the heat advisories stretch from coast to coast. some 100 million americans are under some kind of heat alert. whit johnson is here in new york where temperatures are expected to climb into the mid-90s. good morning, whit. >> reporter: michael, good morning to you. one of the big concerns is the strain on the power grids. con-ed is sending out text message alerts urging people to limit energy use and promising to monitor any potential outages with this extreme heat expected to last for days. this morning, more than 100 million americans under heat alerts from coast to coast. that record heat helping to fuel wildfires in texas already scorching more than 8,000 acres. nearly the entire state seeing triple-digit temperatures. our trevor ault embedding with first responders in fort worth on a heat call. >> are you all right? >> this man had been sleeping in his car under that burning texas sun. >> it took some doing to wake him up. i suspect if he did not wake up and he would have found himself in this environment he would

have found himself in a lot of trouble. >> reporter: from the plains to philadelphia to boston. >> stay out of the sun because it's hot. >> reporter: new york city now in a heat wave expected to last through the weekend. con edison telling our mola lenghi residents should conserve energy. to avoid outages. >> don't run your air conditioner when not at home. don't cool rooms you're not in. close the door. running heavy appliances like a washing machine, dishwasher, try to use that late at night or early in the morning when the system is not in high demand. >> reporter: experts say climate change has made rare heat waves three to five degrees warmer in much of the u.s. and at least doubled the likelihood of record-breaking hot summer days. and here in the northeast it's that dangerous combination of heat and humidity, temperatures are supposed to feel like the upper 90s and triple digits. officials say if you have to be out and about, make sure you stay hydrated, take breaks in the shade and if you're traveling with children, always check the backseat to make sure no one is left behind. amy. >> important advice.

not just happening here. europe is suffering through its own heat wave while wildfires are raging in several countries amid historic high temperatures. will reeve is in london after a record-setting day. good morning, will. >> reporter: good morning, amy. the mayor of london said yesterday was the busiest day for the london fire brigade since world war ii when the city was under attack. fires breaking out around london as the city was besieged this time by record temperatures as much of europe battles heat and fire. overnight, wildfires burning across europe. fires in the uk intensified by extreme heat. london stifled by record-breaking temperatures. a high of 104.4 degrees fahrenheit, the hottest day ever in britain. outside london the town here set ablaze. houses completely consumed by flames engulfed in smoke. hundreds of firefighters desperately battling to save what they can as people are forced to evacuate. the mayor of london tweeting, this is critical. london fire brigade is under

immense pressure. please be safe. uk officials issuing the first-ever red warning. >> the extreme heat we're forecasting is absolutely unprecedented. >> reporter: in a country where air-conditioning is a rare luxury and homes are often built to retain heat many of those who did go outside sought refuge where they could and visitors were forced to change plans amid the severe conditions. >> the families are here and you come over and it's like there's nothing happening anywhere. >> reporter: more than 37,000 evacuations in france since last week. 5,000 in greece. across europe more than 1500 heat-related deaths. in spain wind gusts spreading fire, fire planes dumping water on houses. a spokesperson for the governor of spain calling the fires a real environmental tragedy. a welcome respite has arrived here in the uk. a fresh rain in london last night bringing temperatures down and helping those firefighters but elsewhere in europe some countries expecting 90 to 100-degree heat to last this week maybe into next. amy?

>> my goodness, will, thank you for that. ginger is joining us with how much longer we'll all have to endure the heat. that is the big question of the morning, ginger. >> i was doing this, wednesday, thursday, friday, six more days at least here in the northeast. this is really -- we had an easy start. you go to texas or oklahoma, they're saying we've been doing this for months since may breaking records. this morning, oklahoma city, walking out the door to 84. that ties their all-time high low meaning the warmest they've been. oklahoma, the entire state every observation site yesterday was 102 plus. that's really significant and hre's some of the record-breaking temperatures. wichita falls had their all-time july heat, 115. oklahoma city tied their all-time july at 110. this is much bigger so you have that core or crux of the heat still in arkansas, western tennessee, memphis will feel like 112. palm springs and las vegas, new excessive heat warnings because it's not going to recover overnight. las vegas, 80 plus at night. don't get any recovery time and,

