in kentucky, pounding rain causing flash floods, sweeping roofs off homes, washing away cars and entire neighborhoods left underwater. >> everything is gone, like everything is gone. my whole life is gone. >> reporter: this kentucky resident losing her home. >> we had to swim out and it was cold and it was over my head so, yeah, it was scary. >> reporter: this family climbing on top of their destroyed roof, collecting what's left from the destruction. officials using helicopters to save those beyond the reach of boats. >> we've got ten stuck in apartment 3. got a family trapped ifamily tr standing on the counters. we've got multiple people trapped. standing on top of the houses. on top of their vehicles. >> we got folks now we can't get to. they've got water in their homes and they're trapped. and we can't get to them because the water, the water is so swift. >> reporter: in buckhorn, kentucky, this high school underwater. the playground nearly out of sight.

>> it's just really devastating and heartbreaking. >> this is beyond just a cleanup. this is complete devastation inside of our school buildings. it's a war zone. it's a complete war zone in our whole community. >> reporter: in a matter of hours first responders in st. louis rushing to rescue more than 60 people trapped in the rising waters. authorities rescuing multiple people and children trapped in this day care facility with rising floodwater. >> the water started flowing into the area where the kids were, so like we kind of hurried up, got them up and moved inside the sanctuary and the water just kept pouring in and it just started -- it was crazy. >> reporter: well, here in >> the red cross setting up a temporary shelter to help those displaced. national guard will help provide some resources. perhaps the most fitting

description, the governor describing the destruction in one word, devastating. michael. >> all the help is needed. thank you so much, mola. the threat of the storm is not over and other parts of the country were also hit hard. ginger is tracking that for us this morning. good morning, ginger. >> good morning to you, michael. monsoon storms doing this to the las vegas strip and the neighborhoods surrounding. you can see in the distance there, the strip, flooding rains, we're talking about an inch in less than an hour. in the desert and this is relatively normal for them in monsoon season. that's a lot of flooding under the parking lots in the strip too. in arizona, you had one to three inches falling really quickly. that car had a woman in it. they got her out. now you see the flash flood watches and the flood watches still existing, not just there in the desert southwest for most of new mexico and arizona where they're trying to dent the drought in arizona but here, another two to three inches, some of the western -- kansas, that's where we're watching for flash flooding today. >> thanks. we turn to the economy shrinking for a second straight

quarter. the latest sign we may be headed for a recession with some economists saying we are already there. chief economics correspondent rebecca jarvis joins us now with what to expect. explaining what all this means. good morning to you, rebecca. >> reporter: good morning to you, cecilia, and the latest data from the commerce department shows the u.s. economy shrank between april and june meaning consumer spending slowed, business investment fell and stores reduced their restocking. now, these are traditionally signs we could be facing a recession, but try and get this administration to even say the word "recession," and you'd be hard-pressed. this morning, as debate grows over whether the u.s. is already in a recession or will be, the chairman of the federal reserve says, we aren't there yet. >> i do not think the u.s. is currently in a recession, and the reason is, there are just too many areas of the economy that are performing, you know, too well. >> reporter: president biden striking an optimistic tone. >> if you look at our job market, consumer spending,

business investment, we see signs of economic progress in the second quarter as well. >> reporter: regardless of what it's called, americans are feeling the pain in their wallets. according to a growing number of economists, including bank of america and goldman sachs, the signs of a recession are forming with inflation up 9.1%. prices rising on food, shelter and transportation, and while gas prices are starting to drop, it still costs over 35% more to fill up than this time last year. in california, one of the most expensive places to get gas, drivers are paying an average of $5.66 a gallon. making it almost $100 to fill up a 16-gallon tank. >> it's really hard to stick to a budget because now what i paid for gas a month is almost what i paid for rent a month. >> reporter: consumers also facing double-digit increases at grocery stores. >> used to do my monthly groceries for 200 bucks.

