residents. the county has received 820 doses of vaccine. san francisco will get 10,000 more doses, more than double the previous two allocations. the vaccination clinic reopens on tuesday morning. san francisco has identified the first case of suspected monkeypox in its county jails. officials say they have identified the possible infection in an inmate who was booked into the 7th street jail yesterday. that person is now in isolation. an appeals court has temporarily stayed construction but uc berkeley will be allowed to put up a security fence. the university wants to redevelop part of the park for students and people experiencing homelessness. there were dramatic clashes between police and protesters this week.

seven people were arrested and two officers were hurt. uc berkeley issued a statement. this will add further delay and significant cost but we are pleased the court has agreed to an expedited process. a warning in contra costa county about dangerous mosquitoes. scientists have identified a non-native type that can carry diseases. tim johns has what you need to know. >> they are small, sneaky and possibly deadly. >> we just got rid of the covid. now we are dealing with monkeypox and mosquitoes. when are you safe? >> the contra costa mosquito and vector county control district announced a species had been discovered in martinez. measuring one quarter of finance with a blackbody and white stripes, they are called aedes aegypti. >> extremely concerned. >> the mosquitoes are described

as being aggressive day biters that can transmit diseases, oftentimes found in vegetation and places with standing water. they are non-native to california and usually found in warmer climates. contra costa said they will work to try to prevent the insect from coming established locally. a job they say they are cautiously hopeful. they tell abc 7 news that for years, the county has taken multiple steps to help residents fight mosquitoes and other pests. >> they leave you instructions about standing water for the larva eggs. they will treat your yard, too. if you have a big problem, they will spray. >> contra costa is asking residents to report any day biting mosquitoes. >> i am going to buy some "off"

before i get to the house. liz: the president of san francisco's board of supervisors said he has no intention of resigning after allegations he harassed a cadet. the cadet is asking for a review of the case. we interviewed the cadet and the supervisor and have the story. >> i want him to tell the truth. >> he granted us an interview stating he wanted to clear his name and remind people of what happened on that busy morning of pride weekend, june 24, when the board president went through one of the security checkpoints at san francisco city hall. in the past, the supervisor would get screened with a handheld security want. >> it was really crowded. i tried to give him a warning he would have to take off his belt. he decided he was not going to do it. >> unwilling to cooperate, cadet

butler set supervisor walton verbally harassed him in front of everyone waiting in line. >> he points out the window and says it is people that look like you who are a problem. he continues to go on and say this is some -- and repeats it again. at that point, butler said his supervisor allowed walton to go to the checkpoint but not without in his words threatening him. >> as he his walking toward the elevator he looks a b and goes, you must not know who i am. >> we went over the city's harassment free workplace policy put out by the human resources department. it states that harassment consists of unwelcome visual, verbal or physical conduct. supervisor walton has gone on the record, accusing the sheriff's department of retaliating against him, stating we approached walton who a fewti

weeks ago asked a school board member to resign after she made some racially insensitive remarks toward black and latino families. what is your reaction to all of this? >> you have asked her to resign and she apologized. >> let me be clear about this. she made racist remarks toward the black and brown population. that has nothing to do with the inaccuracies reported by the sheriff's department. >> should you resign? >> of course not. >> none of the supervisors have asked walton to resign with the exception, most have remained quiet. >> i have no intention to do that. >>y eson is, you supported collins and then you asked herig

liz: welcome back. here is a live look from the golden gate bridge. the time is 5:13. it is 61 degrees in san francisco. a driver is in critical condition after a fiery crash in los angeles. the driver is actress anne heche. a car slammed into a home yesterday, sparking a fire. investigators say the driver was going so fast that the mini-cooper crashed 30 feet into the home. rescuers freed a woman who was trapped in the vehicle as flames spread. records show the car is registered to anne heche but officials have not confirmed the

