his doctors saying it's one of the uncommon cases of rebound positivity after finishing a course of the antiviral medication paxlovid. >> that's after the president was out in public on wednesday following two negative tests. we'll speak with dr. brownstein about how this drug works and why the virus sometimes comes back. but we start at the white house, and our maryalice parks has more on how the president says he's doing now. maryalice, good morning. >> reporter: yeah, good morning, whit. the president's doctor said he has no symptoms, that he's continuing to do quite well. the president had planned to go to wilmington today, on to michigan on tuesday, both those trips have been called off, instead the president will go back into isolation and continue to work from home from the residence here at the white house. in a rebound case following his treatment of paxlovid, president biden testing positive for covid-19 again. >> tested positive this morning. working from home the next couple of days. i'm feeling fine.

everything's good. i got work do. >> reporter: the president's doctor kevin o'connor writing saturday that biden has no symptoms and that there is no reason to reinitiate treatment at this time. the president first tested positive for covid-19 back on july 21st and began taking the antiviral pill paxlovid given to people with mild or moderate symptoms that are considered high risk. this rebound case came after the president tested negative for four straight days. he ended his initial isolation wednesday and then held events at the white house thursday. and worked friday. >> he's asymptomatic and the overall majority of these cases are asymptomatic, nothing more than a minor inconvenience. >> reporter: doctors telling us they do not know yet why they have these rebound cases. though rare, dr. anthony fauci had a similar rebound case after taking paxlovid. but hopes people will stay confident in the drug.

>> paxlovid is doing what it's supposed to do, it's keeping people out of the hospital, preventing progression of disease. >> reporter: and the doctors we spoke to said they're not sure with whether someone who doesn't have symptoms would be contagious. but still, the recommendation is to go back into isolation just to be safe. the white house told us they're beginning the process of identifying possible new close contacts. eva? >> maryalice parks there for us at the white house. joining us now is abc contributor, dr. john brownstein, thank you so much for being with us this morning. let's start, you know, while this is uncommon some people do have this rebound positivity after taking paxlovid, both the president biden and his doctors saying the symptoms haven't re-emerged, but still, should america be worried about the health of their president? >> remember, he has no symptoms. which is really good news. when you look at the widespread

use of this drug, no increase of hospitalization or death. a rebound is something that happens. no reason to avoid treatment. the benefits of this drug outweigh any risks of a rebound. >> could you explain how this drug works, why does it help alleviate covid only for it to come back sometimes? >> paxlovid inhibits a key enzyme that it requires to make functional particles. we don't know why rebound happens. but it's a possible a longer drug course is needed. there are clinical trials right now looking at seven days and ten days. but the bottom line is, it's hard to optimize a theory during a pandemic. >> president biden was in public on wednesday after two negative tests, should people who take paxlovid wait longer to come out of isolation? >> when you get that recurrence you have to restart that isolation for another five days. >> so president biden, right

now, is back in isolation, do we know if people are still contagious after testing positive again? >> we don't quite know. the cdc doesn't recommend testing after 90 days because of the fact that you're likely not necessarily to be contagious, of of course that being said, the president is under close watch and the cdc recommends this isolation as a precaution assuming you're positive. >> thank you so much. janai. this morning, we're also following a new threat of flash flooding in kentucky, as that state tries to recover from those historic floods. the death toll now rising to 25 and that could climb even higher amid the desperate search for the missing. abc's mola lenghi is live for us. mola, good morning to you. >> reporter: good morning, janai. with more rain in the forecast, officials are taking precautions, trying to prevent more damage like this. this house behind me used to sit right here in front of me before

it was swept off of its foundation. somehow someone survived this mess. still these precautions are coming as the search and rescue efforts continue. this morning, battered kentucky communities preparing for more rain, hoping it doesn't lead to more flooding. >> this is still an emergency situation. we're in search and rescue mode. >> reporter: while first responders conducted more than 1,400 rescues still many are missing. authorities desperately searching for survivors, still struggling to reach remote hard-hit areas. so much ground to cover. >> you have a natural disaster, it's usually in a geographically defined area, here it's everywhere. >> reporter: he's coordinating search and rescue missions from the knott county crisis center, and he said what concerns him is the unknown. as the death toll continues to climb we're learning of the 25

dead, 4 were children. >> i'm worried that we're going to be -- we're going to be finding bodies for weeks to come. >> reporter: the state opening up 15 emergency shelters for those who have lost everything. harvey thomas is usually the one helping folks in emergencies, but after losing his home in the floods, this emt needs help. >> i don't even know where to start, where to go, what to do. >> reporter: with that potential for flash floods, officials are requesting and receiving resources from neighboring communities. they're hoping for the best, whit, but preparing for the worst. >> absolutely. all right, mola, thank you. as kentucky deals with the rain, we'll talk about that more in just a moment, but the bone-dry conditions and record temperatures are also fueling a wildfire that's exploded in size in california. sam champion has more. >> reporter: this morning, another massive wildfire in northern california spreading rapidly in just 36 hours at only 1% containment. this dangerous fire fueled by high winds and triple-digit temperatures.

