considered. >> but first the suspect preparing to face a judge. today the man accused in the brooklyn subway mass shooting faces a federal terrorism charge i court, the massive manhunt for him ended wednesday after he called police on himself. >> yeah, they caught im. >> sources say frank james called a crime stoppers hotline telling officers he had seen his picture on the news and gave a description of what he was wearing and said he might be at a mcdonald's on manhattan's lower east side charging his phone. >> i thought the police, this is that guy. he did that in brooklyn. >> reporter: authorities did not find james at that mcdonald's but several people recognized him walking down the street and called police. >> he was just walking like normal. >> reporter: the manager of a nearby flower shop says he notified an officer stooped at a red light. >> after that police officer said are you sure, i said, i'm not sure, police officer, but you can go and check and that's how they get him.

>> reporter: there's no word on who if anyone will get the $50,000 reward for leading police to james. >> my fellow new yorkers, we got him. >> reporter: nearly 30 hours earlier police say james boarded the subway, detonated two smoke bombs and opened fire wounding ten people. all are expected to survive. investigators say they found two bags, one containing fireworks and a glock pistol traced back to james. despite a criminal record, he was able to buy the gun legally in ohio 11 years ago because he had never been convicted of a felony. investigators also released new evidence including video they say shows james entering the subway station along with video that captured the u-haul james rented in philadelphia on a bridge in new york several hours before the shooting. >> that's going to be a critical element because prosecutors will have to prove he crossed state lines before the shooting. >> reporter: subway system officials are facing criticism because cameras at the subway

station were not working. >> there were a couple of cameras that definitely had internet hookup linkage problems yesterday but the police department combed through the video up and down the line. there were 600 cameras just on that one line in brooklyn and they found a lot of material including visuals from multiple perspectives of this arrested guy. >> reporter: new york's mayor is pushing for new gun detection technology on the subway saying he's exploring the use of high-tech scanners but not traditional metal detectors like those in airports. still critics question the practicality in such a massive transit system with hundreds of stations and millions of riders. and as for frank james, new reports say he recently spent about $100 at a store in wisconsin to buy smoke bombs and fireworks. also breaking news overnight from the war in ukraine, ukrainian forces have reportedly attacked a russian warship, the flagship of the russian fleet in the black sea. ukraine says the ship was

crippled by two cruise missiles. moscow confirms the ship was seriously damaged and the crew evacuated but did not mention a missile strike. it says ammunition exploded. meanwhile, president biden has signed off an a new $800 million aid package for ukraine. abc's james longman reports, it follows biden's claim that russia is committing genocide. >> reporter: of those claims of genocide, the president is speaking to what we're all seeing but the white house said it'll be up to the legal process to play out though we did see the organization for security and cooperation in europe, the first international security organization to say they found a clear pattern of russian war crimes. >> and as the war rages, finland and sweden have announced they are now considering joining nato. there is a new battle at the southern border. truck drivers are protesting new inspections imposed by texas governor greg abbott, which are causing major backups. the governor says the biden administration is not doing enough to secure the border before an expected new wave of

migrants next month. abc's ike ejiochi is here with the latest. good morning, ike. >> reporter: good morning, faith. the battle over immigration now has truck drivers caught in the middle all while officials here in washington are welcoming more migrants arriving by bus. this morning, the fight over immigration policy between the state of texas and the white house is intensifying. governor greg abbott blames president biden for not doing more to secure the border so he recently ordered commercial trucks coming from mexico to undergo extra inspections. a move that led to major backups at the border with some truckers waiting 30 hours to enter the u.s. >> translator: they turn us back around. they sent us back because it is blocked. >> reporter: truckers protested setting up blockades like this one in juarez and in the process 18 trucks were burned apparently by the cartels. yesterday governor abbott relented. he agreed to ease the inspections at one border

crossing, but some of the biggest bottlenecks have been elsewhere. >> i understand the concerns that businesses have trying to move products across the border, but i also know well the frustration of my fellow texans and my fellow americans caused by the biden administration not securing our border. >> reporter: this morning the white house calls it all a publicity stunt. >> these actions are impacting people's jobs and the livelihoods of hard working families in texas. >> reporter: the new policy in texas comes in response to the biden administration lifting title 42, the trump era public health order that allowed border patrol to turn away illegal migrants to prevent the spread of covid-19. the cdc is ending title 42 next month prompting concern in texas and other border states about a looming surge of migrants. governor abbott already responding by giving migrants free bus rides from texas to washington, d.c. the first bus arrived in the

capital yesterday and the white house sarcastically thanked abbott. >> these are all migrants who have been processed by cbp and are free to travel, so it's nice the state of texas is helping them get to their final destination. >> reporter: now the mayor in washington says the city is working with organizations to make sure those migrants have the resources they need. andrew, faith. >> ike, thank you. the biden administration has extended the mask mandate on planes, trains and buses until at least may 3rd. the cdc says the extension will allow for more time to study the omicron subvariant with covid cases now rising in 30 states. meanwhile, new york health officials are monitoring two new subvariants that could be even more contagious. new protests last night after the release of video showing a deadly police shooting involving a black man and a white officer in michigan. demonstrators marched to police headquarters in grand rapids angry about the killing of congolese immigrant patrick lyoya. he was shot after a struggle at a traffic stop.

