who opened a jewelry store 14 years ago. she used to be a street vendor and understands the struggle. you don't mind competition, you just wanted to be fair. that's right. she wants vendors to have permits, many say they want that too. would you like a permit to sarah -- sell? we walked down the block to speak to the executive director of the cultural district. there is a program that would require street vendors to have permits required a month. >> after may 7, if someone cannot prove where items come from, will be confiscated and asked to move. luz: proof of purchase is complicated in many cases. >> the problem is they do good to the free market -- fleamarket, to get them legally but they don't get the receipts,

so when they come here they would not people to prove where they items. luz: they have noticed an influx of new vendors coming from the tenderloin. this after there was a state of emergency cleared in the neighborhood. they have been cracking down on that the city and many are now moving to the mission. dan: how many vendors have signed up for the program and how does it work? luz: so far 22 vendors have signed up. there are about 20 -- 40 vendors selling right out. the plan is to spread them out and assigned areas for the vendors to work. the city does not know how much if any thing they will charge vendors to set up shop. dan: thanks. dion: last night we told you about people selling stolen goods from car break-ins in san francisco. it's getting traction from viewers and public officials, dan noyes joins us with an

update. dan: our late colleague said san francisco is the city that forgot how. that is stronger than ever because of a new plan to make public works staff enforce stolen good laws. it's usually police job. >> it's where i live so it's kind of scary. dan: more than seven months ago, this tech worker who lives here talked about stolen goods, luggage and laptops taken from car break-ins bought and sold. police have made no arrests in the investigation is ongoing. >> the way things were laid out with license plates and disruptions, that gives us a lot of investigative leave -- leads we can follow on. . dan: have they been aggressive

enough? >> no. dan: the supervisor and the mayor have sponsored a new law that requires proof of ownership and permits for anyone selling goods on the street, whether this operation or the mission sidewalk vendors, but instead of police the plan is to have the department of public works staff enforce it. >> if they don't have a permit, dpw can confiscate goods and say you can't sell. dan: the police union president tells me that is dangerous. >> you show a badge to someone, they're going to laugh in your face, versus an officer in a uniform, what are you doing, where did you get that?her. dan: a spokesperson for the mayor said police still have a role, they will respond if dpw staff have problems in versing -- enforcing permits. the mayor says it is critical to have a lawful permit system for

those who want to sell on the street, and a way to enforce it to stop those selling illegally. officers are hamstrung by the district attorney who they say will not prosecute these enough. first is the ransacking in san francisco in november. >> they got arrested and then they got arrested and the mate got out and did the same crimes. it's a revolving door of we catch them, but they are not being held accountable. someone cutting off their ankle monitor because they know nothing is going to happen to them. dan: today a spokesperson fired back, saying the sfpd made arrests in less than 1% of car break-ins last year and the police arrested only a handful of people among dozens of suspects and the ransacking of the louis vuitton store. i am posting the da and the

mayor's full statements on abc7news.com. dion: many thanks. breaking news out of daly city, sky 7 overhead. this is that thorton state beach where rescuers are working to help someone who got stuck on the side of a cliff hundreds of feet down. it's not clear what happened exactly, but we did see someone rappel down and reach the victim about 10 minutes ago. sky 7 zooming out to give you a different vantage point here. the rescuer appeared to put safety gear around the person and then attach it to a rope. it appears they will be going up the cliff side to safety any moment now. as we zoom in, you can see the terrain, incredibly steep. step-by-step the person is being were being told that -- what is that, a chopper on the beach right now. once again, this is out of daly

city where you can see sky 7 is overhead. that chopper, that rescue vehicle on the beach where we understand that one person is being hoisted up from what appears to be a rope on the side. you can imagine it being the whether it is, people out and about, enjoying the sunshine. dan: it was a great day to be out and this is at thorton state beach. this happens periodically, you can see the rescuer put the helmet on the person they are walking covertly of the cliffside to safety. we expect this to have a great outcome, this person is in capable hands of this point, but you can imagine how unnerving and frightening this was and how quickly it turned into a crisis for the person at thorton state beach today. dion: and to see that the chopper was able to land on that open stretch of sand and reach

