temperatures are slightly cooler and as we look at live doppler 7, you will notice fog is trying to make its way through the east bay. as look at the numbers in the -- 57 in half moon bay, so that is from -- see notice the fog has not made its way toward the north bay. visibility is good, the sun is up and we are sunny by noon time with 60's at the coast, mid 70's inland, another mild day with low to mid 80's and we will get some sunshine and it is going to be a short window and the fog will move back quickly and we will talk more in detail about that and the week ahead which includes slightly warmer temperatures coming up. liz: we are following breaking news out of ohio this morning. at least nine people are injured in another mass shooting. this one in downtown cincinnati.

investigators say gunfire broke out just before 2:00 local time in the over the rhine neighborhood. our sister station reports the total number of injuries is still unknown but police say multiple victims are being treated at the university hospital with the chief saying none are in crackle condition. officers say it appears there is one shooter in all of this. we will keep you updated as we learn more. happening now, long saga is taking place on capitol hill in d.c.. the senate is currently in the middle of a so-called vote-o-rama. they've been discussing and debating since before 11:00 p.m. last night. this bill makes the single biggest investment in clean energy in the nation's history. the funding would primarily be from taxes on the wealthy making more than $400,000 and corporations. it locks in a minimum corporate tax rate of 15%.

support for this bill is split along party lines. >> it is absolutely imperative that we show the american people that we are capable of representing the needs of ordinary people. >> we are about to increase gas taxes at a time you can't afford it. liz: democrats need a simple majority of 51 votes to pass. we will have much more on this coming up in the next half-hour. happening today, a plea for safety, racial equality and social justice, all a crucial part of building a better bay area. organizers, activists and allies will gather today in san francisco's washington square park to rally against continued attacks on asian americans. multiple organizations have come together to demand sustainable and tangible action from city officials. the grassroots effort comes in light of the recent spike in attacks on elderly asian americans. last week, a 70-year-old was

brutally attacked outside his home on market street. in north bache, also it -- another 70-year-old was insulted -- was assaulted in her hobby. >> they used their fists to hit my head multiple times and then they pulled me down to the ground and kept hitting me, kicking me. liz: now she is bedridden and fearful to leave her home. organizers have set up a fundraiser for security services at her senior living home but they say more needs to be done. a recent report shows a third of asian americans across the country have now made changes in their daily lives in fear of being attacked or targeted. when it comes to issues of race and social justice, abc 7 news is helping you make a difference. you can check out our list of resources on how to find your ally. education is also a key component in building a better bay area.

we are focusing on the new school year, kicking off in the coming days. oakland unified schools began their first day -- begin their first day tomorrow ahead of cdc changes to covid-19 guidance in classrooms. school district officials say parents and students can expect the same covert protocols that were in place at the end of the last school year and that includes frequent handwashing at home -- frequent handwashing, at home testing and wearing masks on campus. most schools are going to start the week of august 15. as we all know, the current rate of inflation is making it hard for just about everybody and some families are struggling to cover the costs of a range of school supplies. cornell barnard shows us how one young woman has spent a decade helping students succeed. >> binders, notebooks, headphones. cornell: diane is ready now that

she has the school supplies she needs to succeed. this is going to be a big help for you now that school has started. >> yeah. a lot of help. thank you. >> you are welcome. cornell: everything from notebooks to rulers and glue sticks are part of stuff the bus , a free school supply giveaway, organize for the past 10 years by 21-year-old clarissa wilson with the help of volunteers. >> coming from a low income family, i definitely understand what it is like to only have a certain amount of things to succeed in school. cornell: clarissa organized her first giveaway in sixth grade after realizing some classmates didn't have the tools they needed. we are talking thousands of backpacks. all of the school supplies are donated every year. >> families have always been struggling but we have noticed an increase in those families. >> this is helping a lot.

