a closer look at the highs in about nine minutes. reggie: this morning, 900 homes have been evacuated in orange as firefighters worked to contain the coastal fire. at least 20 homes have been destroyed into we anticipate that number will go up. 11 others, damaged. winds have been driving the fire that is 15% contained. homeowners got a chance to see if their houses were still standing. jobina: the national weather service's warning that the conditions could grow more volatile. extreme heat is set to scorch southern california today into early next week. many multimillion dollar mansions have been reduced to ash. some homeowners have been able to go back to see if there homes are still standing. >> we are devastated. we have never seen anything like this. it is unbelievable and so random. behind us, our friend's home has

been saved, but on either side it is destroyed. >> what can you do? i'm in shock. i'm more in shock than anything else. >> i feel for the residents. to lose a home, i cannot imagine. jobina: the coastal fire has burned nearly 200 acres. two firefighters were her battling the flames. both have been treated and released from the hospital. reggie: the two people accused of kidnapping a three month old boy in san jose will be back in court next month. they are accused of trying to take the baby at least three other times. yesenia ramirez and jose roman portillo are facing more charges. in march, portillo posed as a cps worker and visited the home of the family. when the family called cps, they said they did not send anyone.

both kidnappers were successful on april 25 and taking the baby. >> we have multiple layer's of he said, she said, and the multiple layers of hearsay. that does not amount to evidence, it amounts to allegations. reggie: they are now being held without bail. kumasi: today, governor newsom will unveil his plans for the state budget, including millions to boost reproductive health centers in anticipation of california becoming a sanctuary for people seeking abortions. amy hollyfield is in san mateo. amy: good morning. the governor says he knows abortion clinics, like this one, will see an uptick in demand and we will have more women arriving from other states, looking to get an abortion, so the plan calls to help them out with the uptick in demand.

the governor is proposing a $125 million health package that would invest in reproductive health facilities. and he wants to pay for abortions for women who could not afford one, women who do not have private insurance, but do not qualify for medicaid. another part of the plan, it appeals towards attracting businesses. the government is calling for creating incentives for businesses to relocate to california from those states with anti-lgbtq laws. he did not elaborate, but he is expected to give more details in a press conference today. the state has a $46 billion surplus, so the governor has money to spend. and he has a press conference scheduled for this morning to talk about his budget proposal. the legislature will have to finalize the state's budget plan next month, that is when the deadline is. amy hollyfield, abc7 news. kumasi: you can watch of the budget unveiling announcement at 10:00 a.m. this morning because we will be streaming at on the

reggie: wnba star brittney griner's detention in russia has been extended another 30 days. she appeared for a hearing today. a source tells us that russian authorities have also denied a request for house arrest. she was detained in february at a moscow airport for allegedly bringing in vaped cartridges containing hash oil into the country. the biden administration says that she is being wrongfully detained. kumasi: former president donald trump is at the center of a grand jury investigation. the justice department is looking into the alleged mishandling of classified documents brought from the white house to his home. we have the latest on this news. jobina: searching for answers

after boxes of classified documents were reportedly found at president trump's mar-a-lago estate. the documents were discovered after he left the white house. the investigation issued a subpoena to the national archives, requesting interviews from former trump aides. a spokesperson responded, saying president trump consistently handled all documents in accordance with the law and regulations. on capitol hill, the january 6 committee issued a new subpoena to four house republicans and of the house minority leader. last year, top republican committee leader, cheney, said his testimony would be valuable. >> i would not be surprised if he was subpoenaed. he said publicly he has information about the president's state of mind that day. jobina: all eyes are on what the five house republicans decided, and what the repercussions could be if they refuse to comply again.

the january 6 committee begins public hearings next month and a final report is due out this fall. kumasi: owners of gold coin and jewelry exchange shops say they have been victims of a crime ring. one shop owner tells us more than a dozen businesses have been hit recently, one in downtown oakland a few blocks from city hall. video of the damage it shows smashed cases, debris everywhere. it is not clear how much of the thieves got away with. on tuesday, they hit a jewelry exchange and the manager says they could not get to the valuables so they caused of the $30,000 in damage. >> we are paycheck to paycheck. now we have to figure out how we can afford to stay open. kumasi: her store in vallejo is closed because of a burglary in march. she says she believes it is the same cre because theyw used the same kind of crowbars to pry their way in. reggie: an upscale town

we are already in the 60's and 70's by lunchtime. by 4:00 p.m., a warm afternoon. warmer weather for the weekend. we will talk about the temperatures coming over the next three days in about nine minutes. reggie: elon musk's deal to purchase twitter is temporarily on pause. kumasi: investors are reacting as the stock market has just opened. jobina is tracking this and the reason he is making the decision. jobina: early this morning, a tweet sent to twitter shares plummeting as much as 25% in premarket trading. it has rebounded slightly. the market has just opened. down about 11% right now, as you can see. it's improving. this is what happened. the tweet said, twitter deal temporarily on hold pending details supporting calculation that spam fake accounts represent less than 5% of users. elon musk linked to a reuters

