again. the costs that you will see when you fuel up this week and the chances of it going higher for the summer. >> much-needed rain returning, a live look outside this morning tracking on and off showers for you this morning. >>20. >> if you have plans today, you want to timeout the rain? >> for most of us the rain is impacting later this evening and the storm will linger through friday mornings. you can see the wet weather beginning to move into northern california. 40's and 50's right now. not too chilly this morning. you still need the jacket outside. dry and partly cloudy skies, the day looks like this with rain first arriving in the north bay this morning. hanging there through the afternoon. not until the evening or overnight, the showers spread across the region. it's a one on the storm impact

scale through friday morning. taking a closer look at the rain coming up in about nine minutes. >> thank you, drew. the department of justice is going to appeal the mask mandate ruling that struck it down if the cdc says the mandate is still needed. >> but as of this morning many of your services are making changes. we will walk you through it right now. the agency that you see on the left still requires masks. including bart, you muni, golden gate, and the fairies. -- ferries. they are optional on major airlines within the united states and starting today, transit. but remember the cdc is still recommending you mask up when traveling. >> let's check in with amy hollyfield, tracking the commute and hearing from health experts on the risks of dropping the masks right now. amy? amy: good morning.

how confusing for bay area commuters. they can arrive here on a transit bus and not be hired to where am i -- wear a mask, but then if they catch a muni bus, they have to put one on. not a universal policy right now. here we see an ac transit bus holding and right now. these will be some of the first passengers who have had the option on whether to wear masks. first time in two years. ac transit is out on its own on this policy decision. bart and muni still requiring masks. unfortunately i think we see in empty bus. -- an empty bus. we won't get to see those first few passengers. that will have to happen later today. ac transit for the first time saying masks will be recommended but not required. we reached out to local doctors who told us that they are

concerned about the mandate being dropped. >> the reason i'm also disappointed is it sets a really scary precedent for a time when we think about public health emergencies and whether or not judges and politics can override what the cdc is saying. >> companies like delta calling it an ordinary seasonal virus. it's definitely not ordinary or seasonal yet. amy: airports in the bay area have dropped the face covering requirement. masks are now optional inside of local airports. major airlines are no longer requiring masks. ac transit is no -- is aligned with airports and they say that while they have dropped the requirement they recommend that passengers wear masks. it's all very confusing for commuters. it depends on which bus or train you choose. live in san francisco, amy holyfield. >> thank you, amy.

we have a policy list on each airport and transit system on our website. >> developing news, more help is on the way to ukraine as russia launches a new offensive in the white house plans to announce a major weapons delivery to ukraine as soon as this week and the new package could be similar to the $800 million package that president biden announced just last week. the pentagon would not say what type of weapons could be included this time. >> you have to do this smartly in chunks and phases based on their needs in the moment. it would be irresponsible for us not to do it that way. >> it comes as russia steps ups attacks in the industrial heartland of ukraine and that russia is now dropping heavy bombs on a sprawling plant in the port city of mariupol. >> gas prices are going up

nationwide and it isn't clear how high they will go. gas prices had been falling slowly after the last few weeks. symptoms spiking last month. right now the national average is $4.11 a gallon and experts warn that uncertainty and ukraine plus the typical price increases of the summer driving season could mean that we are all paying more soon. however experts also say that the oil market is volatile and prices could very sharply in either direction. right now area drivers are paying a few cents less than last week. san francisco, aaa says gas prices averaged $5.79 a gallon. $5.71 is the average in san jose. >> a new survey showing how bad traffic is getting. nearly two thirds of trips within san francisco were by private cars, including uber and left.

-- lyft. one third was bikes, walking, taxis, all of that. the number of people taking sustainable trips has decreased in recent years. it was at 46% in 2019 and just 38% last year. their goal is to ensure 80% of trips will be taken in priority mode by 2030. >> a return to san francisco after pandemic hiatus, vendors are allowed to sell cannabis products at a sanctioned event at golden gate park. it will be allowed in robin williams meadow and hippie hill and they hope that all san francisco businesses will benefit from the event. >> working with communities and neighborhoods to help get things back on track and push things

>> happening now, 700 families near flagstaff arizona have been evacuated from their homes by a fast-moving ire that has grown to 6000 acres since it started on sunday. people were not able to fly yesterday because of high wind with zero containment in these 2000 structures that have been destroyed. drew: going hour-by-hour, showing you the showers returning today, arriving in the north bay by noon. we will track the showers in the north bay, where the wet weather sits for much of the afternoon and we are still tracking showers in the north bay before they start to sink south later this evening. 9:00 p.m. they work through the city, the east bay, the south