more than two weeks later, she is looking for answers. tim johns brings us this carwash warning you will see only on seven. >> i'm hoping it was a mistake but to me it was a pretty bad mistake. tim: a nightmare situation at the auto be a carwash in concord. she took her car into be cleaned. she says she sat and waited for it to be finished but when it was done. >> within a couple seconds, i watched my car drive off the lot. they gave my keys to someone else. tim: she says after the initial shock wore off, she went inside to talk to the staff, telling them one of their employees had given the keys to the wrong person. >> the lady at the customer service went up to the guy who was cleaning my car and asked where the subaru was. he just stood there. tim: police were called and she filed a report. she says while she has not seen the footage herself, officers told her that surveillance video

shows a person with a hat, glasses and face mask getting into her vehicle and driving away. she says she is unsure of what to think now but wonders how the carwash made this mistake. >> they didn't check for clean tickets -- claim tickets. tim: the error will cost her thousands of dollars. she now has to buy a new car and her insurance will only pay a small amount. >> i was almost done paying off my car and now i have to start all over. tim: i spoke with staff inside the carwash. they tell me none of the employees present at the time i went in were there the day her car was stolen. i left my name and number and they told me a manager would get back to me. for now, she is taking it day by day, trying to warn others to be careful to ensure the same thing does not potentially happen to them. >> i don't think i could ever go to one of those places again. i think i'm going to be nervous about it forever.

liz: san francisco police have a suspect in custody this morning after they say they got into a morning shoot out in the middle of the mission district. officers say they returned fire yesterday when a man in his 50's ran from them and then shot at officers. this happened just before 8:00 in the morning between 16th and 17th streets. the suspect hid behind a vehicle and continued to shoot at police. that person was hit by an officer and taken to the hospital for minor injuries. police have not revealed what caused the pursuit in the first place. it will be discussed at a mandatory town hall meeting in the next 10 days. violence is erupting in the middle east this weekend. at least 16 people have been killed in afghanistan and dozens more injured. two separate bomb blasts have exploded in the past few days in the capital city of kabul. this morning, we spoke with a local afghan evacuee who says the bombings hit close to home. >> cleanup on the streets of

kabul after a saturday morning bomb blast killed at least eight people and injured dozens more. it comes one day after a car bomb killed another eight people in the capital city. >> when we saw this on social media, we talked with our family members and they were safe. >> relief for this man who worked along with the u.s. for years. now living in concord, his family still in kabul. >> my younger sisters and brothers. they are not able to go to school, not able to go to the city. >> blame for saturday's blast is likely to fall on the islamic state. it took credit for friday's deadly car explosion. >> everyone in afghanistan, they are worried about their families. >> the attacks come days after

hundreds of afghans took to the streets, protesting the u.s. drone strike that killed the leader of al qaeda. here in the bay area local resettlement agencies are trying to make sure afghan evacuee's can stay here permanently. this will also potentially pave the way to bring family members over. >> already our asylum system is so packed. >> more than 1000 afghans have landed in the bay area since september, needing legal assistance to navigate the immigration process. >> every single organization that we know, they are at maximum capacity and every one of them has a waiting list. >> meanwhile, the clock is ticking. >> the temporary status will expire in two years. >> as for -- he anxiously waits, hoping to be re-united with his family. >> they worry about me and i

worry about them. i would be happy to join them in america and see them. liz: new developments in death valley. hundreds of guests trapped by flash flooding were able to drive out of the park after crews cleared a path through the rocks and mud. the park remain closed as many roads were prickly damaged friday. 60 cars belonging to staff and visitors, you can see buried under the debris. authorities have been conducting aerial searches in remote areas. no injuries have been reported. friday was the park's second wettest day ever with nearly 1.5 inches of rain. the mckinney wildfire that has already destroyed 90 homes is now 40% contained. the fire has been burning for more than a week. it started in the klamath national forest near the

california-oregon border. it has claimed the lives of four people and appears to have caused the deaths of tens of thousands of fish in the calame -- klamath river. >> we do have remote water quality devices in the river. we know earlier this week, two nights in a row, the levels of oxygen in the river went to zero. liz: california says -- calfire says it has burned more than 60,000 acres, making it the largest wildfire in the state this year. the cause of it is still under investigation. dozens of bay area kids with asian american and pacific island american roots got gloves of themselves on the big screen. several organizations are teaming up to buy out movie theaters and allow kids to see the upcoming movie easter sunday. the film stars joe coy and is

based on his life and is the first hollywood movie based on a filipino american family. one of the free showings was held yesterday at san francisco's theater in the marina district. among the organizations taking part, the japanese committed a youth council, soma filipinas and the west bay filipino multiservice center. what is better than dogs and surfing dogs? on the peninsula, the tales were ranking and the waves were crashing -- the tails were wag ging and the waves were crashing. they also had a dog beach fashion competition, a dog surf village and food trucks for the humans. canines came from across the country to compete for this. a portion of the money raised by the event will go to charity. that is some skill, lisa.

