53, san leandro. elsewhere mid 40's along the coast, and compared to 24 hours ago we are mild from five to nine degrees warmer. there is emeryville with a lot of sunshine. 9:00, 50's and 60's. noon, windy. 60's and 70's. 4:00 we are reaching 80 inland with upper 60's to low 70's around the bay. still at the coast, we cannot get a break. we will talk about another warming trend as we welcome may into the picture coming up. j.r.: developing news and contra costa rick -- contra costa county, investigators trying to determine the cause of two separate fires. officials are calling them suspicious because they are set not far apart. the first was set 12:30 a.m. on the southbound side of interstate 680 near pacheco boulevard. the second was near the checkout

offramp of northbound i-680 around 1:30 a.m. the flames burned through heavy brush briefly threatening dog kennels. firefighters were able to extinguish the flames and the candles and nearby buildings were not affected. developing news, an investigation is underway after a nonprofit volunteer was shot in san francisco's tenderloin. as part of our efforts in building a better bay area we have made a commitment to covering the tenderloin in depth. the nonprofit groups have already been a focus of that coverage. tara campbell has more on the shooting. tara: urban alchemy is not ready to make a statement or talk about the shooting. police are releasing a few details only saying it happened around 2:00 at the 300 block of turk street. for those unfamiliar, the city contracts a nonprofit to help keep the streets of the tenderloin safe.

ambassadors are posted throughout the neighborhood and it is not the first time one of them has been shot. in late february 1 was shot in the shoulder in broad daylight. at this bt -or about the incident. >> we are going to need to step up our presence, our wellness teams, police, and other resources to ensure safety. tara: we reached out to the mayor's office in the hopes of getting a response but we have yet to hear back. police are searching for a suspect who fled the scene. as for the convicted -- condition of the victim, it is unclear of the time -- unclear at the time. we will update you as we learn more. j.r.: in the south bay, a second court appearance in two days for the parent suspected of kidnapping the three month old san jose boy from his grandmother's care. the two will remain in jail after bail was denied again. amanda has new details about the

accused linchpin in the kidnapping plan. amanda: a second day in a santa clara county courtroom and no bail for the suspects connected to the kidnapping of three-month-old brandon cuellar. ramirez and jose portillo seen here. the judge granting a request by the defense to remove their handcuffs. after the hearing the attorney representing the suspect did linchpin ramirez criticized the da's office for not providing detailed evidence -- evidence of its investigation. >> the police but report, the evidence, the videos, that is how i do my job. amanda: the prosecutor declining to go on camera to talk about the case. baby brandon was abducted monday afternoon from his family's home in san jose. he was found alive and well on tuesday morning six miles away. on wednesday, police identified

three suspects they believed were connected, although one man was later released. thursday brought the first court appearance with baby brandon's mom facing her son's alleged kidnappers. and then friday word on what he is feeling. >> she is not -- he is scared, she is not someone who has been necessarily used to the incarcerated life. when you go from working three jobs all day long every day to being placed in handcuffs and held in custody without bail, anyone would be terrified. amanda: stephen clark. >> for the defense day one has to be about mental health, what is going on with these two individuals. is there something that caused them to wants to have a child, because when you look at the information, they apparently were intending to care for baby brandon. amanda: ramirez was considered a family friend connected to church. court documents allege that she and portillo had been plotting

for weeks to snatch the baby. a search of ramirez's home uncovered baby care items including diapers, formula and a rocker, although neither suspect is known -- is unknown to have any infant children at home. >> it is very unusual and that one-off nature of this case is keeping these two in custody. >> we have the right to bail, and we are innocent if or until we are proven guilty. amanda: they are expected back in court may 12. j.r.: two pg&e employees were hospitalized after being hurt on the on-the-job in caledonia -- on the job in calistoga. they were drying off a gas line along highway 29 as part of their process after testing the line for leaks. there is no update on the condition. pg&e says there was no release of natural gas during the incident and they are working to