driver's identity. the woman inside the home at the time of the crash was not hurt. the city of oakland held an event in memory of bill russell. his family moved to oakland when he was eight years old. he became a star, winning 11 championships with the boston celtics and becoming the first black coach in professional sports. next week, flags at oakland city hall will be flown at half staff in honor of the basketball legend. a street renaming is also in the works. russell passed away over the weekend at 88 years old. the latest regarding brittney griner. the russian government said it is open to talks about a possible swap. the russian foreign minister told reporters the kremlin is ready to discuss. this topic, in his words. later, a spokesperson for president putin warned

washington against publicizing the issue. comments came at the southeast asian nation summit in cambodia, also attended by antony blinken. >> what foreign minister lavrov said this morning publicly is they are prepared to engage through channels we have established to do just that and we will be pursuing that. liz: the u.s. has proposed a swap involving griner and another american imprisoned for a -- a russian judge convicted griner of drug smuggling and sentenced her to nine years in prison. calls for investigation are being buried after a clash between security guards and activists occupying an elementary school shuttered by the district. the two sides or blend get other for the chaos at parker elementary in east oakland. the district released a

statement saying the school was empty when staffers entered, change the locks and reset the alarm. somehow people were able to get back in and that prompted the clash. people who have occupied the building for two months refuted the claims and denied being trespassers. >> this is an trespassing, it is a community building. everyone you see standing around, this is what this was intended for. liz: this was the first confrontation between the two sides since the occupation began. amazon is buying irobot for $1.7 billion. shares rocketed up by 20% yesterday before the opening bell. the deal must be approved by shareholders and regulators and would expand amazon's reach into robotics. privacy experts fear this is a new way for amazon to get even more data on you so they can have an advantage in the market.

it is already compatible with amazon's alexa. san francisco city college has reopened its campus. the school struggles with the climbing enrollment numbers. abc 7 news explains what is being done to bring the campus back to life. >> it is a day more than two years in the making. >> a special day. i would like to call it a mission day in san francisco. >> city college provides free tuition to all san francisco residents. it opens access to those living in or around the mission district instead of having to travel across town to their main campus. >> this is what we need. there is nothing better that you can give to a community than education. the future is ours. >> the campus still faces an uphill battle. before the pandemic, they had 8000 registered students,

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. liz: good morning, everyone. we will start this half-hour with another look at the forecast. let's get over to meteorologist lisa argen. lisa: good morning, everyone. a lot of low -- clouds and drizzle. 64 in santa clara. 62 in san francisco and upper 50's with some lower clouds at the shoreline. as we wake up this morning, it is gray but the clouds are retreating by lunchtime. upper 60's around hayward, mid 70's inland. a sunny day in the city. the breeze kicks up over 20 miles per hour. a very pleasant afternoon. not as warm as it could be for this time of year.

we will talk about the warm up. liz: a new cdc report shows monkeypox is predominantly affecting men but doctors warn anyone to get the virus. the biden administration says all options are on the table. christine sloan has more. >> health officials are investigating after an adult at an daycare tested positive for monkeypox. several children might have been exposed. >> people who have been exposed, potentially, do not need to be in quarantine. they are being screened and assessed. >> friday the cdc released a report showing 99% of the monkeypox cases in the u.s. so far have been among men. among a smaller subset of cases, recent sexual behavior, 94% reported recent sexual contact with another man. doctors say anyone to get the virus. the cdc says close physical

contact seems to be the highest risk for transmission. there are more than 7500 cases across 48 states. >> i want everyone to realize we are all at risk. >> health officials say there are more than one million vaccine doses going out to states but that is not enough to cover everyone who is eligible. the cdc estimates up to 1.7 million people are at high risk. in new york city, the epicenter of the virus, vaccination sites will be. into whether it can stretch the vaccine supply by pulling five doses out of a single vaccine vial without sacrificing safety or efficacy. >> the by demonstration says all options are on the table to

increase access to vaccines, including the defense production act. christine sloan, abc news, new york. liz: the state of indiana has approved legislation to ban access to all abortions. it is the first state to approve the ban since the overturn of roe versus white. the governor signed the legislation. the new law comes with exemptions, including cases of incest, rape, protection of life of the mother. it will go into effect september 15. in the north bay, napa county has deemed drinking water safe to drink over rising concerns of legionnaires' disease. this comes after the napa health department said there was an outbreak of the disease. the tapwater is carefully monitored and treated throughout different locations.

