walnut creek with more on that. ryan: good morning. it is actually a brisk feeling to start the day over here. i had to bust out the jacket. once that sunrise rises the heat will quickly follow and i will not be wearing this jacket for much longer, because we know it is going to be a hot one today. bay area residents spend most of the day yesterday preparing for this hot weather, and some were even enjoying how comfortable yt temperatures arrived today. of course, with this hot weather and lack of rain many are concerned about our ongoing fire risk. it is unusual to see days this hot in early april. when it comes to fire danger experts are worried about the hot weather drying out the vegetation faster, which increases that fire risk. >> i think the biggest impact the next few days will be exacerbating the fire danger. the fuels are not terrible, but

challenges investigators are facing. >> these suspects are facing felony charges involving illegal gun possessions before, during, or after the sacramento mass shooting. none charged with homicide or murder, and now this news. >> we have identified at least five shooters. j.r.: our sister station in sacramento sent us this video posted to social media, showing what appears to be suspect smiley martin, waving a gun at the camera, and what appears to be his brother, was now behind bars, dancing holding a gun. the video is believed to have been recorded the night of the shooting. sacramento pd has received nearly 200 videos and photographs. they say the shooters were among two groups exchanging gunfire. going so far as to say. >> we would like to confirm this shooting is gang-related. j.r.: we spoke with private investigator rick smith, spoke about some of the challenges police are now facing.

>> the problem they have is putting it all together. there are so many people involved in it. they need to charge everybody who fired a gun out there, and not just the people that shot somebody. j.r.: wednesday the third suspect, davey and dawson, faced a judge for the first time. investigators said he was seen in possession of a gun in the aftermath of the shooting, do not believe that firearm was used in the shooting. while smith is upset about what happened, he says the community should keep one thing in mind. >> this is a gang fight. doesn't mean it is not going to happen again, but it is not some random not shooting people. these people had a feud. j.r.: police say they are sorting through all of that evidence as they try to determine who the shooters were. j.r. stone, abc 7 news. reggie: now to the latest on the war in ukraine. today the u.n. is set to vote on suspending the pressure from the u.n. human rights council.

you're in the u.s. the senate is expected to take action to further ties with russia. jobina is on the live desk with more. >> this and it will take up legislation today to end normal trade relations with russia. the suspension will pave the way for president item to enact higher tariffs on russian imports. the u.s. is also adding more sanctions, ending all new investment in russia, penalizing russia's largest banks, and sanctioning vladimir putin's daughters. u.s. officials suspect many of putin's assets are hidden with family members. the administration is also promising more military aid to ukraine for antitank missiles. the president is calling on the u.s. and its allies to hold russia accountable. pres. biden: the sense of brutality and inhumanity left for all the world to see, unapologetically. there is nothing less happening than a major war crime. jobina: this morning the justice department is confirming u.s.

prosecutors are working with european counterparts to investigate potential russian war crimes. that comes as horrific images continue to emerge from the ukrainian town of bucha, were body bags now lined the streets. ukrainian officials say least 5000 civilians have been killed at the hands of russia's military. kumasi: thank you for that update. about 40 stanford students are going the extra mile to support ukraine. they sent $3.5 million in medical supplies. it started with one medical student who was ready to pack suitcases of supplies, but it quickly turned into more. students started tapping their contacts, from former employers, to major foundations. >> this whole mission was born in our minds. relax, why do we limit ourselves to suitcases? why don't we try to find a plane? when we use our stanford network? kumasi: stanford students are

reggie: the free months gold district is working with the police department to investigate a news found at a high school. the district said the rope was found to stay in a tree at american high school. school officials call it a symbol of hate and violence and say it will not be tolerated. those responsible could be in trouble with the district and face possible criminal charges. a napa natural pathic doctor faces up to 25 years in prison and $250,000 in fines. julie massi pleaded guilty to charges she sold fake covert immunization pellets and phony vaccination cards. abc 7 news was at her home as agents carried out fox's last july. prosecutors say she told patients the pellets would provide protection from covid. she also provided fake sing cards to more than 200 people. kumasi: we are hearing from a landlord who has not received rent from one tenant in nearly two years.

abc7news reporter luz pena has been covering the rent crisis in california. she has spoken with tenants and lawmakers behind a program that text tenants from getting evicted while they wait for state aid. now she is sharing a landlord's perspective. luz: 1986 gary brought -- but his dream home, a four-bedroom house with a pool and a few of the mountains. >> they looked out this window and the woman said, oh my god. it was just amazing. for her to see what this was. luz: 36 years later his dream home is now an income property. >> for over two years i have tenants that have not paid a single dollar. luz: gary said the couple who rented the house have a is and his, and the wife has a stable job. yet refuse to pay, citing covid protection laws. >> they are very aware that they

do not have to pay, because i cannot evict them, and that is what they are doing. they are purposely doing that to me. you know, it hurts. luz: how much money do they owe at this point? >> it is over $100,000. luz: he applied for the states program, but realized he did not qualify. his property is in alameda county. that county is running their own relief program with federal funding. >> i apply for that last july, and nothing. he told me they received an email and application, but nothing came out of it. luz: alameda county received $120 million to help tenants and property owners with rent. they received over 13,000 applications, and so far approved close to 6000. rental housing association says many landlords are on the verge of losing their properties as they continue to wait for the state or their counties for help. >> they are getting out of the business because it is too complicated.

one assigned to the first lady's security detail. it is a scheme that involves luxury apartments and expensive gift. four agents have been placed on administrative leave. there is mona kosar abdi. >> overnight, where that members of the secret service have been suspended, accused of accepting extravagant aft's from two men who were allegedly impersonating federal agents. >> the gifts are not cheap gifts. mona: more than a dozen agents rushed into this luxury apartment building in washington, d.c. wednesday, arresting them for allegedly appearing to work for the homeland security department. the men supplied gifts to secret service agents, including rent-free apartments. iphones, surveillance systems, a flatscreen tv, and law enforcement paraphernalia. four members of the secret service were suspended. one of them was on first lady jill biden's protective detail. >> we do not know what they were

to avoid being out in the rain. but also if you can't swim, you might try to stay on board. reggie: what is going on? ok. san jose is trying to take steps to make city streets safer. kumasi: the chair of the pedestrian and bicycle's safety task force says it is time to take a second look at different proposals. councilmember roe paralysis says 20 people have died so far on san jose streets this year. last year the number was 60. he is in charge of the vision zero task force. he says he is asking fellow members to move forward with safety measures like lowering speed limits, tilting protective bike lanes, and making sure police are enforcing traffic laws. >> i believe it is time that we evaluate our ongoing efforts to see what is working, what is not, and how we can improve. most importantly, we need to listen to our community and use their lived experience to inform a safer way forward.

of local residents are avoiding going into big-city downtowns like oakland, san francisco, and san jose. one of the biggest reasons is crime. >> whether it is homelessness or street crimes, certainly neighborhoods subject to property crimes. tim: jeff rice is a spokesperson for the council. he says whether people's perceptions are accurate or not, they can have an impact. >> it is not debatable that people's perceptions are in a way reality. tim: it is not just bay area residents. is this leaders say crime remains a worry for their companies too. >> it is something -- it is something we have been talking about pre-covid. the conditions on the streets of san francisco. tim: rodney fong of the chamber of commerce says if left unattended, elevated levels of crime can have snowball effect on not just businesses, but also jobs. >> the real penalty for the business community is small business. tim: but not everyone feels
