phil joins us without discussion. they are so woefully understaffed. >> it is going to get worse. nearly a quarter of the department's sworn officers are now or will soon be eligible for retirement. some officers are staying longer but in june 50 officers called it quits either through retirement or othe only about a dozen officers graduated the police academy. in san francisco it means longer shifts for the officers we have, fewer police in some parts of the city and longer response times even for critical incidents. how many officers are you down right now? >> from what we should have, over 500. from what we should have based on staffing analysis. >> we have 1200 for the whole nine yards.

it comes to how many a day a shift? > you are looking at approximately 300 officers. >> what effect is that having on policing? > it is definitely a string to keep up with the cost of service, keep up with the demand of what our residents and community members want in the city. >> a good number of those are assigned to the tenderloin because that is a high visibility area. >> that is very high visibility and high need area. let me clarify. when we say 300, the tenderloin station has over 100 officers. they are not working at the same time should >> we have 100 of the tenderloin, a residential station like park station by golden gate park has something like 40 officers? >> they have over 50, mid 50's. >> that seems like a pretty big area for not too many cops.

>> the call load in the park station is much different than the tenderloin. >> i understand on some nights you are down to two squad cars. >> and that is very challenging. thank goodness we have been able to augment that staffing with overtime so we have what we call backfield. >> so we have mandatory overtime now. it is not optional. >> at times we do. >> let's get into the fabric. traffic cops. a problem with san francisco traffic. to even have that many traffic cops left? >> traffic cops have also dwindled from what it used to be. there was a time when there were 70 plus motorcycle officers. it is hovering around the mid-40's or 50's now. >> as the number of police have

dropped, what about the need? what about the calls and the need for services? we have sideshows now. we did not have those 10 years ago. we have the rampant drug dealing. we have the grab robberies. the free-form shoplifting. they seem to be going up while the police numbers are going down. what is the effect? >> the effect is a strain on the police department. we cannot be everywhere at all times. we have to do the best with what we have. we also need to be efficient with our resources. you have a dwindling workforce with a call load going up and the community demand, most commuting meetings i go to, people are demanding they see foot beat officers and other neighborhoods. particularly the business core doors. the tourist areas. they want to see officers visible because we don't want people going to our most popular site in san francisco whether it be people who live here or visit

here and get their cars broken into and those things. there is a high demand. >> i understand in june over 50 officers either retired or left the department. how many came in? how many graduated from the recruit class? >> the recruit classes have been small lately. one class i had 13 officers. we are getting anywhere from 25 to 30 in the academy and usually 80% of those make it through the academies. >> if we have 20, 30 or 40 a month leaving for whatever reason and we have 13 to 20 coming in, the math is not in your favor. >> no and that is one of our top priorities right now not only to hire but to retain. that pays accelerated over the

last two years in terms of more people leaving and that is one of our top priorities is turning it around. >> what is the impact on policing and catching the bad guys whether it be somebody who runs a red light or somebody who steals from a store or somebody who shoots at someone? >> calls for service, we have response time goals. we try to get to our highest priority goals within eight minutes. when you don't have enough officers and we do pretty good there but when you don't have enough officers to respond to call load, the response time typically goes up. >> triage is a term used in the medical profession where you have to decide quickly who gets the attention. it seems like that is what the police have to do with their ability to respond to crimes. >> that is called prioritizing

calls and some of the response times are a little scary to tell you the truth. a burglary at a place empty of police -- a burglary at an mp place is going to get a slower response than someone coming into your house. 30 years ago the department had more officers or the chief says the response time for others can go further and further and that leads to people and can, where are the cops? my car got broken into. i waited two hours. when it comes to crime, a lot can happen in minutes. when you have a response time of eight minutes, think of yourself if you are confronting some situation. that would seem like an eternity of terror. >> a lot of hard decisions here and no easy answers for the police chief. >> much more to come. some sports news for everyone. the warriors new uniform and
