california's essential lifeline in case of an emergency like most of us in many cases. they need wi-fi to connect to the internet. well this particular library neighbors are telling me has become a magnet for the unhoused especially at night it's mid-morning. we're on 16th street near market across from the library. it's considered one of the most troubled spots in the castro district because of this homeless encampment. we saw families trying to navigate their way past the tents thomas ashwood told us why many gather here. it's because they're safe here and it's not violent here when they go to sleep. they don't have to worry about waking up in their tents on fire or somebody's cutting it open. they are drawn to the spot because they're in front of a public building with access to bathrooms. they've also learned how to generate power from the bicycle docks when i walk by the library almost always see someone smoking meth. and you know people are using fentanyl as well. and you know, it's comfortable

tells abc 7 news it enacted its voluntary recall on june 17th when it's sent out. it's initial email to customers but tashi worried about the daily harvest customers who didn't check email or spouses and children who weren't the main account holders and an eighth the product not knowing about the recall on june 19th tashi messaged ray on linkedin again. i am pleading for you to please let medical professionals know what is going on. please let the news outlets know that afternoon the company posted about the issue on its website. it wasn't until june 23rd six days after its voluntary recall in the form of an email to customers that daily harvest issued a company announcement, which was posted publicly on the fda website for anyone to see having product that makes people sick is one thing not doing everything in your power as a human being to address. it is a whole other in an email posted to the daily harvest website today drury rights, despite exhaustive testing over two weeks. daily harvest has not identified

it turned into a deep dive into san francisco history. they suddenly were slapped with a huge fine for parking in their own driveway as they have for nearly four decades. your sides michael finney has their perplexing story and it really is michael. it's a head shaker no doubt about it. it seems so unfair they'd been using their car pad for decades when suddenly the city said that's illegal. not only that they were threatened with a fifteen hundred dollar fine a huge penalty even by san francisco standards the only way out go back into san francisco history. absolutely outrageous harking in san francisco didn't say there's not enough parking. there's too many cars a difficult part of life here. you find a spot get a ticket. anyway, i got hit with two thousand dollars worth of parking tickets. it just seems wrong for judy and ed crane. it seems especially unfair we moved in in part in that driveway every knit day and

every night they live on the steep hill where parking can be a gravity. defying challenge, but they could slip into their driveway and park on their car pad, which they'd been doing every day for the past 36 years, but not anymore. we got this email and we can't park in the parking pad anymore. and i said what that's crazy out of the blue the couple got this chicken for parking in their own driveway. it's very surprising to say the least and worship came with an enormous fine 1500 42 dollars plus. another $250 per day if they didn't get the car off their car pack, i wrote back to them and i said i thought it was a mistake, but it was no mistake and no ordinary parking ticket. it came from the city planning department telling them. it's illegal to park in the front yard of a house if we were found parking there again, it would be a fifteen hundred dollar fine. and so they quickly pulled the car out, but none of it made

sense. why are taking away something that utility not just to us but our neighbors in terms of more parking spaces ed and judy had been parking there for nearly four decades. and as far as they could tell this face was used for parking since the house was built back in 1910 one of the first and there noe valley neighborhood all the sudden be told you can't use something that we had used for years. it's startling and show the planning department gave them a challenge prove. the parking was a historic use on the lot and they might get a waiver we grandfathered in if we showed them a historical photo that showed a car. or a buggy a horse-drawn buggy in the carport right away. they dug up this photo of their daughter 34 years ago a part of the car barely visible, but officials said not old enough. i did a number of online searches and tried to find

historic resources. so they combed through hundreds of historic photos plenty showed the early days when there were few our house in our neighbor's house had empty fields all around the defined a photo of car or a horse and they're particular driveway back before the days of iphone cameras nearly impossible and then bingo to me. it's pretty compelling that that was a car this aerial photo from 1938 shows their exact homes. so this is our house and ed is sure he can see a car or horse from buggy pulling into his driveway. so this little black blob looks like it's pulling into our house. it looks like just a blob from above and ed says it must be a car like all these other blobs. you can see along the road. i don't know. else they would be to me. it's pretty compelling that that was a car pulling in or out of a parking pad. they rushed the photo to the planning department the proof

said that they were too fuzzy. the planning department said this was evincofcis. te us a couple was violating a code section banning vehicles in a setback in front of a house. so it's okay to park in front of a garage like this planning chief. dan cider says it was enacted decades ago for aesthetic reasons to quote ensure that front yards don't turn into parking lots. but why enforce it now? he said someone made an anonymous complaint to the city two neighbors also got tagged for the same violation in an email cider wrote. i recognize that the property owner is frustrated, but the planning code doesn't allow for the city to other illegal uses on account of their having flown below the radar for a length of time and so their carport sits empty as they struggle to park on the hip this feels really unfair and like we're being punished.

francisco's grittiest areas. it has been more than half a year since an emergency initiative began to clean up the tenderloin but housing homeless people especially those addicted to drugs has proved challenging today. we take a deeper look at the problem in this special series 50 blocks. the genuine has 409 historic buildings. were one of the largest residential historic districts in the united states. the tenderloin is an amazing neighborhood that city hall in the last years. unfortunately allowed to become a drug dealer containment zone. we finally have gotten city hall take a different approach, but it's been a real rough two years. i am here to officially declare a state of emergency in the tenderloin community of the city and county of san francisco. when we look at loss of life in

the pandemic we had over 700 people alone die due to a drug overdose last year in san francisco. we have over 600 and counting this year. when we look at the conditions on our streets. it's sad. it's heartbreaking. we started this initiative because of a overdose epidemic related to fentanyl and a neighborhood that was living in terror. what bothered me before we started it felt like people would come and be in the street and be suffering and there wasn't enough intervention. you could just come here. here a lot of what we're doing is connecting with people and telling them we want to help you. we accept you as you are that i think is a game changer.
