cruiser right behind the getaway car but no arrests. thank you for joining us. >> the i team is back on this issue of car break-ins and stolen goods up for sale. it is the second time in two weeks on this topic because it deserves a lot of attention. >> dan noyes is here with a stor -- >> they are short staffed and have to focus on violent crime. we are increasingly seeing residents who have handed evidence to the police on a silver platter. i first showed you a fencing operation at san francisco's garfield square less than two weeks ago. stolen laptops and luggage from car break-ins bought and sold. the neighborhood gave me these pictures said he sent all the information to the police starting last september. did you see any crackdown?

did the police do something you could see? >> no. nothing i am aware of. given how blatant and brazen it is, it is alarming it would take this long to do something about it. >> another neighbor at garfield square is coming forward shocked after seeing the first i team investigation. >> i thought oh my gosh. . is exactly what i have been ta >> that is a computer-generated voice. he is worried about criminals coming after him. he also took a video of the fencing operation with some of the same players. laptops sold. money exchanged for a full backpack of them. items may be stolen from the city retailers. >> between 3:00 and 7:00 is when it happens 100% of the time. >> this resident told me he started funneling information to investigators in december 2020. a full 10 months before the

apartment overlooking panhandle park april 16 when he heard a car window break. he started recording with a cell phone as the criminals returned three times taking more luggage from the suv. >> the third time they came back there was a whoop whoop sound and sfpd happened to be driving by i think. >> sfpd unit 420 is just seconds behind the thieves who speed off. but department policy does not allow officers to pursue suspect vehicles for simple property crimes. that is what tracy found out. >> we were like, this is crazy. >> that is her rental car being ransacked. after christian steel told her the squad car was so close she went to the nearest police station to find out what happened. >> don't you have any information you can tell us whether or not they were able to stop the car? so he said this is not hollywood.

discuss this report but they are working on a time for us to meet and have an in-depth interview at the issues i have been spotlighting. >> my brother and his partner and his partners mom had everything stolen in san francisco after having been town in 15 minutes. >> that is horrible. >> we moved to developing news and the latest details uncovered about who kidnapped baby brandon. he was taking from his home in san jose on monday and found safe a few miles away yesterday. three suspects are under arrest. i team reporter stephanie sierra uncovers details about the link between one of them and baby brandon's family. let's go to the zach fuentes in san jose for the latest on the investigation. >> police have three suspects in custody. two men. one woman. it is the woman police say is a friend of the baby's family. police are slowly releasing more details into their investigation

but they say the investigation hopes to uncover a lot more. this is three-month baby brandon. his kidnapping had the entire community on edge and generated international attention. 20 hours after his kidnapping, he was found at a home in this san jose neighborhood 12 minutes away from where he was taken while his grandmother was unloading groceries. his grandmother speaking with reporters last night she did not want to talk about what happened but did want to express her gratitude. she speaks of the moment she got to the hospital and saw the baby. she said bandy -- she said baby brandon was happy as doctors perform tests on him. the investigation into what happen and why continues. these are the suspects. all from san jose. >> booked into jail and have charges of kidnapping, conspiracy to commit napping,

child abduction and home invasion. >> the san jose police department say that you send the is a family friend. ramirez said -- they say her story changed several times. >> we believe that female was in contact with one of the suspects that came in to take the baby. >> police say the motive is still being investigated. they also say they had eyes on the vans that led them to find the baby. around four: 50 a.m. tuesday california highway patrol treated -- patrol tweeted out a description of the van. police could not confirm the chp information. a woman solve the description, some of the van and called police. police saying they knew the whereabouts before the tip came in. >> they are going to have a stronger motivation to get away when they know the police are coming from them. >> at this point police say their investigation is not finding any of those three

suspects had a connection to the baby's father who is incarcerated. they are facing four charges or that includes kidnapping, conspiracy to commit kidnapping, child abduction and home invasion. as this investigation progresses, those charges may change. >> thank you for that latest info. now let's turn to i team reporter stephanie sierra. you have uncovered details about the relationship one suspect seems to have had with baby brandon's family. >> it is clear ramirez, the only female suspect, played a crucial role in the subduction. we are learning from neighbors that ramirez formed a relationship with baby brandon's grandmother through church. for me members describe ramirez speaking obsessed with baby brandon. neighbors and family members told univision ramirez came to the grandma's house with coupons. ramirez was reportedly trying to

convince the grandmother to go with her to walmart so they could use the vouchers to buy food and supplies for the baby. we are told within minutes of their arrival back to grandma's house, the 28-year-old was seen in this surveillance video walking out with baby brandon inside this baby carrier. investigators reinforced today the entire plan was premeditated. >> these people coordinated effort, planned, took baby brandon. grandma did exactly what we want people to do. she took the baby inside first before anything. thought the baby was safe in the apartment. she was not privy. she did not know about this plan. we don't believe she is involved at all. >> according to neighbors, there are four apartments close together in this complex where baby brandon was taken. one of the neighbors reportedly attends church with the grandmother. it is unclear from the family how close of a relationship the grandmother had with ramirez but

electric vehicles are supposed to be one of the solutions to the climate crisis. >> but they are not without environmental concerns. dave kunz explains there is special focus being put into how they made and dismantled. -- how they are made and dismantled. >> it is no secret the u.s. has a car obsession. are an estimated 298 million vehicles registered in of the country. that is nearly one for every person including children. each year about 12 million of these vehicles end up in junkyards where parts are taken out to be be reused or recycled. hybrid and logic vehicles present a new challenge. they have large batteries that can be toxic in their questions about what to do with them at the end of the service life. we visited several junkyards. all the operators did not want to talk and camera, they did show us around. one had a pile of old hybrid batteries. some still were in the vehicles. >> there are risks associated

with this. aged batteries or damaged batteries, lithium-ion batteries use in a fire hazard. it is important to make sure these batteries are managed correctly at the end of life. there is a risk you could have heavy metals bleached into the environment. >> two years ago, the california legislature set up an advisory panel to develop regulations. >> a lot of letter vehicles will be retiring in the next 5, 10, 20 years. we don't have this complete infrastructure in place to handle the battery inside the vehicle. the intent of the group was to devise policies that would ensure as close to 100% of all of these batteries coming out of these vehicles will be recycled, repaired and reused or they could be reused as stationary storage applications for the grid. >> mohammed is already doing some of that work. he runs hybrid battery solution from st. landry.

-- from san leandro. >> what we do is get the old recycled batteries. check the capacity, voltage. see how much they can hold the load. if they are reusable, we put it back in the car. if they are not, we recycle it. this one is still alive. we can use this. the goal is to have zero waste. >> there is a lot of research into making the batteries to be able to track those materials. the value of those a letter vehicle batteries is only going to increase. there is going to be a lot of interest and every using any other applications. i don't think there is a major concern down the road about abandoning if you batteries because there will be quite a bit of value associated with them. >> everybody has a lead asset battery in their car. those batteries are recycled at rates upwards of 99% in the u.s. we all pay a deposit at the