george, here we go, 101, the feels like for philadelphia. up to boston who should have their first official heat wave and hold onto it through the weekend. >> a lot of red, thanks very much. we get the latest into the investigations of donald trump's interference in the 2020 election. this morning, prosecutors in georgia targeted 16 republicans who participated in trying to overturn the election in that state and steve osunsami is tracking it is case from atlanta. good morning, steve. >> reporter: good morning to you, george. court documents show that the fulton county district attorney has now notified 16 people who signed an unofficial document that if taken seriously would have handed georgia's presidential victory to the former president and she has told them that they are now targets of an investigation. up until this point, they thought they were witnesses. the so-called fake electors are accused of trying to help president trump overturn the 2020 election here in georgia. there's an ongoing special grand jury looking into the matter and it's not just prosecutors looking into the actions of the

former president and his supporters. the justice department is also taking a closer look. they're looking into allegations that trump campaign officials tried this in seven swing states that the former president lost. the january 6th committee investigating the riots on capitol hill has connected these false electors to the former president. lawyers for some of the electors here in georgia argued that their clients were unaware of any plot by the former president or his campaign to use their document improperly, george. >> but there are tapes and these nvestigations are intensifying, thanks very much. in washington as the january 6th committee set for a primetime hearing tomorrow night there are new questions about the deleted secret service text messages from january 6th and chief washington correspondent jon karl has the latest on that. good morning, jon. >> reporter: good morning. the secret service says it is conducting a forensic effort to recover the deleted text messages but even as they're doing that they say that effort is unlikely to be successful. so far, george, they have only turned over to the committee one text message requested, a single

text message that -- in question here. they say the messages were deleted as part of a technology upgrade. they acknowledge that the agents had been instructed to preserve the messages but most of them simply didn't do it. the committee is not happy about this and neither is the national archives. the archives has written a letter to the secret service demanding to know why the messages were not preserved as required by federal law. >> and, jon, meantime, steve bannon's trial for refusing to testify before the january 6th committee is under way. >> reporter: it is, and it is under way rather quickly. bannon has tried to delay it. first his lawyer asked for a month delay then a delay of a single day. the judge wouldn't have it. the trial is under way. the prosecution says it is a simple case of a guy who thinks he was above the law as the prosecutor said in the opening statement, this whole case is about a guy who just refused to show up for his part, bannon is saying this is all political. >> thanks very much. now to the house passing a

bill to ensure marriage equality. this after the supreme court overturned roe v. wade. congressional correspondent rachel scott is on capitol hill and, rachel, this is a rare show of bipartisanship with this bill. >> reporter: yes, michael. good morning. this was a bipartisan vote, 47 house republicans joined every single democrat to protect same-sex and interracial marriage under federal law. this was a direct response to roe versus wade being overturned by the supreme court. many democrats fear that other rights could be at risk as well. even though this measure cleared the house 157 republicans voted against it including republican leader kevin mccarthy. many republicans argue this is all a political charade by democrats ahead of the midterm elections insisting these rights are not in jeopardy, polls, of course, show the majority of americans, 71% according to a recent poll support same-sex marriage. at this point it's unclear where this goes from here. if or when the senate will even take up this bill, whether

there's even enough republican support to get it passed in the senate. i spoke to several republican senators who told me this bill is unnecessary. other republicans like senate minority leader mitch mcconnell would not commit to voting yes, amy. >> rachel for us in washington, thank you. now to that explosion at the hoover dam. a transformer bursting into flames and sending huge plumes of smoke over one of the nation's largest hydroelectric plants. trevor ault has more on the investigation that is now under way this morning. good morning, trevor. >> reporter: good morning, amy. not only is hoover dam an enormous draw for tourists it also provides 4 billion kilowatt hours of hydroelectric power every year so you can imagine when a part at its base exploded. it's one of the most historic landmarks and pieces of infrastructure. flames and thick smoke rising up the 700-foot hoover dam tuesday. >> that is not good. >> reporter: 13-year-old william recording this video as the

bridge was shaking underneath them. >> i saw a lot of smoke and then like immediately after fire and then the sound started to hit us a little bit like right away. >> very long siren came on and that's when we decided to leave. >> reporter: hoover dam straddles the arizona/nevada border an provides power to well over a million people in the region. officials say a mechanical problem caused a transformer near the base of the dam to catch fire. it was quickly extinguished and no injuries were reported. >> it was pretty crazy. we weren't expecting that when we woke up this morning and set off on our route 66 family vacation. >> reporter: and this explosion did trigger an alarm at a power control center in phoenix but officials continue to stress there was not and continues to be no threat to the power grid at large which is especially important right now with all this extreme heat we're enduring. >> thank goodness for that.

