fires that crews are calling suspicious are under investigation. firefighters battling the flames overnight in contra costa county. good morning, saturday april 30. i am j.r. stone. we will have more on that story in a moment but let's start with a look at your weather. here is lisa argen. lisa: we are starting out pretty quiet this last day of april. we will have a system to the north to allow for the fog to come back and the sea breeze. live doppler 7 picking up on a cold front in the pacific northwest. we will be looking at the satellite, you will know about it because we have those winds later today. there is a look at mount tam where the camera shaking. 53 in the city as well as open with 50 in -- as well as oakland with 50 in south mo bay. it is a warmer start to the day.

a lot warmer along the coast. we will reverse the trend later today. temperatures stay in the 50's. there is santa cruz. upper 40's. sunshine, the winds pick up. 60's and 70's by midday, bayshore, and inland. by the afternoon, we could see 80 toward brentwood and upper 60's be near 70 around hayward today. cooler along the peninsula. j.r.: developing news in contra costa county, investigators trying to determine the cause of two separate fires. officials are calling them suspicious because they are set not far apart. the first was set 12:30 a.m. on the southbound side of interstate 680 near pacheco boulevard. the second was near the pacheco off-ramp of northbound i-680 around one hour later. the flames burned through heavy brush briefly threatening dog kennels. firefighters were able to

quickly extinguish the flames and the kennels and nearby buildings were not affected. developing news, an investigation is underway after a nonprofit volunteer was shot in san francisco's tenderloin. as part of our efforts in building a better bay area, we have made a commitment to covering the tenderloin in depth. the nonprofit groups have already been a focus of that coverage. abc seven news reporter tara campbell has more on the shooting. tara: urban alchemy is not ready to make a statement or talk about the shooting. police are releasing few details on the shooting except to say it happened around 2:00 at the 300 block of turk street. for those of you unfamiliar with urban alchemy, the city contracts the nonprofit to help keep the streets of the tenderloin safe. ambassadors are posted throughout the neighborhood and it is not the first time one of them has been shot. in late february 1 was shot in the shoulder in broad daylight. at the time we spoke to the mayor about the incident.

>> we are going to need to step up our presence, our wellness teams, police, and other resources to ensure safety. tara: we reached out to the mayor's office in the hopes of getting a response to the shooting, but have yet to hear back. police are searching for a suspect who fled the scene. as for the condition of the victim, it is unclear at the -- this time. we will update you as we learn more. kara campbell, abc 7 news. j.r.: in the south bay, a second court appearance in two days for the parent suspected of kidnapping the three month old san jose boy from his grandmother's care. the two will remain in jail after bail was denied again. amanda dale castille has new details about the accused linchpin in the kidnapping plan. amanda: a second day in a santa clara county courtroom and no

bail for the suspects connected to the kidnapping of three-month-old brandon cuellar. ramirez and jose portillo seen here. the judge granting a request by the defense to remove their handcuffs. after the hearing the attorney representing suspected linchpin ramirez criticized the da's office for not providing detailed evidence of its investigation. >> the police report, the evidence, that is where i started. that is how i do my job. amanda: the prosecutor declining to go on camera to talk about the case. baby brandon was abducted monday afternoon from his family's home in san jose. he was found alive and well on tuesday morning six miles away. on wednesday, police identified three suspects they believed were connected, although one man was later released. thursday brought the first court appearance with baby brandon's mom facing her son's alleged kidnappers.

then friday, word on what suspect ramirez is feeling. >> she is scared, she is not someone who is not necessarily used to the incarcerated life. when you go from working three jobs all day long every day to being placed in handcuffs and held in custody without bail, anyone would be terrified. amanda: stephen clark. >> for the defense day one has to be about mental health, what is going on with these two individuals. is there something that caused them to want to have a child, because when you look at the information, they apparently were intending to care for baby brandon. amanda: ramirez was considered a family friend connected through church. court documents allege that she and portillo had been plotting for weeks to snatch the baby from his grandmother's care. a search of ramirez's home uncovered baby care items including diapers, formula and a rocker, although neither suspect is known to have any infant

children at home. >> it is very unusual and that one-off nature of this case is keeping these two in custody. >> we have the right to bail, and we are innocent if or until we are proven guilty. amanda: those suspects are expected back in court may 12. i am amanda del concilio, abc 7 news. j.r.: two pg&e employees were hospitalized after being hurt on the job in calistoga. the pair was injured while drying off a gas line along highway 29 in the process after testing the line for leaks. there is no update on their condition. pg&e says there was no release of natural gas during the incident and they are working to figure out what went wrong. highway 29 has since reopened. now to the latest covid-19 developments. the fda announced that its advisory committee would review vaccines for kids under five. meetings are tentatively set for

june 8, the 21st and 22nd. advisors will also review the novavax vaccine for adults on june 7. the state released numbers yesterday. they are updated on tuesday and friday. the positivity average is 3.1% and it was 2.1% on tuesday. 950 covid-19 patients were hospitalized on tuesday. that number is now up to 1,025. for the third year in a row, the roseland cinco de mayo festival has been canceled. reporter tim johns was in sonoma county and spoke with the event organizers about why they made such a tough decision. >> it gets full of people. tim: walk around this parking lot near the first week of may and it would normally look a lot different. ♪ what is now filled with food trucks and other vendors would instead be the site of the