that individual safety, -- safely, look at this. the terrain is steep. you can imagine with individual happened to be doing and the slide down, we can only hope the individual's injuries are not major, but the good news is we see up there, rescue personnel also waiting for the slow ascent up the side of the cliff. dan: a safe that the person is ok because they don't have to use a rescue basket or anything, the person is walking up the hill with assistance on their own power, which is a good sign. but as you can see, this is no joke. this is a rugged piece of terrain, very steep. it could easily turn into a deadly foe. you see on the screen, 393 feet. it is treacherous and obviously one falls move could be disastrous for anyone who takes a tumble. dion: you can see it up top, if

anyone is familiar with this area, you can see the grassy portion of the screen at the top, where the rescuers are. this is a residential area, also a public area where there is a park. on a day like this, ahead of easter sunday and the weekend, people out and about, you can imagine many people are wanting to enjoy the outdoors. all it takes is one slip, one misstep for something to happen. as we zoom in, you can see that rescuer just behind that person, undoubtedly encouraging him or her to take one step after another. those safety precautions being taken. dan: it's exhausting, you can tell this person is tired of trying to get back up this hill but they are getting an assist from the rescue personnel. but there is a long way to go, 393 foot cliff. it's steve, rugged and that person is clearly struggling a little bit from an energy

standpoint because it is exhausting to try to go back up there. dion: you have to imagine the upper body strength to be able to always yourself, and on terrain like this, which is sandy, rocky, could lose your footing at any moment. perhaps that may have been what happened to begin with. you can see from the side, step-by-step, grip after grip. this happening in daly city with the chopper below. you can see a little bit of a struggle now. dan: what is interesting is why not go down to the beach below? we will have to ask that question. it seems like it would be a shorter distance to get that person to safety, rather than go back up. dion: and the precision, it looks like the individual is going up a very sandy, dirt lined path. dan: you can see the santa giving way.

-- sand giving way. dion: you can see the rescuer has a red bag, often filled with chalk or other substances to help with grip. but their gloved as well. the individual is not having any gloves, can you imagine the strength and how raw your palms must be at this point? dan: this is been going on for some time, this is thorton state beach where not long ago someone obviously got in a real predicament and they were able to rappel down to reach this person. a rescuer put on safety gear around that person, the jacket and of course a helmet, very important and now they are slowly working their way back up the cliffside to safety. dion: we should also point out we do know it was a third party that called the seine, whether or not that third party was just walking and happened to see this person, but fortunate turn of

events that emergency personnel were able to get to the scene this quickly. it's just remarkable to see from sky 7, more than 300 feet down the side of the cliff, rocky conditions. dan: they took a little tumble backwards, but they're going to get find -- be fine. this person is unsure exhausted. it looks like once they get to the green area just a few feet from where they are now, it shows out a bit it is not quite as steep. so it might not be quite as difficult the rest of the way. hard to tell from this angle but this looks like the steepest part. there is still quite a long way to go. dion: over the past three years, anyone who lives in the bay area, this is not necessarily uncommon because every once in a while we do hear of people or perhaps pets taking accidental tumbles down the cliff. dan: and often people go down to

get pets and get in trouble. we've see that countless times over the years. as you pointed out ahead of the holiday weekend, some nice spring weather before the next round of rain, this is the time of year where we tend to see these things happening because people are getting out and going for hikes for the first time in several months after the rainy season. this is a time of year when we do see this a handful of times each year. dion: when you think about the weather we had yesterday and the rainy conditions, we had a one on the storm impact scale impacting much of the bay area, this side of the cliff could have been slippery. so in some ways, he would think that it being dried out today helps the rescue effort. dan: probably some, but you can tell the ground is a little unstable there. it keeps giving way. you look at the sand giving way as they work their way up. dion: the person who is being