now it's costing around $300, $350. >> reporter: the national bureau of economic research is the nonpartisan nonprofit that officially declares when recessions begin and end here in the united states and they look at metrics like gdp but also consider things like unemployment and jobs. areas that have held up despite this record inflation, many economists are forecasting that we will see a recession later this year or early next, cecilia. >> rebecca, this debate, are we in a recession, are we not, is really raging on. but you've been saying it almost doesn't matter to folks at home who are feeling it in their wallets. >> reporter: you can still feel pain, cecilia, whether we're in a recession or not, and there are things you can do right now, pay down the credit card debt, beef up your emergency savings fund, and if there is extra work to be taken on, do it and work on your resume right now. there are jobs out there if you're looking for extra work. go out and get it now while they're still available. cecilia. >> really great tips as always,

thanks. breaking news now in the effort to free americans, brittney griner and paul whelan. russian foreign minister sergey lavrov now says it will be interesting to listen to secretary of state blinken's proposals on the topic of the prisoner exchange. senior white house correspondent mary bruce is tracking the story. good morning, mary. >> reporter: good morning, george. well, we are seeing some movement this morning. behind the scenes we're told the two sides are discussing a possible phone call between the secretary of state and russia's top diplomat. the russian foreign minister this morning saying he's ready to hear him out. this morning, russia is ready to talk. foreign minister sergey lavrov announcing they are working to schedule a call with secretary of state antony blinken to discuss a possible prisoner swap. lavrov saying this morning, it will be interesting to listen to blinken's proposals. russia's top diplomat had been playing hard to get. his spokesman saying just yesterday he would pay attention to this request when time permits. abc news has confirmed the biden administration is offering to

exchange notorious russian arms dealer viktor bout for former marine paul whelan and wnba star brittney griner. the white house is refusing to discuss the details, even after they publicly announced they had put the, quote, significant proposal on the table. >> is this still a negotiation or is this your best and final offer that you -- >> i really cannot go -- just for the privacy and the safety of the process, i cannot -- i cannot say more. we are sharing that we did put a substantial offer on the table. >> reporter: the white house hoping by going public with the offer, they can pressure russia to come to the table. trevor reed, the former marine, released in a dramatic prisoner exchange with russia in april says false hope can be devastating. >> i didn't want to have that hope and i didn't want to have the possibility of me losing that hope. >> reporter: we do know the proposal is focused on griner and whelan, likely leaving out another detained american, marc fogel.

his sisters speaking out. >> it is not an exaggeration to say a 14-year sentence is a death sentence for him. >> he needs to be part of this deal. >> reporter: fogel, a teacher, was detained last august on drug charges similar to the charges against griner. his lawyer says he was carrying a small amount of marijuana used for chronic back pain but a russian judge sentenced him to 14 years in a prison camp. >> marc is wrongfully detained and we want to get him out. whether it's part of this deal or another deal is not of great impo. >> f'san his detention is politically motivated. forcing them to speak out loudly now as he marked his 61st birthday in prison on thursday. >> happy birthday, marc. >> yeah. >> reporter: now as for that call with the russians the foreign minister says they're trying to work out the details, the time and date of this, but it's not likely to happen today. lavrov is currently traveling

and says he won't be able to tackle this until he's back in moscow in the coming days. george? >> meantime, mary, president biden had a marathon phone call with president xi of china. >> reporter: geoge, they spoke for over two hours yesterday. this comes amid reports that speaker pelosi may be paying an official visit to taiwan. that is putting the u.s. and this administration in a very uncomfortable position. the president has said previously that the u.s. military thinks this will be a bad idea and china has made clear they would view this as a provocation. the chinese warning the u.s. yesterday after this call, that, quote, playing with fire will set yourself on fire. a lot at stake here. >> sure is. mary bruce, thanks. let's get more on this now from our national security analyst, steve ganyard. what do you make of this proposed trip by speaker pelosi? >> it puts the white house in a very tough position, george. right now, xi jinping is trying to consolidate his power ahead of the party congress, and become leader for life to essentially become as powerful or more powerful than mao zedong was. so it would be very embarrassing

for xi to have biden send somebody from his own party, essentially sticking a finger in china's eye, or that would be the perception in beijing. very sensitive time, so they did have a lot to talk about yesterday. >> let's go back to the prisoner swap. did the white house increase or decrease leverage by going public? >> i think they'll end up decreasing it, george. i think the irony here is by going public, trying to show the u.s. public that they are trying to do something to get ms. griner and mr. whelan home, i think they tipped their hand to show how weak the negotiating position is. lavrov is going to run with that. you see he's basically giving blinken the back of his hand so the irony here is that while the white house went public with their negotiating stance in an attempt to speed up the negotiation to get ms. griner home i think it may end up delaying her release and backfiring on the white house. >> so the russians want more than just that notorious arms deikr ut >> yeah, i think viktor bout is an interesting character, but he's more of a cold war relic.

