ama: suspects accused in the broad daylight kidnapping of a san jose baby in court. why the case is being called unusual and frightening. reporter: mandatory -- masking back on bart trains. ama: the forecast is coming up. >> building a better bay area, moving forward and finding solutions. this is abc7news. >> baby brandon's suspected kidnappers in a south bay courtroom today. good evening and thank you for joining us. ama: court documents reveal the alleged weeks long planned to take the baby.

our reporter has a continuing coverage on the case. reporter: a look at the two people suspected in the broad daylight kidnapping of baby rand and cuellar. they be brandon was found alive on tuesday a bit dehydrated roughly 20 hours later and six miles from home. as days court appearance comes after investigators say the two plodded for weeks to snatch the three month old san jose infant room his grandmothers care. the boy mother getting her first glimpse of the alleged abductors since her son was taken. carolina says it is difficult to see the people that took her baby but she has faith that god and the law will do their job. the two face three charges. conspiracy to kidnap -- and burglary. a third man was initially named as a suspect but the das office

says he has since been released. >> i'm purposely not saying the name of the third man because he has not been charged with a crime and i don't want to damage his reputation. reporter: ramirez is considered a family friend connected through church. the boys family members have since described her as being obsessed with baby brandon. according to court documents, a search of her san jose home uncovered various ab care items including diapers and a rocker. though neither suspect is known to have any infant children in their homes. >> at this point, the why is not something we are going to discuss. why will come out in this case at a preliminary hearing. reporter: the da says moche -- most child of duction cases come from custody disputes between parents. >> this one did not.

this is more unusual. and more frightening. reporter: he says evidence shows ramirez two a grandmother and the baby shopping while the mom was at work. when they got home, the maybe was brought inside -- the baby was brought inside while the grandma unloaded groceries downstairs. when she got back, the baby was gone. >> i know many of us have grown up seeing children's pictures on the back of milk cartons. the children missing and never recovered. we were very concerned that something like that might happen in this case. reporter: at the das request, both suspects are being held without bail. the charges they are facing could get them up to 11 years in. -- in prison. ama: a fire is under investigation. you can see flames raging under the pedestrian bridge. the fire started around 7:00

p.m. near lake shore. several apartment buildings are closed by abc 7 viewers tell us they heard what they said sounded like explosions. oakland's fire department has not said whether anything did explode but they tell us that the fire started at an encampment under the bridge. dan: new developments in the search for a missing oakland woman. police say they strongly suspect foul play and revealed details about a person of interest. police say this man is about 5'11", maybe six feet tall with a slim build and dark skin. he was wearing a large jacket, a beanie or a cap and an n95 styled mask with a beard coming from under the mask. police believe the man abandoned her car in oakley. the car was discovered january

27 the day after she was last seen. >> we are pleading to whom ever has information about her disappearance to please come forward and give alexis a chance for her to be the person she is meant to be in this world. dan: alexis' family says she was last seen at her ex-boyfriend's home. police have searched his home but have not named him as a suspect. ama: it has been quite a windy day. let's get to abc 7 meteorologist. meteorologist: the winds have come down compared to earlier but it is still gusty over the hills. mount diablo, 24. we are going to talk about those peak wind gusts. patterson passed, 52 -- patterson pass 52.

high-pressure is going to build in and that will start the warming trend. tomorrow, we start out around noon with 60's and 70's. 2:00 p.m., it is already in the 60's and 70's for a good part of the bay area except for the coast. i will let you know how warm it will get tomorrow. dan: after a brief reprieve, masking is once again required on bart. the decision came down earlier today following a unanimous vote by the board. we have been speaking to bart commuters all afternoon and shares their reactions to this. reporter: as traffic across the bay area continues to slow down, bart is charging full speed ahead trying to put the pandemic kind it. despite -- behind it. despite that effort, one covid role is sticking around. >> it is set to go through july

18. reporter: the board voted unanimously to reintroduce the mask mandate less than two weeks after a federal judge struck down roles for public transit nationwide. >> we were not prepared for the federal judge out of florida to make the ruling that was made. reporter: art says the aim is to keep passengers safe as ridership numbers continue to climb back from 2020 lows. >> keeping the mandate will be more welcoming for a broader number of riders. reporter: a goal that many said they appreciated. >> i am so happy when i see most people with masks on. reporter: some more appreciative than others. >> it sucks but i don't mind wearing my mask. reporter: bart is the only bay area transit company to mandate masks again but some commuters say they hope others will soon follow suit.

>> i have worn mine throughout the pandemic. reporter: no matter how you feel about the mask coming back on, one thing remains for sure. >> i have a feeling this is not going to be the last time that you have this conversation. ama: now, to the news many parents of young children have been waiting for it. moderna asked the fda to authorize its vaccine for children for six months up to six years. mo dear not reported two doses generated a strong antibody response. the fda is now reviewing the data as some experts question the low efficacy numbers against infection. it is 51% for kids up to two years old and 30 7% among kids from 2-6. none of the children got severe disease in the trial. >> it will hopefully tell parents that the vaccine is safe and it will prevent against severe illness and

hospitalization. ama: fda officials tell abc news that it will take about a month. dan: teachers in oakland are going on their third one-day strike friday to protest the closure of schools. the district is urging parents to keep the children at home tomorrow because of this. our senior education reporter has more on the pros and cons of this decision. reporter: tomorrow, public schools and oakland will be all but empty with no instruction going on. >> they are losing out on education but our students will be losing out on a school. reporter: 11 schools are slated to close or merge in the next two years. the district maintains that enrollment has dropped dramatically and from a financial standpoint, they cannot keep both schools open. some parents point the finger at charter schools for taking students away. 18% of oakland students attend

charter schools. 11% go to private schools. >> a lot of our neighborhood kids go to these charter schools which one enrolls them from ousd. that makes our enrollment looks low. reporter: no one is arguing that the closure of the schools will affect the mainly black and latino kids which is one reason why most teachers and a surprising number of parents support tomorrow strike. >> it is an inconvenience for some parents. reporter: that is allison mitchell, parent that supports teachers. she is ready to help working parents. >> tomorrow, i have a bunch of kids coming to my house. reporter: the district maintains that the strike is illegal. when i asked the district what penalties the teachers could face, they said they are not focused on penalties but on supporting students. for those families with no other option but to send you student to school, the building will be open. >> if i was a parent and had to

cross the picket line, i would be concerned for my kid that perhaps the teachers might take it out on my kids. >> when we went on seven-day strikes, those things never happened. we are teachers. >> the issue of whether or not the strike is illegal as the district claims will be discussed at a hearing before the public employee relations board on may 20. both sides will present their case and a judge will decide what that could take months. in the newsroom, leanne melendez. dan: retail theft. san francisco has become big news and the city has a big plan to help legislation that will give businesses a boost. ama: a bold change for airbnb workers. dan: a major makeover, how the warriors are helping give back to bay area kids. ama: a look at what is coming up

dan: just chilling video out of southern california shows a masked burglar standing over a couple's bed watching them as they sleep. he got into the apartment i removing and air conditioning unit from a window. he stole money and jewelry and left. he tried to come back through the front door. >> the nurse was like -- what
