times are all getting worse. what will it take for the city to change tonight? we're getting a grim outlook from the president of the city's police officers. association no less abc 7 news i-team reporter stephanie. sierra has the story. was parked right at the corner call it the price of parking in san francisco right over there tracy mcrae was on her way to visit a family member in the er. she parked her car at the corner of franklin and post locked up and left nothing in sight but a mere 30 minutes later. boom her windows smashed. i knew instantly it was broke just you know, shattered underscoring that it can happen to any of us mcrae is a san francisco police lieutenant. up. are you tired of it? a girl being tired of it? the question is what can we do about it? there is nothing you can do. and it's really kind of the luck of the draw. that's what it feels like and

many unlucky so far this year in 2022. there's been a 32% increase in car break-ins where property was stolen inside and a 29% spike in larceny theft the crime is increasing for delicious. white is the security service manager for sf safe a crime prevention and education program that works with sfpd facing a heightened demand for services why it says he's noticing these groups of criminals are targeting one neighborhood at a time burglarge that are teamed up when they are arrested then you may be able to clear. maybe a hundred to 120 burglaries because it was those two guys that were doing it a dose of reality on a growing problem macrae is the acting president of the san francisco police officers association. we asked her realistically will this crime cycle ever end it is going to stay the same. that's that's being real. that's giving you the honest answer chief scott was not available to comment specifically about these issues but has expressed concern.

in the past about staffing shortages and slow response times. the department is challenged with more crime with fewer resources. we're down a significant amount of officers probably 500 or more the luxury of having bike patrol of having foot beats and business corridors. we don't have that luxury the staffing shortage in turn impacting 911 response times data released from sfpd shows in february police did not meet the response time standard for priority. which are life-threatening emergencies on average responding in nine minutes instead of eight minutes, but mcrae says the time for when an officer gets a to arriving on scene should be under three minutes. the delayed lag time having a domino effect this february response times for priority b calls, which usually mean a crime has just occurred increased seven minutes and priority seek calls where there is no present danger increased 27 minutes from last year a crisis that mcrae believes the city will continue to struggle

with for at least up to decade next week the san francisco board of supervisors will be holding a committee hearing to discuss the current state of the department's staffing shortage. amid this rise in crime. we'll be following it for the i-team stephanie sierra abc 7 news. in the south bay the mayor of san jose has announced a new proposal. he says can help stop the increase in violent crime that the city has seen lately abc 7 news reporter was zach fuentes there for the announcement. violent crime is on the rise in san jose. according to mayor sam. licardo his office pointing to police data showing that 2021 saw a 10.4% increase in violent crime felony assaults sexual assaults and robberies this year. they say is on track to be similar and his press conference today. licardo spoke about action. the city is taking over the years including hiring more than 200 san jose police officers launching programs for young adults and expanding mental health response units, but still the crime.

continued ricardo says that two main factors have been linked to the crime increase one is the rising rate of pretrial releases many felon arrestees who have otherwise would otherwise have been detained the cardo says the second factor is what he calls a persistent. origin of untreated meth addiction among many of those arrested overall the proposal aims to expand drug treatment for arrestes support small businesses hit by robberies and focus on what he calls a revolving door at the jail, san jose police department looked at data over a 14-month period identified 30 arrestees. had been arrested a minimum of 10 times over that. to 14 months one individual 19 times we do need all the help we can get whether it's physical bodies of patrol cars out there making a difference or changing the law or changing legislation. what is occurring right now is not working and that needs to change though. the city does control the san jose police department much of what happens to someone after an arrest falls on the county in courts. the cardinal says his proposal

can bring different jurisdictions and stakeholders together. obviously a lot of this work is work that requires partnership and collaboration before anything can happen. the mayor says the prop. still needs to be implemented through the city council a process. he says will take several weeks in san jose zach fuentes abc 7 news. in the east bay oakland police are putting additional officers on the street this weekend after a string of killings. one of the victims was a 33 year old man who was shot to death wednesday night as we reported yesterday police say it happened during a robbery on lake shore avenue near lake merritt today abc 7 news. anchor dion limb spoke to those who knew him. i found out yesterday morning at about seven o'clock. i lost it. sorry. it's okay. i lost it. i i felt at the floor. it'll still take time before any of what happened to melanie wakefield's cousin devin stanford at lake merritt. wednesday night will make any

