temperatures in the 40's to low 50's. by lunchtime bright skies. a warmer afternoon. compared to yesterday we are a little bit above average for today. inland areas in the mid to upper 70's around the bay. at the beaches, upper 50's. tomorrow will be even warmer. i will let you know by how much. stephanie: san jose has installed its first automated license plate cameras at monterey road and kroger avenue. the city hopes this will reduce the number of traffic deaths. amanda introduces us to a mother who made it her mission to improve safety at an intersection where her daughter was killed. >> this was my daughter. i have no idea who killed her. if we had cameras up, we would have caught the person that killed my daughter. i know we would have. amanda: she has spent the last

year pushing for safety improvements at one of san jose's most dangerous intersections. it has led to changes, including the installation of fou automated license plate readers onr monday, part of a pilot program with signs alerting drivers. last april, her daughter, a mother of five was in her wheelchair at a crosswalk when she was hit and left for dead. >> the only clinton to your daughter's came from where? amanda: from the shell gas station. it is the only camera working right here. amanda: on friday they marked their 25th traffic death from an unsolved hit-and-run case from 2011. the victim, shay shaw, died tuesday in hospice care. this 11-year-old video from a nearby business was the only footage released at the time. here is her mother after hearing about the new cameras. >> why didn't they do that 11 years ago?

amanda: at a time when traffic fatalities continue at record pace the pilot program will test of the cameras are good tool for reducing traffic crashes. privacy advocates are raising concerns about the surveillance technology. >> no individual personal information is being captured. it is really taking pictures of numbers. amanda: the nonprofit digital rights group electronic frontier foundation claims the information is susceptible to misuse and data breach. they suggest one of the better privacy protections would be for police to retain no information at all when passing a vehicle that does not match a hotlist. we asked the city when the readers would be fully functional. right now there is no set date. amended a castille, abc 7 news. stephanie: prosecutors in sacramento have released information about a suspect in that deadly mass shooting

earlier this month. they accuse him of being a gang member who fired 28 shots during the april 3 incident. smiley martin made his court appearance yesterday. prosecutors say he used a full automatic selector switch to transform a glock into an illegal machine gun. 12 people were injured in the shooting, including martin. six others died. martin and his brother will be back in court on tuesday. now to the war in ukraine. the u.n. secretary general plans to meet russian and ukrainian presidents separately. it comes as the russian commanders say the real goal in ukraine is to take full control of the country's southern and eastern regions, establishing a land bridge between russia and crimea. in mariopol, about 1000 fighters remained holed up at a steel plant surrounded by russian forces. the russians say they will not storm it but they will not allow supplies in.

ukraine's president remains defiant. >> after eight years of brutal war, russia wanted to destroy our state completely. literally depriving ukrainians of the right to life. no matter how fears the battles are, there is no chance for death to save life. everyone knows that. stephanie: new satellite images show a second mask rate outside of mariopol. the atrocities in ukraine is one of the reasons one american flew overseas to fight. he is a veteran from the bay area heading home after a month in ukraine. dan noyes talk to him about his decision to go, his journey and why he wishes he could have stayed longer. >>, regional maintenance manager so i support a lot of properties in san francisco and oakland. dan: kevin hayes's employer would not let them take a leave of absence. he burned a month a vacation to serve with ukrainian military.

tell me about the decision to go to ukraine. why did you do it? >> the way i saw it was the only thing you could do against the bully has to punch them in the mouth. dan: he's a retired u.s. army ranger from pleasanton. when russia invaded ukraine he expected an easy victory for the superpower. but it has been slow and painful. >> it hurt me to keep watching it and nobody was doing anything about it. we should have had boots on the ground before ukraine, before any russian troops went over the ukrainian border. dan: you think that would have stopped russia from coming in? >> absolutely. dan: he flew to poland a month ago, got a rental car and tried to walk across the border into ukraine during the snowstorm. a guard stopped him. >> i said i'm going to ukraine. he said you have to ride across the border in a vehicle. you can't walk. i just went to the stoplight

across the street and i just started knocking on peoples car doors. dan: the driver offered to take him to meet the ukrainian military. it wasn't long before he was on this train heading for kyiv. they gave them at ukrainian military id, body armor, a rifle and uniform. he added an american flag and met many foreigners fighting for ukraine. >> britain, ireland, portugal. even a guy from australia. everywhere, man. germany, poland. it's an amazing thing how the world can really come together whenever it needs to. dan: he worked with a mostly spanish-speaking unit from peru and colombia. they honed their hand signals. >> single file. staggered. extended line. dan: he did not want to go into specifics of what he did in ukraine.