the officer could be seen on top of lyoya then he pulled his gun and fired. a lawyer for the victim's family says lyoya was confused by the encountered and terrified. the police chief calls it a tragedy. >> there's an entire investigation being conducted by the michigan state police, which i do not have access to by design for conflict of interest. >> the officer is on paid leave. his name has not been released because he hasn't been charged. a wild police pursuit from massachusetts into connecticut. police crashing into a truck driven by an arson suspect then they fired tear gas and pepper spray. eventually the man climbed out of the driver's side window. he is now in custody. another round of violent storms hit the south overnight. widespread damage reported in green county, alabama. one person was rescued from that debris. homes in jackson, mississippi, were also damaged. and in iowa they're cleaning up after ten reported tornadoes there, extensive damage reported in gilmore city. the wildfire emergency in

new mexico has now turned deadly. an elderly couple was unable to escape the flames. more than 150 buildings and 8 square miles have been burned so far. and with that let's take a look at your thursday forecast. good morning. we're watching out for severe thunderstorms this morning from the ohio valley all the way down to the gulf of mexico. damaging winds will be the primary threat. this storm will advance through the day to the east with thunderstorms from new england all the way down to southeastern louisiana and heavy snow continuing with wind in the northern plains. severe weather is possible this afternoon and evening across new york city. damaging winds, some small hail possible. meantime, out in the plains, the fire risk remains elevated through the day. i'm accuweather meteorologist kevin coskren. coming up, the shocking video as a polar bear climbs onto the roof of a house. also coming up, the new fees coming on amazon.

next five years. we now turn to the man who tried to kill president ronald reagan. john hinckley jr. has a new lease on life, and he's turning to music preparing to perform for a sold out crowd. abc's rhiannon ally has more. >> reporter: this morning, the man who tried to assassinate president ronald reagan more than 40 years ago is preparing to play a sold out concert in new york city this summer. ♪ you're in my dreams most every night ♪ >> reporter: 66-year-old john hinckley who plays guitar and sings recently started a record label and has gained more than 25,000 subscribers on youtube posting original songs and covers tweeting, i'm very excited about my upcoming show. ticket sales are good. back in 1981 hinckley shot president reagan, press secretary james brady and two others. he was found not guilty by reason of insanity and spent decades in a psychiatric

institution until his conditional release in 2016 when he went to live with his mother. but then last year, a judge agreed to free hinckley from all restrictions. >> the federal judge ruled that he is a low risk for violence, not a high risk to society and so finally the restrictions are coming off. >> reporter: president reagan's daughter patti davis responded to the restrictions on hinckley being lifted writing in "the washington post," when someone you love is gunned down, time doesn't move on from that day, that hour, that moment. i don't believe that john hinckley feels remorse, but hinckley's lawyer saying at the time that hinckley deserves another chance. >> people who are ravaged by mental disease with proper support, with good treatment can achieve mental stability and become productive members of society. >> reporter: now with his new freedom hinckley is once again in the spotlight. >> the show in the small venue was sold out, but don't expect him to be filling arenas. >> reporter: tickets for hinckley's show recently went on

the devastating hotel fire outside los angeles, flames engulfed the building in camarillo. the four-story hotel was under construction. the cause is still under investigation. now to a high-speed scare. a tesla driver says his car's computer froze at 83 miles an hour. >> still staying at the same speed. blinkers aren't working. the air-conditioning turned off. >> reporter: a terrifying moment for a tesla owner in southern california.

javier rodriguez says his new tesla model 3's computer malfunctioned while he was driving down the freeway last week. >> i noticed that it started to get hot in the car, and it started to -- there started to be a weird scent. >> he says all the buttons and switches including turn signals, hazard lights and even the accelerator stopped working all while the car was going 83 miles per hour. he says the brakes did work but says that didn't make him any more comfortable trying to stop. >> i was nervous that if i were to brake a whole lot, that i wouldn't be able to gain the speed again to keep up with traffic and get around cars or i was nervous someone was going to slam into me. >> reporter: he was able to make it off the road and a few minutes later the car rebooted and everything seemed normal. with the help of a highway patrol officer, rodriguez had the car towed. he says tesla told him it's now fixed the car explaining the problem in a written report. >> diagnosed and found poor communication from charge port door causing power conversion system to shut off in order to

protect onboard components during drive. >> reporter: but rodriguez says he's worried a safety feature on the car could cause another computer shutdown without warning. >> i need a little bit more explanation. i'm on the freeway, and this happens at 83 miles an hour. i'm keeping up with traffic. everybody is trying to just kind of, okay, well, we fixed it, we fixed it type thing. like i need an explanation. >> abc news reached out to tesla but did not get a response. in los angeles, crews rescued a driver after her car plunged 300 feet off a cliff. the woman was alert after that crash. she was taken to the hospital by helicopter. no word yet on any injuries. so much for being perfect in sports, baseball is buzzing over dodgers pitcher clayton kershaw being taken out of the game after throwing seven perfect innings. his catcher says kershaw was getting tired, and the dodgers manager says kershaw had asked to be taken out after only 80
