good morning, it's saturday, may 14. let's start with a look at the weather with lisa arjun. lisa: we have some fog, a compressed marine layer, but temperatures are uniform in the 50's. live doppler 7 with fog on the coast. 52 degrees here in santa cruz. how about 80 degrees for the high today, 53 downtown as well as oakland with 57, half moon bay, and san francisco should warm to around 70 degrees. the average high there is 64. it is a warmer start, so we will warm up weekly today. look at the golden gate bridge, lots of fog there, so curbing the warming at the coast, only about 60 with low 70's by noon time around the bay. look what happens by 4:00. 78 in oakland, approaching 90 inland. the fog is back in earnest

tonight, and that will cool everyone off for your sunday. we will talk about it in detail in a few minutes. liz? liz: lisa, thank you. the warriors are back in the western conference finals for the first time in eight years. they closed out the memphis grizzlies in their playoff series. fourth qrt. got the dubs pulled away for 110-96 victory. >> to miss the playoffs last year -- i was sitting in cabo last year watching the playoffs. don't get me wrong, i love cabo, i love being in that place watching, but it was brutal. to make it back here after the last two years we have had and the dynasty over talks and all that nonsense, this one feels good. >> especially from the perspective of games, the injuries i've had to now, being able to compete at the highest

a measure was voted down wednesday by joe manchin, lisa murkowski and -- yesterday. >> the to pro-choice republicans who said they voted against it because our bill goes too far. that's not true. justin: 26 states could move to quickly restrict or outright ban access to abortion, including arkansas, which would only make an exception if a woman's health was at risk. >> i think it's what our constitution is designed from the beginning, return that authority to the states. justin: the protest counts more than 370 sister demonstrations happening in cities across the country. organizers declaring may 14 the national day of action. justin finch, abc news, washington. liz: oakley police are examining

a key piece of evidence in the disappearance of alexis gabe, the 24-year-old woman last seen in late january. police say they found her cell phone case in antioch. family and friends confirm this is hers. investigators suspect the man in this surveillance video got rid of the phone case as he was walking away from her car on the day of her disappearance. if you recognize him, contact oakland police. there is a $10,000 reward to find alexis gabe's location. she was last seen in antioch january 26. her car was found the next day with the keys still inside. two family members are under arrest and the death of a three-year-old in san jose. prosecutors say she died after an exorcism attempt. the mother is also facing allegations of child abuse.

the girls's father and grandfather were arrested -- girls uncle and grandfather were arrested on wednesday, and the uncle of the girl took her to a church to get the "demonic spirit" out of the child. they thought she was possessed by a demon because she cried multiple times throughout the night. her grandfather is a pastor at the church. during the alleged exorcism, she was tortured and held against her will for 12 hours. days before her arrest, the mother spoke about her daughter's death in a youtube video. >> one thing i am not going to do is lie about how she passed away. she passed away and the people that know, i am being 100%. liz: all three suspects are expected to appear before a judge on june 13. they could face 25 years to life in prison. teachers are being credited with helping to save people from an apartment fire in san francisco. seven people were hurt, to

critically, when it broke out yesterday. one was taken to a burn treatment center. cellphone video shows the fire spreading quickly through the apartment complex on ellis street. firefighters say it started on the ground floor and spread out through the building. before firefighters arrived, teachers from nearby rosa parks elementary saw the smoke and rushed over to help. >> they were screaming and knocking and calling and trying to get us out. when the doors opened, they went in and rescued the elderly people. they were fantastic. >> we are teachers, so we care about other people. i hope anybody else would do the same thing. liz: 18 people were displaced in what cruz described as a fast-moving fire. in morgan hill's, several people are displaced after a fire damaged and apartment complex there and multiple cars. the fire broke out around 6:00 last night. all residents were able to get out and there are no reports of