with dozens of hikers rescued along the pacific coast trail, the mckinney fire has apparently burned up to 40,000 acres. watch this time lapse, a fire cloud created by the heat of the fire itself. a community center destroyed. governor gavin newsom proclaiming a state of emergency saturday to aid california crews battling the flames. >> really erratic winds from the start of the incident. the fire behavior rocked the entire ship. >> reporter: this fire is already the state's second largest wildfire of the season, following the hot, burning oak fire in mariposa county. we can't discuss this fire without talking about the mega drought. scientists from uc-berkeley say 100 million trees in the central and southern sierra has died in that drought. the brush that grows over them just burns way too well.

that's why we get these super hot, charred fires. let's show you the fire map today, this is where the fire warnings are and the crews have a tough day, again, ahead of them with the winds and the heat there. we not only have incessant fires, but we have deadly flooding. let's go to the situation in kentucky, after a dry break yesterday, nearly the entire state of kentucky is back under a flood watch today and tomorrow. downpours that develop during the day today could lead to another 2 to 4 inches of rain, whit, that means this area that mola was standing in, that's already been so devastatingly flooded is likely to see more flooding. >> the last thing they want to hear. sam, thank you. we'll check back in with you in jst a bit. we move now to monkeypox on the rise this morning, with more than 5,000 cases nationwide, both new york city and the state, now declaring monkeypox a health emergency. here's abc's phil lipof. >> reporter: this morning, new york city joining new york state and san francisco in declaring a public health emergency.

amid rising monge pox cases. the new york city department of health reporting about 150,000 new yorkers are currently at risk of exposure in the city. now the epicenter of the outbreak. the cdc saying there's evidence showing children younger than 8 and people with uncontrolled hiv may develop more severe illness if infected. concentrated among men having sex with other men. but cases are spreading beyond this group. >> with any disease outbreak, there's often a specific demographic but based on the way the infection transmits anyone is theoretically at risk. >> reporter: new yorker, mark hall, a nurse-practitioner fell ill last month. >> i started to get sick with flu-like symptoms, feeling very feverish, chills, sweating, headache, extremely fatigued, really swollen glands, and then started to get more lesions on my body and on my arms and my legs. >> reporter: monkeypox is not considered a sexually

transmitted disease, it's spread primarily through skin to skin contact. including sexual or any close contact. >> individuals who are in an at-risk community, contact with others who have symptoms of monkeypox are encouraged to get a vaccine, but right now, we're seeing long lines in order to get the vaccine. >> reporter: california is no exception. some waiting for hours. the fda approving the release of more than 700,000 more doses of the monge pox vaccine. the white house saying 340,000 have already been administered. on the heels of the world health organization declaring monkeypox a public health emergency of international concern, president biden we're told is weighing doing something similar here in the united states while looking to appoint a coordinator to oversee the administration's response. eva. >> phil, thank you. now to the pivotal midterm elections, just 100 days away. there are many closely watched races going on but this morning, we're taking a look at arizona holding primaries on tuesday,

key gop races there could show how much influence former president trump still holds. abc's reena roy joins us now. with more. good morning to you, reena. >> reporter: eva, good mrning to you. that's right. as we know, midterms are a very important check of where americans stand on a range of issues, and the future of the democratic and republican parties is at stake here. of course, top of mind for so many people as they head to the polls, abortion, guns, the economy, and inflation. president biden's approval ratings are underwater which may mean trouble for democrats as republicans seek to gain control. in kansas, the first post-roe vote on abortion will be happening tuesday when voters will decide whether the state's constitution will preserve the right to an abortion. also happening on tuesday, in arizona, former president trump and former vice president pence are going head to head backing opposing republican candidates in the race for governor. pence endorsing for karrin taylor robson and trump for kari lake.

