a lot of news to get to and tell you about this must-see live demonstration before you head to the beach possibly this weekend. our matt gutman has more on what you need to know about rip current dangers and how to survive one and this new technology that could save lives. first that breaking news, president trump has agreed to the release of the search warrant of his mar-a-lago home as we're learning a lot more about what the justice department was looking for. our chief washington correspondent jon karl tracking it all. good morning, jon. >> reporter: good morning, george. trump's decision not to challenge the release of that search warrant and related documents came just hours before a deadline set by a federal judge and it means we may soon learn more about what those federal agents were looking for. just hours after the justice department filed for the mar-a-lago search warrant to be unsealed, trump announced he would not oppose the release. the former president issuing a statement saying he was, quote, encouraging the immediate release of those documents, although his lawyers already have them and could have already released them if he wanted.

this as "the washington post" is reporting that among the information sought by federal agents at mar-a-lago were classified documents related to nuclear weapons. perhaps the most telling detail on the doj filing on unsealing the warrant was who signed it, the chief of the counterintelligence section of the doj national security division, a clear indication the investigation is related to classified information with national security implications. sources tell abc news that investigators were also looking for material labeled, quote, special access, which is only available to a limited number of individuals with the highest level of security clearance. under intense pressure to explain the fbi's operation at mar-a-lago, attorney general garland thursday took the rare step of publicly commenting on an ongoing investigation. >> i personally approved the decision to seek a search warrant in this matter. second, the department does not

take such decision lightly. >> reporter: in fact, abc news has learned trump was subpoenaed for the documents earlier this year as doj attempted to get him to turn them over without a search warrant. afterwards, a small team of fbi agents visited mar-a-lago in early june meeting with trump's lawyers about the missing white house documents. the execution of the search warrant on monday came only after doj concluded trump still had not turned over everything demanded by the subpoena. >> where possible, it is standard practice to seek less intrusive means as an alternative to a search and to narrowly scope any search that is undertaken. >> reporter: amid concern about increased threats to law enforcement officials, garland also addressed harsh criticism of the fbi, some of it coming from prominent republicans who have accused federal agents of going after trump for political reasons. >> i will not stand by silently when their integrity is unfairly attacked. the men and women of the fbi and the justice department are dedicated, patriotic public

servants. every day they protect the american people from violent crime, terrorism and other threats to their safety while safeguarding our civil rights. >> reporter: sources tell abc news that some of the material believed to be at mar-a-lago was so sensitive, that authorities concluded that they needed to take possession of it immediately. >> let's get more on that, jon, right now. when we're talking about these documents we certainly believe that these are documents way beyond top secret. >> reporter: yeah, at least two levels above top secret. it's something called special access programs, intelligence, s.a.p. intelligence is the ultimate need to know intelligence in the federal government. materials only classified as s.a.p., if it's believed that the revelation, the making public of that information would lead the country to be highly vulnerable. so this is really the ultimate

classified intelligence, not even, you know -- it's material that very few people in the federal government would have access to. >> jon karl, thanks very much. let's bring in chief legal analyst dan abrams. so, dan, it appears that donald trump is not going to object. we don't know for sure until we hear from his lawyers, so what are we going to learn and see when the judge does allow this release? >> the most important thing we're going to see is exactly what crimes they were investigating. there's going to be some housekeeping matters. the address, exactly what types of items that they're allowed to go in and try to find, maybe even exactly where in the house they expect to find that stuff. but it is the specific crimes that become the most informative although we are starting now to get all this information in and so the crimes may not be that surprising. >> but we're not going to see this entire affidavit that lays out the case to the judge that this is probable cause of a crime. >> correct, so you got two separate things, the affidavit is basically the argument from the government as to why they

ought to get it. the search warrant itself is the thing when you arrive at the house to inform the person inside the house, here's why we're here. here's what we have a legal right to do and, remember, in a typical search warrant, you don't want to tell the person everything that you know in a possible criminal investigation so you're not going to disclose everything as you would in an affidavit to the judge. >> merrick garland famously tight-lipped. what do you make of the fact that he came out yesterday. >> it is a huge move and he forced the former president's hand in this regard because, remember, president trump -- the former president could have released this on his own. he had this. he didn't need the court to say, you're allowed to do it. he could have just distributed it. now merrick garland effectively saying, look, we're fine with you making this public. we're going to go to the court and ask them to unseal it and now the former president saying, that he too will agree to that. >> and i know there's no way for you to know for sure but do you believe that merrick garland

