soft on crime and lenient with his sentencing. they said despite the recall, san francisco remains a leader nationwide and progressive criminal justice were they called the vote of course correct for the city, not swing to the right. kumasi: governor newsom defeated of recall effort in september and last night he crushed a field of nearly two dozen primary challengers. you can see right now 56% voting for the governor. he is likely to face republican state senator brian talley in november. governor newsom appointee is expected to advance to the november general election. reggie: the race for mayor with seven candidates looking for a win there. cindy chavez in the lead with

reggie: san francisco has voted to recall chesa boudin. she was elected on a platform of criminal justice reform. recall proponents say the city does need reform but she wasn't that she adequately prosecuting criminals. >> we have already won because we have shown san francisco in the world that we do not need to rely on fear mongering or exploitation of tragedy to build safety. we have already won because even as our juvenile population -- incarceration population fell by 50% and our state prison population fell by 30%, crime rate stayed flat or decline. reggie: mayor london breed will

approve a new district attorney. this is shaping up to be an election with very low voter turnout. just 16% of registered voters have turned in ballots. the numbers are slightly higher in the bay area. in san francisco about 25% of voters participated. officials in santa clara county say by the time all the votes are counted, it will be a bit higher. >> it's been quiet. right now we are only at 17% from this morning. we're hoping to get 35 to 45 by the end of the election. reggie: they estimate 90% of residents use mail-in ballots so there's typically low turnout for in person voting. exact totals will be available later this morning.

reggie: the ballots are in. the voters have spoken. it's shaping up to be an extremely down year for election to -- turnout. joining us live is political pollster paul mitchell. we've got to start with chesa boudin. this is making headlines across the country. they are calling it the democratic civil war. chesa boudin is out this one wasn't even close. let's talk about these numbers. >> the pulling in this contest shows that chesa boudin was far behind the recall. in the last couple days before the election there was one pull that showed it tightening up.

the reality is this is the second big recall and san francisco. it's also a precursor to potentially what might happen in los angeles with the potential recall against george gascon and they were battles around public safety. in san joaquin, kings county. there were a lot of parts of the state that don't get the spotlight that were having these issues come to the fore. it's being even more polarized now with things like recalls. reggie: the mayor's race plays into that narrative. karen bass has had her name thrown around for every possible position including the

possibility that some people thought she was going to replace kamala harris. now she's trying to be mayor and she is behind a billionaire former republican. >> it's a really interesting race. karen bass has been around. she went back down to los angeles and ran for and won a congressional district. she was touted as a potential vice presidential candidate when biden had clarified a set of five or 10 people he was looking at. when kamala harris was appointed as his vice presidential running mate, she was seen as being a top presidential candidate for the u.s. senate race. at this point in time she is behind rick caruso who put over $40 million into advertising in

l.a. and quickly shot up in the polls as the big front runner. there are about a million ballots still to be counted. it depends on how those late ballots break. a lot of voters in l.a. had many choices on the more progressive side between her, kevin de leon, other candidates that were trying to buy for that second spot. it kind of coalesced in the last week or so. it's possible that a lot of late deciding voters will end up going her way and she could be the top vote getter it's all said and done. what's most important is that in rest -- in that race if someone had gotten 50%, it would be over. no one got 50%. hopefully with the larger electorate that's more representativef othe city

instead of having a quarter of the elect. come in a general election we expect a much fuller participation from people who missed primary elections. reggie: we will be voting to replace the da just voted out. this is for a well-publicized recall. 18% in the state. what does that say? >> we want to hesitate in calling it turnout yet. the county registrars were able to tabulate all the vote by mail that had been signature verified and processed. they were able to tabulate