were you in the field in combat or just doing training? >> we were doing a little bit of both. dan: did you fire your rifle? >> i don't want to talk about anything like that. dan: from his hotel room he said he helped supplied weapons and ammunition. now he has to head home to his wife and children while his unit goes to fight on the front lines. >> my whole unit is basically going to be in the front next week. dan: you wish you had stayed for that? >> absolutely, man. they are brothers for life, man. that's for sure. dan: he set the land on monday. for the eye team, dan noyes, abc 7 news. stephanie: what perseverance. if you want to help people in ukraine, we have put together a list of verified groups and nonprofits sending donations and onations and supplies to refugees. it's on a website, abc7news.com

took to the streets on earth day to demand to be heard. sky 7 was overhead as the group marched through the tenderloin. the march and rally at city hall was organized by youth versus apocalypse, a group calling for environmental and climate justice for some of the bay area's most underserved communities. >> we are here because of treasure island, low income communities that have been suffering from radioactive contamination for years. cornell: the group to the cleanup of toxic waste dating back to the 1940's. >> we are asking for remediation. justice to the overall area. for folks to stop trying to build on top of soil they know is toxic. cornell: advocates were impressed that so many young people are getting involved. >> i'm so proud and amazed these incredible kids showed up to show they care about climate justice and all for bayview.

cornell: the cleanup of hunters point is being done by the navy, overseen by the epa. activists want more oversight. >> we will not quit. we will keep on pushing the effort. ♪ cornell: there was dancing and sidewalk chalk murals, a time for reflection on planet earth. >> i'm here because it is earth day. i want to celebrate my home, my earth with the community i love. cornell: in san francisco, cornell barnard, abc 7 news. stephanie: dozens of young people in the south bay turned out for an earth day event in san jose. the silicon valley branch of the climate organization sunrise movement led a march from city hall to plaza dei cesar chavez. they listened to speakers talk about ways to tackle the climate crisis. they were part of a larger mobilization of youth across the state. we have a full library of climate watch coverage on our abc 7 bay area streaming app,

including lesser-known ways to conserve your family's water. find the app on roku, apple tv, amazon fire or android tv. scroll down to the climate watch section. housing prices continue to soar in the bay area with several reporting double-digit percentage increases over the past couple of months. tim john spoke to housing experts about what is driving the spike and went home buyers might see some relief. tim: coming as a surprise to no one, housing prices are becoming increasingly out of reach for more and more people. a new report from zillow says summer paying 20% more on the mortgages just since january. >> that is not surprising at all. tim: todd david is the executive director of the housing action coalition. he says the problem with our persistently high housing costs come from a multitude of factors. >> these are the ramifications

of policy choices we have chosen. tim: he says california and the bay area has built too little housing for about 50 years. it's gotten so bad in the golden state that we now account for half of the entire housing shortage in the u.s. those eye-popping statistics can be seen on the ground. >> i have been in situations where a successful offer was $300,000 to $500,000 over asking. tim: it means buyers are facing dozens of other people interested in the same property. he warns those trying to purchase a new place to have patience. >> it could take anywhere from three to six months of looking very actively for opportunities before you are finally successful. tim: for those hoping for reprieve, don't hold your breath. in order to fix the problem he believes several things need to be done like changing zoning

laws, expediting processes, and building affordable housing at the top. without them we will be stuck with these problems for years to come. >> we are going to keep seeing the cost go up. tim: tim johns, abc 7 news. stephanie: a man from big bear lake had a big problem to deal with. the video starts with him walking up to some dumpsters. he checks it out to see what might be lurking in the trash containers. the bear pops out and things quickly turn. there you see him. he took off running thinking the bear was going to come after him. it was the animal who ran off after getting spotted by the human. close call. now to less scary animals. the biggest dog event in san francisco returns today. dogfest is back from 11:00 to 4:00 today.

