-- served as independent auditor for san jose. >> i do not believe the police department is rife with officers who are engaging in misconduct. the problem is when officers engage in misconduct the dross -- that draws so much public attention it takes the department. amanda: alleged misconduct keeping them under the microscope. only three days prior as g pd -- as jp d says another officer was investigated, suspected of being drunk during an investigation for a kidnapped child. they want to make changes to the disciplinary process, including better transparency and he believes termination is the only option. when asked about the allegation of a masturbation, he told abc news in part, if true, any conduct similar to what has been alleged will result in termination as quickly as the system allows me to do so. it will also include criminal

prosecution and decertification as a police officer. >> that is they could no longer be in law enforcement. they could not hop over from the san jose police department to another police department. amanda: judge cordell calling the reforms appropriate. >> the chief has now said -- he set the bar high and said there will be transparency, as much as the law will allow. amanda: also throwing support behind the city and department's push for universal drug and alcohol testing for all officers. >> we know the community deserves better. our men and women deserve better. amanda: sean prichard with the san jose police officers association echoing if the allegations of sexual misconduct are proven to be true, then the officer has no place in law enforcement. he says the recent allegations are not reflective of the men and women he believes serve every day with honor and integrity. there is also an investigation into the death of officer packer who died of an fentanyl overdose while of duty.

-- while off duty. >> these are isolated incidents, although they have happened in a short time. amanda: i am amanda del castillo , abc7 news. liz: two people are dead after a helicopter crashed yesterday as the area was limited with fog. the crash happened on a back country ridge. this happened in the golden gate national recreation center. there were no survivors. investigators have identified the victims but are not releasing the names. abc 7 reporter ryan curry explains investigators will be trying out what is going wrong. ryan: up on a hillside in the middle of dense fog is where a single engine plane crashed friday afternoon. two people on board died and an emergency beacon was activated. search and rescue crews from the national park and sheriff's

office strapped on gear and headed up the hill to investigate. only for small periods of the day were we able to see the crash as the fog was thick. >> there is hardly a day that goes by or a week that goes by we do not find some fog, either on the coast or inland. coast o. ryan: carl spent over 40 years flying. he said it is rare to see crashes like this happen. that is why he wants to wait and see what caused it. he is curious that the fog played a factor. carl a car can pull over and : stop. an airplane and fog, they have a big problem. ryan: the agencies investigating have not said if any of the systems now functioned. he says crashes like this are unfortunate because the planes are usually equipped with good technology and pilots undergo significant training. carl: the problem is getting over the startling effect, which can last three to five seconds and in some people 10 seconds. in 10 seconds, you can go a long

calling for demonstrators on mother's day to protest the leaked opinion that would strike down roe v. wade. several groups have called for outside action or action outside churches across the country. in san jose, a protest is scheduled for 11:00 a.m. outside city hall and in berkeley, a procession is set to start at the intersection of alston and mlk way at 2:00. >> the vast majority of americans believe in the right to reproductive justice, which includes abortion rights. the vast majority of catholics also believe that. the vast majority of catholic women practice birth control. liz: the berkeley group does not plan to disrupt church services. speaking of the covid pandemic, the latest cdc map showing an increase in cases in some bay area counties. however, hospitalizations remain low. masks are going back on for san jose city workers for the next two weeks. san jose spotlight says the

decision was based on county data out of an abundance of caution. president biden tested negative for covid after attending last saturday's white house correspondent dinner. he was seated next to george cheeks who tested positive yesterday. the biden administration says it is preparing for as many as 100 million americans to get infected with covid this fall and winter if congress does not approve new funding for vaccines and tests. the fda is limiting who should get the johnson & johnson vaccine who has been linked to rare blood clots. that is something we asked dr. about. >> we need to understand when you look at the fact that 18 million americans got the shot it is pretty rare. , it is one or two per million. even with the new recommendation it is that people should go get one of the mrna vaccines. if anyone got the j&j shot, they should not worry. liz: also, california released new data this week showing more than 22,000 new cases reported