rescued at some points is almost lying flat, almost vertical -- horizontal. dan: you can tell they are tired of course. but the rescue is doing a great job. coaching and coaxing that person up the hill, reassuring them they're not going to fall, they are fine, just one step at a time. we will get back up on top of the hill, you will be ok. presumably this person does not have anything to worry about at this point and hopefully feels that way and realizes they will be safe, they will be fine. we've got some work to do to get to the top. dion: to remind everyone if you are just joining us in progress, we heard about the call come in a little bit before 6:00, where sky 7 was heading to this area of thorton cliff in daly city. really it has been fascinating to watch the ascent to the top where there are rescuers from

chp waiting to treat the individual who presumably tumble down the side of the cliff. dan: you look here as we discussed, still an awfully long way to go before they get to the top. it looks less steep and with the vegetation now instead of the sand, the footing will be better of course. with any luck they can make a little more progress and slip less, and maybe it's less exhausting. you just know from walking on the beach, if it is really sandy, how much harder it is to walk on soft sandy beach. imagine climbing a hill like this with sand giving way, it is exhausting and hard to keep balance. with any luck, this vegetation will help make it stable. dion: you have to give kudos to that individual from chp, look at this work. they train tirelessly, they are wearing full gear. the ricoh, making some strides, making some headway.

each and every step, it looks like that person now is getting perhaps a second wind, making good progress. dan: i think the vegetation gives more secure footing. dion: we are getting new information from a few of our producers in the newsroom. to order store -- to underscore how gary says, we saw a person stranded around 5:50. the ground was moving under their feet, did not want to go live. this is the perspective of people in our newsroom watching this unfold a minute by minute. dan: this is thorton state beach, really not far from the olympic club if you know the area, which gives you great ocean views. that's the area we are talking about. this has been going on probably a good half hour, 45 minutes now. dion: different agencies on the scene, the fire department, chp,

singles into police as well to give us an idea of what happened. you can see from this point, 221 feet. they have made so much progress in just a few minutes. dan: it is hard to say how much more we have to go before they get to the top, but probably 10 or 15 minutes maybe if you have to guess. they're making good progress and the footing is a little better, the sand is not giving way under their feet, now we are making progress. it is less steep than it was on the cliff side where the sand was. nice to see. this is going to have a happy ending and the person clearly is fine. if the person was injured they would not ask them to climb up the hill like this under their own power. but you know the person was scared and now completely exhausted. dion: and to see these factors in people's favor, it is a clear day, dry day, that there's also daylight at this time of year

allowing for better visibility. look as sky 7 zooms out, a tremendous task at hand. but the tremendous progress scene unfolding minute by minute. dan: well, it's been about half an hour and once they got down to this person and put on a harness and it looks like a jacket they brought to protect them a little bit, that helmet, the ascent started to the top of the cliff. we are now making much better progress than before because i think the terrain is a little more friendly. we are sprinting to the finish here. so it is good news, this person is fine and you can just imagine what that rescuer is telling the person they are trying to save. you are fine, relax, you won't fall, one foot in the other.

update you in a moment. but first the weather. >> we have rain coming that will start bright and early tomorrow, northern california seeing the mix of rain and sleet. this is the leading edge of the storm. we are seeing clouds in the northern end of our viewing area, increasing temperatures, anywhere from the 50's to the 60's, live views right now, enjoying the sunshine. it is a beautiful friday afternoon. from our south beach camera you are noticing clouds ahead of the storm. arrives overnight, bright and sunny for easter and two more coming next week. brief, heavy rain in the morning, isolated thunderstorms chance. what start with the wind, 32 to 36 miles an hour for strongest wind. the wind switches direction out of the northwest and it will be on the breezy side well into the afternoon.