most of his deeds were back in the 1990s and 2000s. essentially running a fedex gun running operation through most of africa. the russians don't really care about him. they would like to get him home. he was friends with the military intelligence folks but he's not much of a deal and i think whatever deal the u.s. has put on the table is certainly not going to be the deal that's going to get ms. griner and mr. whelan home. >> steve ganyard, thanks very much. michael. >>thank you, george. now to the latest on the january 6th investigation. there are new reports of more missing text messages from two of former president trump's top officials at the department of homeland security. our chief justice correspondent pierre thomas has more. good morning, pierre. >> reporter: michael, good morning. more potentially useful homeland security text messages involving january 6th are allegedly missing. the watchdog group project on government oversight claims that text messages from former homeland security secretary chad wolf and his top deputy, ken cuccinelli, are missing.

this morning, wolf is angrily challenging the report tweeting, it's hard to know where to begin with the inaccuracies and says he turned in all of his devices homeland security. but with questions still remaining about missing secret service text messages from january 6th this will only fuel speculation that trump george. >> okay, pierre, thanks very much. now to breaking news overnight on covid vaccines. the white house will offer updated booster shots that target the dominant omicron variant. it will not expand eligibility for the current vaccine to people under 50. andrew dymburt has the story. good morning, andrew. >> reporter: and good morning, george. it's been about a year and a half since vaccines started rolling out. while the virus changed in that time the vaccines really have not, and now with omicron as the dominant variant and ba.5 surging around the country, new vaccines from both moderna and pfizer are right around the corner and they are expected to perform better against the current version of the virus.

now, the companies have ensured the biden administration they can begin delivering these new formulas to the masses by september. that's why two senior biden administration officials have confirmed to abc news the government has decided to hold off on rolling out second boosters for everyone under 50 until september, again, when those new vaccines should be ready. now, the administration expects to begin a new campaign to get people under 50 to what would be a fourth shot. currently the only people under 50 eligible for a second booster are those over 12 years old with certain immune deficiencies so if you are currently eligible for that booster you are still encouraged to get it and not wait for those new vaccines in september. george. >> omicron has been spreading fast in los angeles county but they're not going to bring back the mask mandate? >> reporter: well, health officials in l.a. county were considering reimposing that indoor mask mandate but that is now off the table, at least just for now, because they say there's been a recent decline in hospitalizations. guys. >> okay, andrew dymburt, thanks

including the flooding in kentucky, where eight people were killed and the governor expects that number to rise. also calling it one of the most devastating events in kentucky's history. also the mayor of washington, d.c. requested help with the national guard to assist with buses of thousands of migrants arriving there. describing it as a growing humanitarian crisis. this comes as president biden's decision comes to lift an emergency pandemic health order. officials warning the window for containing the monkeypox outbreak is closing. there are now nearly 5,000 confirmed cases and new york state warned it is an imminent threat to public health.at this. a hue pileup, two riders made contact and went down taking down 30 riders in all. most of them eventually got back on their bikes and completed the fifth stage of the race but one rider had to be transported to the hospital and dropped out. and we've got a lot more ahead including the new warning about a scam targeting people looking for relief at the gas pump. that is coming up, george.

right now, the arrest of a hawaii couple accused of stealing the identities of two deceased children and conspiring against the government. the man worked as a defense contractor and old photos show the pir wearing kgb uniforms. you see it right there. will reeve has the story, good morning, will. >> reporter: george, good morning. the u.s. government says this couple obtained official documents of two texas children who had died about 20 years prior and then the couple disappeared and allegedly lived alese assumed lives for de this morning, an american couple walter glenn primrose and gwynn darle morrison denying identity theft and conspiracy charges after they were arrested in hawaii accused of living under stolen identities for the last three decades. u.s. attorneys allege they had a longstanding interest in espionage issues and that searches of their home revealed coded messages, sets of invisible ink, maps showing