earlier this week we were afforded on a service -- reported on a source of legionnaires' disease. new developments in the criminal case involving a replica of the batmobile from the 1960's tv show. the san mateo county district attorney called off the arraignment for the batmobile builder who is facing criminal charges. the district attorney is taking action after watching the first two investigations on this case. >> san mateo county district attorney is canceling the august 19 hearing for a minister and owner of a garage in indiana that builds replica batmobile's. >> i said what about this, this and this? i want more detail before a final decision. >> that is a change. >> it is a change other than it would just be an arraignment. >> what spurred that?

>> you, candidly. >> he saw our investigations questioning why the sheriff sent for investigators more than 2000 miles to logansport, indiana to raid his garage. >> what role did your office plate in the planning or approval of the raid? >> zero. >> you did not know they would be sending a team to indiana? >> nodded off. >> in his --. >> not at all. >> he said he had never seen a raid like this in another state for a nonviolent theft case. >> if the person they went to arrest was the godfather in new york city, maybe you go for a few more people. sources inside the tell me this was the sheriff doing a favor for a friend. what is your take? >> i hope not.

golf cart, two boats and motorcycles and a batmobile. after he paid $170,000 toward his replica, he said he could not get in touch with him for eight months and the realtor missed a $20,000 payment so he moved him from first position to the ninth customer in line. >> he did payoff the entire car at that point but he was absolutely livid to find out his car would be delayed. >> i watched him interview. if that is the scenario, that is a civil case. it is that simple. >> this has been a nightmare. >> i spoke to him again to hear his reaction to his arraignment getting canceled. >> if you had a chance right now to say something to him, what would you tell him? >> if you want your car, you

common is starvation and emaciation and dehydration. >> he said since may, 334 brown pelicans have been cared for, 50 were found stranded. >> filled with pelicans. >> some of the birds suffering secondary injuries from fishing hooks over hit by cars trying to find food in unusual places. >> the big mystery is why are they starving? >> they come in with broken wings. >> they have also cared for the injured birds. >> we in 2022 have admitted 14 emaciated pelicans. in 2021, we admitted four. >> expert said the pelicans tested negative for the flu which is on the rise but climate change is another theory. >> ocean temperatures can be a concern. if the water is warmer it drives fish away.

the water temperatures are not high. >> the california department of fish and wildlife that pelicans feed primarily on anchovies but anchovies are currently abundant and it is not clear why the pelicans were not able to find enough prey over the short timeframe inmate. it could be that unusually strong winds interfered with their ability to forage. many pelicans are still starving. dozens have died. about 197 birds have been released into the wild after rehabilitation while experts try to understand why many of these amazing seabirds are going hungry. >> this could easily be an indicator of a larger problem we just do not know what the problem is. liz: let's get a check of the forecast now. it was really windy this week in the city. lisa: those microclimates, for sure, in your neighborhood, but

in the city, the onshore flow has not gone anywhere. a low cloud deck to start out. visibility and half moon bay, 1.5 miles. it will continue to fluctuate a little bit. visibility elsewhere is pretty good. 59 and half moon bay, 61 in belmont. mid-60's in oakland, 65 in san jose. the sun coming up in another 20 to 25 minutes. we are looking at the morning drizzle, sunny afternoon. even though we will have sunshine in the 60's with breezy onshore winds in the city, tuesday we begin to change and turn a corner. wednesday and thursday, we are warming up. here is a look at the warm up on wednesday. 90's returning inland. 76 in oakland. that is a few degrees warmer. the onshore flow at the coast. thursday, one of the warmer
