4:10 pm
ask your doctor about entresto let's get back to our conversation concerning nancy pelosi's scheduled visit to taiwan and the implications that it may have as we bring an abc 7 news insider film material. so phil, how is this raising tension between the us and china specifically, well specifically it's a matter of face. what we have here is a situation
4:11 pm
that we've long seen in the united states and especially here in the bay area of a dual relationship between the people's republic of china and taiwan, but people's republic of china believes that taiwan is a part of the people's republic of china taiwan's believe that they are independent that they left after the communist take over and that they are not planning on going back what we often have in san francisco in the bay area are delegations or people like nancy pelosi who go to china and then they go to taiwan on their way back in other words to give face to both but right now china is upset that taiwan is going to be visited by the person that's third in line for the presidency after joe biden kamala harris. it's nancy pelosi now, larry this is has a little bit to do with face. but also there's ongoing tensions, especially like i said here in the bay area with china over a number of issues everything from free tibet to the uighurs the treatment of the minorities muslim minorities in the far western side of china trade also to be honest.
4:12 pm
we also have a lot of esp going on here in the bay area where the chinese are often accused of pilfering our tech. so it's attention rising rising and now with nancy pelosi as this being in this top speaker the house going there add that to it. so when you look at the bay area take the rest of the united states out of it. it's kind of a balancing act between china and taiwan because obviously you want to have good relations with both sides. yeah, you know years ago about 20 years ago. there used to be actually a competition it down in chinatown between who was flying which flag whether it was going to be republic of china or taiwan and there were two distinct factions here in the city, but about in the mid 80s that started to melt away as china's economic. boom. rose up and people had a sense of pride and more pragmatism the prc became the dominant force in san francisco. and you know, it's a very cozy relatish mayors in francisco ha it was great relations with

co general of from china here as a matter of fact, they often dine with them. they visit china regularly have just about london breed hasn't done it yet, but the mayors in the past often go to china diane feinstein started the first sister city operation with shanghai. that was a big breakthrough thing, but is also been tensions for example dianne feinstein for 20 years her driver here in san francisco was a chinese agent turned out to be a chinese agent and was reporting regularly of the chinese government we've had so we've had this sort of friendly but tense at the same time relationship. i would say that would raise some tension right there. what about the long-term perception of the democratic party if this visit does indeed go through is this all just momentary rhetoric or is there any long-term ramification to this? well, the long term ramifications are the question ultimately of what is taiwan's designation in not just the bay area but in the united states and in the world, is it an independent country or is it going to be like hong kong that is absorbed. you have to remember that we here in the bay.
4:14 pm
are celebratory when hong kong was returned to the china and chinese is the idea would be two countries one country, but two different forms of government and that the hong kong would enjoy a certain amount of independence that has improved the case. there's been crackdowns recently on democracy there and that is added to the tension. so larry whatever happens between us in china whether it's students coming in from uc whether it's apple products being manufactured there. this is going to be a long and it possibly bumpy rel. and ship is now as people are reevaluating what appears to be a new mood in china much more militant than it has been in the past 10 years. all right, so given all of the things that you've mentioned here. what's the upside potentially for nancy pelosi to visit taiwan. the upside is to reaffirm the fact that we support taiwan and that we will stand with them if they are invaded and that is a counter message going back to china president. joe biden might not wanting to be sending that right now given the ukraine and other in around
4:15 pm
the world, but house speaker nancy pelosi has long been an advocate for human rights in china. she was back in 1989 when i talked to her and she's been consistent ever since then and if she's going to wrap it up his speaker the house she's going to put a an exclamation mark at the end of it. so she in this case is the one sort of dictating a certain amount of foreign policy interesting phil as always appreciate your insight and right after this we'll go check to see your driver and make sure make sure he's on our side. all right. take care. all right. thanks bill. all right, breaking news and about half an hour from now president. joe. biden is scheduled to make a televised statement about what the white house is describing as a successful counter-terrorism operation abc news reports that a ciaa drone strike killed al-qaeda leader. i'm an alzawahi in afghanistan. we will take the president's speech live as it happens right here on abc 7 education one of the issues that we focus on our efforts to build a better bay area today, look at what could

and key role around the world for several decades saying he carried a trail of murder and violence against american citizens, once again, justice has been delivered and this terrorist leader is no more. let's get right to abc's chief global affairs anchor martha raddatz. martha, we know this was a drone strike that he was apparently hiding in plain sight. give us a sense of the timetable here. >> a senior administration official briefed this evening and said that they had been watching him for several months. he moved to that safe house as president biden said because his family was there, a wife and daughter and other children were there, as well, but it was two hellfire missiles fired from a cia drone right over that house in the center of kabul in one of the most wealthy neighborhoods in kabul. he was out on the balcony of that home and those hellfire missiles took him out and they say there were no civilian
4:41 pm
casualties that they know of at this time and his family was inside and they were not killed. we have also learned that the taliban, senior taliban commanders knew that zawahiri was in kabul and clearly did nothing about that and that is going to be a serious issue with the u.s., that they were harboring a terrorist like zawahiri after saying they would not harbor any terrorist in kabul. think, the taliban took over just about a year ago in august last year when the u.s. troops were all moving out of there. that may have emboldened zawahiri to be more open about his presence feeling he had the protection of the taliban, but boy, president biden said it right. the cia, the u.s. was persistent. they found him. they tracked him down and they killed him. >> as you mentioned, as well, as the president many had thought that once the american troops
4:42 pm
pulled out nearly a year ago from afghanistan that the intel might be limited on the ground without having those boots on the ground. >> exactly, and you can imagine that the administration will use this again and again saying look, we can still go after people the so-called over the horizon counter terrorist operations that they can still go after people, but it will still be difficult, linsey. there were no u.s. anybody, zero u.s. presence on the ground in kabul. they certainly got help from someone in trying to identify him positively. we don't really know who that is, but there were no u.s. boots on the ground, no u.s. intel officers as far as we know anywhere near that house, and they were still able to pull this off with help from somebody, i'm sure. >> martha raddatz, our thanks to you as always. now let's bring in abc white house correspondent cecilia vega. the president obviously still in isolation from covid.
4:43 pm
his administration has taken numerous hits over the month. what does this mean? it feels like he was taking a bit of a victory lap today. >> yeah. i think you're exactly right, linsey, a victory lap and as marthsa said a little bit of i told you so coming from the president and senior administration officials here. they were criticized pretty heavily for the botched withdrawal that we all covered in depth about a year ago this time. it was about a year ago right now that president biden had started to pull troops out of afghanistan, and at the time the white house faced very serious criticism from -- from many across this city and beyond that's basically saying that they wouldn't be able to continue to get intelligence if american troops were not there on the ground and in that region, and at the time they said that would still be possible despite this criticism and you are hearing from the administration right now from senior administration officials that say this is proof you don't need american troops on the ground and in harm's way in
4:44 pm
afghanistan in order to get this intel like you're seeing come out of the white house right now. >> cecilia vega from the white house for us. again, the president talked about how meticulously this had been planned out and that he went out of his way to make sure there were no civilian casualties. i want to bring in pierre thomas. >> zawahiri described as having prolific videos and messages trying to attract more terrorists and that was still coming now over the last few decades. >> indeed, linsey, when he would put out these videos law enforcement and intelligence officials would be scrambling about the potential for imminent attacks and law enforcement officials say this is a measure of justice because he was in the room on that day when osama bin laden recorded a video bragging about how they had killed so many americans on 9/11. they say justice has been served. >> our correspondent pierre
