what happens next. and the real-life murder on the set of "law & order." later, a musical comeback for the cassette tape. and the dinosaur footprints found at a restaurant. good wednesday morning, everyone. i'm mona kosar abdi. >> and i'm christie ileto in for andrew. we begin with the heat emergency affecting hundreds of millions of people both here at home and abroad, heat like we've never seen before. >> a high temperature of 113 degrees in parts of texas and oklahoma. the low temperature overnight in the mid-80s. some calling it a heat apocalypse. >> president biden is now reportedly considering whether to declare a national emergency on climate change while many homeowners are just trying to stay cool. they're facing a jaw-dropping increase in energy bills. the power grid in some areas struggling to keep up.

this morning, 124 million americans are under heat alerts facing temperatures that will climb well into the triple digits in many areas. >> pretty hot? >> yeah, it's hot. >> reporter: records show average temperatures in 96% of the u.s. have increased this summer, and today more records are expected to be broken in oklahoma, new mexico and texas. paramedics are responding to twice as many heat-related calls as normal near fort worth, which hit 109 yesterday. >> most of them think, oh, i'm young, i'm healthy. i can handle it. not this kind of heat. >> reporter: the conditions turning deadly for a police officer outside new orleans who died on duty from what's described as a heat-related illness. overseas london where the high temperature this time of year is usually 75 hit 104 degrees smashing the record. several buildings destroyed as hot and dry conditions fueled wildfires, and that heat is now headed for mainland europe where more than 1,500 heat-related

deaths have been reported highlighting concerns about the impact of climate change. across the globe the two hottest years on record were 2016 and 020 and every decade since the 1960s has been warmer than the previous decade. experts say heat waves are getting worse due to climate change driven by human activity. >> i know you're saying, okay, so you showed us 50 years. our earth is way older than that and we've been way hotter than this and that's true, however, those came with other signals and indicators like earth's orbit or proximity to the sun. what we have right now scientists say the attribution to this rapid rise in temperatures, greenhouse gas emissions. >> reporter: now it's the northeast's turn. heat advisories in effect for boston, philadelphia and new york where power companies are preparing for peak usage. >> almost ten years ago we had sandy hit this area. we knew then that we had to invest and to plan for a system, a grid that needs to withstand

higher temperatures and rising sea levels. >> reporter: president biden will be in massachusetts today where he's expected to announce executive actions on climate change related to offshore wind. he's reportedly considering declaring a national emergency which would free up more funding to tackle the issue. in the meantime, the birds have the right idea, crowding into a bird bath trying to beat the heat. and many republicans say they'll fight to undo any climate emergency declaration from the president. a fire at the hoover dam is being blamed on a transformer. crowds were rushed away as smoke rose from the scene. no one was hurt. the dam's generator provides power to customers in arizona, nevada and california. officials say those operations were not affected. the secret service says it is conducting a forensic search for deleted text messages sent before and during the january 6th attack on the capitol. the agency has reportedly turned over just one text exchange in response to a subpoena from the january 6th committee. the agency says it's not been

able to recover messages erased during a preplanned software upgrade. abc's jonathan karl reports the national archives is now giving the secret service 30 days to explain why the messages were not saved as required by law. >> reporter: the national archives has written the secret service demanding to know why they were deleted. there's simply no question that they should have been preserved, especially given the historic significance of the events of january 6th. >> the secret service denies maliciously deleted.re - 16 republicans who served as fake electors in georgia after the 2020 election could soon face criminal charges. they all signed a certificate falsely declaring that former president trump was the winner. the d.a. now looking into alleged attempts to influence the election notified the phony electors that they're now targets of the investigation. now to washington and a vote on capitol hill to protect marriage rights. the vote follows the supreme court's recent abortion ruling. a decision critics fear could be

the tip of the iceberg when it comes to reversing other controversial opinions. abc's em nguyen has the very latest from washington. em, good morning. >> reporter: good morning, mona. democrats are hoping to boost legal protections for same-sex and interracial marriages, but many republicans dismiss the idea as a gimmick. last night the house of representatives voted in favor of protecting same-sex marriage rights from any future reversal by the supreme court. the chamber erupting in applause. 47 republicans joined every democrat in approving the measure, which aims to protect same-sex and interracial couples at the federal level. >> to enshrine into law a fundamental freedom which is the right to marry whomever you choose. >> reporter: nearly 77% of house republicans voted against the bill. democrats proposed it after the supreme court overturned roe versus wade, the ruling that guaranteed a constitutional right to abortion. in his opinion, justice clarence