anyone getting hurt. firefighters rescued a large lizard, which has been reunited with its owner. it's not clear what caused this fire. to a somber covid milestone in california, the state has surpassed 90,000 deaths from the virus, more than any other state. the white house is planning to ration covid vaccines if congress cannot pass a new covid spending bill. the fda is expected to continue its review of vaccines for children under five. bay area public health officials are once again calling on all of us to start masking up indoors. the plea to put on a mask comes as covid cases sore. tara campbell tells us the question now, will we see a mandate? tara: mask up is the message from the majority of the bay area's public health departments. >> four times higher cases than we were seeing in april, more

virus in our sue ayers and wastewater. tara: dr. matt willis is making an official recommendation friday for people to put on their masks indoors, citing a surge in covid cases fueled by the highly contagious omicron subvariants. the bay area now has the highest infection rates in the state. >> when we are out and about in the community, our risk to being exposed is higher than it has been over the past few weeks, and that was the reason for issuing this recommendation when people are in indoor public settings, they cover their faces. tara: stopping short of mandating masks, and the golden gate restaurant association hope it stays that way. >> i think most people feel at this point, particularly given the vaccination numbers in san francisco, perhaps it is not necessary. tara: the majority of restaurants have dropped their mask requirements for people eating indoors. >> if a mandate did happen,

restaurants would support it. we have been very good about following regulations. >> i do not see us resorting to mandates currently, but the thing that i would be looking at is what is happening in the half those. tara: if cases keep going up, dr. patel worries hospitalizations are inevitable. >> we start to get an increase in cases, a smaller percentage of people wind up being hospitalized, hospitalizations will still go up. tara: and that's, he says, when the real concern kicks in. >> adds a strain on our health care system, because we have not fixed that. we saw major supply issue when it comes to our hospitals, and we are keeping an eye on that. liz: lisa, let's get a check outside this morning. beautiful. lisa: the sun up 10 minutes ago, and san francisco should hit 70 degrees. at the coast, a different story. a wide range today, 35 degrees spread. we will talk about that the rest

liz: welcome back. here is a live look outside this morning. you can see the fog seeping over the bay. seven people are under arrest following the seizure of more than 30 cars and motorcycles. illegal drugs, guns, stolen goods and $30,000 in cash. san mateo county sheriffs office says it was an investigation into a crime syndicate operating in san mateo and san francisco counties. some of the suspects moved into a deceased person's home and turned it into a stash house.

and graffiti was found in palo alto in a middle school bathroom that is now being invested as a hate crime. kkk was written on bathroom walls and toilet dispensers on two different days this week. police believe the same person is likely responsible. the same thing happened at palo alto elementary school in january. no arrests have been made in either case. and there is a new evidence in the case of security officer killed during a --. investigators believe the suspect was the one who opened fire on the officer in downtown oakland last year. two others have also been arrested. a historic day for oakland. the city's police department can move towards ending almost two decades federal oversight. this started in 2000, when four officers known as the

riders were accused of brutalizing people in four neighborhoods. the judge now says the city is nearly in full compliance. civil rights attorney john burris was one of the original attorneys on this case. >> the big issue, to me, is people being stopped unnecessarily, so those people will not know. there was a time they would get stopped. there was a time not only when they get stopped, they would be searched, handcuffed for reasons that were unnecessary and unrelated. liz: the department is now on probation for a year to see if they can sustain the reforms. the solar system is putting on a spectacular show this weekend. tomorrow night, we will be cope -- treated to a colorful lunar eclipse. just as the moon is rising, this will start to pass through the earth's shadow. the moon will be turned a

reddish copper color. >> what you are seeing when that happens is the projection of every sunrise and sunset from the earth onto the surface of the moon. those photons from the sun are coming, getting to the earth's atmosphere like a prize -- like a prism. so reflecting to the earth's surface, bouncing back off the moon into your eye. liz: the best moment to watch will be 9:30 tomorrow night. the moon will stay a reddish color for an hour and a half. lisa, i think a lot of people will be excited to go outside and see this. lisa: what you have to be away from the city lights and marine layer, which will not go too far . as we get into sunday, it comes into play throughout the day. here's a look at live doppler 7, where the clouds are stacked along the coast. from our exploratorium view, nice and sunny here, where temperatures are above average today. 52 in the city, 53 in oakland

