francisco's tenderloin. dan: thanks for joining us. as part of our effort to build a better bay area, we have made a commitment to covering the tenderloin in depth. nonprofit groups there have already been a focus of that coverage. tara: urban alchemy is not ready to make a statement or talk about this shooting yet, but this afternoon, i was able to confirm with a source that one of the 10 volunteers was shot in the tenderloin. police are not releasing details on this shooting except to say that it happened around 2:00 this afternoon. the city contracts urban alchemy to help keep the streets of the tenderloin safe. volunteers are posted throughout the neighborhood, and it is not the first time one of them has been shot. in february, onewest shot in the shoulder in broad daylight.

>> we definitely need to step up our presence, both our wellness teams and police and a number of other resources in order to ensure safety. tara: we did reach out to the mayor's office in hopes of getting a response to the shooting but we have yet to hear back. police say they are searching for the suspect, who fled the scene. the condition of the victim is unclear at this time, but we will keep up-to-date on this story and update you as we learn more. ama: in the south bay, a second court appearance in two days for the pair suspected of kidnapping a three month old san jose boy from his grandmother's care. we have new details about the accused linchpin in the kidnapping plan. >> a second day in a santa clara county court room and still no bail of the suspects connected to the kidnapping of three-month-old brandon.

43-year-old wrist -- yes india ramirez -- 43-year-old yesenia ramirez. the attorney representing suspected linchpin ramirez criticized the prosecution. >> police report, evidence, videos, photographs that we know exist, that's where we start. that's how i do my job. quickly police officer declining to go on camera to talk about the case. baby brandon was kidnapped monday afternoon from his family's elm street home in san jose. he was found alive and well tuesday morning six miles away on mather drive. police identified three suspects they believe were connected, the one man was later released. thursday brought the first court appearance with baby brandon's mom facing his alleged kidnappers.

more on what suspect ramirez is feeling. >> she is very scared. she is not someone who has been necessarily used two the incarcerated life. when you go from working three jobs all day long every day to be placed in handcuffs and held without bail, i think anyone would be terrified. >> legal analyst and former prosecutor stephen clark. >> for the defense, i think day one has to be about mental health. what is going on with these two individuals? is there something that cost them to want to have a child? when you look at the information here, they apparently were intending to care for baby brandon. >> ramirez was considered a family friend, connected through church. court documents allege the two had been plotting for weeks to snatch the baby from his grandmother's care. a search of ramirez's home uncovered various baby care items including diapers, formula, and a rocker.

though neither is expected to have -- though neither is suspected of having any infant children at home. >> is it's very unusual, and i think the one-off nature of this case is keeping these two in custody. quickly have the right to bail and we are innocent defendant till proven guilty. >> the suspects are expected back in court may 12. dan: two pg&e employees are hospitalized after being hurt on the job today. the utility says the pair was injured while drying off a gas line along highway 29. it is part of the process after testing the line for leaks. pg&e says there was no release of natural gas during the incident. they are trying to figure out exactly what went wrong. highway 29 has since reopened. ama: the fda announced its advisory committee will review vaccines for kids under five. meetings are tentatively set for

june 8, 21, and 22. the state released its latest numbers today. they are updated on tuesdays and fridays. our seven-day test positivity average is 3.1%. it was 2.7% on tuesday. nine hundred 50 covid-19 patients were hospitalized in the state on tuesday. that number is up to 1025. dan: for the third year in a row, the festival billed as the largest celebration of its kind in northern california has been canceled. tim johns was in sonoma county today with the event's organizers about why they made such a tough decision. >> walk around this parking lot near the first week of may and it would normally look a lot different. what is now filled with food trucks and other vendors would instead be the site of the city's annual cinco de mayo celebration. >> this whole plot would be filled with two stages in

various agencies. tim: a party that has been canceled for the third year in a row. >> we normally start the planning in january. honestly, in january, we were involved with the omicron surge so we did not have enough time to plan it. tim: since the start of the pandemic, covid-19 has disproportionately hit the latino population. while the decision to cancel was not an easy one, it was made with the safety of the community in mind, a loss for many across the entire bay area. >> we draw a lot of people from different cultures to come and celebrate. it has been a multicultural celebration. even though it is a mexican holiday. tim: law enforcement says they will be on the lookout for other events to pop up in its place. >> historically, single demaio is a very busy weekend for us. tim: she says about the festival

to draw people, her department will step up its presence on the streets with things like sideshows top of mind. >> they really are not safe for our community members to be at and engage in. a lot of people get hurt at these sideshow events. tim: for those left wondering when the festival will be back again, she says next year will be a go, making its grand comeback bigger and better than ever before. >> 2020 would have in our 15th year. it would have been our kids in your -- it would have been our quinceneara and we were not able to celebrate. ama: the health department is recommending rapid test before attending things like a prom or graduation and then rapid tests following the event. earlier this month, 50 middle school students tested positive following a trip to washington,

d.c. a couple of weeks ago, dozens of high school students tested positive after their senior prom. >> we are not recommending that proms be canceled. we know this is an important rite of passage. for quality of life, the community has been deprived of a lot over the last two years, but let's take the steps we can to make it as safe as possible. dan: oakland teachers went on strike today over the district's plan to close or merge 11 schools. this is the third time this semester they have walked out over the closure plan, which the union calls an unfair labor practice. >> they told us that there is not any money to keep our community schools open and that we had no choice, but there's always a choice. dan: the union wants the oakland unified school district to use money from the state to avoid shutting down any school. the school board argues it has

already scaled back its closure and merger plans. the district responded to today's strike, deeming it illegal, but teachers are undeterred. >> after all is said and done today, then what? >> we continue this fight in the fall. i am one of the cochairs of our contract negotiations, and this is absolutely a long-term issue for us. dan: students from two schools including parker elementary school will be assigned elsewhere when classes begin in august. it would be up to the board to reverse the plan for the remaining seven schools. ama: they are paving the way for wildlife safety in santa cruz mountains. groundbreaking began to date -- today for work on a tunnel. the animals expected to benefit the most are mountain lions. on average, at least one is struck and killed on a highway

dan: the u.s. general services administration has sided with an oakland artist in her bid for them to stop using a popular shooting target dummy that she says visible's a black man. tracy brown once to petition for the gsa to stop selling these rubber domains to federal agencies. she says even though the dummy is white, its facial features resemble those of a black person. she got a call tonight from the gsa and is now celebrating what she calls a great first step in the right direction. >> they are taking the rubber black man out of the gsa catalog effective may 27 of this year. that's excellent news because it means that one of the demands from the petition has been met.

golden gate bridge visibility is terrific tonight. we have a few clouds passing through in association with this really well-defined storm that is pushing rain into the pacific northwest. be nice if we could get some of that down here. northwestern portion of the state getting some showers, but here, nothing but just some clouds. as we look at what is ahead in terms of our drought situation, it is not looking any better, especially with no rain in sight. first, let's talk about the drought situation. 91% of the western u.s. is in a drought, and it is only expected to get worse through may 12 as southern planes in the southwestern united states likely to see more problems across the region, especially with very dry conditions. if any large fires break out with high wind events, it is going to be problematic, so worsening including here in california, unfortunately. temperatures, fees, 60's.