lisa: no doubt. what a fun day. it looked cloudy at the beach but it will take a while in half moon bay. partly cloudy skies by noon time through 2:00. maybe no son at all but there is a look at the low cloud deck. this was well out into the valleys and tomorrow morning, it should be out by the delta. so today you can see it up towards the north bay and into the east bay with temperatures from the upper 50's in blackhawk, 61 in pittsburgh. martinez with 54, as you get closer to the bay. 57 in pacifica. we've got some lower 50's toward santa rosa and this does translate into a cooler morning, anywhere from two to nine degrees cooler without that extensive blanket of low clouds.

it comes and goes in the depth of anywhere from 1500 to 2500 feet. that continues to be the trend, that summertime pattern. as it evaporates and pulls back, we will get that sea breeze again. tuesday we could see numbers come up a few degrees but the warmer days will be wednesday and thursday, especially in our inland valleys, perhaps lingering and friday. that will bring up temperatures around the bay shore communities around oakland and fremont. here is a look at that cloud -- fog deck. you can see it is sunny along the coast in san francisco with upper 60's to near 70. that fog will not stay away too long. it pulls back by the afternoon and once again we've got partly cloudy skies, breezy win, right

at the coast but hour-by-hour, we've got the clouds. 6:00, moving through the afternoon, we are brightening up with low 60's to about 65 in the afternoon. a lot like yesterday with that break in the afternoon and then quickly the clouds come back. highest today near average, upper 60's downtown with low 70's across the bay and we are cooler than average. lower 80's for san jose, 79 today with only 83 in livermore. we should be well into the 90's and are cooler than average numbers have been running this way all throughout the month of july. wednesday, numbers topping out around 90. thursday, a darker shade o sti'd 70's from the coast. the second part of the week, if

>> building a better bay area. moving forward, finding solutions. this is abc 7 news. liz: a marathon saga on the senate floor, perhaps the most ambitious clean energy plan in american history and senators have been fiercely battling overnight. a vote coming soon. we will start this half hour with a look at the weather before we get back to that story unfolding. let's get to lisa argen. lisa: good morning. starting out with low clouds and fog, not quite as extensive as yesterday. we had the drizzle as well and this morning we have patchy fog out there with some cooler temperatures. it is 55 in mountain view. sanford, low 50's. we are much cooler there.

about three degrees cooler in the livermore valley. 9:00, we have a sunny east bay with mid and upper 60's and clouds hanging on but as we peel back that fog through noon time, you can see it is cloudy in the city but giving way to some sun in the afternoon. by 3:00 we have a sunny san francisco with upper 60's in breezy. low 70's on the east bay and low to mid 80's inland. we will talk about next week and some warm weather heading our way. liz: happening now, a marathon voting session on the senate floor. intense debate stretching all night long on the historic inflation reduction act. let's get you a live look from the u.s. capitol. it is 8:30 in the morning and currently they are in the middle of a so-called vote-a-rama, when lawmakers can consider any and all possible amendments to the bill. if passed, it would be the

debate saturday evening after vice president kamala harris cast a tie-breaking vote in favor. >> the vice president votes in the affirmative and the motion to proceed as agreed to. >> after four hours of debate, the senate begin a process known as vote-a-rama, voting on dozens of amendments to the bill before a final vote. >> please support this amendment. >> i would urge my colleagues to vote no on the amendment. >> using a special budget process, democrats just need a simple majority to pass. no republicans have said they will support it with midterms just three months away. democrats are hoping to get this to president biden's desk weekly, but the measure would also have to pass the house. liz: coming up on this week, george stephanopoulos will have complete coverage on this historic vote. he will have expert analysis and interviews with senators.

you can watch this week with george stephanopoulos at 8:00 this morning. meantime, president biden is excited to travel to his home state of delaware. he is now testing negative for covid but is remaining in isolation at the white house. he tested positive on july 21 but appeared to be in the clear after six days. he then had a rebound case last weekend. he has not left the white house in 17 days though he is planning to, today. he's been taking part in events virtually. on saturday, trump won an unofficial straw poll from attendees at the conservative political action conference in texas. it asked attendees who they would prefer as the republican nominee for president in 2024. 69% said they preferred trump and 24% said they preferred florida republican governor ron desantis. >> i just came in and they said