with 54 in san jose, santa clara and half moon bay. the sun was up at 6:00 and there is the marine layer as lookout from emeryville back towards san francisco. 49 in san francisco, 48 in petaluma, 55 in concord. the marine layer is compressed and will continue to stay that way before it retreats to the san mateo coast. right now, in the mid-50's, santa cruz, 80 degrees down at the beach. it will be cooler at our local beaches with an afternoon sea breeze. fog along the coast will retreat and we see some patchy fog and son at the shoreline, looking for the warming trend today. it warmed up yesterday, so today is the warmest day we will see in the next several days. the breezy and cooler sunday on the way. here's a look at the cloud deck. it is banked up along the coast, the low clouds, and a sunny

afternoon, then the high clouds come the plan we look at some mist and drizzle, temperatures back in the 50's. that should feel good for the runners and a cooler day thanks to the sea breeze today. it localized up to 20 miles per hour, bter than that through the afternoon, dusty around point raise, and the wind will be calm her overnight, but this is what aides and our big cooldown for sunday, with those winds cranking through the afternoon, up to 30 miles per hour throughout the delta. those 90's are confined to our inland valleys today, anywhere from santa rosa to napa. the breezy wins here at the coast, but all above average for san francisco and oakland today, 85, san jose, should be in the 70's. we are talking about the eclipse tomorrow night, where we look at the sun setting at 8:12. 8:30 to 9:53, looking at

overdue for a state safety inspection. an inspector found enough issues to the elevator and it had to be taken out of service. melanie woodrow has the update and new video of another group of people stuck in an elevator -- it was overdue for an inspection at a popular concert venue. melanie: it took request in 2020 will -- 2021 and 20 22 for the department of industrial relations to dispatch someone to inspect the elevator someone recently got stuck on for an hour. >> i called for help, i screamed. melanie: the elevator was last inspected in june 2019. after a backlog of elevator state safety inspections were discovered, the i team is told that four issues were found with the elevator, which warranted its removal from

service. the elevator was red tagged until corrections could be made. >> shame on you, because this could have been prevented. melanie: cal osha acknowledges the need for more elevator inspectors. this man and his girlfriend got stuck on an elevator after a concert in february this year. >> we are stuck in here after this concert. >> according to a permit inside the elevator at the time, it had last been inspected march 2016. >> there was a pregnant lady on the elevator with us. me and my girlfriend both suffer from anxiety, melanie: the permit was supplied for the elevator, saying it had last been inspected in 2020. this letter was sent in february, three days after rodriguez got stuck, saying the permit is valid until it can be

wind up to 23 miles an hour. so it is warming up quickly today. there's a view of the compressed marine layer. it is going to line up along the coast and it's going to be breezy so we'll have that wide range of temperatures 53 in oakland 52 downtown with 54 in san jose 50 with very foggy conditions at the coast. you can see the low cloud deck breaking up in emeryville 49 santa rosa. it is 55 in concord and look at the warmer start 8 degrees. ore.er, napa 5 degrees warmer i so a light breeze today to start out then the sea breeze kicks in and as we get towards one two o'clock boy the heat is on from mid 80s to 90 inland upper 70s along the bay shore even a few 80s around redwood city today and then the fog comes back overnight. so it's going to be a cooler sunday, mbe eclipsing some of that eclipse viewing for your sunday night. we'll talk about that in the week ahead coming up liz. all right, lisa. thank you. families across the country are facing a lot of anxiety this

