>> as we envisioned it, that is a publicly accessible site with public parks, affordable housing, great jobs, and yes, a privately financed ballpark. reporter: the oakland a's will pay for the stadium but other development projects around it such as roadways will be paid for in part by federal grants. nina joiner is a local business owner. she does not oppose the project but she wants voters to have a voice. >> everyone has to have the same buy-in and i think this is a fair and equitable medium to make sure it is on the november -- on in november. collect school closures are back on the agenda for oakland. they are voting on a resolution put forth by parents and faculty that would reverse some planned campus closures. this resolution is called the community not closures proposal that would keep open at least five campuses that were slated for closure using grant money. 2000 parents and staff signed on

to put the resolution before the board. the same board voted twice several months back in favor of a plan to shutter 10 schools district wide over the next two years. tonight's meeting starts at six. >> gavin newsom says california will be a haven for patients seeking abortion but will not spend state money to help people travel to california for that procedure. an abortion find will be set up for a vote by state lawmakers tonight. reporter: the budget proposal from the governor they are voting on tonight includes millions of dollars to support abortion access across the state , including the first time funding for support organizations that help people seeking an abortion in california cover transportation, and food costs, but the grant money cannot be used for out-of-state travel to california and some advocates say they want that changed. the california legislature is set to vote on governor newsom's

$300 billion state budget. in it more than $200 million in additional funding for abortion and reproductive health care services. >> how happy are you with the budget that is being voted on? >> jessica pinckney is the executive director of access reproductive justice, the state's only statewide abortion fund. she says the budget contains recommendations made by the state's first-ever future of abortion council, released last year. that includes $40 million to offset the cost of an abortion for people without health insurance. $20 million to help reproductive health care facilities enhance security. $15 million in grants for medical outreach and education. there's also $20 million for a california abortion support fund. this will help people seeking an abortion in california cover in-state expenses including lodging, food, childcare, and transportation to and from a clinic. pinckney says access

reproductive justice is think for these funds but she has one big concern. the great money does not cover out-of-state travel to california. >> it is really imperative that we include something for out-of-state travel. reporter: at a press conference the governor said additional funding should allow organizations to use their own money to help women traveled to the state. >> that will provide them capacity to enhance their efforts. reporter: but pinckney says transportation can be the biggest barrier for women seeking abortion care and that the state should offer that support. >> if they cannot get here, all of that really becomes irrelevant. as does many of the other pieces of this budget deal. >> even though the money cannot be used for out-of-state travel to california, the grant money can be used to support anyone regardless of residency or immigration status once they are in california. the budget vote is happening tonight at 6:00 p.m..

>> having to ask family members, find family members to pay the extortion fees. and the horrific things they saw and that happened to them as a result of being kidnapped. reporter: lily rae is the founder of bay area border belief. the nonprofit helps with everything from providing basic necessities to migrants in mexico to supporting those who do make it here. she has traveled to the border seven times. >> each of the trips was different, i will not bring you through all of them. what was not different was the desperation of the families we met. reporter: she fears what played out in san antonio will continue until policies are changed. >> chills run through my body to know the desperation of those people to get into that truck thinking they are coming for their life. >> the supreme court is expected to rule tomorrow on whether to allow president biden to end the remain in mexico policy. this will make way for thousands of people to seek long-awaited asylum in the u.s..

>> thank you. >> in the south bay, four teenagers face charges for an armed carjacking and leading police on a chase. san jose police say last sunday, four mask people stole a vehicle at gunpoint as a man was sitting inside the car downtown. this was at south 7th street and east read. officers spotted the stolen car about an hour later and the driver took off, eventually crashing into a median on hihighway 87. that is when police caught the suspects and learned exec who they are. exactly who they are. >> all of these suspects are juveniles ages 15, 15, 14, and 17. all four have had previous arrests for carjacking as recently as march of this year. one of them was wearing an eagle monitor the day he was arrested -- ankle monitor the day he was arrested. >> in the east bay, business owners, community leaders, and residents of an oakland

neighborhood plagued by crime came together and said enough is enough. abc7news told you about the problems residents of little saigon face on a constant basis in the area along international boulevard near clinton park. today merchants, crime victims, and locals came together to demand more safety resources from the city. >> the robberies, child prostitution, illegal dumping, the lack of care, the lack of response. they said we cannot ts lewe come down here to utilize e businesses. it is very important to me that every buddy feel safe. >>wi oakland's chinatown groups to put up security cameras. they are calling on oakland police to increase patrols. reporter: our focus on building a better bay area includes looking at ways to protect the environment especially during this drought. mountain view has declared a stage two water shortage emergency, rolling out new