the video the sky 7 vantage point zooms out. just how far that is imagine the terror of tumbling down that clifton boy. is quite a walk and they were all the way down on the sandy section, which is really the steep part and as they were coming back up you could see the sand breaking away from their feet as they tried to move up the really steep part of this cliff. it got better in the grassy part less steep and better footing so that part went much faster than the initial portion of this rescue, but that cliff is something like 393 feet high. so it was quite the scene. yeah. we are taking a look at video from the actual rescue. this happened really minutes ago where this is the last 15 feet to go before that person reaches the top now, you may remember we first showed you this live just about 20 minutes ago as rescuers hooked some kind of apparatus to that person as the ground moved under them, but look at that.

finally after a very long trek up that cliff we are happy to report that that person has made it to the top down indeed. no worse for wear probably exhausted. obviously. there was quite a frightening experience and and really an exhausting you seem wobbling a little. but understandably after coming up all of that terrain, but obviously the person is fine and a happy outcome. we're going to continue here in just a moment.

bay area moving forward finding solutions. this is abc 7 news. you know when? to your money. nothing is quite as unsettling and infuriating really as a scammer breaking into your bank account. it happened in a most unusual way to a hayward woman who found a stunning delivery in her mailbox. she came to seven on your side's michael finney and he is here now with her a troubling in weird story. yeah troubling that's a really good word. this was surreal. i mean listen to this story this woman suddenly received a huge stack of male containing not one or two, but 70 chase bank credit cards issued to 70 complete strangers all on her credit card account now even more troubling

never seemed to raise a red flag when someone added 70 names to a single account instead the bank went ahead and issued all those fraudulent credit cards. i've never seen some of these outrageous the sack of envelopes arrived all at once in tina kumar's mailbox. i was overwhelmed when i saw the envelopes. i didn't know what was going on and i've been like in shocks since then. what was most shocking each envelope contained two of these chase bank credit cards each with a different name on the front and her account number on the back. i was like dumbfounded when i got so many different credit cards and then i look behind. have my credit card number. it was just beyond belief right away. she called the number on the car to find out what was going on and suddenly realized she had just activated the account for 70 strangers and i panic it's like oh no. oh, no. she called chase customer service and got more upsetting

news. he said on march 25th. somebody logged into my account. and added 70 names and i said well, how can that happen? how? was a notified the bank closed the account gave her a new card and a new login. luckily. no one had used the cars. i'm sure you know people that were waiting for it to be activated just would have went on a rampage charging but no one explained how 70 fraudulent credit card slipped through at the bank without detection. it's outrageous. how can something like this? how can you not have some red flags in your system who in the right mind would go and add 70 people. it's like an understand two three, maybe four five. 70 come on now chase promise to call from a manager it never came you would think somebody from upper management with contact me and say let me check into this and i'm gonna get back to you. this should never have happened. why isn't somebody contacting me

tell me something for god's sakes, you know, but being a contacted seven on your side, we asked chase bank how this happened and why no one alerted tina. she had 70 new authoriz. users on her account. the bank did not provide answers only general bank information saying for flexibility. we allow customers to add other users to their credit card account the additional card a sent directly to the account owner at their address and the unauthorized cards were quickly closed which was little comfort to tina. what's going to happen next? you don't know. that's scary. huh? i that's unbelievable. tina tells us a chase executive just called her to apologize and promised to investigate what happened. she had just renewed her own credit card when the 70 additional cards came in the mail to get. she still has an activated hers. chase did not say whether it changed its fraud detection

outdoors, so and the weather's nice the san jose downtown association tells me that the outdoor dining setup has been great for restaurants here, but the temporary emergency ordinance that close the street to traffic is set to expire councilmember. i will perales has proposed extending the ordinance that close the street until next march while the city works to make the closure. permanent if we're gonna do it permanently, right? there's some challenges with with for instance public safety fire access, we're gonna need to invest in some infrastructure paralysis proposal also addresses post street. it was close to traffic earlier in the pandemic and reopened in january under the proposal the street would close from thursday evening to sunday not all businesses in the area like the original closure saying it took away convenient parking for some customers one bar manager. i spoke with enjoy that previous street closure and says that a hybrid closure the perfect compromise there's very little parking on the street anyway. so foot traffic, and if it looked nice down here could be a destination point back on san pedro street a full closure is also not.