thomas wrote, the court should next revisit other rulings in cases involving same-sex marriage and contraception. >> the democratic caucus is responding swiftly to this sort of anti-freedom far extreme supreme court that is committed to taking away freedoms that americans have enjoyed for a very long time. >> reporter: but many republicans argue same-sex marriage and other rights are not in jeopardy. they accuse democrats of playing politics ahead of the midterm elections this fall. >> this is a pure message built by a party which has failed on substantive issues, be it inflation, crime or the border. >> reporter: while the bill easily passed the house last night, it's likely to stall in the evenly split senate where republicans are expected to block it. mona. >> em, thank you. meanwhile, the white house says russia is now making a concerted effort to annex parts of ukraine. officials say one strategy is to arrange sham votes in certain regions similar to how

russia annexed crimea in 2014. on the battlefield ukraine says the video shows the flaming wreckage of a russian fighter jet shot down while attacking ukrainian forces. meanwhile, vladimir putin met with leaders of iran tuesday saying russian ties there are developing at a good pace.t ladl address the u.s. congress today one day after being welcomed by the bidens at the white house. she's appealing for more u.s. aid for the war effort. and here in new york former president trump is expected to attend the funeral of his first wife, ivana today. she passed away last week after falling in her home. her three children and the former president are expected to speak at the invitation only service. former first lady melania trump is also expected to attend. time now for a look at your weather on wednesday. good morning. the intense heat continues across texas and oklahoma.

new york's times square. police body camera video shows an officer on horseback chasing down a man accused of stealing several pairs of sunglasses from a vendor. he outran the horse for a bit but ended up right in the arms of officers on foot. well, a real-life murder on the set of "law & order." a crew member from the popular show was killed before filming. police are now trying to determine if a dispute over parking could be to blame. here's abc's derricke dennis. >> reporter: this morning, a quiet new york neighborhood shaken after the brutal murder of a man working on a tv show famous for portraying brutal murders. >> i saw this -- the police officers and everything. >> reporter: police say 31-year-old johnny pizarro was enforcing parking restrictions on this street in brooklyn just after 5:00 a.m. tuesday in preparation for filming an episode of the tv crime drama "law & order: organized crime." he was sitting in a parked car

when police say a man approached the vehicle, opened the driver's side door and shot him in the head and neck. >> it was really loud, and i'm pretty sure there were three gunshots. >> reporter: police say the suspect described as short and thin wearing dark clothing was seen running from the area but no arrests have been made and no motive established. some neighbors suggest anger over parking restrictions may have played a role. tv shows are often filmed in the area with crews blocking off streets to allow production vehicles to park. >> it's just like so cluttered so i figured it would be for the parking. >> reporter: but other neighbors question that motive. >> it's nothing out of the usual. everyone is very used to it by now. >> reporter: the producers of "law & order" saying, we were terribly saddened and shocked to hear that one of our crew members was the victim of a crime and has died as a result. our hearts go out to his family and friends, and we ask that you respect their privacy during this time. this is the first murder in the neighborhood in more than two years. a co-worker describes the victim

their hands out to the character rosita at sesame place. the character motions no in the direction. girl while still interacting with other kids. one of the mothers accuses the employee of being racist. >> i stopped the video because i was upset. after that, he proceeded to hug another girl of a different race. to me it's like, so the kids automatically were like -- as you can see in the video, they're upset. >> sesame place said the request from someone behind the girls who asked rosita to hole their child for a photo which was not allowed. the park has apologized to the family for the experience and says workers will take sensitivity training. we turn now to the arrest in a cold case dating back four decades. the accused killer of a pennsylvania teen is behind bars all because of something he threw in the trash. here's andrea. >> reporter: this morning a discarded coffee cup at the philadelphia airport has helped

solve a 46-year-old cold case murder. >> the arrest of david marks the beginning of the court process. and we hope that it brings some sense of relief to the victim's loved ones. >> reporter: the 68-year-old has been arrested for the death of lindy sue beakler who was 19 when she was found stabbed in her lancaster, pennsylvania apartment. at the time of the murder in 1975, a potential suspect's dna was taken from the crime scene but an arrest was never made. in the 1990s, when genetic science emerged, that dna was analyzed but no leads. they found only distant relatives of the suspect dating back to the 1600s. >> investigative genetic genealogy like this should be treated only as a tip. it is a highly scientific tip but a tip just the same. >> reporter: the famed genetic genealogist researched those very distant relatives and their

integration history. she determined the family tree extended to a small town in italy where many residents migrated to pennsylvania. with only 2,300 italians living in lancaster at the time of the murder, she was able to focus on the mn who was living in the same apartment complex as beakler in 1975. as police followed him, they picked up a coffee cup he had dropped in the trash at the philadelphia airport. they randal the dna. it was a match. >> remarkable to think in 1975, dna didn't exist, at least in the criminal court system. >> reporter: the suspect is being held without bail. since they began using this new approach, looking at a suspect's immigration history, it has helped two more cases. mona? christy? >> thank you. in sports, for the ninth consecutive year, the american league has won the all-starnk jn