issuing an apology this morning after backlash from this video showing two young black girls seemingly snubbed by a performer dressed as rostia at the sesame place theme park near philadelphia. >> when he got to my children, he as you can see in the video just told them, no, and kept on moving and then i had stopped the video because i was upset but after that he proceeded to hug another girl of a different race. and to me it's like so the kids automatically were like, as you can see in the video, they were, you know, upset. >> reporter: the character of rostia seeming to shake her finger no before passing by the two little girls. >> to think they did something wrong when they did absolutely nothing wrong and to see other children be acknowledged and you're not acknowledged. >> reporter: sesame place released a statement saying the costumes they wear making it sometimes difficult to see adding that rosita did not intentionally ignore the girls

and said it was a misunderstanding. that statement wasn't good enough for many on social media who expressed outrage. one writing, nothing can undo how these babies were made to feel in this moment. the looks on their faces are so heartbreaking. singer kelly rowland helped draw attention to the issue speaking on her video on instagram. >> did you see that baby's face at the end? the little one with the pink on? she deserves an explanation. >> reporter: now other parents are sharing their own videos that they say show similar instances of their children being treated rudely compared to others. all seeming to show similar bias by characters at the park. >> these are innocent children, and the job of the character is to bring joy to the dieds and to acknowledge them, and i'm kind of happy that it went vile because now it brings light to a situation that we shouldn't have anyway. >> reporter: as a result sesame place has issued a second statement saying they are committed to making it right adding training for their employees to better understand, recognize and deliver an inclusive experience for all

filed a lawsuit saying they were failed by the people who were supposed to care for them. steve osunsami spoke with them. >> reporter: some of what we'll share is disturbing, and if you've been following the story of the 13 turpin children who survived years of abuse in their own home, these new allegations are heartbreaking. >> this is 911, do you have an emergency? >> um, i just ran away from home. >> reporter: this was the call for help that set them free. the 13 children in california who had to be rescued by police. nearly all of them were tortured and kept as prisoners by their own parents who are now sitting in prison serving 25 years to life. >> i just ran away from home because -- i have a family of 15, okay. can you hear me? and we have abusing parents. did you hear that? >> reporter: this morning more than four years later some of these same children are now suing their county and a private

foster care agency who they say failed to protect them after law enforcement officers removed them from the nightmare that was their home. in a new lawsuit attorneys for the six youngest children of the turpin family say the foster family who was paid to raise them after they were rescued was also abusive. >> it's not only shocking, it should make everyone angry, because these children, you know, who were chained to their beds for a great majority of their life finally are freed, right? and then the county places them with and puts them in another position where they are further abused. >> reporter: child net is a private foster care agency contracted by riverside county east of los angeles and in their lawsuit the children say that the agency placed them in a home where they say the company knew that other foster care children who had spent time in that home had been abused. they accuse the former foster parents and their daughter of

hitting them in the face with sandals, pulling their hair, hitting them with a belt and striking their heads. some of them accuse their former foster father of sexual abuse and they say both foster parents would tell them that they were worthless and would encourage them to harm themselves. >> and while the kids were being abused further, the county closed their eyes. >> i mean, this case is one where the entire world is watching and yet even in that situation the county and childnet dropp tells you, i think, pretty clearly what must be happening and what we've seen happen in other cases with kids who aren't famous, whose cases are not high profile. who nobody knows about. >> reporter: it was a case of abuse and neglect in america in 2018 that broke hearts around the world. >> they pull our hair.

these recent shark sightings had some of new york's most popular beaches closed for hours yesterday and, quite frankly, it is easy to see why. let's take a live look at our "gma" drone camera up above long beach. this morning we are still seeing sharks in the water. our drones capturing quite a few in a matter of minutes. the underwater predators were only about a mile or less from the shore give or take and this is what has officials on high alert. monitoring from sand to sky and what they've seen so far was enough to shut down some beaches temporarily. though some of those beaches are back open. it's not just been shark sightings. sometimes it's shark bitings. at least five people in the last month were attacked by sharks. by comparison in this area there was only one reported shark bite all of last summer and here we are only in july. as for the timing of some of these closures it could not be worse and the northeast is bracing for scorching summer heat and could feel like triple

