the water is nearly hitting the bridge and the river has yet to crest. >> torrential rain returned to st. louis overnight. the police department said one section of the city was submerged in seven feet of water. this is the second flooding disaster for st. louis this week. this morning, st. louis, missouri, underwater for the second time this week. flash floods inundated the area after heavy rain trapping people in their homes and submerging cars. firefighters carried six children to safety from this flooded day care. authorities say one section of st. louis was submerged in seven feet of water. the deluge comes two days after storms dropped more than a foot of rain in parts of the city. to the east, kentucky declared a state of emergency as devastating flash flooding washed away buildings and stranded residents. >> got a family trapped in a home standing on the counter. water almost over the counter and there's no way for them to get any higher. >> reporter: in parts of

eastern kentucky floods and mudslides destroyed dozens of structures. >> everything is gone, like everything is gone. >> reporter: some buildings like this auto repair shop left almost completely submerged. kentucky's governor activated the national guard to assist in the rescue efforts. he says the floodwaters coming in the middle of the night wednesday catching many off guard. the governor says he expects the death toll will rise. >> i do believe it will end up being one of the most significant deadly floods that we have had in kentucky in at least a very long time. >> reporter: it comes as extreme weather grips nearly every part of the country. a powerful tornado touched down near buffalo, new york. 115-mile-per-hour winds ripponed through this barn as it left a trail of devastation. in colorado, nearly a foot of hail fell on estes park. the national weather service warning of apple sized hail in the area. the local police department asking who had elkhorn avenue impassable in july on their 2022 bingo cards.

additional rain expected in missouri and kentucky this weekend and breaking overnight in las vegas, new video shows flash flooding on the vegas strip. the city needs the rain, but the intensity caused streets to flood. crews made several rescues from stuck cars, and casinos reported water leaking into buildings. a closer look at the forecast coming up in just a few minutes. americans will have access to an updated covid-19 booster shot in september. the biden administration says the new shot will offer extra protection from the omicron subvariant. right now only people over the age of 50 are eligible for a second booster shot. that's also expected to change when the updated shot becomes available. los angeles county health officials say they've decided not to reinstate an indoor mask mandate at least for now. they had been set to do it, but they say the latest wave of covid has begun to level off, and hospitalizations are going down. the nation's monkeypox outbreak is spreading now up to nearly 5,000 confirmed cases. san francisco has declared a public health emergency as the biden administration is considering doing the same on a

national level. doctors say most of the people getting sick are gay or bisexual men, but anyone may be at risk of getting infected. turning now to the latest economic numbers fueling the debate over whether or not the country is in a recession. the u.s. economy did shrink again between april and june, but the white house and the federal reserve chair are pointing to other positive signs. abc's jay o'brien joins us with the very latest. jay, good morning. >> reporter: mona, good morning. that new report out yesterday continuing to stoke fears of a possible recession. debate on that will continue from washington to wall street but no matter what you call it, americans everywhere are feeling the economic hurt of high prices and soaring inflation. losing steam, but debate split on whether the country is in a recession. americans still feeling the pain. >> everything is going up, but my paycheck is not. >> i feel like a recession is here. >> reporter: data from the

commerce department shows the u.s. economy shrank from april to june meaning consumer spending slowed, business investment fell and stores slowed their restocking of shelves. that's the second straight quarter where the economy declined. typically a sign of a recession but the white house and federal reserve chair jerome powell say not so fast. >> i do not think the u.s. is currently in a recession. and the reason is there are just too many areas of the economy that are performing, you know, too well. >> our job market remains historically strong. our economy created more than 9 million jobs since i came to office. >> reporter: republicans less optimistic. >> their failed policies have not only made inflation worse, you created it. t ec news pass a newly negotiated spending bill aimed at paying down the national debt to reduce inflation, investing in green e.

