>> live breaking news. >> in san jose a three-month-old boy has been missing for nearly 10 hours after police say he was abducted from an apartment. >> local and federal investigators trying to find the suspect caught on surveillance video. police say he took the infant in just minutes and is believed to be a stranger to the family. >> live in san jose, investigators are on the scene. >> investigators tell me they are using all of their resources and i do have an update in the last 30 minutes. those with the fbi have arrived on scene and you can see some of

those fbi agents out here to help with this case. everyone's goal tonight, finding young brandon, whose whereabouts right now are unknown. police scouring the san jose college park neighborhood in search of clues as they look for the man's and the surveillance video. -- the man in this surveillance video who kidnapped three-year-old brandon cuellar. family members shared these photos of the baby with us. officers say brandon's grandmother had taken him grocery shopping with her and the two had just arrived back home. >> you took the baby in the apartment, went downstairs to unload groceries, and in that short amount of time, someone entered the apartment. reporter: officers say these surveillance images are all they have to go on and tell us the family does not recognize this individual.

they say an amber alert has not been issued because there is no vehicle description to give out. neighbors reacted to the video. >> if you saw the video he was walking down, face mask and a jacket, kind of -- almost new what he was looking for. he did not look around. >> i did not recognize ever seeing him before. every now and then we will get somebody i have not seen. typically riding a bicycle. reporter: brandon's mother was at work when he was kidnapped. brandon's dad is currently incarcerated. they will be talking with him. officers making a desperate plea to the public. >> today somebody is walking around with a three-month-old baby they did not have yesterday. if you have this baby, get the baby back to its mother. we can deal with consequences after.

anybody who is a mother or a father, you do not love anything more than you love your child. this mother right now is going through a very bad time. as well as grandma. grandma was left in charge of the baby, the baby is now gone. reporter: back out live in san jose you can see the heavy law enforcement presence. those with the fbi are now on scene after arriving within the last 30 minute. investigators with the police department also on scene tonight in search and hoping to find out where young brandon is. those investigators who spoke earlier do not believe the suspect they are looking for is homeless in this case. they also tell us our reward is being offered. -- a reward is being offered. all the information is on our website. reporting live in san jose, j.r. stone, abc7news.

>> this is one last look at the suspect. he is described as hispanic and was wearing a dark blue shirt and had a black face mask. he also had on a baseball cap. the baby carrier is black. this is the three-month-old baby who was kidnapped. we have posted his picture on the abc7news facebook page. >> let's move to developing news with twitter. elon musk who currently holds the title of the world's richest man has bought the social media company for $44 billion. once this goes through he will take the company private. this caps a whirlwind dance that first saw muska by company stock, then an offer to buy the company at five dollars per share more than where the stock has been trading. muska has been critical of

twitter and has suggested his plan is geared toward free-speech. >> twitter has become the de facto townsquare. >> he tweets a lot, he has been public with his criticism about the platform, so he is putting his money where his tweets are. he is buying the asset. >> it could take nine months before the deal is ironed out and twitter officially belongs to elon musk. any changes to the platform and how it runs would likely come after that. even though it is months away, tech experts and twitter experts have been waiting in -- weighing in. reporter: changes will happen as to when those changes will begin, one of the experts we spoke to said it will take roughly six months after the deal is finalized to see any significant difference on twitter. elon musk, the wealthiest man in the world is steps away from

owning t billion to take the company private. >> he can do what he wants to do. there is clearly an equity issue . normally companies are not bought by one person. a lot of his personal money is going into this. having that much power may be a concern. reporter: musk has been critical of the platform for years citing a need for transparency and what he calls unfair restrictions on free speech. san jose state university assistant professor matt cavett gave insight into what musk could be facing as he gears up to make changes. >> moderating content is going to be tough. he wants to establish a platform for free speech, and without it turning into a cesspool of misinformation and hate speech. he may find that is harder to do than build cars and rockets. reporter: after the agreement