>> all right, whit. thank you so much for that. okay, the latest into the investigation of donald trump's interference in the 2020 election. this morning prosecutors in georgia targeted 16 republicans who participated in efforts to overturn the election in that state. back to steve osunsami in atlanta. good morning, steve. >> reporter: good morning, to you, george. court documents show the fulton county district attorney here in georgia has notified the 16 people who signed an unofficial document that had it been taken seriously would have handed georgia's presidential victory in 2020 to the former president and she's told them that they are now targets of an investigation. up until this point they thought they were just witnesses. the so-called fake electors are accused of trying to help president trump overturn the 2020 election here in georgia. there's an ongoing special grand jury looking into the matter here and it's not just prosecutors looking into the actions of the former president and his supporters, the justice

department is also taking a closer look. they're looking into allegations that trump campaign officials tried this in seven swing states that the former president lost. the january 6th committee is investigating the riots on capitol hill, has connected these fake electors to the former president and his campaign. george. >> steve osunsami, thanks, amy. now to that concerning new report that shows the number of women diagnosed with gestational diabetes increased significantly from 2016 to 2020. abc news chief medical correspondent dr. jen ashton joins us to break those numbers down for us. thanks for being here, dr. jen and so we said rising significantly. how significantly? from the cdc about diabetes in pregnancy. really looking at the who and what over what period of time so let's take a look at who is affected. first of all, over a four-year period, 2016 to 2020, the rate increased 30%. it used to be around 5% of all

pregnancies. who is affected the most? the rate highest among nonhispanic asian women and lowest rate among non-hispanic black women. even though it can increase with age and obesity, it can affect any woman who is pregnant. >> we're taking about gestational diabetes. how does it affect the mother? what's the impact? >> i'm glad you asked. two patients at stake. >> two patients at stake. the effects on the mother of gestational diabetes. in particular diabetes during pregnancy that is not managed, there's increased risks, excuse me of c-section delivery, of future type 2 diabetes and most significantly a future cardiovascular disease. a woman who is affected with this diabetes during pregnancy knows she is at risk many years down the road, as well. >> and you mentioned there are two lives at stake here, what about the impact on the fetus. >> again, for poorly controlled gestational diabetes fetal risks, increased risk of a

eric adams, byron brown, tishaura jones and frank scott jr. thank you all for joining us. mayor adams, you got 15 mayors coming together, all in. what do you all hope to accomplish? >> well, we have clearly identified that we're dealing with the same problem, a $9 billion industry that's turning pain in our communities and want to mobilize, strategize, learn from each other's best practices successful in decreasing shootings and homicides in the city, but we have a long way to go, and goal is to use a centralized database to show where guns are coming from, who are the manufacturers? five manufacturers in this country are producing over 50% of the guns that are used in crimes. united as mayors we can send a strong message that we have to stop this senseless overproliferation of guns. >> half the guns coming from

just five manufacturers, it's pretty stunning statistic there, mayor jones. we know there are hundreds of millions of guns in circulation. so will the focus on gun manufacturers, lawsuits on gun manufacturers really make a difference? >> well, if this were any other industry and it was as deadly then the government would have already acted to make sure that we got rid of whatever was killing our citizens and we haven't seen that sort of action from the federal government. so we have to look at the root causes and look at other strategies to try to cure gun violence in our communities. >> mayor brown, the day after the horrific massacre back in buffalo where ten black people were killed at that shopping center, you said you believed it was a turning point in this debate. do you still believe that? >> you know, as we continue to heal and recover from the white supremacist mass shooting in buffalo on may 14th, i do believe that it was a turning point.

i've been talking to mayors all across the country, republicans as well as democrats, who want to do something about the overproliferation of guns in our country that are taking innocent american lives over 110 people are killed by guns every day in our country, and more than double that injured, something has to be done about guns and sensible gun reform. >> but mayor scott, in arkansas, in your state it seems like any kind of legislation would be a nonstarter in a red state like arkansas. what can you hope to accomplish there in your community? >> well, violent crime is decreasing in the city of little rock. we understand that we have to bring attention as we address gun violence as an epidemic in our communities. any of us at any point in time

will receive a phone call about a homicide and 99.9% of the time as it relates to a gun and many times someone who has legal access to a gun or legally sold a gun and we have to continue to ensure we have low violence, low crime but have to address the guns. any time that you have the ability to have a gun in a church or in a park, we can't find this comfort when it happens at our doorstep. >> especially when concealed. finally, mayor adams, i think mayor jones did bring up importantly about the federal government but paralysis in washington despite being able to pass some legislation last month. so on the state and city level, what kind of changes can you implement on your own? how do you do it? >> well, that's part of the conversation today with these mayors. we not only must use the tools