one of the perks of living in san francisco. the camp is primarily open to city residents. >> it is so different from the city. the fact it is city grounds in yosemite is really magical for us. >> the camp was closed this weekend now week five, but the hope is that staff can recover quickly enough to reopen for the rest of the summer. >> the health of our campers and staff has got to be the most important thing. we are up to 16 staff members that have tested positive for covid. >> too many staff members out to serve between 300 and 400 people every week. families request a specific week at camp mather and enter into a lottery. they have a total of 11 weeks to choose from. not everyone gets in. those who do consider themselves lucky since the demand is so high. >> we did apply and got in and we lucked out because we were week two. . reporter: but those assigned to

week one in early june were told they could not attend for the same reason. covid. >> he has been camping before but not at camp mather so he was really excited because it would have been his first time at yosemite. reporter: many of you have reached out suggesting, even willing to volunteer to fill those spots. has one parent who was recently there told us, it is not that easy. >> we could imagine having to suddenly -- have someone doing the ropes course. everyone is pretty much an expert at his or her field. those who work with children are fingerprinted. we have lifeguards. people that are first-aid certified. unfortunately, we do need train staff. reporter: those who were unable to attend will be reimbursed.

>> a wildfire burning in nevada county has triggered an evacuation order. the so-called rices fire started in the tiny community of ridge point. bridgeport i should say, northwest of grass valley. a strike team from the san mateo, santa cruz calfire unit is helping on the fire line. calfire says they expect to have 700 firefighters there. crews are trying to prevent flames from crossing over into yuba county. >> they took off very fast. it was a rapidly moving fire and it is in a very remote area with difficult access. reporter: the fire destroyed at least one structure. evacuations were issued for more than 350 homes. 500 buildings are threatened. >> at least our weather is milder but what is it like up there? >> it is a good question. not quite as nice or as humid up there but there are signs it could get a little bit better,

more conducive for firefighters. the temperature is 80, that's not bad. it is the humidity at 15% and winds blowing out of the southwest that is an issue. temperatures will warm up tomorrow and friday will be near 90 but they will drop down to almost 79 sunday. it's going to be a quick turnaround back to warmer temperatures so if they can really get a grip on this fire during those times that would be most beneficial. looking up to 24 hour gusts and humidity, the gusts will drop down tonight, almost to light and variable winds, but they will pick up out of the south southwest at 15 to 25. humidity levels never quite reached the mark we would like to see, 53% as humid as it gets. tomorrow morning. we will drop into the teens tomorrow afternoon. look at that breeze, nighttime clouds and drizzle on the increase all the way through the holiday weekend. that will lead to cooler and gusty afternoon through sunday. summer warmth begins about a week from now.

so we have a real long stretch of temperatures that will feel very springlike. look at these winds, 44 right now in san francisco. those are spreading across all of our neighborhoods. double digit compared to yesterday drop. look at this, 60's and 70's, just a few 80's around concord, fairfield, 91 in brentwood, that is the outlier. cloud cover will come back quicker this evening. look at these temperatures. grab a jacket. even by 8:00 we are looking at mid 50's to mid 60's. it is the low to our north and are high to our west that are stealing this cooler air our way. cloud cover is going to be a big issue as it will have a lot more moister than a couple mornings, which will mean a little bit of drizzle as possible for your commute. 50's everywhere tomorrow morning and tomorrow afternoon, only mid to upper 70's through most of the south bay. mid 60's to low 70's for the peninsula. upper 50's along the coast. daly city cracked 63, warmer than san francisco at 61.

how about upper 70's through most of the midday? east bay, mid to upper 60's for the majority of us. some low 70's elsewhere. places like hercules, newark, and fremont. san ramon, the breeze coming up, that will not reach places like pittsburgh and antioch and brentwood, low to mid 80's, our warmest neighborhoods tomorrow. temperatures cooler friday and a dry cold front will bring us the coolest temperatures. it's still going to kick up some drizzle saturday, more so sunday morning. sunday, 50's sick, 60's, and 70's. it will be milder for independence day. we will worry about the clouds for fireworks. we will talk about that coming up. dan: taking a new approach to tackling the problem of illegal drug use in san francisco. a new effort would create an overdose production -- prevention plan for the city. >> and new careers about to take off.

ramp workers to computer technicians and flight attendants. there is a growing demand for travel now that covid-19 is less of a major risk. >> it is critical to our growth. we are looking at adding 500 airplanes into our system in the next five years. a big piece of our growth is right here in san francisco. reporter: united airlines says they have had these type of job fairs in other cities, but this one by far is the largest with 5300 applicants. they are looking to fill these roles as soon as possible to keep up with hi travel demand. at chase center, abc7news. >> kaiser is eyeing a big office complex in the south bay to flip into a medical center in san jose. it is almost 200,000 square feet on technology drive. kaiser is not giving any details but planning documents show they do not plan to change the original footprint of the building, so it would likely be used for medical offices and not a hospital.

