good evening. thank you for joining us. that scathing report laid bare all that went wrong that horrific day at robb elementary school in uvalde, texas. nearly two months ago when a gunman killed 19 children and two teachers. parents and other members of this tight-knit community speaking out venting their anger and frustration at a packed school board meeting tonight. here's abc's mireya villarreal. >> your schools, they suck, they're not secure. and we're not sending our kids back. >> reporter: tonight in uvalde frustrated members of the community publicly confronting the school board, demanding changes to make sure a massacre like this never happens again.

>> i lost a loved one right here. my only granddaughter. i can hold myself together now because i've done my crying. now it's time to do my fighting. this isn't the end. this is just the beginning of a war that you guys created for our children. >> reporter: tonight the blistering new report and the body camera images that back it up. that report revealing systemic failures in law enforcement's response. nearly 400 officers were on site the day 19 children and two teachers were murdered by an 18-year-old gunman. 11:33 a.m. the shooter, who attended fourth grade at robb elementary, walks inside, focusing on his old classroom, rom 111. easily opening the door because the lock had been broken for months. during the first 2 1/2 minutes he fires over 100 rounds before any first responder even enters the building. >> oh, [ muted ]! shots fired! get inside! go, go, go!

>> reporter: 11:35, three officers enter the school. two later pulling back after being grazed by bullets. [ gunshots ] >> am i bleeding? am i bleeding? >> reporter: at 11:38 a.m., just five minutes after the shooter first walked in, a sergeant walks outside and tries to rally other officers. >> we need to get in there. he keeps shooting. we've got to get in there. >> reporter: he then relays information that later turned out to be wrong. >> he's on -- inside this building. we have him contained. >> reporter: but the suspect was inside room 111 and 112 and still shooting. the report says alongside local officers there were 149 border patrol agents, 91 dps troopers, and 27 members of the u.s. marshals and dhs responding to the scene. still, the committee points out a command post was never set up, leading to a breakdown in communication between the officers on every level. the report stating they failed

to prioritize saving the lives of innocent victims over their own safety. school district police chief pete arredondo testifying that they prioritized getting children evacuated over approaching the attacker. "my thought was we're a barrier, get these kids out." arredondo acknowledging their delay nearly an hour into the attack. 77 minutes after making his way inside, border patrol agents breached the classroom, killing the gun marn at 12:52 p.m. committee members also pointing out wi-fi issues and unlocked or broken doors contributed to the breakdown in safety measures at the school. uvalde's mayor saying he's working to get the report translated into spanish and announcing the city is launching their own internal investigation into the police department. >> our thanks to mireya. 11 years ago a bullet to the head nearly ended the life of then congresswoman gabby giffords.

>> gabby approaches her life with so much optimism and so much humor. >> reporter: she was an arizona congresswoman, a rising young star in the democratic party. >> the first amendment. congress shall make no law respecting an establishment of religion -- >> congresswoman giffords is still alive after being shot in the head. >> reporter: but everything changed on the morning of january 8th, 2011. the 40-year-old congresswoman holding a meet and greet event. >> shot while holding an event outside a supermarket in tucson. >> reporter: a lone gunman with a history of mental illness opens fire, killing six people and injuring 13, including giffords. >> some of the stuff is going to seem kind of silly, gabby. >> reporter: giffords' husband showing rarely seen intimate video diaries of the harrowing early days of her recovery. >> is that hard, gabby? is that hard for you to do? look at that. >> first of all, he was confident she was going to come back. >> amazing. >> and when she does, she's actually going to want to see what this journey was like.

> reporter: one of the milestones in that journey? a hospital visit from then president obama and the first lady. >> when we heard that gabby had been shot, we were heartbroken and scared. i already knew gabby well, knew mark. >> it's really unlike any footage you are used to seeing of public officials. it's such a deeply human moment. >> a few minutes after we left her room and some of her colleagues from congress were in the room, gabby opened her eyes for the first time. too many children. we must do something. >> reporter: after newtown she launched giffords, a non-profit group pushing to raise the dgun buying age to 21, passing red flag laws and universal background checks. >> she is someone who has connections with republicans, has reached across the aisle, and she realized, hey, i'm a gun owner, i'm not against guns, i'm just against gun violence. >> reporter: giffords has continued to use her voice in a way only she can. speaking out as the nation mourns those lost. >> stopping gun violence takes courage. >> reporter: in mass shooting after mass shooting. >> fight, fight, fight! >> reporter: by her side through it all, the astronaut, mark kelly. >> she laughs at my jokes even when they're bad. >> they're funny. they're funny, funny. >> the story of gabby giffords and mark kelly is definitely a
