>> building a better bay area, moving forward, finding solutions, this is abc 7 news. . a lot can happen. >> we have already seen a few fires due to illegal fireworks. cities around the bay area are bracing for what could be along 20 four hours because of even more illegal explosives being set off. good more -- good evening. i am j.r. stone. the holiday weekend is in full swing. richmond's fireworks show ended a few hours ago and cities like antioch will host fireworks displays monday night. california is suffering from one of its worst ever droughts and strong winds ending parts of the

-- hitting parts of the bay area. our reporter with a look at how law enforcement and fire apartments are preparing -- departments are preparing. reporter: legal fireworks lit up parts of the bay area. in richmond, it brought huge crowds over the richmond marina bay. but law enforcement is cracking down on illegal fireworks. >> in the past, we have had a school parking lot taken over by spectators and people participating in huge legal fireworks displays. reporter: city officials and law enforcement have been working on a plan for the past month focusing on the fourth of july weekend. the city is ready to respond quicker to incidents related to legal fireworks. it will be flying their drones. >> they will fly the drone, get

the address, and get the video footage you need as evidence. reporter: overnight, there were seven fires in contra costa county. all caused by illegal fireworks. cooler, the de drop>> our vegetation is dry and with the winds we are experiencing, it could spread rapidly. reporter: more people are heating the crackdown. this has fewer in contra costa county lighting off illegal fireworks. there may have been fewer fires this weekend. the fire officials say this season has been much easier --

busier than last year because of the drought. in fairfield, three city parks closed until tuesday morning out of fear that legal fireworks may spark a wildfire. >> it is to prevent any incident that gets out of hand where we can't handle it and preserve the park for everybody to use for the rest of the year. j.r.: the city of venetia kicked off the holiday weekend with their traditional torchlight parade this evening. this gave residents a chance to celebrate our country and bring folks together. spectators enjoyed live entertainment and appearances from local organizations. there was even a drone show finale to wrap things up. tomorrow is the return of the annual kiwanis fourth of july parade in danville after it was canceled two years in a row due to the pandemic.

many reserved their spots early, placing lawn chairs in spots after 6:00 p.m. this evening. the kiwanis club has hosted the event since 1965. this year's theme is celebrating our local olympians, giving residents a chance to come remarry those who have participated -- commemorate those who have participated in the movement. >> we are waiting. we got our chairs here. all our family will be here. j.r.: the parade takes place from 9:00 a.m. to noon. kiwanis expects more than 100 groups to participate in this year's parade. san francisco is gearing for the return of its fireworks show. fireworks are best viewed from the heights street harbor and the fisherman's wharf's area. before the show from 3:00 to

9:00 p.m., muni will provide extra service. then they will have three express shuttles to the ferry building. bart will have extra bench trains for the fireworks. oakland is preparing for large crowds for the fourth of july. temporary street closures are already in place. they include parts of -- parts of lakeshore. the road will be closed to vehicle traffic between skyline boulevard and centennial drive to reduce the fire risk at popular lookout spots. the big question tonight, will the fog keep us from seeing the fireworks tomorrow night? spencer christian is here. all eyes are on you tonight. spencer: i do not want to be blamed for this. the fog is going tonight and we might even have heavy drizzle or light showers over the north bay. we will have mainly clear skies

in the afternoon tomorrow, but this is what we expect tomorrow night. low fog will be closing on shore before the fireworks begin in san francisco. across the bay and inland areas, we expect good viewing conditions. no problem away from the city, but in san francisco, our view of the fireworks might be obscured by colorful low clouds. j.r.: thank you. there are a lot of events happening around the bay area to celebrate the holiday. we have all of the information including the list of fireworks shows on abc7news.com. take a look at this video. a small plane with four people on board crashed into a hangar tonight. crosswinds sent the plane out of control as the pilot was trying to land. no one was hurt besides the pilot who walked away with pumps

and bruises. there is no word on where the flight originated from. three men are missing after they it happened early this afternoon, north of antioch. the child made it out of the water safety -- safely and did not need any medical attention. the coast guard plans to search the waterways for missing swimmers overnight. local agencies are investigating the death of jayland walker, the black man who was shot by police last month after a car chase. today, the public got its first look at body camera footage of the incident. reporter: city officials in ohio are releasing what they are calling extremely disturbing bodycam video, showing the moment officers shot and killed 25-year-old jayland walker. >> the video you are about to

