meanwhile, those who support abortion rights, were busy in sacramento drafting a constitutional amendment for the state. >> i will be introducing a constitutional amendment that will make it crystal clear that reproductive rights in california, including an specifically abortion, are protected. we will not back down. we will double down. leslie: the constitutional amendment affirming a right to an abortion in california is likely with democratic support, to get a two thirds majority vote in both the assembly and senate, which would land at a spot on the november ballot. >> there is a sense of urgency. we have been under attack. this leaked memo makes it clear that this is a threat. leslie: there are 13 bales before the state legislature to bolster abortion-rights in california, for protecting doctors legally to expanding clinic locations and access. there is expectation that women from other states where abortions are banned could come to california for an abortion.

>> we anticipate a 3000% increase in patients coming to california from care -- california for kr, which means californians' access to care will be impacted by the search. leslie: those post at thing -- those protesting outside this planned parenthood clinic were cautiously optimistic that roe v. wade will be banned this summer. >> it is still a draft and i am waiting for the final draft. leslie: these women declined to have their faces on camera or use their names, but they are with a group called 40 days for life, intent on blocking access to abortions. >> we are therefore our country, for the world, to recognize the sanctity of human life. leslie: they were saying that they are hopeful the possible repeal of roe v. wade this summer could change people's

minds, bring new attention to the issue, and what they call the abortion industry. at the new developments mean abortion-rights advocates are about to take front and center stage in california as they cobbled together this constitutional amendment that we are going to hear a lot about over the next x months leading up to the november election. leslie brinkley, abc 7 news. ama: santa clara county supervisors voted to add millions of funding -- millions in funding to the largest planned parenthood in the state. organizers say if roe v. wade is overturned, they are expecting hundreds of patients more a week from out-of-state. abc seven reporter zach fuentes has more. >> we need to prepare for a potential influx of people who will seek those services here at we need to do so in a way that fosters partnership with the state. zach: the santa clara supervisors voted unanimously to

direct 3 million dollars in funding to planned parenthood miramontes. it was announced hours before the supreme court leaked. the money is land to help with an influx of people from other states to get services here that they cannot get back home. if roe v. wade is overturned, they expect up to 500 more people per week. outside this san jose planned parenthood location were abortion-rights opponents. we spoke about supervisors' efforts to add more funding to planned parenthood. >> it is atrocious, our taxpayer money is going to dismembering children in the womb. >> this professor says that history shows even if roe v. wade is overturned, abortions may stop at people they choose unsafe avenues to get one. >> historically, we know that women have had abortions throughout american history, prior to the roe v. wade decision.

i believe they will continue to. zach: with millions more in funding, concerns from some local medical professionals turns to those who can't afford to travel here. >> what it is going to do is create a two-tiered system where people with money will always be able to get safe, legal abortions and people who do not have money wound. zach: as for the $3 million just approved in santa clara county, supervisor say it is expected to be in the june budget and will go towards mark whitman, hiring staff and expanding telehealth services. dan: stay with abc 7 as we follow the latest on the leaked draft opinion from the supreme court. in a few minutes, i will be speaking live with the san francisco archbishop for his reaction to the news. ama: norman mineta passed away today. he grew up in san jose and as a boy was held in and entered men camp during world war ii, but

asking the city to consider transforming the 22-acre site into a shelter that could house 1000 people. in october 2020, the city council approved use of the army base site for homeless intervention, but the city never acted on the resolution. we just learned the resolution has passed. dan: this week marks teacher appreciation week, and we want to shed light on challenges many school districts are facing when retaining educators. san francisco is facing a shortage in some areas. abc 7 senior education reporter leanne melendez took a look at what they are doing to attract teachers in a city known for its high cost of living. leanne: when school districts complain about lack of teachers, the issue is not always black-and-white. take san francisco unified, >> we have more teachers that we have positions for insurgent areas and is scarcity of teachers and other credentialed areas. leanne: the saga extends to

special ed, math, science and languages. you would think, given the shortage of teachers in specialized areas, that the school district would use programs like teach for america. but that was eliminated years ago. here is what teach for america had to say. >> over 70% of our teachers have stayed for three years or longer, because they are set up for success. at this is what we are committed to. leanne: but while teach for america has a big presence in the bay area, the school district says they want to invest in teachers who want to stay for the long haul. the teachers union agrees. >> teach for america, it is for folks to gain resume-building experience and move into another profession. >> i love being a teacher. it is my end game. i don't plan on doing anything else. leanne: a jeh johnson is part of the district pathway to teaching

leaders of the catholic church are responding positively to this leaked draft from the high court. when the news broke, san francisco archbishop salvatore cordileone tweeted this, "tonight, i'm thinking about all the years of hard work i people of pro-life mates and none. years of advocacy, help for unwed moms, political engagement and more." the archbishop joins us live. your excellency, thank you. i appreciate it. >> you are welcome. dan: as a leader here of the catholic church, what does this moment mean for you and your faithful? >> it is a moment of great encouragement. it signals progress. but i am quick to remind those of us who recognize the evil of abortion and the dignity of life in the wound that this is not the endgame. it would be an important victory, but we need to redouble our efforts to support women in

crisis pregnancy that don't have the means to make the choice for life. we already have a two-tiered system. women of means have the means possible to give a decision for life and give birth. many women without those means feel like they have no choice. they tell us this in our ministry. i would agree in this sense with professor françois that, if all we do is make abortion illegal and don't provide women the support services they need, there will be back alley abortions and that should never happen. women should not have to resort to abortion, they should have all the support they need to make a decision for life. dan: what would you say to those who will tell you that women of means will still have abortions by traveling to states that still allow it? >> our goal is to make abortion unthinkable because it is a violent act. i think women need to have the support necessary to give birth

and gave this child of the right to life. all women should have that means. dan: but that is not realistic, that hasn't happened for the past 50 years since roe v. wade was passed. you know that there will be a significant percentage of the population that believes abortion should be allowed, and they will pursue abortions. >> the women need to be given this support. it might seem unrealistic now, , but it is because of the cultural intelligent that has set in. the more we can recognize the dignity of life in the womb, which can rally around women to get the support they need to make decisions. she needs that support. it is a matter of changing a mentality that has set and, that overlooks the dignity of life in the womb, that this is a life, a great human being.

and it kills the growing human being, no question about that. we need to sensitize people to that so that we eventually -- as i said, this should be something that is unthinkable. dan: this is as you know a complex and controversial issue. something like 70% of people across the entire country support abortion rights. and even within the catholic church, a few study indicated that two thirds, while many agree it is an immoral act, about two thirds in the catholic church don't believe roe v. wade should be overturned. what will you tell your parishioners who are conflicted about this? >> you hit on the right word. most american people do feel conflicted. they failed -- they realize something is wrong with that, but cannot envision a world without abortion. i would encourage them to invest

resources in helping women in these situations. here in california, we are investing resources to make abortion available. why don't we invest those resources in helping them to give birth. there is always possibility for adoption. there is a possibility she was to raise the child herself. she needs lots of means of support. so, i would remind our people that we are supposed to, as people of faith, be embracing those most marginalized. pope francis is reminding of this all the time, to embrace the marginalized, reach out to those on the peripheries. he is constantly reminding us of the dignity of life in the womb. these are fellow human beings, they should not be excluded from society because they are in their mother's wombs. we need to reach out to those marginalized on the peripheries, and very often the mothers themselves. dan: we appear to be on the