article reporting on the number of fake accounts. he has previously tweeted one of his priorities would be to remove spam bots from the platform. he could pay a $1 billion termination fee if he backs out of the deal. musk responded to his initial post saying, still committed to acquisition. we have reached out about this and have not received a response from twitter yet. some are speculating he plans to walk away from the deal or will try to renegotiate a lower price. tesla stock is down nearly 30% in the past month, with elon musk is selling shares to help fund the twitter deal. kumasi: elon musk's tweet comes after a leadership shakeup at twitter. the ceo announced top executives are leaving the country. they oversaw the consumer and revenue products teams, and for the said they were asked to

leave the company, one of them has since deleted a tweet. twitter announced a hiring freeze. reggie: today, the governor will release his budget plan from the state capital. he will likely announce another record-breaking budget surplus. kumasi: with that extra money, we already have clues on how he will spend it. amy has a look at one area. amy: health care workers, as you are going to work today, imagine what it would be like to have another $1000 in your pocket. at that is part of the governor's plan to help with inflation and its impact on californians. take a look from -- look at the plan he is proposing. there is hospital workers money and he is planning to give hospitals about $139 million to help with inflation. tax refunds for california. $11.5 billion coming back to californians.

rent relief will get $2.7 billion from the state. childcare is in there with $157 million carved out for childcare. the total proposal from the governor's offices $18 billion in inflation relief for residents and businesses in california. and california has a surplus, so he has money to spend. he says the goal is to offset the rising costs of food, gas and housing. he will outline his plan later this morning in a press conference. he'll be working with the legislature on this, and the legislature must come up with a finalized estate budget next month. that is when the deadline is. we will hear what the governor thinks should happen for the budget leader this morning. in san mateo, amy hollyfield. kumasi: you can watch governor newsom's budget unveiling live at 10:00 a.m., we will stream and on the abc7 bay connected tv

app available for apple tv, android tv, and is on roku. reggie: the mayor of san jose is calling for a crisis of misconduct in the police force. an officer was arrested for indecent exposure on thursday. the police chief personally escorted the officer out of the police building. officer matthew dominquez is accused of touching himself inside of a family's home in front of family members while he was on duty. the district attorney released his photo in case others had similar interactions with this officer. the mayor addressed the recent series of troubling officer allegations. >> i am very concerned about the number of incidents we have seen, particularly given that these are young officers, which tells me that may be something very serious -- that there is

something seriously wrong with what we are doing with screening and backgrounding, and we need to figure that out. reggie: he expects to hear recommendations from the chief in a matter of days. kumasi: the oakland police department could come out of federal oversight in a year. a federal judge ruled the when your probationary period will start on june 1. the oversight well end if it stays in compliance. oversight started after a settlement that required the department to enact new measures for officers known as the -- after officers were accused of abusing people in some neighborhoods. reggie: an investigation into the nationwide shortage of baby formula. a committee is looking at the potential price gouging. this comes as the white house steps in to ease the shortage. jobina: the fda is looking at ways to import baby formula as the shortage gets worse. that could include loosening import restrictions.

ireland, the netherlands and chile are being identified as potential sources for more formula. the president says he spoke with manufacturers and ceos of target and walmart about ways to boost supplies. the out of stock wait was more than 40% at the beginning of the month. when asked why the administration did not act sooner, the white house says efforts have been underway for months. >> the steps today are in acknowledgment and -- that more needs to be done. we do not want families out there to be worried about feeding their babies. >> this is not a third world country. this should never happen. jobina: the house energy and commerce committee has scheduled a hearing for later this month, and it could ask regulators from abbott to testify. the shortage is blamed in part on a recall back in february. the in michigan should come back online soon, but it could take

10 weeks for supplies to be restocked. kumasi: the shutdown of the abbott facility could potentially have deadly consequences for thousands of patients, who cannot access lifesaving products. a nine year old from walnut creek was diagnosed with a rare disorder and he could properly process proteins in food. his mother relies on a special medical formula for him that's produce that habit's -- at abbott's plant. now she has to ration his portions. >> this could be a couple weeks or it could be six months before this is resolved. >> i will call the fda director and i will do anything i can. this is unacceptable. kumasi: only four companies control 50% of the formal market in the u.s. a former fda commissioner says more should have been done to prevent the shortage.

a spokesperson says no flights are impacted by passengers say that flight delays have been going on as we bring you a live picture from sfo. that is impacting the ticket counters for people traveling on southwest, jetblue and american airlines. we heard from a passenger named nina harrison, who said her flight was supposed to leave about 5:45 a.m. and she is still waiting to board. we will continue to track this for you. kumasi: black restaurant week is kicking off today, celebrating the flavors of african-american, as well as african and caribbean cuisines. it started in 2016. it will feature more than 50 bay area restaurants. rogers says this is a big help for his restaurant. >> it is beyond a dream come true for us. with being a small business in san francisco, we have the top-rated restaurants in the country here.