figure out what went wrong. highway 29 has since reopened. now to the latest covid-19 developments. the fda announced that its advisory committee would review vaccines for kids under five. meetings are tentatively set for june 8, the 21st and 22nd. they will also review the novavax vaccine for adults on june 7. the state released the neatest numbers yesterday and they are updated on tuesday and friday. the seven day average is 3.1% and it was 2.1% on tuesday. 950 covid-19 patients were hospitalized on tuesday. that number is now up to 1025. for the third year in a row, the roseland seco -- cinco de mayo fest low -- festival has been canceled. tim johns was in sonoma county

and spoke with the event organizers about why they made such a tough decision. tim: walk around this parking lot near the first week of may and it would normally look a lot different. ♪ what is now filled with food trucks and other vendors would instead be the site of the annual cinco de mayo celebration. >> this whole lot would be filled with two stages, 80 to 100 booths of vendors and agencies. tim: a party that has been canceled for the third year in a row. sylvia is one of the organizers. >> we normally start the planning in january and in january we were involved, the whole community in an omicron surge. so we did not have enough time to plan. tim: since the start of the pandemic covid-19 has disproportionately had the latino population. while the decision cancel was not easy it was made with the safety of the community in mind, a loss for many across the

entire bay area. >> we draw a lot of people from different cultures and even though it is a mexican holiday it has been a multicultural celebration. tim: local law enforcement says that they will be on the lookout for other events to pop up in its place. >> historically it is a very busy night for us. tim: janine cooker says without the festival to draw people her department will up their presence on the streets. prepared for any potential legal activity with things like sideshows top of mind. >> they are really not safe for our community members to be at, and engage in, a lot of people get hurt at sideshow events. tim: for those left wondering when the festival might be back, she says next year will be a go, making its grand comeback bigger and better than ever before. >> 2020 would've been our genes and yeah -- our 15th year and we were going to do it big.

we look forward to next year having our festival. j.r.: covid vaccinations and children's literacy are the focus of weekend events in the north bay. the marin county free library is celebrating its 25th anniversary of children's day at george grant park. the county will offer vaccinations from 11:30 until 2:00 p.m. the library is hosting an event to advocate for children's literacy development and improve access to the world of books and reading. there will be musical performances, giveaways, snacks, games, and all events are free. it looks like a good time. here is lisa with a look at what is coming up in the weather. lisa: we are starting out with mild conditions and san francisco is 53 right now and we warmed up a little bit and the wind will be back today and we will talk about how gusty it will get.

j.r.: enrollment has dropped to public schools around the bay area during the pandemic. thanks holding -- according to data compiled by the "san francisco chronicle," the 10 largest school district has seen a 10% decrease from the 2020 school year to the current school year. jose unified plummeted 11%.

san francisco united t lost number of students, 3600. bay area enrollment decline is attributed to there being fewer k-8 students. enrollment has damped by 9%. in the east bay oakland teachers went on strike over the district's plan to close or merge 11 schools, and this is the third time they have walked out over the plan which the union calls in labor practice. >> they told us there is not any money to keep our community schools open, and that we had no choice. but there is always a choice. j.r.: they will use money from the state to avoid shutting down any school. the school board argues that it has scaled back on its merger plans. the district responded to the strike deeming it illegal. teachers are undeterred. >> after all is said and done today, then what?

