recognizing national fentanyl awareness day today. ama: and tonight an example of just how dangerous and pervasive the drug is. dan: a toddler in santa rosa has died after police station we have been exposed to fentanyl. once are now in jail. this incident is similar to another child's death in the same community. cornell barnard has the story. >> just saw a bunch i saw them a guy out there but i didn't think any of it. cornell: she later found out that monday's police response to this apartment in santa rosa was nothing short of a tragedy. >> it's a horrible situation. >> mom had actually called in. dispatchers assigned multiple officers as well as fire department medical services. cornell: police say they found a 15 month old named charlotte unresponsive. a substance believed to be fentanyl was found in the apparent federal.

>> it was where the child also slept. refund paraphernalia and narcotics on the as well as other parts of the bedroom. cornell: little charlotte was later pronounced dead at a hospital. her parents, a 26-year-old man and a 23-year-old woman were arrested. the parents were booked into the sonoma county jail, charged with felony cruelty to a child. both parents declined our request for an interview. this case, sadly similar to one in 2019 where a santa rosa father and his 13 month old son were found dead of an accidental overdose. several drug dealers would later be charged by prosecutors. police say fentanyl has reached crisis proportions on the street and in the past year alone, 17 people have died from fentanyl overdoses in sonoma county, 55 from other fentanyl-drugs. >> even when were seeing other narcotics, we seeing it laced with fentanyl as well and that is what is causing overdoses. cornell: please urge everyone to keep drugs away from children. charlotte's parents could face additional charges if toxicology

tests indicate the presence of fentanyl. in santa rosa, cornell barnard, abc 7 news. ama: an oakland based nonprofit created test gets to check for fentanyl list drugs is expanding across the u.s. here we see the demand in the bay and where it has become overwhelming. stephanie. stephanie: the company is trying to revolutionize testing, making test kit available to those who need them. the company that started here in oakland is going across california, and now expanding to five states. it is a quick test that aims to save lives, and it is selling out. >> the demand is best it is desperate. stephanie: allison heller and dean showed her the founders of the company, an oakland based nonprofit contracted with a canadian biotech lab to produce test strips that detective fentanyl is interacts. their harm reduction mission started in alameda county, and is now going across the country.

>> as a culture, we started to two for testing at home. a lot of people are familiar with pregnancy tests or testing their hog-tied. this is really simple technology. stephanie: the steps are quick -- mix the drug with water, dip the test strip in the water for 15 seconds and wait five minutes for the results. even the tiniest amount of the drug will be detected, as little as three grains of salt. >> if there is 20 nanograms of fentanyl per milliliter of water, it will show as positive. stephanie: he says these kits are being offered everywhere from bars to stores to bookshops. some stores are selling out of these containers at least two to three times a week. >>. >> in the first order of 2021, we went through 200 test kits. now each week we are going through over 2000. stephanie: fentanyl is a synthetic opioid that is 50 times more potent than heroin and in devastating youth.

according to the journal of the american medical association, from 2010 to 2019, around 500 adolescents aged 14-19 died from fentanyl across the u.s. in 2021, that figure more than doubled to 1100. according to the california overdose surveillance dashboard, as of 2020, san francisco county reported the highest rate of fentanyl-related overdose deaths in the united states, 44.5 for every 100,000 people. it's the only county colored deep red on this map. helen and dean are working to change that. >> the demand is absolutely desperate. this is the future of harm reduction in public health. fentanyl is not going away. stephanie: the company is buying and disturbing around 2000 test strips per week. 1500 of those are being distorted to venues across the bay area. the organization just partnered uc berkeley to begin is test gets across the states.

ama: testing for drugs like fentanyl have become a priority for lawmakers at the state capital. what are they doing to curb this epidemic? stephanie: there is a bill in the works right now that aims to amend an existing law that clarifies the legality of testing for existing drugs, including fentanyl. it unanimously passed the state assembly and is headed to the senate. if it passes the senate, it will allow organizations like this one to expand making, it easier for teachers, parents and other public health officials to test for drugs like fentanyl. ama: drug use and abuse can affect anyone. if you or someone you know needs an ally, get started by going to abc 7.com/takeaction. dan: former heavyweight boxing champion mike tyson will not face charges for punching another passenger last month on an airplane. tyson was in the bay area to celebrate 420 and promote products from his company. the district attorney's office

says after reading the police report, and reviewing several videos from passengers on the plane, it will not file any charges against tyson. tyson issued a statement thanking the da for their decision. ama: newly-released video is providing more detail about a police shooting that happened in san jose 360 go -- three weeks ago. you are about to see bodycam video from the shooting that left one person seriously wanted. [gunfire] [shouting] ama: police say he was shot because he was holding a gun and did not drop it, despite demand to do so. you can see the officer approaching. we have frozen the picture just before the officer fires. today the officer was identified as mark mcnamara, a four-year member of the department. police were already on alert because of a homicide that had happened just one block away. video shows green wrestling the gun away from him and he was in a fight with. his attorney has filed a civil rights and excessive force lawsuit against the city and the

officer seen, green was not given time to comply with the officers's demand. dan: 18 shop and an international theft ring an art combination uncovered by investigators here. reporter liz kreutz is in the newsroom to explain how they put the case together. liz: down, this was called "operation bulldog". investigators placed rental cars around the city hoping they would be broken into, they would then track where the cars would be going. many of them lead to a small boba shop in the tenderloin. the san francisco district attorney today announced his office uncovered a sophisticated car burglary operation believed to be operating out of a boebert tea shop in the tenderloin. >> that is an international ring. liz: the da says quoc le was arrested monday after investigators found 130 boxes of stolen goods inside the store.