sir you won the straw poll and i said i better win the straw poll. done my click -- done by mclaughlin. they are awesome so it is an honor. i suppose we had 69%. 99% approval. liz: it was limited to cpac attendees and cannot represent the broader gop electorate. for those polled, the top issue of concern was election integrity alongside domestic threats. less emphasis was put on international matters like russia or china. developing news to the battle over abortion. indiana has passed and near total ban on the procedure. the republican-controlled legislature became the first in the nation to pass such a measure. indiana native and former vice president mike pence tweeted life is winning. the white house blasted the legislation, saying quote, another radical step by republican legislators to take away women's reproductive rights. >> this is going to be very

restrictive and it is going to hurt hoosier women. liz: all abortions would be banned except in cases where the mother's health was at risk alongside certain instances of rape or incensed. some republicans say it still does not go far enough. the near total abortion ban comes after voters in kansas overwhelmingly defeated the effort to remove abortion rights from their state constitution. that happened last week. the san francisco department of public health says it has received 10,000 more doses of the monkeypox vaccine, more than doubled the previous two shipments combined. as a result we expect to see more of these long early-morning lines. the walking vaccine clinic will open this week on tuesday at 8:00. local officials have been begging the federal government to send more of the vaccine to san francisco. tomorrow a protest is being planned at the san francisco

federal building at 4:30 to demand action. 678 cases have been reported in the bay area. 444 of those in san francisco. a special day for dozens of kids at ucf children's hospital. it was a special day for the families as well because yesterday was the 25th annual pediatric picnic. the event near beach park in san rafael hasn't been held for two years because of the pandemic, but it serves as a highlight for kids and their families who have faced similar challenges like organ transplants. there was a dj, food, kayaking and crafts for the kids. >> it is an opportunity to be normal. you can't tell who has a transplant or not. liz: organizers say doctors and patients being able to see each other in real life gave so much hope to everyone going through similar processes.

sonoma. much of the same today, tomorrow. a steady pattern through tuesday. still cool 60's with clouds at the coast. liz: now to a 7 on your side investigation involving those pesky tickets we deal with from time to time. if you cross a bay area breaks without fast track, a camera will snap a photo of your license plate and mail you a bill for the toll. sometimes the bill goes to the wrong driver. a woman living 1000 miles away who has not even been to the bay area in 40 years. michael finney found out how fasttrack track got it so wrong. >> when i saw it, i was initially quite confused. michael: she lives a quiet life in a tiny town in washington, whose website shows a village surrounded by miles of fields and farms. cynthia only drives about as far as the next town for groceries or gas.

it was puzzling when she got this ticket from 1000 miles away. >> obviously surprised and befuddled. i thought had the -- how did this happen? michael: it was a toll invoice from fasttrack saying she had crossed the san mateo bridge and now had to pay the seven dollar toll. >> i haven't been to san francisco since 40 years ago. i was quite surprised to see that i could get a ticket and not even be there. michael: at first she thought it was a scam. she says she has never been on a toll bridge in her life. >> never. i certainly don't know where the san mateo hayward bridge is. michael: she went online and found the fasttrack information was real. why did she get a ticket way up in colton? >> the amount due was only seven dollars which seemed very reasonable. michael: she was surprised to hear the seven dollars only paid for one trip across the bridge. >> i'm staying here.

michael: cynthia lives in a place where there are no tolls, no red lights, not even a stop sign. >> we have a little bridge that goes over the creek. michael: her town has just 430 residents, living amid hills of wheat where no one worries about fines or fees. >> i'm sorry you have to live like that. i don't think it is healthy for people. i don't think it is good for the psyche. michael: she said at the end of the day, she sits by the creek with a fishing pole. she left urban life behind decades ago but now the fastrak ticket was pulling her back in. >> i allegedly went over the bridge at 10:40 a.m. michael: she found our stories about fastrak online and found out why she got the invoice. someone else with a washington plate did cross the san mateo bridge that morning. the camera read the plate but the result came back uncertain. it went to manual review.

daylight, the sun has finally set in a small town in alaska. it officially arrived at 2:0 1:00 a.m. local time this past week. a resident share this photo on facebook, saying it was nice to share the sunset after all summer being up. the town happens to be the northernmost american city. due to his position, the town experiences long stretches of daylight. say this is a sign that -- forecasters say this is a sign winter is coming. back to breaking out of cincinnati, ohio, multiple people shut overnight at a suspect at large.