annual cinco de mayo celebration. >> this whole lot would be filled with two stages, 80 to 100 booths of vendors and agencies. tim: a party that has been canceled for the third year in a row. sylvia is one of the organizers. >> we normally start the planning in january and in january we were involved, the whole community in an omicron surge. so we did not have enough time to plan. tim: since the start of the pandemic, covid-19 has disproportionately hit the latino population. while the decision cancel was not easy, it was made with the safety of the community in mind, a loss for many across the entire bay area. >> we draw a lot of people from different cultures to celebrate and even though it is a mexican holiday, it has been a multicultural celebration. tim: with this year's celebration canceled once again, local law enforcement says that they will be on the lookout for other events to pop up in its

place. >> historically it is a very busy night for us. tim: janine cooker says without the festival to draw people, her department will up their presence on the streets. prepared for any potential legal -- illegal activity with things like sideshows top of mind. >> they are really not safe for our community members to be at, and engage in, a lot of people get hurt at sideshow events. tim: for those left wondering when the festival might be back, she says next year will be a go, making its grand comeback bigger and better than ever before. >> 2020 would have been our 15th year in we were not able to celebrate. we were going to do it big. we look forward to next year having our festival. tim: tim johns, abc 7 news. j.r.: covid vaccinations and children's literacy are the focus of weekend events in the north bay. the marin county free library is celebrating its 25th anniversary of children's day at geork.

j.r.: welcome back. enrollment has dropped to public schools around the bay area during the pandemic. according to data compiled by the "san francisco chronicle," the 10 largest school districts has seen a 10% decrease from the 2020 school year to the current school year. san jose unified is the biggest change, plummeting 11%. san francisco united dropped 7% but lost the largest number of students, 3600. bay area enrollment decline is attributed to there being fewer k-8 students. enrollment is debt -- enrollment has dipped by 9%. in the east bay oakland teachers went on strike over the district's plan to close or merge 11 schools, and this is the third time they have walked

out over the plan which the union because an unfair labor practice. -- the union calls an unfair labor practice. >> they told us there is not any money to keep our community schools open, and that we hachce j.r.: they will use money from the state to avoid shutting down any school. the school board argues that it has scaled back on its merger plans. the district responded to yesterday's strike, deeming it illegal. teachers are undeterred. >> after all is said and done today, then what? >> we continue the fight in the fall. i am one of the cochairs of our contract negotiations and this is absolutely a long-term issue for us. j.r.: students from two schools including parker elementary will be assigned elsewhere once classes resume in august. la esculita will lose its middle school. it would be up to the board to

reverse the plan for the remaining seven schools. the general services administration sided with an oakland artist in her bid for them to stop using a popular shooting target dummy that resembles a black man. tracy brown launched a petition for the gsa to stop selling these rubber dummies to federal agencies. she says even though the dummy is white, its facial features resemble those of a black person. brown tells abc 7 news that she got a call from the gsa and is now celebrating what she calls a great first step in the right direction. >> they are taking the rubber black man out of the gsa catalog, effective may 27 of this year. that is excellent news, because it means that one of the demands from the petition has been met. j.r.: that date is the end of the required notice period. if you have unwanted

prescription drugs sitting around today is a good opportunity to get rid of them. it is national takeback day and various law enforcement agencies in the bay area are offering to dispose of them for free . this includes pills, liquids, patches, needles, and other sharp objects will not be accepted. liquids must be sealed in their original container. vaping devices and cartridges will be accepted if batteries are removed. frustration is mounting for pet owners in the east bay after the sudden closure of a veterinary clinic in the oakland hills. it has been several days and as dion lim reports, clients are still waiting to get the medical records and answers. >> what is going on, sweet girl? dion: it takes a bit of time for darla to warm up to strangers. >> she is a nervous girl and consistency is helpful. we try to go to the same groomer and vet. dion: the consistency of having

a regular health care provider was suddenly interrupted when montclair veterinary hospital closed last friday after decades of being in business. >> i found out because of the neighborhood facebook group. dion: this letter posted on the front door was allegedly sent to patients families alerting of the closure and recommending partner hospitals. >> we never got it and i asked my husband if he could find it on his phone. he never actually got an official notice. dion: dozens of pet owners expressed their shock d just any about. dion: a woman who did not want to go on camera had been taking her dog to the hospital for the past three years. she requested her dog's records via email as soon as the facility closed. even though it has been a week, the owner has not gotten any response back but what is frustrating is that feet away her records could be right there.

