because they make many of those prepackaged salad kits you see of the grocery store. the concern is there could be an ammonia leak. multiple engines responded to the fire last night. smoke could be seen for two miles away. people living nearby are being asked to close their windows and turn off any ventilation systems. we will stay on this breaking news and bring you updates throughout the morning. kumasi: federal investigators are helping to figure out what caused this massive fire that destroyed a south bay home depot. local firefighters say it is protocol for the atf to help investigate an incident this large. amy hollyfield joins us live in san jose with the latest. amy: the atf is now involved. federal investigators along with a local team are asking that any witnesses please come forward and give their account of what happened, to help with their case. the witnesses we have spoken to

all say the sprinkler system did not kick on and they did not hear fire alarms until it was obvious there was a fire. flames were coming out of the windows when they finally heard the alarm. people who were shopping at the store saturday tell us it was all very scary. when you see fire, threatening big chunks of burning stuff falling, it feels like it is going to get you. amy: no one was hurt in this fire, everybody got out ok but this storm on blossom hill road -- this store on blossom hill road was a complete loss. the roof collapsed and investigators are trying to figure out what started this fire. we asked about the claims of the sprinkler system and alarms not working. they say it is under investigation and they now have the help of the atf. reggie: we have new details from the ntsb on what happened

moments before the march 10 caltrain crash in san bruno. a supervisor gave railroad dispatch an all clear signal, despite the fact there were three construction vehicles on the trucks. the engineer hit the emergency brakes while traveling 63 miles per hour. the train could not stop in time and crashed into the equipment. the damage is estimated at $1.4 million. 14 people were hurt. construction is happening all across the caltrain corr idor as part of the electrification project. kumasi: -- is facing a federal terrorism judge -- charge. we are also learning what he was doing in the hours before he allegedly shot 10 people. jobina: sources tell abc news that frank james called a crime stoppers hotline, telling officers he had seen his picture on the news. james gade -- gave officers a

description of what he was wearing. he said he might be at a mcdonald's on the lower east side. when officers arrived, he wasn't there but then the manager of a nearby flower shop told an officer he had spotted james. >> after the police officer told me are you sure? i said i'm not sure but you can go and check. that is how they got him. jobina: police say james detonated two smoke bombs on a subway train and then started shooting. nearly 30 people were injured. all are expected to survive. investigators released video they say shows james in the hours before the shooting. one video shows him entering the subway station, another shows the u-haul police say he rented, crossing a bridge into new york several hours before the shooting. reports say james recently spent about $100 at a store in wisconsin to buy smoke bombs and fireworks. he has addresses in wisconsin and philadelphia. reggie: happening today, the

oakland police department is set to announce a new gun buyback program. opd will announce their involvement with the guns to gardens program. decommission firearms will be turned into garden tools. the announcement is set for 2:30 this afternoon. kumasi: if you are planning on traveling soon, you'll want to keep your face mask handy because the cdc is extending the federal transportation mask mandate for at least two more weeks. that includes travel on planes, trains, inside airports and some buses. the cdc says it will be in effect through may 3. the white house covid 19 response coordinator will be talking about this on good morning america. >> cdc scientists felt because the ba2 variant has become the dominant one in america, two more weeks of data will be helpful in figuring out, is this going to become a major problem or is this something we will be able to manage pretty effectively.

pipe or stick. we are negotiating with him because he is in a crawlspace. >> he started a fire and tore up the basement. who knows what else he is doing down there. kumasi: officers ended up taking the man, and fired at him with a beanbag shotgun. he was taken to the hospital to be evaluated. the police dog he is accused of hitting is reportedly ok. reggie: an investigation happening at a bar. officials confirmed there have been several reports of possible drink tampering at duke's spirit and cocktails. j.r. stone spoke with the bar's management. j.r.: police confirm they're looking into allegations from several bar patrons at duke's spirited cocktails who say their drinks were tampered with over the past year. >> unfortunately in this situation, what we saw on social media is a number of people jumping to discredit those who claim to be victims.

reggie: as crime continues to rise, staff at the san francisco police department is shrinking. what is the chief and the san francisco police department doing to deal with that shortage? how long will it take? stephanie sierra spoke one-on-one with the chief. >> staffing shortages within the san francisco police department have hit a new low. the department struggling with declining retention rates, nearly 600 officers short. >> officers are leaving for better pay and other departments. >> sfpd released this report showing staffing levels have been steadily declining over the past three years. on average 100 officers are either retiring, resigning or being terminated from the department each year. chief scott says it has gotten so bad, the department is implement a new retention unit design to eep officers on the force.
