national soccer team on the global stage. let the pomp and pageantry begin. we're live in london as the world celebrates queen elizabeth and her 70 years on the throne. the festivities kicking off the historic platinum jubilee this morning. good thursday morning, everyone. we begin with the breaking news from oklahoma. yet another deadly shooting in a place where people assume they're safe. this time at a hospital. >> at this hour many questions remain unanswered including why the gunman opened fire. this morning, another mass shooting in america. >> oh, my god. he's getting his rifle out of his trunk. >> reporter: authorities in tulsa, oklahoma, say a gunman killed at least four people at this medical building and wounded several others. >> so sad. the school shooting, now tulsa, oklahoma. >> reporter: around 5:00 p.m.

police on the scene three minutes after getting the call about an armed man at the medical office, and just one minute later authorities say officers made it to the second floor where they found the victims along with a gunman who they say died of an apparent self-inflicted gunshot wound. >> it's absolutely tragic that it happens in any town. when it happens in our town, i'm just glad that our officers got in there as quickly as they did. >> reporter: officers say they searched hundreds of rooms in the five-story building looking for any more victims. this man racing to the scene relieved to get a message from his mother who worked on the campus. >> she just showed me what was happening, and there was only like six cop cars at the time, the fire truck, and they were rushing people out. >> reporter: investigators overnight did not reveal a possible motive, but a tulsa city council member tells a local news station, the shooter may have been targeting a specific doctor. the gunman was not immediately identified, but police did say he's a black man between 35 and 40, and he was armed with a semiautomatic rifle and a

handgun. the violence in tulsa comes after 15 mass shootings nationwide over memorial day weekend alone and just eight days after the shooting at robb elementary school in uvalde, texas, and 18 days after a gunman killed ten people at a supermarket in buffalo. >> this can really happen anywhere. it's very scary. you can't even go to a store. you can't even go to school. >> nope. >> now you can't even go to the doctor. >> oklahoma's governor called it a senseless act of violence and hatred. three more children killed in the school massacre in uvalde, texas, will be laid to rest today as questions about the police response go unanswered. the mayor of uvalde tells "the washington post," he was in the room with a negotiator who tried to call the gunman, but he says the 18-year-old never picked up. meanwhile, the school district's police chief blamed for the delay in confronting the shooter says he is talking with investigators, but he isn't saying much more. >> we're not going to release anything. we have people in our community being buried. >> i just want your reaction to

hurricane telling investors at a conference yesterday, quote, you better brace yourself. >> right now it's kind of sunny, things are doing fine. everyone thinks the fed can handle this. that hurricane is right out there down the road coming our way. we just don't know if it's a minor one or superstorm sandy. >> reporter: dimon says the major factors in this brewing economic storm are recent actions by the federal reserve to slow inflation, plus the war in ukraine and its impact on food and oil prices. the chief investor for another big bank does not see an economic hurricane ahead but perhaps a recession. >> the question is, can the fed do the job of tackling this problem by focusing on the demand side of the economy, because that's all they can really control. they can't ease supply chain problems. i think the needle probably points a little more towards recession. >> reporter: with inflation at a 40-year high, a new poll finds 25% of americans now plan to

delay their retirement. president biden yesterday said lowering gas and food prices will likely not happen in the near term, and he again suggested raising corporate taxes to address inflation. >> by increasing the tax rate that should go up on some corporations that are paying no taxes at all, have them pay a minimum tax and the very wealthy. >> reporter: amazon founder jeff bezos recently reacted to the president's idea of raising corporate taxes to fight inflation. bezos called it disinformation. mona. >> justin, thank you. in eastern ukraine the local forces say this new video shows a russian vehicle exploding after hitting a mine. russia says the u.s. is pouring fuel on the fire by sending new rockets to the battlefield. a key city in the east is now reportedly 80% controlled by russia. the u.n. confirms more than 260 children have been killed in the war. and an inspiring scene from the sports world. ukraine's men's soccer team upset scotland. they're now one win away from

qualifying for the world cup. they hadn't played a competitive game since november. all right. we turn now to london and the queen's platinum jubilee. >> this morning she's making her first appearance as the world celebrates her 70 years on the throne. abc's ines de la cuetara is there. she is right outside buckingham palace. ines, good morning. >> reporter: good morning, guys, and there is so much excitement here. tons and tons of people have lined up here on the mall. some even camping here overnight hoping to catch a glimpse of the queen as the nation celebrates 70 years of queen elizabeth. for the first time in history, the british crown gearing up to celebrate a platinum jubilee. queen elizabeth ii marking 70 years on the throne, the longest serving british monarch. preparations for these next four days have been under way for weeks kicking off today with the queen's birthday parade, what's known as trooping the color. it's a military ceremony where the queen as colonel in chief

can inspect the troops and later she'll light 1 of 3,000 beacons around the country. despite recent mobility issues, the 96-year-old is expected to make two appearances. >> she's really conserved her energy for this moment passing on some of the more physical work to the younger members of the royal family so she can really be as visible as possible throughout the platinum jubilee weekend. >> reporter: we'll also see her majesty's family. prince andrew will attend at least one event as will harry and meghan, the pair touching down with their two children, archie and lilibet, last night. the first time all four are back in england. >> i think for the queen this is kind of a big family reunion. you know, she gets to meet baby lilibet, her namesake for the first time. that will happen privately. >> reporter: and it's not just the royals. millions are expected to join in the fun with more than 16,000 parties planned across the nation and around the commonwealth. some royal superfans camping out for days outside of buckingham palace. the jubilee also a time to reflect on the queen's

pressure when a woman jumped in and stole the vehicle. new questions about the government's response to the baby formula crisis. with many parents still struggling to feed their children, the white house is struggling to explain a new statement from president biden. here's abc's report he. >> reporter: this morning president biden now acknowledges he did not know about the baby formula crisis until months after a crucial manufaturing plant owned by abbott was shut down. >> i became aware of this problem sometime in, after april -- in early april about, how intense it was. and so we did everything in our power from that point on. >> reporter: the president met yesterday with ceos of several companies. >> we knew from the beginning this would be a very serious event. >> we could foresee this would create a tremendous shortage. >> reporter: the white house not explaining why the urgency was not communaled to the president. >> the president's role in this

has been at the right and appropriate moments when we needed to do things. >> reporter: this all started in october when an abbott whistleblower notifies the fda about safety infractions. the fda did not act until january after learning of two infant deaths and several hospitalizations in children who had consumed the formula, finding egregious violations. the plant was shut down in february. biden said he wasn't notified of the impending national crisis until april. >> as a father and grandfather, i'm sure we all feel this way, i understand how difficult this shortage has been for families across the country. >> reporter: the white house has since entacted defense production act with formula workers working overtime and a third and fouth round of overseas shipments are expected to begin arriving next week the equivalent of more than 8 million 8-ounce bottles. the shipments arriving next week are expected to be shipped to target stores across the country. meanwhile, abbott is planning to
