>> hi, what's going on? >> okay. i -- i just ran away from home. >> okay. >> and -- and i live in a family of 15. >> okay. >> my two little sisters right now are chained up. >> they're chained up? >> yes. >> reporter: there are few of those stories of survival and of horror that sear into the memory of americans, and this is one of them. told through the voice of a teenage girl begging for help. >> our parents are abusing, they abuse us. >> reporter: it was one of the most shocking scenes of neglected children ever recorded in america. >> hi. >> hi. >> we got a call for a welfare check of your house. >> okay. >> reporter: in january of 2018, police body cameras were rolling when authorities responding to

that call for help moved in on this middle-class home in riverside county, california, east of los angeles. the home of the turpin family. the sheriff's deputies found a mother and a father and 13 children who were living in filth and waste. >> when you have parents abusing their kids to this level and they're their own flesh and blood, it begs the question, how could any sane person do this? >> reporter: tonight, what's hard to understand is what some of the children say happened after this heartbreaking rescue. and after the criminal prosecutions of their parents, who eventually pleaded guilty. >> how do you plead to that charge, sir? >> guilty. >> guilty. >> reporter: and are in prison serving 25 years to life. they were hoping to find the safety and happiness they deserved. but now some of these same children are suing, saying they were abused in a foster home. these vulnerable kids were emotionally abused, and they were physically abused.

>> reporter: elan and roger are lawyers for the six youngest turpin children. in a new lawsuit some of these children saying their county and a private foster care agency placed them in a home where this time, they had to survive both physical and sexual abuse by their new caretakers and their adult daughter. >> you'd think with the entire world watching, that there would have been extra care exercised to make sure that these kids were being placed in a home that was really an exceptional foster home with a really good track record. and that's not what happened. >> it's not only shocking, it should make everyone angry. because these children, you know, who were chained to their beds for a great majority of their life, finally are freed. right? and then the county places them with childnet, and puts them in another position where they are further abused. >> reporter: childnet is a

private foster care agency contracted by riverside county, and according to the lawsuit, the agency placed the children in a home where the agency knew that other foster care children who had spent time in that home had allegedly been abused. lawyers for the turpin children say it was like living a nightmare all over again. >> the emotional abuse is shocking. they're being told they should kill themselves, that no one would love them ever again. that no one does love them. >> reporter: the children are accusing their former foster parents and their daughter of hitting them in the face with sandals, pulling their hair, hitting them with a belt, and striking their heads. some of the children accuse their former foster father of grabbing and fondling them and kissing them on the mouth. >> they were forced to eat moldy food in this house. and after they ate the moldy food, after the kids would throw up from the moldy food, they were then forced to eat their own throw-up.

it's just shocking and horrific and it should have never happened. >> reporter: these allegations are even more shocking and horrific given the bright light that was shined on this dark home when the world got to see how they were starved and held captive by their own parents, and when authorities promised to protect them. late last year, two of the older turpin sisters shared their stories for the first time on national television in an emotional interview with diane sawyer. >> there was a lot of starving. so i have to figure out how to eat. like i'd either eat ketchup or mustard or ice. >> ice cubes and ketchup? >> yeah. >> reporter: jordan turpin is a strong young woman now. today she's 21 and spent time in foster care. she was 17 years old in this video. she was the child who escaped the house through a window and called 911.

>> they throw us across the room. they pull our hair. they yank our hair. i have two -- my two little sisters right now are chained up. >> okay, how old are you? >> i'm 17. >> reporter: it was her bravery that saved them all. some of the children had chain marks on their arms. they found at least one child chained to a bed. >> all right, let's go ahead and detain the parents. >> reporter: jennifer turpin, the oldest of the children, who never had to live with a foster family, talked about the physical abuse she overcame at home with her parents. >> every day, did you wake up in terror? >> yes. because i -- i was afraid to do one little thing wrong. if i did one little thing wrong, i was going to be beaten and not just beat. beat till i bled.

>> are you okay? do you want to take a minute? >> i want to take a break, yeah. a little break. i'm sorry. >> let's do. we'll just take a break here. >> all of us went through a lot, and all of us went through our own things. and to be honest, not even all of us know every single thing each one of us went through. >> reporter: their interview with diane sawyer moved mountains. the county launched an independent investigation, and less than two weeks ago the results came in. it found the social services system failed these children. >> the turpin siblings experienced further harm by a system that was meant to protect them. >> reporter: at a public meeting, people across this community were furious. >> a shining example of how a total lack of leadership can highlight how broken our social services system is. >> how many more children will be hurt or killed?

how many more millions of dollars will riverside county taxpayers have to pay for investigations, reports, and lawsuits? >> reporter: the lawyers for the children say their clients were abused in the foster home for three years until one of the children was old enough to leave and then told this story to a social worker. >> and while the kids were being abused further, the county closed their eyes. >> i think it's important to understand that this is a childnet foster home. this was a home that childnet was representing was a safe place to put children. and it simply wasn't at all. >> the county of riverside has oversight over childnet. they should have been checking in, and they didn't. they simply did not. >> reporter: three members of that former foster family are now facing more than a dozen criminal charges, including child abuse, neglect, and sexual assault. they've pled not guilty.

a county spokeswoman says they don't comment on pending cases due to confidentiality but added, our hearts go out to the turpin siblings, and we continue to evaluate our practices with a critical eye and are committed to understanding and addressing the root cause. childnet gave us this response, saying that at this time our organization is not at liberty to disclose facts or discuss the allegations made in the complaint. we look forward to providing the facts at the appropriate time in court. they say, we have a strong track record of providing excellent care. the lawyers say that four of the 13 children are still in foster care with a different family, but that they're together and safe. >> they seem to be on the road to recovery. so there's definitely good news on that front. >> reporter: the children are suing for damages, but their lawsuit at this point doesn't say for how much. and the reason they're suing, their attorneys tell us, is to help save other children if they can. >> i can't even tell you how
