today. bambam thrilled fans. today he launched a new collaborative clothing line with warriors. the fans were surprised with an in person meet and greet. >> when i pulled out the ticket, i was already outside.