sense. still doesn't feel real. it doesn't feel like it's it actually happened. devin was a father and had a love of music fashion and the great outdoors. he and his partner of six years meredith lear were taking a walk when he was shot and killed in a robbery attempt for what meredith told me a louis vuitton bag, but i just was so devastated by the news and i didn't know how to process it zooming in from their hometown of austin, texas. melanie says devin fell in love with the bay area on a road trip across the country, but never let the distance get in the way of their tight-knit relationship or taking care of others. he just was incredibly generous loving caring man who had the heart of gold you want to give you the shirt off his back. yeah. sorry. devin's passing marks the third deadly shooting in the area since november and the city's 31st of 2022 oakland's police

chief held a press conference thursday promising more officers a sentiment echoed to me friday by city council president nikki, fortunato, bass. what are you asking for after? his passing texas, we all love guns and i love guns, you know, and but the truth is there really needs to be some sort of harsher punishment for gun violence as devin's family asks for justice and raises money for funeral expenses and his daughter's college education. they also remind anyone watching while the story will come and go there needs to be lasting change the rest of my life that have to spend without somebody who i love and care about they did it these people didn't just take a life. they took. a part of all of our hearts in oakland dion limb abc 7 news well part of building a better bay area of course is about finding solutions and when it comes to crime there could be obviously any number of answers.

it's a complex problem. adjoining us now is abc 7 news insider film material phil. let's talk about from a regional perspective. you know, we've heard all kinds of theories. it's a very complex obviously what is driving the uptake. we've heard a make ghost guns drug problem homelessness. is there any common denominator that you can put your fingering? well, first of all all of those sure they're all our partnering and how we deal with each one of those. it's the cumulative effect of things that really have the impact one particular brand whether it's you know, increased gun laws whether it's you know, increased jail time. you can have those different things in there including anything you want, but it's a combination of them, but right now, i would say that one of the most common things about it is the lack of police at this point the two things i see and hear the most are san francisco and oakland prime examples their forces are really down. they simply don't have enough 500 of all right by hundreds of offices. the second thing.

is that while we don't necessarily want to go back to the days when in california when if you used a gun in a crime you got an extra 10 years or if you shot the gun during a crime you got an extra 20 years people thought that was too draconian, but we are hearing is that okay? let's at least scale it back bit and say if with a gun and it's illegal. you just don't get to walk out of jail with potential. i'm gone too far. exactly something in between and it's going to be difficult to get to that in between because both have staked out this territory. all right, a lot of negatives to talk about. let's talk about positives. are there any cities in the bay area having some success that you can identify? yes, and what can we learn? well, we can look at like walnut creek remember they had the mass her theft there and they the people ran into the the nordstroms there and robbed tens of thousands of dollars. it was a video that went around the they started cooperating with other. forces they increased the patrols downtown they had the cops to do it and they had the community will to do it. you can see that happening in hayward.

at making waves academy police say there are seven alleged victims boys between 15 and 17 years of age. the ceo of the school says gower was being investigated for violating school policy when they learned of additional allegations and shared them with authorities. he also said quote we have reached out to parents students and holy to provide support where it might be needed. a local nonprofit is in need of help. the courageous women association has been providing survivors of domestic violence with shelter and resources in order to escape their abusers, but now the group is on the verge of losing its home abc 7 news reporter loose pena has the story. six months ago a woman. we will call mary found safety in this home. i'm also just really happy. i got out because i know a lot of people a lot of people don't make it out. she said the attacks by her boyfriend of two years escalated from verbal to physical abuse mary opened up about the morning. she almost lost her life.

he choked me and he threatened me and that morning. i was i was a really rate that i wouldn't make it out after weeks of planning. she escaped. do you feel lucky? yes, i do feel lucky and i feel blessed. yeah. at an undisclosed location the founder of the nonprofit courageous woman association showed us a transitional home. that's become a safe haven for women like mary. a woman pay a fee for the program which gives them housing professional help and a place to laugh heal and cook. sometimes we have cook-offs, which is incredible movies. so that's a beautiful thing between january of 2021 until now to china says they've gotten close to 800 calls of women. need they can only house 14 at a

solutions. this is abc 7 news. taboo topic is now a topic of conversation more women in tech are talking about their salary in an effort to close the wage gap abc 7 news i-team reporter melanie woodrow dug into the data and has the story. when former apple software engineering author kate rotondo negotiated working from home one to two days a week before the pandemic and an offer for more money than she'd made previously. she thought she was in a pretty good place that had thought like a huge win until rotando says she started and discovered the three men on her team worked fully remotely. she later learned a man joining the team after her would be making more money when we compared numbers of my salary and his offer. he was offered a lot more money. rotondo says she ultimately spoke with eight men who all confirmed making more money than her. she took her concerns up the chain of command they came back to me saying they would make a zero dollar adjustment and that's when i gave my notice apple tells abc 7 news.