we continue the fight in the fall. i am one of the cochairs of our contract negotiations and this is absolutely a long-term issue for us. j.r.: students from two schools including parker elementary will be assigned elsewhere once classes resume in august. la esculita will lose its middle school and it is up to the board to reverse the plan of the remaining seven schools. the general services administration sided with an oakland artist in her bed for them to stop using a popular shooting target dummy that resembles a black man. tracy brown launched a petition for the gsa to stop selling rubber dummies to federal agencies. she says even though the dummy is white, its facial features resemble those of a black person. brown tells abc 7 news that she got a call from the gsa and is celebrating a great first step in the right direction. >> they are taking the rubber

onshore flow to return meaning gusty wind at the coast. they could be gusting in excess of 35 miles an hour. as for the rain, it is going to slip by and not even give us a glancing burrow -- low. 50 for hayward, temperatures fairly uniform with low 50's, and that brings us anywhere from four degrees to eight degrees warmer than yesterday. the coast was in the upper 30's. as we look outside from the exploratorium camera it looks pretty nice. the fog returning to the coast because of the system advancing to the south. we will have gusty wind at our beaches but elsewhere it is mild bayshore and we can reach in the lower 80's. it will be a little bit warmer on sunday as the wind backs off.

j.r.: welcome back -- >> we sought and it went by the family and there was a kid on the ground, and five minutes later we walked back, a whole crowd around the baby. the baby had gotten bit. j.r.: this after an unusual attack on huntington beach. she was bitten not by a shark but by a coyote. the attack happened thursday night near huntington beach pier. a witness spotted the coyote moments before. police have not confirmed the girl's age but says she has serious injuries that they are not life-threatening. officers shot two coyotes on the beach after the attack. one was found yesterday and they do not believe it is the one that pits the girl.

year worse than a few months ago. andrea has a look at what is being done to help. andrea: these past january and february were the two driest months. getting in june people in southern california will face unprecedented restrictions, only being allowed to water lawns once a week. >> why do we always seem to be running behind. i am curious about what steps are we doing for the future. andrea: california is testing this idea, placing solar panels over irrigation canals hoping that it will slow down the evaporation of canal water while supplying energy. in nevada water levels are low at lake mead which applies las vegas of 90% of its water. the level getting so low that the intake pipe was originally -- was exposed for the first time ever. thankfully the city was already

testing a lower level pumping system which is now operational. >> the trouble with predicting the future is that nobody knows. we know based on all of the climate science that this could be more normal than we think. andrea: the areas of the west considered to be in extreme and exceptional drought recently expanded to include colorado, arizona, and new mexico. j.r.: getting a check, the bay forecast with lisa argen. i think extra hairspray today, maybe that is key. lisa: or the good old ponytail would also do. we have a system to the north of us bringing rain to northern california. for us that means a return of a gusty onshore flow. the fog will return which will initiate the wind. for us otherwise it will be warming up away from the coast with patchy fog at half moon bay. 48 to 49 in pacific.

on the peninsula, that is where you will feel the breeze. mid 40's in napa with livermore at 50 degrees. as we look at the 24 hour temperature change we have warmed up so we will retain some of the warrant. 11 degrees warmer with eight degrees warmer as you wake up in concorde. numbers climbing through the 70's at the inland valleys. a nice shot from our tower camera with the sun coming up in 25 minutes. upper wind out of the north shaking the camera a little bit. and then as the fog returns the shoreline we will be looking at the sea breeze down through montero looking at the gusty winds at 30 miles an hour. 35 at our beaches. across the bay it is mild, sunny, and temperatures coming up a few degrees on monday. here's a look at the wind. through 1:00 20 to 25 miles an hour from oakland to san francisco with livermore feeling the breeze.

by the afternoon he gets stronger, 35 miles an hour sfo and right along the coral -- the coast down to pacifica, temperatures are hard-pressed to make it to 60. rein in the next 10 days can find -- rain to the pacific northwest in the next 10 days can find portland. look how far it gets, there is a blocking system as it plate -- as it gets to sonoma county. it is late, it will be made tomorrow so the chance of getting measurable precipitation is winding down. over the next seven days in the south bay low 70's and a little bit warmer than that today and tomorrow. monday is our coolest day as another system moves into the pacific northwest ringing snow in the mountains. upper 60's and then we climb through the 70's and 80's through drier weather tuesday and wednesday.
