waiting outside, pleading for police to go inside as authorities say a government barricaded himself inside of the school on tuesday. from the grandmother's house to the school, into the school, he was not confronted by anybody. one error of sheer terror as students and staff did. >> the gunman shot and killed 19 students and two teachers in a single fourth grade class. among the victims is joe garza. she was trying to call for help when she was shot. >> i just want people to know that she just died trying to save your classmates. she just wanted to save everyone. >> many questions remain about how this man was able to get inside the school and the red flags that could have been raised prior to the shooting including text messages to a

teenage girl where he writes i am going to go shoot up an elementary school right now. >> why did he do this? who is this man? the suspect. we will find out. >> a growing memorial outside the school as you've tries to heal from the pain. i am chris wynn, reporting. >> doug growing memorial -- that growing memorial has 21 crosses, each bearing the name of one of the victims killed. today, we are getting more of their photos as friends and family continue to share stories about them. they were shot and killed in a classroom with their two teachers. we learned more heartbreaking news. the husband of the teacher has also died. joe garcia suffered a deadly heart attack following the death of his wife. they were high school sweethearts and reset to celebrate their 25th wedding anniversary this year.

employee. the train whistle sounded 10 times. >> it was a beautiful ceremony and everyone that was there, you can tell them we are filled with love and we want to heal. >> santa clara county officials staged this in memory of the victims. they held the first responders who answered the call that day and presented a flag that flew over the railyard after the tragedy. price california is one of at least 19 states in washington -- and washington dc that can temporarily seize guns if someone makes a threat to use them. the use of these red flag was depends on the public saying something before it is too late. >> whether it is you've all day,

buffalo or san jose, mass casualty shooters have -- >> there were too many red flags they did not pay attention to. west california has had a red flag warning on the books for years that allows them to other police and the district attorney's office anonymously of a potential threat by a gun owner. >> within a few hours, we can go in front of a judge and temporarily remove those weapons and i know these restraining orders have saved hundreds of lives and our county. >> over 200 restraining orders have been issued in the past year. double the number from two years ago. the law allowed san jose police to seize guns from someone who made threats. >> the response from the police and the das office is not always going to be a gun violence

restraining order. it may also be a referral to mental health, drug treatment or workplace mediation. >> there is reluctance by individuals to step forward but the process is anonymous and it is central to intervention. guns are seized for two weeks but the gun owner can get them back following an evaluation and a court hearing. >> if the circumstances had changed and the person is getting the help they need and are no longer a threat, the guns will be returned. >> the red flag warning is the one tool aimed at prevention and intervention. in san jose, david lui, abc7news. >> a santa rosa man is in critical condition after corrections officers shot him at their home. they say that 49-year-old charles martin wyatt who was in violation of his parole was at his home to arrest him. details about that, what led up to the shooting.
