indoor mast mandate. reggie: they dropped the mast mandate a month ago. cases are rising come up more than 50% over the last 10 days. just 46 residents are in the hospital with covid. officials are worried about the uptick and decided to bring back an indoor mast mandate. it starts on monday. if you look at the cdc's numbers, philadelphia cases are low. >> the decisions we are making have to do with local conditions. the cdc has been clear in messaging that local conditions do matter. we hope by having folks mask up we can save the lives of vulnerable philadelphians. reggie: businesses can require everyone be fully vaccinated. kumasi: in the bay area, san francisco and san mateo county is on the high transmission list in the red. that's because of the rising ba.2 cases. amy hollyfield joining is live

with what doctors say is behind the wave and how concerned we should be. amy: we are not hearing any talk at this time of bringing back indoor mask mandates in the bay area. we are seeing cases go up. , san mateo county, they are in the red level. the transmission level is high. doctors do not think the spike will have a huge impact on hospitals here. they don't think that is going to be a concern. that level of transmission and san mateo county and san francisco is that red. while we are seeing this uptick in cases, it is not a reason to panic. it's a reason to stay vigilant. >> we may see some slowing of the decline. we may see little blips up and down like in the east right now. i don't think we will see a huge surge like we did in the u.k. amy: the spike is because of the ba.2 variant.

and the role they play in gun violence in the city. he's calling president biden's federal regulation a step forward. president biden's heightened regulations against ghost guns require background checks and serial numbers on ghost gun kits. businesses that buy ghost guns for resale must read a serial number before they are sold again. the mayors of san jose and oakland were among the anti-gun violence advocates at the white house yesterday. oakland police chief leronne armstrong releasing a video about the new legislation after a 15 euro girl was shot and killed this weekend. >> she is the 34th person to lose their life in the city of oakland this year. like most major cities in america, oakland is experiencing an alarming amount of gun violence and a growing presence of personally manufactured firearms, commonly known as ghost guns. last year, i was fortunate to be

invited to the white house where the president introduced legislation to rein in the rapid use of personally manufactured firearms. gloria: it aims to make ghost guns easier to trace but are likely to get strong resistance from the gun lobby. chief armstrong says they have recovered 300 ghost guns last year. we will keep you updated on the news conference today. reggie: thank you. on the war in ukraine, the pentagon confirms russian troops are on the move. ukraine's president said troops were leaving thousands of mines in a deliberate act. the troops are focusing on the eastern part of ukraine. austria's chancellor says he raised alleged russian atrocities during a tough and not from the meeting with russian president vladimir putin. efforts to free brittney griner are underway. she's been in a russian jail for 54 days. u.s. state department says they

cain velasquez is expected to enter a plea in a courtroom this morning. he's charged with attempted murder after shooting at a man accused of molesting one of his relatives in march. prosecutors say velasquez chased the man for 11 miles in south san jose. alaska's faces 10 counts that could carry more than 20 years in jail time if he's convicted. the man accused of the molestation is also facing criminal charges. firefighters are still watching a home depot store for flareups. the flames destroyed the warehouse over the weekend. kumasi: the building of blossom hill road still smoldering yesterday. the view from saturday shows plumes of smoke and debris falling as far as a mile away. people who live nearby cannot believe it happened. >> closer we got, the more i thought i didn't want to see it. that was a place i came to all the time. kumasi: some nearby homeowners

investigators are looking for this truck. it's a newer model red truck with four doors. pg&e will pay $55 million to avoid facing criminal charges related to the 2019 kincade fire, as well as a 2020 went dixie fire in five counties. the kincade fire started under a pg&e transition line in october of 2019. it destroyed 77,000 acres, hundreds of homes and severely injured six firefighters. the utility agreed to five years of oversight with an independent monitor and a higher at least 80 wildfire safety employees. sonoma county's district attorney said they did the best they could under the circumstances. >> if i had a magic wand, maybe pg&e would not exist anymore. governor newsom decided pg&e will continue. kumasi: she says the utility is

kumasi: the southern california woman known as soho karen will be avoiding jail time after accepting a plea deal. the 23-year-old pleaded guilty

yesterday to unlawful imprisonment in the second degree as a hate crime. she will be required to abide by the terms of her probation for two years and to continue counseling. if she does that, she can accept a less serious charge and avoid prison. she was caught on video falsely accusing a black teenager of stealing her cell phone before trying to tackle him in a hotel lobby in december of 2020. staggering numbers showing a major drop in enrollment across public schools. reggie: more than 110,000 students left the school system this year based on the numbers from october. that marks the fifth straight year of decline, and the first time state enrollment has dipped below 6 million and more than a decade. a law passed during the pandemic insures districts continue to receive funding this year despite fewer students. the enrollment declines began before the pandemic, and they are expected to continue. kumasi: the aclu was filing a

complaint with the state department of justice claiming the closure of schools unfairly impact black families. in february, the school board closed seven schools despite strong community opposition. the aclu says more than half the students are african-american at four of the school slated to close. black children make up only about 1/5 of students in the district. gilpin school district says the schools were selected based on a number of factors, including low enrollment. now to a store you will only see on abc 7 news. a small business hit with a big fine. they say it was all an effort to keep the customer safe. neighbors are now coming to the bakery's defense. >> i still love what i'mfor e ph has been making his signature pastries and cakes. >> this is my creation. one-of-a-kind. >> while he worked six days a