is set to reopen monday with a new name. after operating for more than their years as the fairmont, sydney about hilton will now take over the city's largest hotel. the fairmont filed for bankruptcy and closed in march of last year. the owners brought in insignia by hilton and remodeled the bar and lobby. it will have a new restaurant and outdoor pool concept. >> we will have 18 rooms on the pool deck with direct access to the pool. they will all have private patios and fire pits as well. stephanie: 100 of the employees will be back on the job. they expect the hotel's opening to create a big economic boost for the city. still they come on abc 7 mornings, a shooting in the nation's capital leaving for injured. investigation underway right now. upper 70's around the bay. at the beaches upper 50's. we have even warmer weather in store for us tomorrow. stephanie: very nice. thank you. investigators are trying to determine the motive for a shooting in the nation's capital. four people were injured and the gunmen died by suicide. christine sloan has the latest. christine: the person suspected of opening fire in a washington dc neighborhood leaving for people heard is dead. >> we believe the suspect took his own life as mpd officers were breaching the apartment where the suspect was located. tim: they did say they found six guns, including long guns, handguns and ammunition. late friday they tweeted pictures of several of those weapons. >> people reared its ugly head

in our community. christine: earlier please identify 23-year-old raymond spencer as a person of interest in the case. they said they wanted to talk to him. friday night, they said there were no longer looking for spencer as a person of interest. rapid gunfire erecting in this neighborhood around 3:20 friday [sirens] police swarming the area surrounded by schools and government embassies as swat teams move from building to building in search of an active shooter. thisideo ao show police bringing an injured woman to safety. police say four people were shot, including a child. people were seen running for urd shelter-in-place. schools going into lockdown. officers say they don't yet know what the shooter's motive was. christine sloan, abc news, new york. stephanie: a terrifying close call. a truck tire and will have

nearly missed hitting a school bus filled with children. [truck horn] [screaming] stephanie: it was picking up kids earlier this week. this 80 thousand pound tractor-trailer was going 45 miles per hour and was not able to stop. that is when the driver started honking. a pickup truck on the other side backed up with just enough space for the trailer to maneuver around the bus and thankfully avoid hitting anyone. [truck horn] e: the driver told police the brakes went out. he was able to stop a quarter mile down the road. the trailer is being inspected now. they are the only group in the country still not eligible to

receive a covid-19 vaccine, but now there is hope that fda authorization for kids younger than five could come as soon as june. luz pena spoke to a local clinic eagerly waiting. luz: the authorization for the vaccine for children younger than five years old could be around the corner. >> there is excitement and some of the wait and secant. luz: doctors at this pediatrics clinic and san francisco have been vaccinating children five and older. but now they are gearing up for about 4000 patients between four years old and six months. that is the age group that would qualify to get vaccinated once the fda gives the green light. >> we will roll that the saturday clinics. once word comes out we have our staff on notice. hopefully we will have some saturdays to help us out and we will start scheduling as soon as we can and we know when the vaccine will be here. luz: the doctors are on standby. that is the same feeling eveei g

stephanie: a colorful mural has been unveiled in richmond honoring juneteenth. it is painted on the 37th street overpass. the neural honors the new federal holiday that falls on june 19. the date commemorates the end of slavery in the u.s. in san francisco, the newly renovated battery bluffs in the presidio opens today. sitting atop the parkway tunnels

at the same time i'm super psyched for a brand like national geographic and for a cause that is very aligned with what i personally am passionate about as well. ♪ we are at the very beginning stages of the mural. it was recently primed. it is just as blue-collar. i added my doodle grid on top of it. that allows me to later on be able to superimpose a tracing of my mural onto it. i can use the doodle grid as reference points. nat geo assess -- asked us to look at their library of photographs. i picked this wonderful photograph of a sea turtle. i felt like that would be very fun to draw and depict on a busy corridor. the major themes in my artwork are taking inspiration from nature in my own heritage as a

chinese american. i felt like this project were i was tasked with creating a notion-themed mural was a perfect alignment for me. i have included some asian influenced textile patterns in the background, which is just a little way for me to add my personal voice. ♪ today is day 5. we are starting to fill in the shapes, adding color. you can see our turtle is starting to take shape. i'm trying to refine and add color with the help of a wonderful team of friends. ♪ >> day 9. i'm really super excited that we are almost there. almost at the finish line. one of the most rewarding things is connecting with the community to see how neighbors are feeling about it. it seems like a lot of people connect with sea turtles or have a special personal story about sea turtles. that is really cool. >> we are right up the street.
