kb -- and the easter holiday weekend here at home means millions of americans are on the road gathering with loved ones and dealing with the steep gas prices. deirdre bolton is here with more. good morning. >> reporter: good morning. well, today is one of the busiest days to travel this spring. more than a quarter of americans are traveling this weekend. this is according to trip advisor. prices are high at the pump. aaa says historically higher gas prices don't deter people from driving. they did do a survey though. it seems like $5 per gallon is a key psychological level for people to consider when they're considering changing future plans. 75% of respondents said that level would change what they're doing. as for travel tips this weekend, cars on the road, aaa says it's best to get on the road before 11:00 a.m. or drive late at night. in the afternoon chances of getting stuck in traffic are much higher. that's a strategy for your weekend. >> getting back to gasoline prices, we know they're high, but what are people paying?
7:11 am
>> they're off their record highs. a gallon of gas $4.07 across the nation. that is down from the all-time high of $4.33 a month ago. even this weekend's prices, still more than 40% higher this time versus last year. that's a big difference. check out gas buddy or waze for the lowest prices. also, joining an organization like aaa, they have fuel points, rewards programs that may make it worth it. >> some ways to help out a little bit. >> try if you want to see your family and friends. >> thank you, deidre. and on that point, rising fuel prices putting president biden in a tough political spot, making plans to resume drilling on public land, flipping on a 2020 campaign promise while also angering climate activists. abc's maryalice parks has more. >> reporter: the biden administration set to restart the sale of onshore leases for oil and gas drilling on federal lands.
7:12 am
144,000 acres of public lands will be up for lease in these nine states. the move upsetting environmental activists in the president's democratic base. the decision a clear departure from this 2020 campaign promise. >> by the way, no more drilling on federal lands, period, period, period. >> reporter: the white house saying their hands were tied. the president did sign an order pausing the sale of new leases when he came into office, but a federal judge in louisiana said they had to go forward. the decision this week coming while gas prices are spiking. the white house facing political pressure to look for ways to super charge domestic production. still given his pledges to curb greenhouse gas emissions, environmentalists are fuming. >> there's no way to meet the campaign promises as well as his international commitments unless he addresses leasing on public lands. the first step is stopping the leasing. >> reporter: the department of interior insisting they worked
7:13 am
to thread a careful needle, raising the royalties of the plots to nearly 50%, promising to include the input of tribes and taking environmental concerns into account like never before. only a small fraction of the land oil and gas industry leaders hoped for ended up included. >> the announcement is mixed signals from the administration regarding leasing. this is a first step, but they need to do much more. >> reporter: one major point of frustration for this white house and democratic lawmakers is the fact that oil and gas companies hold and lease hundreds of thousands of acres they don't use. it's unclear at what point, if ever, the new leases will equate to more production. these new leases set to go on sale as soon as tomorrow. whit? >> maryalice, thanks. let's bring in abc news political director rick klein to discuss more. good morning.
7:14 am
great to have you. the biden administration as we noted resuming oil and gas drilling on federal lands despite criticism on both sides really. why now? >> reporter: bottom line, whit, this was about gas prices. the biden white house under enormous pressure to do something about spiraling costs of gasoline. this was one of the options available to them. they're right in saying a federal judge ordered these to go forward. almost everyone involved believes the biden justice department, the biden white house could do more to delay that to keep that campaign promise, maybe to delay indefinitely. instead, they found a way to release smaller numbers of acres for these leases. it might mean more exploration, might even mean more production. it's going to take a while. it's another reason why it's so hard to deal with a political crisis when that crisis involves gas prices. >> as you mentioned could take a while before people notice a difference at the pump. i want to switch gears to the southern border. more than 220,000 migrants arriving in the month of march. it's the third highest recorded amount ever. those numbers only expected to go higher when a pandemic era rule expires next month.
7:15 am
it's shaping up to be a humanitarian crisis and a major political fight. >> keep your eyes on this. keep your eyes on the border. it's almost certain we'll have more people arriving and the border authorities will have less flexibility in terms of what they're able to do about it. going back to the early days of the pandemic under former president trump border patrol was able to quickly deport most people that arrived at the border using title 42, which says a public health emergency means there's risk to increasing people coming into the country. now despite mixed messaging over the state of covid and the extension of the mask mandate the administration is about to lift that. they say it's the call of the cdc. a lot of democrats aren't buying that. this is critical, whit. some are saying the biden white house doesn't have a plan for the influx likely to come. >> this debate only going to get