watch is heartbreaking. reporter: officers tried to pull walker over for a traffic violation, when shopper fired up the car door -- when shots were fired at the car door. walker slowed down and ran away with the ski mask. authorities say the officers tried to deploy tasers but missed. then they say walker stopped and turned toward police and opened fire. [gunshots] authorities have said they don't know yet how many shots the officers fired. >> based on the video, i anticipate that number to be high. reporter: officers tried to render aid but walker died at the scene. a preliminary report showed walker's body had more than 60 wounds. >> it was excessive. the law requires to use force as

reasonable. reporter: police say walker was unarmed when he was shot and the handgun was later found on the seat of the vehicle. walker's justice -- family has called for justice, demanding accountability. >> this is devastating to all of us in the family. reporter: the eight officers who fired shots are on paid administrative leave pending the outcome of the investigation. j.r.: to the south bay where san jose police say they issued nearly 500 citations during a sideshow last night. officers say it happened around 11:00 p.m. went to hundred vehicles took over the intersection of south 10th street and alma avenue. police released a photo showing several police vehicles blocking the roads.

as tara campbell tells us, some see it as a key in combating the opioid crisis. others are not so sure. tara: the goal is to help those addicted to drugs stay alive and get treat meant. is sp 57, introduced by senator scott wiener. it paves the way for san francisco, oakland, and los angeles to set up injection sites, laces where people can go -- places where people can go under supervision. >> this is a toolbox to help people from dying from overdoses. tara: it could land on the governor's desk next month. >> if the governor signs this bill into law, it will go into effect january 1. my hope is that the city will be prepared when it is time to open one or more sites. tara: san francisco's department

of public health saying that the city is pursuing a policy that could allow the opening of safe consumption sites once the legal hurdles have been sick -- addressed. this will help connect more people to treatment and services. and would add to an approach to reduce deaths. but jackie berlin has concerns. her son has been on the streets for more than a decade, now addicted to fentanyl. >> i see this as just enabling him to continue and he is like a zombie on the streets. tara: she speaks to her son every week, sometimes searching for him on the streets. >> he says he wants to get well and he see house -- sees how hard it is to the city. tara: she's wanting to see more going into the treatments that already exist. >> opened the clinics honey 47

haven't seen much change in this -- the sky conditions. a few clouds off in the distance. 57 degrees at san francisco right now and we have got relatively uniform jet streams right w. inhi c around there. conditions are clear at the moment. we have got mid to upper 50's at these locations as well. here is the view from our rooftop camera looking across the embarcadero. low clouds and patchy drizzle will develop overnight and continue into the early morning hours. it will be sunnier and milder in the afternoon hours tomorrow. we can expect a warmer pattern beginning in the end of the week. overnight, this is what we expect to see. low fog expanding across the bay and pushing inland.

there will be patches of heavy enough drizzle that it could be light rain in some spots in the bay early tomorrow morning. by noon, we will see that threat of showers or drizzle diminishing. it will be sunny everywhere else until early evening tomorrow. overnight lows mainly in the 50's. in the south bay, up to 80 degrees at san jose. mid to upper 70's and breezy on the coast with highs near the 60's. north bay highs, low to mid 70's. also low to mid 70's on the east bay. inland east bay will vary with highs around the 80 degree mark. here is that fireworks forecast. tomorrow night, we will see low clouds surging on shore. san francisco will likely not have a great view of the fireworks if this holds up.

inland areas, great viewing locations. a steady pattern of mild weather through wednesday and a warming trend begins on thursday. by next weekend, it will feel warm again with low to mid 90's inland and 80's around the bay shoreline. still hoping for clear skies tomorrow for the fireworks, but it is 50-50 right now. j.r.: maybe that just means to go east for fireworks. thank you. san francisco couple gets hit with a $1500 parking fine and the city is not backing down. the city is not backing down. this is a 7 on your side story when big tobacco's products were found out to be killers, they promised smokers safety. they called it a filter. but this filter wasn't safe or useful, just small and made of microplastics that have endangered us all. for far too long, they have polluted the earth. they're literally everywhere. there's no need to search.

j.r.: an east bay man is getting a second chance at life thanks to the kindness of the

community. the january of 2021, he was searching for a liver donor. a woman who barely knew michael signed up to be a donor and was a match. today, four of those volunteers met for the first time to celebrate. in march, michael, amy, and lisa underwent surgery for a liver transplant. >> if she hadn't qualified, who knows where i would. -- where i would be. j.r.: the two were just acquaintances before the surgery. >> i got to give a man a second chance at life. i wouldn't change it for the world. j.r.: that is something. there surgery was successful and they are doing well after recovery. michael is expected to live a long and healthy life.