dion: i reached out to the hospital itself -- >> it is with sincere regrets that we inform you that montclair veterinary hospital -- will be permanently closed. dion: and thrive pet health care which allegedly purchased the veterinary hospital. i did not hear back via phone or email. as for sadie and darla. >> what is that? there you go. dion: they need to find a new vet soon. >> she has a couple of teeth that might need to be extracted and she needs to have them cleaned professionally. dion: in oakland, dion lim. j.r.: shortly after that story first aired, live streaming on the pet owners contacted dion with good news. she heard from the office and received her pet's medical records and email said that all requests for records and

information will be answered and asked for pet owners to be patient. today is national adopt a shelter pet day. it is a day for finding forever homes for animals in shelters all across the country. yesterday abc 7 kumasi talked with amanda mcnair, the animal care and your other friends of the animal shelter. she introduced us to a sweet 7-year-old pit bull named jazzy who would make a great family dog. she says adopting a shelter pet saves lives. >> many if not most shelters are absolutely inundated with animals right now. and adoption frees up space for shelters to help more animals. j.r.: today humane society, silicon valley will hold a muse kick off ang love promotiol event with free senior dog

was a kid on the ground. five minutes later, we walked back, a whole crowd around the baby. the baby had gotten bit. j.r.: they say she has serious injuries, but they are not life-threatening. officers shot two coyotes on the beach after the attack. one was found dead yesterday but they do not believe it is the one that bit the girl. that coyote is still on the loose but is likely injured. cruise is one step closer to advancing driverless cars. the public utilities commission issued a proposal to authorize cruise as the first participant in its driverless deployment program. if approved, vehicles will be able to pick up paying customers without anyone behind the wheel. no backup driver, service will be limited to certain streets and only between the hours of 10:00 a.m. and 6:00 p.m.

announcer: building a better bay area, moving forward, finding solutions. this is abc 7 news. j.r.: good saturday morning, we are starting this half-hour with a look at the weather. lisa: good morning. this last day of april. look at that. santa cruz in the upper 40's. a lot of sun and bit of a breeze. low 50's downtown. 53 in oakland. 50 in san jose. the fog at sfo where we will see a sea breeze and some gusty winds on the peninsula. 45 in napa. 52 in concord. 47 in santa rosa. it is warmer to milder. six to 11 degrees warmer than yesterday. the next few hours, we will be in the 60's in oakland and san jose. in the north bay, 1:00 in the 70's. it will be quite gusty in the

city with temperatures in the upper 60's in oakland. j.r.: thanks. now to the war in ukraine. the first known american civilian fighter to die there has been identified. a senior u.s. defense official says that despite the constant shelling, the war has not gone according to plan. christine sloan has more. christine: the first known american to be killed in combat while fighting alongside ukrainian troops has been identified. former u.s. marine willie joseph. his wife confirming his death to abc news saying in a statement that he went there wanting to help people, and had always felt that that was his main mission in life. adding "my husband was very brave and a hero." the president calling his death very sad and his administration echoing this warning. >> we know that people want to help but we encourage americans

to find other ways to do so rather than traveling to ukraine to fight there. it is a war zone. christine: that message comes as russia ramps up attacks in eastern and southern ukraine. but according to a senior u.s. defense official the war is still not going according to plans, and they are having trouble with their offensive in the east and are behind schedule, at least several days. >> they are a weaker military. they have suffered thousands of casualties and have lost airplanes and tanks. they have lost battles. and they are certainly a weaker military than they were 64 days ago. christine: with the russian offensive slowed, the kremlin resorting to nuclear threats with the pentagon urging them to tone it down. >> we urged russia to stop escalating the rhetoric with respect to nuclear weapons and do the right thing. end the war today. christine: the pentagon saying they did not assess a threat of

children, many parents say that they want a decision soon. >> it is frustrating to watch the numbers go up and say we will wait a little longer. we have waited so long, we cannot wait any longer. ariel: dr. anthony fauci trying to reassure the public that the fda is studying the data as quickly as it comes in. >> the fda is not delaying anything. the fda needs the information, not all of which has been presented to them yet, to make a determination. and i think there is a misinterpretation that they are holding on to the data that they should be moving on. that is not the case at all. ariel: it comes as parents are weighing the evidence. the moderna vaccine was found to be 37% to 51% effective in kids under six but doctors stressed that the numbers were similar in adults during the omicron surge. more importantly they say that the vaccine will cut the risk of severe illness. >> we should be realistic and let parents know that the goal is to prevent severe illness and

supporters of san francisco's's post-truth program will hold a community parade to make at least four slow streets permanent. supporters say the program has transformed the neighborhood and makes it possible for people to make trips safely without using cars. the festivities start at 11:00 this morning at 3rd avenue and lake street. the parade will go for 20 blocks ending at 23rd avenue with a pizza party. the world's largest bounce house is in santa rosa. at least that is what they claim. this video is from big bounce america. the largest touring inflatable event in the world. it is a bounce house, sports arena, obstacle course and a space themed wonderland all happening at the sonoma county fairgrounds through tomorrow. you can get tickets online at bigbounceamerica.com.

j.r.: now to the growing drought emergency. a lot of the state remains in severe or extreme drought. as you can see, the drought monitor map, it is not as bad as it was last year, but worse than a few months ago. andrea has a look at what is being done to help. andrea: this past january and february were the two driest months on record in the state.
