>> building a better bay area, moving forward, finding solutions. this is abc7news. >> for the first time tonight we are hearing from a mother of three month old brandon cuellar, days after the infant was kidnapped from the families san jose home. his mother is happy and in good health, holding him as he describes what it is like to learn about the abduction and finally be reunited with her baby. thank you for joining us. >> here's abc7news reporter with more of the emotional interview. reporter: this is three month old brandon cuellar. not a photo shared by law enforcement but safely in the arms of his mother. >> very emotional.

i felt like my soul came back into my body. when i found out my son was missing it felt like half of my heart left with him. i felt like i died. reporter: three people had been arrested in connection to the kidnapping. san jose police have identified them as hosea roman portillo, you send your guadalupe bay ramirez, and while demeo -- baldameo sandoval. >> there was a connection between two of the people, we know them. reporter: the only female suspect, ramirez is described by family members as being, obsessed with baby rands -- brandon. neighbors and relatives telling our partners at univision, ramirez came to the families elm street home on monday, trying to convince the grandmother to go with her to walmart, so they could use food stamps to buy food and supplies for the baby.

police say when they returned, rendon was kidnapped while inside the upstairs apartment, while grandma was downstairs, unloading groceries. this video shows suspect portillo, walking away with the baby inside the carrier. >> these people coordinated efforts, planned and took a be brandon. the grandma did exactly what we want people to do. they went shopping, she took the baby inside first before anything, thought the baby was safe in the apartment. she was not privy, she did not know about this plan. at this time we do not believe she is involved. reporter: brandon's mom said she was at work when she got the call about the kidnapping. >> i did not know how to react. i fell to the ground and there was a moment i cannot explain, it was something i lived through and do not know how to tell you. but it was difficult. i hope no other mother goes to this. >> baby brandon was found tuesday morning after 24 hour search that ended miles from where he was taken. he was found along rather drive

or an employee at a nearby nursing home saw him and thought that to be suspicious. the call to 911 led to the recovery of the baby. brandon's mother says she wants the full weight of justice to fall on the suspects. the three face charges of kidnapping, conspiracy to commit -- commit kidnapping, held abduction and home invasion. >> new developments, two decades in the making. the oakland police department may soon be finished with its federal oversight. tim johnson explains what is next after a judge today signaled the opd has met all of its reform requirements. reporter: speaking at a press conference on wednesday night, the oakland mayor was joined by police chief, and other leaders to announce that after nearly 20 years, the city's police department is finally almost done with its federal oversight. >>od marks a milestone in a journey. toward oaknd'sef and
