mayor of new york city as tonight, a manhunt is underway for the person who opened fire in a brooklyn subway train as multiple agencies and the fbi intensify their search, we are learning that there is a reward for information leading to the suspected gunman's whereabouts. good evening. thank you for joining us. i am dan ashley. that reward has climbed to $50,000 in a matter of hours. police are looking for this man, 62-year-old frank james. they are calling him a person of interest in the investigation. investigators believe the subway shooter fired at least 33 bullets on a rush-hour train this morning. shots rang out moments after police say the gunman put on a gas mask and opened two smoke grenades, blinding fellow passengers. >> people literally on top of each other, crowding over each other, trying to get out of the way, trying to not be seen. people are just panicking. dan: this afternoon, authorities found a u-haul van they believe

is connected to james. police say it was rented in philadelphia. he has addresses there and in wisconsin as well. they found a credit card at the scene of the shooting. >> we know mr. james rented that u-haul truck. we are looking to determine if he has any connection to the train. >> police say the van turned out to be empty but on the platform in brooklyn, they found the shooters back pack and several key pieces of evidence. those include a semiautomatic handgun, hatchet, and smoke and aids. a survivor recounts the chaos, speaking tonight from his hospital bed. >> all i see was black smoke and that is when i got hit. i did not think it was serious until i got off the train, pulled my pants down, and the size of a quarter gushing out blood. >> 19 others were injured in the chaos that followed. thankfully, no one has five threatening injuries. really remarkable.

the gun they recovered had three extended round magazines but one of them jammed and they believe that saved lives. in the meantime, as a result of the new york attack, bay area transit agencies are increasing trolls. police are asking the public to report anything unusual. if you see something, say something. they all say there are no known threats in the bay area. even so, sfpd is adding more patrols at high traffic in heavily populated downtown areas. bart has increased patrols and the chief gave an update on cameras throughout the system. >> bart has since put cameras in all the trains. we have numerous station cameras on platforms in our parking lots, well over 4000 working cameras in our system that we use as an investigative tool and has helped to help solve a lot of crimes and incidents that have happened in our system. dan: in san jose, the vta is

and on saturday, we did not do that. j.r.: moran armstrong making reference to come isla brown -- to 15-year-old brown. her homicide was the fourth in the city in four days. one of 12 shooting cases last weekend. chief armstrong on the offensive tuesday, calling out alameda county's judicial system. >> far too many people have been let out of custody after being caught with firearms. j.r.: while nina carter says she agrees with the chief, she also says we need to get to the root of the problem by trying to help these young people who often end up on one side or the other in dangerous situations. a segment that she says does not have safe places to go in oakland and because of that, they are often led down the wrong path. >> teenagers in this day and age, they are out here fending for themselves. at the end of the day, when you

don't -- then they don't. at some point, we have to get some structure. j.r.: carter would like to see that structure in the form of activities for youth in east oakland. while homicides are down in oakland so far this year from 41 to 34 according to the chief, there is a 30% increase in the amount of guns that have been recovered. he says officers are struggling to respond to 2000 calls a day. >> we are down to 652 police today. that's hundreds below where we were just two years ago, 400 below probably where we actually need to be. j.r.: i hope from so many that more will be done in all areas to try and curb the gun violence. nina carter told me she would like to see more events geared at bringing officers and

community members together so there is more of a relationship. those at the poa say they are all for that idea but at this point, they are just trying to keep up with the heavy amount of call loads. back to you. dan: thanks very much, j.r. stone reporting. the writing woman charged with -- redding woman has signed a plea deal. she will admit the 2016 kidnapping was a hoax. she vanished in november 2016 but was found a few weeks later in yolo county, tied up and injured. she was arrested last month and charged with lying to federal agents and wire fraud. 11 :00, dozens of marin county school kids are sick with covid after returning from a visit to our nations capital. >> we had 20 cases in two schools. there are many school groups that traveled for their eighth grade trip. dan: the student trip is a

spring break tradition that just resumed after a two-year pandemic pause. 77 students traveled to washington. 56 of them have tested positive since coming back home according to public health officials. everyone who is infected has mild symptoms, thank goodness, or none at all. cases are consistent with the ba.2 omicron subvariant. jackie spear, who is quarantining with covid right now, spoke with abc7news about the recent spike in cases in washington. >> i think i got the variance that was very prevalent on the east coast, which is 75% more contagious than what we have seen before. dan: spears says her symptoms are mild and her recovery is going well which is nice to hear. despite loosening covert restrictions in the bay area, she is still urging everyone to wear a mask in public. san mateo union has good district is doing its part to help build a better area --

better bay area for students. connecting students with well-paying jobs that do not require a college degree in an effort to keep them in this area. tim johns got to check it out and has that story. tim: with inflation soaring on the cost of living in the bay area reaching new highs, the price of staying here is a worry for many. it is one reason why on tuesday, the san mateo union has good district posted its stay in the bay with 100 k event. >> we are here tonight to educate people on what is out there. and you know, kind of make them aware of all the opportunities. >> collin o'brien is a coordinator for the district and she says the program it's goal is to connect students with appointment options that pay six figures and up, a salary that ideally would allow them to stay-at-home here in the bay area. tuesday's event is not just about that.

it's also about reminding them that going to college is not necessarily for everyone. more than 50 employers took part in tuesday's events including law enforcement and health care. many of the career prospects presented do not require a university degree. a positive reminder, says michelle holcomb. >> it's important for these kids still be looking into trade opportunities. >> the night was a chance to get them to think about new possible avenues. >> you don't want to go to a job and be like i'm going to work. i want to have fun and test myself. >> with the job market increasingly strong, she says employers are also ready to answer the call. eager to bring on new staff while simultaneously boosting the economy. >> they are all here and they are ready to bring young people in, young and old as a premises and get started in their training program. >> in san mateo, tim johns, abc

claiming that people are being exploited because of a pandemic trend. amanda del castillo has the story. amanda: the promise of purebred puppies with sweet pictures to match but these sites are just a few of -- sights are just a few that were listed fraudulent. a person in africa used several google services in an online puppy scam. it claims people were sending hundreds of dollars in exchange for puppies that never arrived. the suspected intent, to exploit the covid-19 pandemic and the demand for puppies that came along with it. >> the damage is two-part, emotional and financial. amanda: to any animal lover, especially one in search of canine companionship, one look at a cute face could be enough to let your guard down. court documents say google was tipped off by aarp which had been contacted by a

victim. how bad does the scamming have to be for google to step in in this way? >> 35% of the online scam is a puppy scam so that tells you how bad it is. amanda: the google suit points to a study that found puppy scams increased by 165% in the u.s. from january to october 2021 compared to the same period in 20 before covid hit. such scams are a concern for the humane society and spca. >> it is disappointing that there are people taking advantage of individuals who want to add an animal to their home. you know, that is really difficult for organizations such as ourselves because we have animals available for adoption. amanda: if you are browsing, experts say be aware. most element element -- most illegitimate websites will try and avoid any contact. fraudsters will talk about payment before the pet and when it comes to making that purchase, use a method that will