the deal struck between senate majority leader chuck schumer and west virginia democratic senator joe manchin. >> i don't think inflation is going to go away any time soon. okay, i'm just hoping we can relieve it and get people relief. >> reporter: because the senate is so even supply divided, democrats can't afford to lose a single vote on this deal, and as of right now, arizona senator kyrsten sinema, a frequent democratic hold-out, has not yet signaled she will vote yes, mona and andrew. >> thank you. in russia moscow appears to be in no rush to finalize a potential prisoner swap that could free wnba star brittney griner and marine veteran paul whelan. secretary of state antony blinken said he planned to discuss the offer with his russian counterpart soon, but foreign minister sergey lavrov's office said lavrov has been busy and will turn his attention to blinken's request for a call when time permits. still, whelan's family is holding out hope. >> i'm cautiously optimistic that the russians, whatever the offer is, the russians will take

it. it makes sense that they may be trying new tactics to try to provoke the russians to acknowledge that they've received an offer and then have to respond some way publicly. >> they offered to release viktor bout in exchange for griner and whelan. now to what's being called a humanitarian crisis unfolding in washington, d.c. for months the governors of border states have sent buses full of migrants to d.c. all in response to the president's border policies. now the city's mayor is asking for help from the national guard. this morning, the mayor of washington, d.c. has requested the help of the national guard to assist with the buses of migrants arriving to her city which she described as a growing humanitarian crisis. >> we expect to escalate the number of people crossing the border seeking asylum. >> reporter: the crisis began in april when texas governor greg abbott and arizona governor doug ducey started sending busloads of migrants to washington, d.c. in response to

president biden's decision to lift a pandemic era emergency health order restricting migrant entry numbers. then press secretary jen psaki sarcastically thanked abbott. >> these are all migrants who have been processed by cbp and are free to travel, so it's nice the state of texas is helping them get to their final destination. >> reporter: since then d.c.'s mayor estimates more than 4,000 migrants have arrived by bus. local aid groups have stepped up to help the migrants find temporary shelter as they await court dates, but some of those groups are now overwhelmed. this week i.c.e. agents in the distrit found 73 migrants including 13 children staying in multiple homes in so-called stash houses, believed to be operated by human smugglers. >> we need to ask the president for use of our national guard which we know can be very helpful in these logistical matters. and has access to space. >> reporter: in a letter sent to the white house, the mayor called the influx of migrants

down thursday afternoon after a blast involving a truck carrying liquid oxygen. fortunately no one was hurt. also in seattle, a ferry terminal has re-opened after a vessel crashed into a dock. officials say the ferry sustained heavy damage after it veered off course and slammed into part of theoc at least two cars were crushed. nobody was injured, but people in the area were left shaken. >> we heard this enormously loud bang at the first impact. it was shocking, just shocking. it's scary to know that something like this could happen. >> officials are looking into what caused the boat to crash. a horrifying accident at a boy band accident in hong kong that left two dancers injured. a giant video screen suspended above the stage suddenly came crashing down. one of those dancers is in serious condition. the other is stable. the concert was stopped and future dates have been canceled. police have launched an investigation. police in toronto say fireworks exploded inside a dua lipa concert sending the crowd scrambling.

live every moment. glucerna. back now with a couple living in hawaii under arrest accused of stealing the identities of two deceased children and then secretly working for russia. abc's andrea fujii has the details. >> reporter: this morning, a department of defense contractor and his wife are being held without bail in hawaii suspecte. authorities arrested 66-year-old walter primrose for identity theft last week. he's accused of living for nearly 30 years under the name of a dead texas infant named bobby fort. his wife, gwynn morrison also accused of illegally changing her name to a deceased texas child, julie montague. charging documents say the couple agreed to assume the identities of deceased american born infants and have been fully living in these fraudulently assumed identities since 1987.

prosecutors allege the couple obtained social security cards, driver's licenses and passports and primrose got a job with the u.s. coast guard in 1994 earning him a secret level security clearance when he joined the department of defense in hawaii. when searching the couple's oahu home authorities say they found old pictures of them in russian kgb uniforms apparently taken in the 1980s. morrison's attorney claiming the picture was a joke. >> my client wants everyone to know that she is not a spy. >> reporter: authorities also say they found an invisible ink kit, documented with coded language and military base maps. neighbors didn't suspect anything unusual was going on. >> he used to do the yard and kept to himself. >> reporter: the couple is not being charged with espionage but experts think these fraud charges are just the beginning. >> i get the real sense that the government is looking at much more serious charges and that they have charged them with