musk tweeted i hope that even my worst critics remain on twitter because that is what free-speech means. jack dorsey, the cofounder and former ceo, praised musk tweeting in part, elon is a singular solution i trust. i trust his vision to extend the light of consciousness. a researcher on tech policy and engagements as other social media platforms will be watching twitter. >> allowing researchers to gain access to data to show what actually happens when we suppress this content and amplify this content, or if we change the system, what happens to end-users? some insights may be translated to other platforms. reporter: musk is planning to make the algorithm open source to increase trust, kicking off bots from the site and adding an

edit button as well as bringing certain band accounts back -- banned accounts back. >> it could go either way. reporter: perhaps the highest ofil banned twitter account is donald trump's. he was banned for, quote, violating its rules. he has his own platform called truth social and says he is not planning to go back to twitter. >> now to the east bay, where oakland teachers voted to stage a one-day districtwide strike this friday, april 29. the strike is to protest what they say are unfair labor practices over school closures. the district is threatening legal action as parents scramble for ways to cope. >> the teachers of oakland together with the community will be going on a one day you lp

strike this friday april 29. reporter: 70% of teachers voted to walk out in the continuing showdown over closing or merging schools this summer. they say it is a civil-rights issue and a one-day unfair labor practice strike sends a message. ousd responded with a letter from the president of the oakland education administration demanding that they cease from moving forward, adding that a one-day strike would hurt the district financially. the district has set up school closures are rooted in financial woes. teachers contend the district is violating an agreement made during the last strike three years ago. they say they will be actively picketing schools districtwide come friday morning. >> we are encouraging families if they can to keep their kids at home.

>> it is going to show that we as a parents actually have a say on school closures. reporter: while some parents fully support the strike, others are worried about what they will do with many of them back in offices post-pandemic. this dad intends to take his fourth-grader to work. >> we could have a sick day. many employers allow a sick day. that could be another way to support the teachers and support this strike. reporter: a rally is scheduled on friday. the district has not said how they would handle a strike but they are considering filing an injunction to block it with the public employee relations board, so stay tuned. >> contract talks between stanford's nurses union and hospital officials are set for tomorrow on day two of the nurses strike. getting began this morning.

>> major developments in the pandemic. cases are on the rise. data from johns hopkins has the daily case count up nearly 30% last week. hospitalizations are also trending upward. eva pilgrim explains the increase comes as the fda approves the drug to treat covid in young children. reporter: tonight, a green light for the first covid treatment for children under 12. remdesivir approved for infants as young as four weeks old. >> this is welcomed news to physicians and parents,

especially of children who are high-risk. reporter: the antiviral remdesivir the first covid treatment approved for adults can be given as an injection to hospitalized children and those with mild to moderate covid or at high risk for severe disease. it comes as pediatric infections are climbing again up 43% from two weeks ago. the world health organization is investigating whether covid or a common cold virus have any connection to a mysterious outbreak of hepatitis in children. scientists tracking 169 cases in countries including the u.s.. 17 children needed liver transplant and one died, though officials did not say where. >> there are specific children who tested positive for adenovirus and also had covid or another virus which is why the world health organization and the cdc are trying to comb through cases to find a casual link between them. reporter: scientists stressed hepatitis was not caused by the

vaccine. the majority of the children were unvaccinated. the cdc asking doctors to look out for hepatitis symptoms. >> with bart's board set to take up a new mask mandate, the president is lobbying for support. rebecca salzman sent a letter to the health officers in the counties where bart operates. she argues masks help protect those who have underlying conditions, our immunocompromised, as well as children under the age of five. if bart approves the mandate it would be in effect through july 18. >> nine big city mayors including those from oakland and san jose are urging the state to renew funding to help the homeless crisis. in 2020 estate allocated homeless prevention funds that are set to expire next year. in san jose the money funded four separate quick build apartment communities.

in oakland the funding went to house 1400 people. >> they are making a profound difference in solving the homelessness crisis and being one of the best investments and most responsive investments to the moral crisis that >> statewide funds increased capacity by more than 9000 beds. >> meta is going to open its first retail store. it will allow people to check out and demo some of its products, including virtual-reality hardware as well as ray-ban stories which allow people to capture what they see through a pair of glasses. the store opens on may 9. >> firefighters are getting ready for what could be a tough season, made worse by our ongoing drought. marin county firefighters spent the day cutting down trees and clearing brush, removing anything that could be fuel for a wildfire in san rafael.
