local library has become a magnet for drug users who live on the streets abc 7 news reporter lee ann melendez live in the news from now with the story that you'll see only on abc 7 looking into wine neighbors land. they want the wi-fi turned off. well, larry, let's point out. first of all that the city provides cell phones for many homeless people. it's part of california's essential lifeline in case of an emergency like many of us in many cases. they need wi-fi to connect to the internet. so neighbors are telling me that this particular library has become a magnet for the unhoused especially at night. it's mid-morning. we're on 16th street near market across from the library. it's considered one of the most troubled spots in the castro district because of this homeless encampment. we saw families trying to navigate their way past the tents thomas ashwood told us why many gather here. it's because they're safe here and it's not violent here when they go to sleep. they don't have to worry about waking up in their tents on fire

or somebody's cutting it open. they are drawn to the spot because they're in front of a public building with access to bathroom. they've also learned how to generate power from the bicycle docks when i walk by the library. you almost always see someone smoking math. and you know people are using fentanyl as well. and you know, it's comfortable the weather's not too bad. no one bothers them another visible reason for congregating here is the access to phi it's down the wi-fi at night hoping that will drive them out several. isaac what are you gonna get them all set down the reality. is that the free city wi-fi along the market street corridor is not reliable, but the wi-fi at the public library is much more robust and allows for streaming. in fact, we witness many of them doing just that using the internet from outside waiting for the library to open. we reached out to the san francisco public library.

they said a 2017 study found that crime in the area fluctuated fluctuated whether wi-fi was turned on or off. they also told us quote they continued to seek to address the digital divide. obviously, they're not filing resumes. obviously you want to provide this service for your patrons, and anyone is welcome inside, but there's no reason to let it go on during the night. there are signs of vandalism in the area. the library's parking lots surveillance camera was damaged and neighbors continue to report crimes like broken garage doors and ring doorbells that have been tempered with i mean, this is public library. i live in this neighborhood. let my daughter come here on a company. that's david burke the sfpd public safety liaison for the district. so we don't have a lot of sticks. we have even fewer carrots. and so if folks don't want help they can refuse it. so it was just very frustrating for those of us who live and work in the castro burke says, it's obvious. they need help and treatment.

and increasing the clouds in the patchy drizzle the next two nights, especially tonight. it's also going to usher in our coolest weather. our coolest afternoons are both tomorrow and sunday a little milder for the holiday monday, and we'll finally get back to summer, but we'll have to wait until the middle of next week breezes. we've been watching these all week. ramp up after the two three o'clock hour. we don't see any forties out there, but we still have plenty of low to mid 30s around san francisco and sfo and then about 15 to 25 elsewhere. those will hang around all the way up until about nine o'clock and then they'll back off just a little bit. they kept our temperatures well below average from 87 in brentwood, which seems pretty close to average to 80 in concord 78 in santa rosa only 70 in napa right now mid-60s around oakland hayward, san mateo union city 73 and that san jose where we're seeing just a ton of strong sunshine but breezy and cooler conditions by o'clock were into the 50s. 60s everywhere and pretty much into the 50s just about everywhere by nine o'clock with

increasing clouds and by 10 o'clock. we're in the mid-top or 50s for sure. here's a look at the visible satellite and you see the clouds already starting to make the migration to the east now what we have on top of that some really dry air as you can see from our water vapor and that's why the sun came out a little bit faster and some of our inland neighborhoods, but it's this area of low pressure. it's going to push that dry air away and reinforce the cooler more humid air and keep the clouds around a little bit longer over the weekend. we'll wake up tomorrow. the mid-50s are best chance for missed and drizzle is tomorrow morning and then tomorrow afternoon. we just we see temperatures a couple degrees cooler than today. look at that. i don't have any 80s on the map. i just have 50s 60s and the 70s. look at this that's not stopping people from going to santa cruz where it is going to be sunny and the warmest along the coast 76 tomorrow while everybody else is in the upper 50s to low 60s and as we head into sunday, it'll be partly sunny breezy and even a little bit cooler in some areas 59 in ocean beach stenson beach about 63 75 in santa cruz once again, and for they will have some morning fog, but we'll

tonight our focus is on the tenderloin. there's a legal vending. there's sex trafficking this drug trades a lot. it's 50 blocks of san francisco's gradius areas in our effort to build a better bay area. we ask can this neighborhood actually get turned around. it's been more than half a year since in emergency initiative began to clean up the tenderloin but housing homeless people especially those addicted to drugs has proved challenging and today we take a deeper look at the problems in our special series 50 blocks. the chenowing us 409 historic buildings were one of the largest residential historic districts in the united states. the tenderloin is an amazing neighborhood that city hall in the last years. unfortunately allowed to become a drug dealer containment zone.

we finally have gotten city hall take a different approach, but it's been a real rough two years. i am here. to officially declare a state of emergency in the tenderloin community of the city and county of san francisco. when we look at loss of life in the pandemic we had over 700 people alone die due to a drug overdose last year in san francisco. we have over 600 and counting this year. when we look at the conditions on our streets. it's sad. it's heartbreaking. we started this initiative because of aand a neighborhood s living in terror. what bothered me before we started it felt like people would come and be in the street

and be suffering and there wasn't enough intervention. you could just come here and disappear. a lot of what we're doing is connecting with people and telling them we want to help you. we accept you as you are that i think is game changer the question is has it made a difference for the overall community and that is still yet to be determined. my name is dale seymour. i'm a vietnam veteran retiree of the los angeles city fire department and i arrived in san francisco not knowing what the tenderloin was. and i got out of my car. i thought they were shooting a movie because i felt no one could live like this this not a real situation. but by eight o'clock that night i was in this movie. i got addicted to crack cocaine.

and i wound up being on these streets living in tents living in dumpsters. i was selling drugs running women. i was doing the whole gamut. we served a long time together me and crack cocaine. we did 18 years together. i met a church here in the tenderloin. and my life changed when i walked into that church. i never intended that day to be clean. and i talked to alex all the time. i said your day may come when you don't even expect it because it came under the day. i never expected it. i don't want anyone to use drugs, but i think drugs should never be criminalized because it is -- short disease. and you don't lock up someone for having cancer? you don't lock up someone for having leukemia. why do you lock up someone that's having an addiction and it is a disease and we refuse to treat it as these disease and instead of hiring counselors. an addiction specialist we keep hiring police officers.

graduates from colton, illinois and was just so proud to see everything that she's done. thanks to you know, like a lot of other opportunities. i was having trouble getting jobs and after completing their job readiness program. i landed a job doing case management. so we got people that just come to coach tenderloin and what exactly are they doing? they're doing crowd management crowd management. they're keeping the community out of arms way. street project with sfmta so there's community members that sit here on the sidewalks they barbecue they sell food some of them sleep on this block. so what we did is we've been doing outreach to let them know that this is happening. so don't want to just tell people to we want to find out why they're there. what can we do to help you so that we're not just temporary mayb canet y shelter at night. maybe we can get you into detox