military bases, as well as photos of them dressed in kgb military outfits believed to be from the 1980s. an attorney for the wife says her client is not a spy saying she tried on the kgb uniform at a friend's house. prosecutors say the couple, originally from texas, stole the identities of two children who died in the late 1960s. the couple accused of obtaining social security cards, driver's licenses and passports under the children's names, bobby fort and julie montague. the federal government says primrose pretending to be fort fraudulently enlisted with the coast guard in 1994 where he stayed till 2016 with a top secret clearance going on to work as a contractor for the department of defense. in federal court thursday, prosecutors saying the couple may have troubling foreign connections and that after their arrest, while left in a room alone, the couple made references to things relating t. >> does this couple have some sort of international connection? in other words, some other government like russia, for example. he has had access to military bases and still has access. >> reporter: the real julie

montague's sister says the family was left confused and angry. >> dad and i both have gone through a wide range of emotions and additionally shock and dumbfounded. she only lived for three weeks, and we never really got to hold her, but she was my sister and i still hold her in my heart. >> reporter: on thursday, a judge denying primrose bail after prosecutors argued the couple are a flight risk. and may communicate srreptitiously with others if released. >> i get the real sense that the government is looking at much more serious charges and that they have charged them with identity theft to hold them. >> reporter: primrose's attorney had no comment to abc news but did say in court yesterday that his client's kgb uniform was just a costume. morrison's hearing is set for next tuesday, guys. >> all right, very interesting. thank you so much, will. now we're going to turn to criminals who are trying to steal your personal information

and money by sending text messages offering deals on gas. transportation correspondent gio benitez is here with the new warning about scammers trying to take advantage of people who are feeling the pain at the pump, gio. >> this is such a problem. michael, good morning to you. yeah, text message scams are now rampant. you've probably seen some yourself and some victims, they are losing out on thousands of dollars. now this morning, right here, how the scammers are using gas to lure you in. this morning, a new warning from multiple states about a text message scam targeting your financial pain at the gas pump. >> they were receiving text messages indicating that they were eligible for a $1,500 fuel rebate through dmv. >> reporter: the texts direct you to a website claiming to be from the state. but in reality, it's far from that. >> once we looked at the website and the web link we realized it was an attempt to steal someone's identity so we work with our state i.t.s. office to have it shut down. >> reporter: and it's not just

new york. other states issuing warnings about similar text message scams. ftc data showing that this year text messages have now taken over as the number one method of contact for scammers. it's a trend a youtube star who goes by the name pierogi says he witnesses firsthand. his background in cybersecurity has helped him educate the public about these scams. >> they're trying to get away from telephone calls because it's got a bad stigma around it so not a lot of people are picking up they're using text messages, pop-ups, you name it. >> reporter: the 3 million plus subscribers to his youtube channel scammer payback, watch how he is able to engage with and then beat the scammers at their own game. >> i seem to sense some type of activity on my account. >> reporter: keeping them on the phone in the hopes it delays them from reaching more victims. now with others launching a week-long initiative. >> we created the first ever anti-scam call center. scammers. we make content that people can learn about how these scams work. >> reporter: here he is calling

a scammer posing as an 85-year-old grandma responding to an email about a phony technical support invoice, a scam he says is still rampant. >> if you can see any kind of form. >> this looks very suspicious. >> they'll put things like the ftc logo at the top to try to have validity. >> reporter: he says he tries to engage them so the scammers have less time to bother you. >> this looks like a virus. >> what kind of virus? >> reporter: and we should tell you the new york state dmv tells abc news they will never send anyone a text message asking for personal information and that's likely the case across the country, michael. >> that's really the key. when someone is asking for your numbers, don't give it. >> 100%. 100%. >> it's not just about gas. it can be about anything. >> look, i get these just about every week. every few days actually. i saw some that say suspicious banking activity for a bank i don't use or a shipment i never ordered.

more i realize that's what this is. for so long i knew it as a story about a young woman who wanted to be a hunter and i knew that dan trachtenberg was directing and so for even shooting the movie, that was really how it lived inside my mind and now i see stuff like this, i guess it is a "predator" movie. >> oh, that's right. >> the whole crew, the whole cast, everybody had to go to a boot camp including the dog. what did she have to do to train and how were you a part of that? >> so, yeah, we had a four-week training camp in calgary before we started shooting the movie, because there's weapons and stunts and physical things. and also, there's a dog in the movie and she is not a trained movie dog. she was a dog trained for this movie. because she happened to be the right breed for the time period and the location so they adopted her and she happens to be like a very high energy animal so they had to teach her all the movie things and like a huge part is i talk to her a lot so she had to look me in the eyes so to teach her to like look me in the eyes, it was very high tech, i had a pair of glasses with the eyes
