the impact you will see soon. >> here in the east bay, keeping grass green like this will cost more. 30 july 1, they will raise rates by 8%. for an average household, water officials say that will added about three dollars per month to the bill. they say they are doing this because of the drought, saying we only got 15% of the normal precipitation we usually get between january and march. >> the service area, our reservoirs are about 71% full. we would like for them to refill over the summer when the snow melts off the mountains, but at this point it's going to happen. -- not going to happen. >> last month they reinstated excessive use penalties and a 10% water use reduction.

connecticut and new york are also expanding access and support for patients and providers. the senate votes today whether to codify abortion rights into federal law. it is unlikely to move forward because democrats do not have the 60 votes needed. treasury secretary janet yellen was asked about the economic impact of overturning roe. >> i believe illuminating the right of women to make decisions about when and whether to have children would have damaging effects on the economy. >> look at low birth rates coupled with an aging population are a threat to our future economic prosperity. >> there is a partisan effort to increase access to abortion and contraceptives under law, democratic senator tim kaine says he has been in talks with republican senator susan collins about compromise legislation. >> now alarming allegations in

the south bay. a state police audit examined bias in the san jose police department and four other law enforcement agencies. that uncovered what is being described as a disturbing content communicated by some officers, the state's remedy reforms. our reporter explains what is next. >> unsettling for sure. that is how some describe the results of the state police audit released recently. the report alleges officers at several law enforcement agencies, including the san jose police department, engaged in biased content -- conduct, mocking marginalized groups in person or online. the state legislature state department of not done to prevent this. >> don't want people licensed to carry guns and other kinds of weapons who are patrolling in our neighborhoods who are racist and biased against people of color.

they are not going to be there to protect us. >> this retired judge also served as independent police officer for--auditor for san jose until 2015. one audit involves a set of best san jose police officer addicting what a landlord, who is via to me is, would look like. she used stereotypes into denied the request for a translator. the officer received suspension without pay but auditors are pushing for more preemptive action. this is supplemented introduced a bill last year. the act would require police departments to screen applicants for thai state -- ties to hate groups. >> what happened on january 6 and the sentiments people have shared regarding the trust necessary with their police

we learned last week a san jose officer was investigated for being under the influence while responding to a kidnapping call. >> hundreds of san francisco unified teachers and faculty will be able to keep their jobs for now. the board of education voted not to lay off hundreds of employees who received pink slips in march. only 20 certified employees are made on the layoff list for the next school year. 15 already have offers to be rehired in different positions, even just five without jobs. if a position opens, those people would be contacted. >> some wet weather in the north bay, thunderstorms and lightning hit some neighborhoods. in sonoma county, a lightning strike lit a tree on fire. >> other than the 2017 fire that swept through here, this is a once-in-a-lifetime event. >> the fire units arrived on the scene right away. the fire did not spread because the amount of moisture from the hail and rain.