>> now to an update on the investigation, controversy around personal protective equipment purchased during the pandemic tin ewing to costa taxpayers. it has been four months since we first showed you millions of dollars of ppe left outside in the rain in san mateo county. the county manager told the board of supervisors that he rented three warehouses to salvage the ppe from the rain at

an ongoing costs of 25,000 dollars a month. >> that is why we are looking into building our own for long-term. it makes more sense than continuing to, continuing to rent facilities. >> it makes me sad to think about it. it's just got to move forward. this wasn't of the county at its best. >> the county manager revealed much of it expire this month and is looking for alternative uses and a responsible way to recycle the material. . >> two san francisco police officers are under arrest accused of tampering with evidence. mark liam is charged with unlawful possession of a machine gun after allegedly being found with a firearm missing from evidence. in a separate incident, kevin lyons is accused of concealing

or destroying evidence, including flushing drugs down the toilet. do as i say, not as i do. apparently some bosses are not following their own advice when it comes to returning to the office. google to blank -- google to bank of america, executives are pushing workers to return to the office to boost in person collaboration but the bosses themselves are somewhat exempt. the survey shows early 5% of employees are in the office five days a week while just 19% for executives. according to the survey, employees not happy with their flexibility are three times as likely to say that they will definitely be looking for a new job in the coming year. >> a new landmark added to the manhattan skyline, the most slender skyscraper in the world. look at the center of the screen there and you will see it. that is the steinway tower near

[laughter] going outside, a live look at the camera, the bay bridge, a fair amount of cloud cover overhead this morning. brighter skies in the south bay right now, watching it ahead of the next storm arriving today, it stays unsettled through friday morning and then the weekend is looking dry, warmer, a nice weekend is coming our way but we have to get through the rain first. level 1 today through friday morning. just some on and off showers with a beach hazard along the coastline this morning, a strong northwesterly swell in the afternoon. the rain first arrives in the north bay later this morning and it hangs there throughout the

afternoon. on and off showers late tonight through tomorrow morning. a similar story tomorrow morning but be aware that it will feature slick conditions. total rainfall, a decent storm in terms of rainfall. it likely half an inch of rain over the next 48 hours. snow over the sierra with a winter storm warning at 5 p.m., 5000 feet, we are thinking one feet to two feet of snow. this is a good late-season snowstorm that we have here. three feet over the highest peaks, rain first in the north bay spreading south throughout the evening. 60's to low 70's tonight, scattered showers with overnight lows basically in the upper 40's to the low 50's. unsettled through friday morning, it's out of here for the weekend with right or warmer temperatures away from the coast on sunday and we keep the dry conditions into early next week,

gone, a federal judge overturning the mask mandate. according to the faa from january of 2021 to april 12 of this year the agency recorded over 70,000 unruly passenger reports with at least 5000 of the incidents mask related to. but not everyone is championing the decision. the white house covert response coordinator tweeting about the reversal calling it deeply disappointing, saying the cdc should have been given more time on the decision and suggesting that people continue to wear masks on planes. >> should people continue to wear masks on planes? >> that's up to them. >> the department of justice says they will appeal the decision if they conclude that a mandatory order is necessary for public health. the department questioning the precedent behind the decision. can one federal judge overruled the cdc on public health matters? right now the infection rates are climbing across 33 states.

united airlines says they will allow customers who were banned from their flights due to mask violations back onto their planes on a case-by-case basis. >> local experts are talking about the changes to the mask mandates as a seat transit lifts the requirements this morning. amy hollyfield is live in san francisco. have you seen the commuters? i know they gave you that fake out with the bus that pulled up empty earlier. >> it has been a quiet morning at the transit terminal here but we know that if you arrive on an ac transit bus you are not required to wear masks. however if you got off your bus and climbed aboard say a muni bus, you would need to put a mask back on. it is pretty confusing here in the bay area. there is no universal agreement here in the region with the mask issue and transit agencies.

ac transit is complying with the court ruling that struck down the mandate on public transportation. masks are not required on ac transit but other agencies in the bay area are still requiring masks. >> we are interconnected. we have connections to bark. bart has connections to caltrain and other agencies. we want to make sure that we are giving passengers the most updated information and we are staying on the same page to make things as easy as possible for passengers. >> once you get to the bay area airport, you can take the mask off. it is very confusing here, it just depends on which train or bus you choose. local transit and health officials say they still recommend masks on public transit, even if they aren't required. reporting live in san francisco, amy hollyfield. >> thank you, amy.

here are your problem spots. 242 at clayton, this partial blocking accident here has the traffic stacked up and there is word of a brand-new crash in san francisco from the transition ramp to eastbound 80 on bryant street where it transitions towards the bay bridge, leaving san francisco. expect delays there as well. there is still an alert in santa rosa with a collision blocking kernville road. now they say it will be at least until noon that it's open. both directions near laguna, closed. want to get from 16 to creighton or santa rosa and 101? to do that you will want to take river road this morning.

provided various higher education classes to inmates, including a college prep program. their community college gained accreditation this year and those who went through the system say it makes a world of difference. >> they are not just giving you an education, they are giving you hope. giving these individuals up in here hope. in a place where it is basically hopeless. >> private donations fund of the college and the staff comes from some of the top universities, including uc berkeley. reduced tuition at community colleges on the peninsula could soon becoming. the san mateo board of county supervisors passed a resolution supporting a bill that would reduce enrollment fees. staff reports find that tuition, rent, food, it can all costs more than $15,000 for community college students. the senate and the assembly would need to pass the bill for it to go into effect.