morning about how they're going to feed their babies. the white house is working on the formula shortage crisis trying to speed up supply, but it could take a few weeks. here's abc news reporter ty hernandez, despite millions of anxious parents stalking empty store shelves looking for baby formula the fda insists. the stock is stabilizing president biden at the white house. to offer reassurance. this is nothing more urgent. we're working on then that right now and i think we're going to be making some significant progress very shortly this crisis. has been the cause pandemic related supply issues and a massive recall of abbott brand baby formula after it was linked to the death of two infants jordan coleman of california relies on a special medical formula for her son jordan that's only produced in abbott. she's now rationing to stop. running out. i'm just crossing down to the day where we're not going to have anything abbott now says they could restart production in two weeks. once the fda gives them the

go-ahead. 50 conditions at abbott's facility in the meantime the white house says they're stepping in offering families that rely only on government assistance more flexibility to purchase any brand of formula that is available. all taking steps to import more formula and cracking down on price gouging president. biden asked why he didn't take these steps sooner if we'd been better mind readers. i guess we could have but we moved as quickly as a problem became apparent to us. his administration says the defense production act for formula is still under consideration the challenge that i mentioned before with baby. formula is that you know, it's it's complex and you can't just say to a manufacturing facility that makes cereal you need make baby formula now it remains under consideration, but no decision has been made yet ty hernandez abc news, new york and here in the bay area we found a mom in san jose who is helping friends. carissa brune has made her full-time job to find baby

formula for her son and shares it with others brune is not able to breastfeed so she doesn't have formula if she doesn't have it. she says her baby is not going to eat one option has been contacting strangers on social media and paying them through venmo. i'm having formula shipped from from oklahoma from, kentucky. from sacramento. i recently looked into buying from canada. some people are able to turn to the mother's milk bank in san jose that nonprofit accepts donations and then offers the milk to infants and need but most of the recipients are preemies in neonatal care units. we're learning new details about governor newsom's revived revised budget proposal and it includes several big plans for how to best spend a record 97 and a half billion dollar surplus his plan includes 128 billion spending from

transitional kindergarten through high school and that works out to a little less than 23,000 per student. another 23 billion dollars will be placed in the state's rainy day fund to draw from the next time the economy slows 18 billion dollars would provide financial relief for californians hardest hit by inflation and two and a half billion for housing include 500 million to fund the conversion of vacant malls and storefronts into homes. give all these extraordinary moths all that open space and just the parking lots themselves that are now open and vacant and of course these remarkable, you know vestiges to a world that is radically changing the old shopping mall. and so we want to look to see what we can do in terms of converting them as many office buildings as well at the housings. the governor is also proposing spending even more on climate-driven problems, like wildfires and drought. it's an additional nine and a half billion dollars to funding proposed in january for a total

thank you a city tucked along the lush v. of sonoma county's wide country is harvesting something else these days clean energy taking care of our environment is part of building a better bay area abc 7 news meteorologist, mike. nico shows us the innovative project. it's already having a significant impact on healdsburg's power supply. hurst along the russianer the town of healdsburg is mostly known for great wine and is doing more than ripening grapes. it's producing power and an unusual setting. it didn't sound to be the largest. it just turned out that when we largest utility director terry crowley and wastewater manager rob skates enough what's believed to be the largest floating solar farm in the country more than 10,000 panels anchored on the surface of two ponds at the city's wastewater treatment facility and while they're floating the panels are

also supplying roughly 8% of the city's electrical needs and combined with renewable energy produced at a nearby geothermal site the project can earn healdsburg the title of the wine countries sustainable city. so we're when we combine it with our geothermal resources. we're looking at close to 50% renewable. it's innovation that sprung in part from necessity. rob skate says the shade provided by the panels cuts down on algae growing in the treated water that's used to irrigate surrounding vineyards. yeah, it made a little the water definitely better. sola system are catching on ine luck is getting set to cover a local irrigation canal with solar panels for similar reasons cutting algae and evaporation and generating power from publicly owned right-of-ways. the idea is especially appealing in areas like sonoma county