when he came out yesterday knows what the fbi actually found when they went into mar-a-lago? >> yeah, almost certainly. you have to believe that he knew what they found. i mean, it was so critical that he was involved in this at every level. is it possible that they're still going through some items? that's possible, but you have to believe that he knows. did they find the sensitive documents that they were looking for? >> dan abrams, thanks very much. cecilia. we're going to turn now to the armed man who allegedly tried to break into an fbi office in cincinnati and what we're learning about potential ties to what happened there at mar-a-lago. authorities say the man who was killed by police is a suspected domestic violent extremist possibly motivated by conspiracy theories related to former president trump, the 2020 election and that mar-a-lago search warrant. trevor ault is there in cincinnati with more on this. good morning, trevor. >> reporter: good morning, cecilia. so what we're learning about the suspect is both bizarre and frightening. sources tell abc news in recent

days, after the search of mar-a-lago, this suspect is believed to have been posting online calling for drastic violent action saying he wanted to kill law enforcement and even posting as he was fleeing about his failed attempt to break into the fbi. this morning, new details about the suspect who authorities say tried to break into an fbi field office in cincinnati leading officers on a miles-long chase that ended in a deadly shootout. multiple law enforcement sources tell abc news the suspect is 42-year-old ricky shiffer labeling him a suspected domestic violent extremist. >> the male subject attempted to gain entry into the fbi field office in cincinnati. >> reporter: authorities are investigating social media posts allegedly made by shiffer after he learned about the fbi search on mar-a-lago. he called for war and to kill fbi agents on sight. in posts on twitter and former president trump's own social media network, truth social. just after 9:00 thursday

morning, officials say he tried to breach the fbi office's visitors screening facility with a nail gun, body armor and ar-15. >> he was armed. he was unsuccessful and he fled that area. >> reporter: shiffer then taking off leading authorities down the highway for 60 miles. >> they're following a car for the fbi so there are about seven units i believe on the call. >> reporter: they say he fired at officers from his vehicle eventually stopping in a cornfield and trading gunfire. >> officers attempted to negotiate with the suspect. over time they eventually failed and were unsuccessful so at that time officers tried to move in using less lethal tactics. the suspect then raised the firearm toward law enforcement and that's when shots were fired at the suspect. >> reporter: and now new details are emerging about his past. analysts say social media posts place him at the capitol on january 6th. investigators are now trying to determine if he was there during the insurrection and if he has any connection to the proud boys.

he had not been charged with crimes in connection to the january 6th attack. and there were many warning signs that this could happen and could continue to happen. law enforcement has been on high alert since the mar-a-lago search monitoring growing anger online and many posts just like the ones this suspect is believed to have shared calling for violence or even civil war. t.j. >> all right, trevor, thank you so much. we do want to turn now to what firefighters are calling a monster fire showing no signs of letting up this morning. the wildfire in southwest france is being fueled by intense heat and historic drought conditions. ginger is tracking the latest there. >> reporter: this morning, new fires burning across france. more than 11,000 people forced to evacuate their homes and farms. some will never return. at least 17 homes destroyed so far. help pouring in from across europe. about 1,200 firefighters trying to cut fire lines and save several towns.

there are long spot fires like this that stretch across the roads but a lot of the activity of all the volunteer firefighters, the firefighters from all over europe that descended to help as it ballooned to more than 18,000 acres has been on these country towns to save them. the fire fanned by high temperatures and extreme drought, representing just a fraction of what our changing and warming climate can amplify. this is the line. you built the fire line. the southwestern bordeaux region known for france's second largest industry doing all they can to protect the vines. >> it's very, very dry. not much we can do about it. >> reporter: parts of france going more than a month without rain and more than 60% of the continent of europe is in drought. an extremely hot and dry day again will challenge the firefighters, but by this weekend, some flash floods even possible in parts of france. now i want to take you to what's happening in the northeast,

because we just got an update on the drought monitor. new york city, for example, one week ago did not have that type of severe drought. look at it now and massachusetts from 0% of extreme drought to nearly a quarter of the state. some good news coming there in a bit, but let's also talk about the big headline. i want to make sure you did not miss, the arctic, several studies this week coming out from nasa and others telling us that what we've known forever about arctic and sea ice, they are warming not two or three times faster than the rest of the globe like we thought, but, george, four times faster than the rest of the globe since 1979. >> okay, ginger, thanks. that is tough news. there is hope for action against climate change, the house set to pass president biden's signature climate and health care legislation. the most significant congressional counter to climate change in a generation. senior white house correspondent mary bruce has the latest. good morning, mary. >> reporter: good morning, george. yeah, this is a big deal for this white house and for the fight against climate change. the house is expected to pass this legislation today and it will be the largest investment in curbing climate change in u.s. history, roughly $370