the da says in over your long undercover investigation that included bait cars around the city led investigators to him. >> inside the bags were left in these cars were high-value products, and also tracking devices that allowed us to both follow electronically and in person with eyes on the ground, where the stolen goods moved. liz: he says many of the items were traced to the barbershop where they were then shipped to places like texas, asia, and europe. these items on display here make up just one third, of the electronics recovered. the district attorney hopes to return some of these items to their owners. >>. >> we developed this operation with the goal of not simply waiting for arrest to come in the doors but also dismantling the fencing operations that create so much demand for stolen property, that make car break-ins profitable. liz: this is good timing for the embattled district attorney, who is facing a report next month. . many of his critics have

blamed his policies on the rise in crime. >> chesa boudin is failing to do his job. there is a better way to keep san francisco safe. liz: today, with the recall just weeks away, the da took on a tough on crime tone. >> now, every person considering committing those crimes, will have to contend with the fact we are watching. we are watching, we are coming for you, and there will be consequences if you commit crimes in our city. liz: they da says this investigation is part of a larger operation to crack down. his office is doing it in partnership with the american car rental association, the group sf safe, and homeland security. the san francisco police department, assists with intel. the suspect was arraigned in court, and he faces more than a dozen charges. dan: two questions here did they da give any sense of how many other businesses in san francisco might be operating similar operations like this and number two, if someone recognizes one of their recovered items as their own,

the text arrived saying wells fargo security, did she make these transactions? i said no. michael: then that call, supposedly from wells fargo, saying someone was draining her account. >> he is telling me to zelle the money to myself to protect it. i say, ok, because i am believing this is my bank. michael: she transferred every dime in her account $811 in all and this receipt said "is there reversal." so it seemed she was getting her money back. she wasn't. >> the money is gone. michael: the bank denied her claim saying she had altered the transaction and zelle has no fraud projection. >> for the bank to tell me no, your false, ma'am. it's not my fault. >> the money is gone. it is gone. michael: the scam was hitting others across the country. >> wiped my account out. >> wow. >>. i have been scammed. >> oh, well. your money is gone. we don't protect sera:.

why? michael: the senators are demanding answers, too,. they wrote "the immediacy of money transfers makes sera: fraudulent. your company and other banks have abdicated responsibility, leaving consumers no way to get the money back." the senators said, it is like the banks have colluded with the sleaze bags. they demanded to know how sera: is working out fraud, the number of fraud cases, and why some victims get refunds and others don't. samantha, a medical assistant, was left penniless. >> i was shocked. what do i do from here? michael: zelle has said it will respond in due course, but give us no other response. wells fargo said it would investigate each claim separately and is now sending a warning to users about this zelle scam. i want to hear from you. send me your stories about

>> we are about 36 now. so this is up into the higher moderate range. it's not only the pollution, it is the proximity to pollution. how close are you to the source. julian: residence of waste oakland are close to considered levels of air pollutants, reducing life expectancy by several years, compared to the rest of the country. thanks in part to thousands of heavy-duty trucks each month snaking through sidestreets, carrying cargo to and from the port of oakland just blocks away from where people live, learn, and play. >> the cargo had equipment in the trucks, 24-7. julian: this long-term west oakland resident is the cofounder of the organization, focused on environmental justice. >> we do advocacy work based on data entry search, citizen science. julian: now the group has filed a lawsuit against the port of

oakland, and the company behind the project, to stop one of its newest tenants from moving forward, an 18 acre facility. here is an idea of what the concrete producing company could be bringing to oakland, as seen in another project on the parent company. 's website it would be used to create concrete form area construction projects. the environmental indicators are concerned that the raw materials, plus wind will equal more pollution for this already burger and community-. >> we should be having a decrease in pollution. julian: our reporting on abc7news shows that in west oakland, kids under five are already 1.5 times more likely to be sent to the emergency room with severe asthma than other parts of the county according to health data. the leader of the project argues this new facility would only make matters worse. >> the california air resources board, the bay area air quality management district, and the

attorney general's office have all submitted letters telling the port that it needs to improve its analysis. julian: the lawsuit filed in superior court under california's environmental quality act asks the company and the port to work to increase environmental impacts of the project like covering several material with tarps or placing it inside was, requiring trucks carrying the materials through oakland streets to be covered, and for ships carrying the materials to run on cleaner electric power, instead of diesel fuel while at fort. we reached out to the company for comment. they both declined, pending litigation. >> roughly how long do you have to stand there and take the measurement? >> any periods of time. julian: meanwhile, brian is worried about what these air monitor readings will say if the court does not require the port and its new tenants to make changes. >> you cannot outsource the pain on the local community because

promising lower prices and jobs. university of san francisco associate professor, he says bongbong's campaign try to erase his family positive history of corruption. he says the u.s. should be watching this election closely. >> the u.s. could be impacted by the elections in the philippines largely because of trade. the dispute over the south china , but also the military. the u.s. still has a strong military presence there. luz: some filipinos don't know or remember that marcos family history. you were young when he was president. you don't remember? >> i don't remember. luz: he said that marco's family made a difference in his village. >> the late father, i know him. he provided us power, the first power in our province, in our place. they are a good family.

luz: yesterday before polls closed, around 200 filipinos in the bay area gathered outside the philippines consulate in san francisco, demanding transparency. >> as a result started coming in, we realized this vigil would turn into one of indignation and rage. over 13,000 ballots in the united states for voters in our country were returned, due to insufficient funds. luz: they are asking for the u.s. to investigate this election. in san francisco, luz pena, abc 7 news. ama: sunny and mild. and then a big warm