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. j.r.: welcome back. parking is always a challenge in san francisco, but for one couple, it turned into a deep dive into san francisco history. they were slapped with a huge fine for parking in their own driveway as they have for nearly four decades. michael finney has their perplexing story. reporter: they have been using their car park for decades, when suddenly the city said that is illegal. there was threatened with a $1500 fine, huge fee even by san francisco standards. the only way out, going back into san francisco history. parking in san francisco -- >> is insane.

there are too many sparked -- cars. i got hit with $2000 of parking tickets. michael: for judy and ed, it seems especially hard. they live on the steep hill where parking can be a gravity defying challenge. they could slip into their driveway and park on their car pad, which they have been doing every day for the past 36 years. but not anymore. >> we got this email that we cannot park on the parking pad anymore. michael: the couple got this ticket for parking in their own driveway. >> it was surprising to say the least. michael: and with anna norma's fine, -- an enormous fine if they didn't get their car off their car pad. but it was no mistake.

and no ordinary parking ticket. it came from the city planning department, telling them it is illegal to park in the front yard of a house. >> and if we were found parking there again, it would be a $1500 fine. michael: they quickly pulled the car out, but it didn't make any sense. >> where you taking away something that has great utility to us and our neighbors? michael: ed and judy have been parking there for four decades, and this space was used for parking since the house was built in 1910. >> suddenly being told you cannot use something that was used for years, it is startling. michael: prove that the historic parking was part of the lot, and they might be grandfathered in. >> if it showed a car or a buggy

in the carport. michael: they dug up this photo of their daughter for -- 40 years ago. officials said, not old enough. >> i did a number of searches to try to find historic resources. michael: they went through a number of historic photos. plenty showed the early days when there were few streets or homes. >> there were empty fields all around. michael: to find a photo of a car or horse in their particular driveway before the eye -- the days of iphone cameras, impossible. then, bingo. this aerial photo from 1938 shows their exact home. >> this is our house. michael: ed is sure he can see a car, or horse and buggy, pulling into the driveway. >> this black blob looks like it is pulling into our house. michael: ed says it must be a

car like all of these other blobs you can see along the route. >> i don't know what else they would be. it is compelling that that was a car pulling out of the parking pad. michael: the proof they needed. right? wrong. >> they said they were too fuzzy. michael: the planning department said this was not clear evidence. they tell us the couple was violating a policy, though it is ok to park in front of a garage like this. this was enforced decades ago to ensure that residential areas do not turn into parking lots. two neighbors also got tagged for the same violation. in an email, they wrote that the planning code is not allow for

j.r.: a fourth of july celebration in southern california will not get off the ground. san diego deputies deceased -- seized fireworks yesterday. they were found in a garage near neighboring houses. at 21-year-old man is now in jail, accused of stashing the explosives. he could go to prison for a year if he is found guilty. we first told you last night about someone smashing the windows of several vehicles in san francisco. this happened along lake street friday afternoon. police today say they made an immediate arrest thanks to information from witnesses. those people say a man used a

sledge to break the windows. officers arrested charles shelton of san francisco. now to the holiday rush and the nightmare for many travelers this weekend. today, more than 280 flights were canceled nationwide and 21 delayed. more than 1000 people had to be evacuated because of a security scare at new york's jfk airport. the tsa has screened more than 2 million passengers each day since friday. that is back to pre-pandemic levels. two-year -- here at sfo, there were just three flight delays and three cancellations. that is good news for our area. spencer: my only traveling will be between home and work. j.r.: or to wherever the fireworks show is. spencer: we have the sky conditions for tomorrow night.

we will see some drizzle not only near the coast but at the north bay as well. highs tomorrow as we get sunnier skies is in the afternoon. go to mid 70's around the bay and up to 80 inland. let's talk about your fireworks forecast tomorrow night. we will have low clouds and fog moving on short in san francisco. sky conditions away from the coast look fine inland, but at san francisco, it looks iffy at the moment. we will have a day of study weather patterns tomorrow through wednesday. high temperatures will not change much until later in the week when we get a warming trend starting on thursday. by next weekend, we will have summerlike warmth and mid 60's on the coast. still keeping my fingers crossed for the sky conditions for san francisco tomorrow night. j.r.: i am sure we will hear them. spencer: and we might see colorful low clouds.