since tuesday. another setback for the san francisco unified school district. a top administrator is leaving heading to berkeley to be the superintendent. she was considered a rising star serving as deputy superintendent , for instruction. she is now the latest high profile official to leave. but the district says turnover rates among teachers has remained the same. >> we have not yet seen an uptick in departures, and separations through retirements and resignations. we are watching carefully because we are also in the process of a layoff. liz: the district, like many others in the bay area, is seeing declining enrollment and dealing with a $125 million deficit for next year. happening today, san francisco's recreation and parks department hosting a free community event to celebrate golden gates mlk

and corrections officer who went missing. abc news reporter ellen lopez has the latest. ellen: official say they are back to square one in the search for accused murderer casey white and corrections officer vicki white, after finding their getaway car. >> they did attempt to try to paint it a little. ellen: they have been searching for this suv for days when they were alerted tennessee police found it hours after the escape last friday but it took a week for them to realize it was tied to this case. the car found abandoned in the woods off of a tennessee country road, seemingly spray-painted. it was towed to an impound lot. >> did they steal another car, hitch a ride with someone, we don't know. ellen: they believe the two whites are not related or on the run flush with cass after she

trump's lawsuit against twitter and jack dorsey. he sued last year after twitter banned him for life. the former president argued the company violated his right to free speech but judge james donato noted twitter is a private company and is not bound by the first amendment. in spite of the lawsuit, trump said he would not return to twitter even if he could. may is mental health month. art reporter explain how prominent figures are coming together to break the stigma of mental health. >> young or old, rich or poor, everybody faces struggles in regards to mental health and over the past few years we have been through a lot, especially kidsmen. tal it has feeling helpless at times. >> it had already been escalating with social media but the combination the pandemic has

solar energy during the day. they say the extreme weather driven by climate change is putting more stress on the energy grid. helping the environment is a key to building the better bay area and british rock band coldplay is helping. the band created an app to get fans to think about their carbon footprint, how they travel to and from their concert next weekend. the band is offering a discount to fans reducing their footprint by taking public transport to levi's stadium. the app contains a carbon calculator. coldplay says it will plant one tree for each ticket sold. bta is planning for a spike in ridership. >> there is a station in front of levi's stadium that they can get off, go to the concert, get on, go back home. it is $2.50 one way. it is cheap, easy and sustainable. liz: the app has been downloaded over 10,000 times on google play.

in the 50's. 60 in mountain view. a few clouds floating around mount tam. it will be very slow to warm because we have the cooler air and a tight pressure gradient. even concord, it is breezy. the winds blew faster and temperatures warm slower. we do have a bright skies but warming will be curbed into the 60's and maybe 70's towards the yellows. it is blustery, only in the 50's at the coast. we will add colder temperatures for tomorrow. liz: not one of our top stories, a frustration of landlords has led to a lawsuit. multiple small property owners suing alameda county, they say the moratorium infringes on their constitutional rights and violates state law.

luz pena reports. luz: they told us there tenant hadn't paid them into years owing that $100,000 in rent. >> we are forced to give a criminal in our home. luz: now they along with four other property owners are suing alameda county. >> there are people who have taken undue advantage of the situation. the city is not or the county is not willing to ease the moratorium. luz: she wants to hold the county accountable not just for her case but all the other small property owners who contacted them after the story aired, any saying they feel trapped by the county. >> after my story was aired on

abc7news by you, there are many landlords who got in touch with me saying that it is a one-sided law and have prolonged it for two years. when the county has no money to pay the landlords, should not expect landlords to pay with their families. luz: the lawsuit was filed in federal court, challenging their covid moratorium as a legal. >> it is slated to stay in effect as long as there is a public health emergency in the county here and we have no idea when that declaration might come to an end. even if that moratorium outlives that, it stays for 60 days after that. luz: the lawsuit is seeking for the county to pay the backed up rent and change the moratorium. >> could feel that the totals of unpaid rent due to these five owners to date, it is a little

over $200,000. that is just a starting point. luz: the board of supervisors can revisit and some members refused to speak on camera and others didn't respond. she hopes now they listen. >> they were not replying to me but now they will have to. liz: the county has 21 days to respond and there is a possibility that more landlords can be added to this lawsuit. as a bloody battles continue to unfold in ukraine, president biden is bending -- sending another $150 million of equipment. early this week, the new york times reported about a classified u.s. effort to provide real-time battlefield intelligence that help ukraine kill several russian generals. spokesperson says the u.s. does not provide intelligence on