griner has been jailed in russia since february, and she could learn her fate this week. espn is reporting that griner's trial could be wrapping up with sentencing expected on friday. the wnba star faces up to ten years in prison on charges of drug smuggling after vape cartridges containing hashish oil were found ner luggage at the airport in moscow. know the items were in her bag, and she pleaded guilty to the charges earlier this month. we're told that's part of an effort to get a reduced sentence. the state department publicly offered to trade griner and another u.s. detainee paul whelan in exchange for a russians arms dealer in prison here. secretary of state antony blinken said he spoke with russian prime minister sergey lavrov and quote, urged him to move forward with that proposal. the most recent prison swap between the old cold war foes.m arrestednd later senly nine yea iprisonor

vi against a pole officer. griner's lawyer has said no exchange can take place until after there's a verdict, and that could come this week. whit? janai, let's bring in our abc news contributor steve ganyard. steve, good morning to you. it's always great to have you. let's start there with the reports that the russian officials are now offering a convicted russian assassin as part of a prisoner exchange for brittney griner and paul whelan. the white house is pushing off this. what does this tell you about the current state of negotiations? >> it tells us that there's a long way to go, so the russians probably didn't take the u.s. offer very seriously. the u.s. asked for two high-profile americans to be released in return for a has-been russian gun runner, really wasn't a serious offer, but it was an opening offer and the u.s. was quite frustrated that russia didn't take it quite seriously. now the russians have come back with an equally unserious offer.

asking for a convicted assassin to be included in that trade. so i think what we're seeing now is both parties are establishing sort of a left and right limit of where the negotiation is, but remember that russia really has no incentive to move these negotiations forward, and every incentive to drag things out. >> steve, as janai noted just a moment ago, secretary of state blinking and russian foreign minister lavrov spoke for the first time since the war began in ukraine, and it was about this prisoner swap proposal, but who benefits with these offers and counteroffers playing out in the public like this? >> remember, whit, the white house came out public with this because they were getting lots of public pressure to do something to bring ms. griner home. what happened is, they release this, this becomes public, russia will elevate this to the lavrov/blinken level, lavrov can run with it. they can say, we know you wanted to talk about ukraine, but let's talk about your hostages. it's really a tremendous

story for this half hour here, and authorities in georgia are releasing the body camera video of the night a woman died in police custody after she fell out of the back of a moving patrol car. state investigators say the deputies didn't properly close the door. abc's ike ejiochi spoke with the woman's parents and he joins us now with more. ike, good morning. >> reporter: good morning, whit. brianna gier's parents spoke to me last night after watching that body camera footage, and they told me what they saw was devastating. and i want to warn you the images you're about to see are in fact disturbing. this morning, the parents of 28-year-old brianna grier, struggling to come to terms that their daughter is no longer with them. >> i'll never forgive them for taking my daughter's life. >> get off me. i ain't broke no law. >> reporter: the georgia bureau of investigation releasing disturbing body camera footage from the night she fell out of a moving sheriff's patrol car. >> sit her up.

sit up. >> reporter: brianna's father marvin saying the family had called 911 because brianna was having a mental health crisis. >> we didn't want her hurting herself or someone else in the house. that's why we called 911. >> reporter: deputies from hancock county arriving at the family's home. >> i haven't had anything to drink, bring out a breathalyzer. >> reporter: she's placed in the backseat, handcuffed. the officers even discussing if the doors are closed. >> you got your side closed? >> yeah. >> reporter: the georgia bureau of investigation is now saying that one of the lieutenants forgot to close the passenger side door, revealing that grier had no seat belt on. when the officer began driving. that deputy stopping after 30 seconds walking back to find grier unresponsive on the side of the road. on the video the deputy tells a dispatcher that she jumped out of the vehicle. >> we're going to need an ambulance. brianna. brianna. sit up. sit up, brianna.

>> you look at the video and you can see the disregard they have for their care. >> reporter: attorney for the grier family, ben crump said she suffered brain trauma falling into a coma before she died on july 21st. he's demanding transparency from investigators. brianna's parents beginning the difficult task of keeping their daughter's spirit alive. >> she'll keep after you until you tell what's wrong. >> now attorney ben crump is demanding that they release more videos. as for the gbi, they said that the officer driving the car never went on the passenger side off the vehicle and also the other officer was not wearing a body camera. eva? >> so many questions still. ike, thank you. let's switch gears now and get a check of the weather with sam champion who's enjoying a sunny day at the park. >> and it's nice here, eva, it really is. it's gorgeous, but i want to

show you a dust storm that w whipped up a pretty big one outside of phoenix. this was followed by a thunderstorm. let's talk about the dust storm first. but look into the skies you can clearly see how that big push of dust, even at street level kind of reduces visibility to nothing, and then a quick-moving thunderstorm came in with more than an inch, almost an inch and a half of rain. so when this thunderstorm was developing, you get could a microburst, that picked up the dust and blew it in first and then the thunderstorms followed. as we look at where the flood watches are today, flood watches out west, we're concerned about this line of rain in kentucky, know the good news here if there is any, it tends to lift north toward cincinnati, but look at the rain that moves across the state. 2 to 4 inches of rain expected here, so this will likely cause the rivers already high in that area to get even higher.