>> this is abc7news. >> should oakland voters weigh in on the a's proposal at howard terminal? city council will take up that issue next week but joining us now live is are insider with some insight about this project. you and i have spent so much time on this. after personally listening to hours and hours of public comment on the stadium proposal, the idea that a public vote is now needed -- i'm sorry, that is a stall tactic. you have said it before. you might have coined the phrase. the city council does not want to say yes and they don't want to say no. >> no, but there is one member of the council who would like the public to say yes or no to the entire idea of using public money for the ballpark infrastructure. this would not be directly for the ballpark or the development around it would be the plumbing, changes would have to be done

around the neighborhood. it is a big number. we do not know what it is, but it is the neighborhood of a couple hundred million dollars. the oakland city council people want to line up and vote one way or the other on that, it is a tough one. there are a lot of a's fans that say we want it done. we have a lot of labor groups that want the jobs. and you have other people that say i'm not so sure. when in doubt, you punt. that is football. in baseball i am not sure what you do. it does not appear right now they have the votes to put it on the ballot. we will see. this is great because we have some time to actually cut through the nonsense. there is an active misinformation campaign going on through a direct-mail effort indicating that, quote, tax dollars would be used for the project. to clarify, this is money specifically intended for infrastructure projects by the federal government. it has nothing to do with oakland police are oakland schools. no money would be diverted locally.

do you think people understand this? i do not. >> money is money. you are right, there is federal and state dollars the city is applying for grants and money for the poor to go into the infrastructure around this development. to help people get in and out safely, to improve the sewer system. and yes, the money would not be going into schools otherwise where the police otherwise. but here is the catch. yes, but it may be could go into paving roads or some of the other infrastructure things that we need in oakland as well. his other concern is you know, we have not had accounting about how much money is actually being talked about here. no deal has come up and said this is the price tag, this is what we are going to be putting into it. so it's going to be a question of choices. you get a certain amount of money to fix your house up, you going to take care of the roof? the backed up plumbing?

>> this july 4 we are all advised to leave the fireworks to the pros. with supply chain issues impacting some professional fireworks shows, amanda del castillo has some look at unique challenges to celebrating independence day with a bang. reporter: a renewed push for people to attend professional fireworks displays this july 4. that is if the event has not been canceled. the american pyrotechnics association says the 2022 holiday comes at a time of inflation and supply chain issues impacting a number of shows across the country. >> the biggest challenges are for the professional display companies that put on independence day celebrations for municipalities and cities. >> executive director julie l heckman says 75% of professional display fireworks are made in and imported from china. supply chain backlogs are making it difficult to get the product

into the u.s.. however she says the country's backyard consumer fireworks market is booming and has over the last two years tied to the pandemic. >> no restaurants, no movie theaters, no sporting events. nothing they could do. they went out and bought consumer fireworks and did not stop. reporter: concerning news for residents in santa clara county were all fireworks are illegal. suzanne maroney is an outspoken advocate in her attempt to stop illegal fireworks in san jose. among her reasons, lasting impacts to her dogs and combat veteran husband. >> we live in an old house in an old neighborhood and it is incredible he dangerous. the fear of fire is greater now than ever. reporter: san jose's fire chief reports nearly 90 fireworks related fires over the last two july 4 holidays. the city writing ag bob onto suggesting stricter

lost faith in the supreme court? >> i suppose depending on where you stand on the roe v. wade issue, yes. a lot of people are very discouraged by what happened. and you know, there is the continual call to increase the number of justices on the court. that has happened a number of times. i suppose there is some skepticism and some concern because this decision in some peoples's mind is very political and in others it is not of course, but i will point out one issue that will define the next term for the court just like roe v. wade to find this court -- this term. bencic jackson will be part of that. affirmative action. a couple cases are coming on affirmative action. university of north carolina, my all modern actually. and private universities, harvard, certain cases concerning affirmative action may define the next term. >> it is not in the constitution
