insulin was rejected. abc's justin finch has all the details this morning. justin, good morning. >> reporter: rhiannon, good morning. americans paying more for prescription drugs compared to anyone else in the world and by a lot. this new bill hopes to ease some of that financial strain. this morning, the major spending bill that passed the senate is being called a rare defeat for the pharmaceutical industry. for the first time ever, medicare will negotiate drug prices, but not until 2026. and the drugs will have to be on the market for several years to qualify for negotiation. democrats wanted to cap the cost of insulin at $35. for private insurers. but they cited the strict budget rules and declared that bill not related to the budget. the provision then failed to get 60 votes, that

news a major disappointment for many diabetes patients struggling with the price of insulin that's more than tripled in the last two decades. >> all the supplies that you need in addition to that. the diabetic tests strip. without insurance each strip is $1. if you're managing your diabetes the way you should be, you're testing yourself eight to ten times a day. >> reporter: a cap on insulin prices will still apply for medicare patients. the full bill known as the inflation reduction act passed sunday without any republican support. it also includes the single biggest investment in clean energy in u.s. history and will lock in a minimum corporate tax rate of 15%. >> the whole world is looking at the united states right now and saying finally we're back in the game. >> reporter: republicans insist the bill will do little to fight inflation and they're criticizing the corporate tax hikes. saying those tax increases will trickle down to consumers in the form of higher prices.

>> hundreds of billions of dollars in tax hikes. hundreds of billions of dollars in reckless spending. >> reporter: with midterm elections nearly three months away, a new abc news poll shows 69% of americans think the economy is getting worse. experts remain mix on whether the bill passed sunday will have any immediate impact on inflation. the university of pennsylvania predicts the change will be statistically indistinguishable to zero. senator chris coons, a close ally of president biden, concedes it could take one year for the bill to have any impact on rising costs. >> it may take a year or more. we've seen gas prices come down week after week after week for the last five weeks in a row and i think we have a strong economy. a strong recovery under way. >> as for what's next the house is now expected to approve the bill by the end of the week sending it to the president for his signature. andrew. >> all right, justin, thank you. there's more severe weather to report as well this morning.

in denver, two children were among nearly a dozen people rescued during extreme flooding. drivers were trapped for hours on interstate 70, it comes after a weekend of travel delays nationwide and another rare weather event. >> reporter: this morning, the summer of weather extremes now extending into a new week. roads are closed today in california's death valley after what weather experts are calling a once in a thousand year event, historic rainfall stranding about 1,000 people over the weekend. >> it sounded like the world was ending and then, you know, just this rushing water everywhere in a place that's usually absolutely bone dry, it was pretty incredible. >> reporter: more than six months worth of rain fell in a matter of hours, turning roads into raging rivers. burying cars in mud and debris. >> when i stepped out it probably came up to just below my knee. up by the park itself the water was probably in spots probably over your head. >> reporter: elsewhere in denver, flash flooding stranding these cars sunday.

across the country, in atlanta, 3.5 inches of rain fell in six hours, flooding roads. similar problems in brooklyn, arkansas, where heavy rain flooded homes, and in philadelphia, six people were injured during a class reunion at this park when a massive tree came crashing down. >> all we heard was a loud crash, the tree came down. but the men of west philadelphia high school stepped up, they all ran from wherever they were to go and help get our classmates from underneath the tree. >> reporter: the storms wreaking havoc on air travel, more than 900 flights cancelled nationwide sunday and more than 6,000 delayed, but a different kind of extreme weather at lake mead in nevada, the historic drought shrinking the colorado reservoir. the water now so low that the park rangers have found the fourth set of human remains

since may. meanwhile back east, president biden visits kentucky to meet with families devastated by the flash floods last month. which killed 37 people. another flood that's been described as a once in a thousand year event. china's now expanding its military exercises and escalating threats against taiwan following house speaker nancy pelosi's visit. chinese drills are expected to continue around taiwan for one month. taiwan says that chinese drones and unidentified aircraft have flown into its airspace. the u.s. calling it irresponsible. a reported shakeup in the russia military. intelligence officials claim three russian generals have been fired because of poor performance in ukraine. meanwhile, russia and ukraine are accusing each other of carrying out a new rocket attack at europe's largest nuclear plant. the u.n. has warning of a potential nuclear catastrophe. a developing story from new

mexico, concerns about a possible serial killer targeting muslims. the fbi is joining the investigation into a possible connection between the murders . orning, police in new mexico are investigating a possible link between the killings of four muslim men they say all four were ambushed with no warning in albuquerque. >> every new mexican should stand up against this kind of hatred, it has no place in this city and it has no place in our state. >> reporter: the first case, july 26th, when police found aftab hussein shot near his home. the following week the family of muhammad hussain saying he was gunned down less than a block from his home. >> when i looked out the window, this is a place where my brother got shot. i couldn't come out of my apartment. >> reporter: then friday, police found a man shot on a street corner in northeast albuquerque described as a muslim from south asia. leaders at a local mosque said he was killed just hours after

atending a service for the previous two victims. another look at the unsolved murder of ahmadi. he was found shot last year behind the albuquerque market he owned. >> several things in common with all four of the homicides and we're digging back into it. >> reporter: overnight, police released this image of a vehicle they say is possibly connected to the murders. the islamic center in new mexico there. >> this is really a surreal time for us, we're in fear of the safety of our children, our families. >> a muslim civil rights group is offering a $10,000 reward in this case. time now for a look at your monday weather. a slow-moving storm system heads into the midwest today bringing showers and thunderstorms. parts of iowa, wisconsin and illinois are on alert for flooding. storms are also expected this

back now with hundreds of migrants arriving in the florida keys, part of a troubling trend. border patrol agents say more than 300 people from haiti were found in one sailboat alone on saturday. two people onboard were charged with human smuggling. >> texas governor greg abbott said he has no plans to stop sending migrants from the southern border to new york city and washington, d.c. abbott says his state's border towns need relief from what he calls biden administration's open border policies. but new york mayor adams accuses abbott of playing politics with people's lives. >> this is horrific when you think about what the governor is doing, the governor of texas, after months of traveling across the border, placing them on a bus with no direction. >> i got one thing to tell you and to tell them, there are more buses on the way as we gather at this conference today.

>> back to mayor adams, he says he'll accept the migrants but he's asking for help from the federal government. a little bit of good news, gas prices continue to fall across the country. the national average right now is $4.06 a gallon, that's down 16 cents in the last week and down 69 from just a month ago. that's all thanks to lower demand. a warning for pet owners. dog thefts are on the rise, jumping 40% from last year. the breeds most targeted are french bulldogs, yorkies and labs. in many cases the pets are resold for thousands of dollars. with one rare puppy even selling for 100 grand. many are eventually reunited with their owners. >> 95% of all animals are going to be returned through other people's eyes and ears. so with this development, community awareness you can't start that soon enough. many times we do offer a reward to motivate whoever took the dog to get them back. >> coming up later on "good