billion. but this is also a health care bill intended to bring down premiums and cap out of pocket prescription drugs for seniors on medicare at $2,000 all paid for by raising taxes on big corporations and the wealthiest americans. now, the president is promising that this is going to save you money. that it will bring down inflation, though republicans and some experts do dispute that and question just how much this impact will be, but this was hard fought for democrats. just a couple of weeks ago it didn't seem that they would get this done and now it is yet another win in a string of big victories for the white house. no word on when the president will sign this legislation but you can be sure he is going to want to celebrate and tout this accomplishment. t.j. >> we'll probably see that signing in front of a camera, won't we, mary? thank you so much. we want to turn now to new cdc guidance on covid as more children are heading back to the classroom. our erielle reshef is breaking down some key changes we need to know about and, erielle, this has to do with testing at schools, isolation, masking and more. good morning to you. >> reporter: you got it, t.j.

this new guidance does four big things. the first is that if you're exposed to covid, you do not need to isolate even if you haven't been vaccinated, but the cdc is still recommending that if you have not been vaccinated, you should wear a mask for ten days and then test at day five. the second big thing here is, if you get covid, you should test five days into isolation if you're on the mend and if you've been fever-free for 24 hours if that's negative you should test again with a rapid test 48 hours later. if that is negative you can leave the house without a mask. and this one is for families. the cdc is no longer recommending that tests to stay protocol which means that kids who are exposed can stay in their classroom without getting tested and finally, the cdc is now removing the recommendation to test asymptomatic people with no known exposure so big changes there, t.j., and cecilia. >> all right, erielle, thanks so much. i'll take it from here. we turn to the u.s. strike that took out the head of al qaeda. our team now inside afghanistan with a look at how it went down and what life there is like one

year after american troops left. our chief foreign correspondent ian pannell is in kabul with the story. good morning, ian. >> reporter: yeah, good morning, cecilia. fom a city still reeling from the drone strike on the world's most wanted terrorist. remember, ayman al zawahiri, the head of al qaeda, helped plan the 9/11 attacks tracked to a safe house in kabul and president biden gave the orders to, quote, go get him. also raising fears that afghanistan could be a safe haven for terrorists once more. remember, it's now almost a year since u.s. troops withdrew and on one level the city looks very similar, you see chaotic scenes behind me, but the people driving the pickup trucks, the people carrying some american made weapons, these guys here are the taliban. there's open warfare between isis and the taliban and this new afghanistan has become a land of broken promises. girls unable to finish high school. women forced to wear the veil and over 90% of the population now effectively denied regular access to food.

also this morning, europe's largest nuclear plant and five rockets struck. there is concern growing from the international community with the united nations nuclear agency describing it as a grave hour. and the nba will honor bill russell by retiring his number leaguewide. russell's number 6 will no longer be issued and will be displayed at all nba arenas. he is an 11-time champ on the court and, he, of course, was a key figure in the civil rights movement in the 1960s and died at the age of 88 last month. now, this is a rare, rare honor in american sports, american professional sports. now he's just the third player to have his thumb retired leaguewide, baseball, of course, you know, jackie robinson, number 42 and i know you would know the other -- >> wayne gretzky. number 99. >> yes. 99. thanks, cecilia, for the assist. >> all so naturally, cecilia. >> right. >> oh, but a great honor for bill russell. glad to see the nba is doing that. we have a whole lot more

ahead here, including a lot of folks heading to the beach. matt gutman will show you how easy it is to get caught up in rip currents and the first thing you should do that could be the difference between life and death. right now we have the latest on anne heche. her family released a statement overnight saying she is not expected to survive after that fiery car crash. kayna whitworth is in los angeles with the story. good morning, kayna. >> reporter: yeah, george, good morning. her family saying overnight that she's currently being kept on life support while they see if any of her organs are viable for donation. something they say the actress would have wanted. this morning, anne heche now in what those close to her say could be the actress' final moments. friends and family of the 53-year-old mother of two saying that she is not expected to survive after that devastating car crash a week ago. according to those closest to her, the actress suffered a severe anoxic brain injury and remains in a coma in critical condition.

heche has been in a los angeles area burn center since authorities say she crashed her blue mini cooper into this home igniting a blaze that took nearly 60 firefighters to put out. she was allegedly seen minutes before speeding down a residential street in this video obtained by tmz. a blood test following the crash revealing the presence of narcotics but no alcohol in her blood according to lapd investigators who were also waiting on a final toxicology report to reveal if those positive substances were present prior to the incident or a result of subsequent medical treatment. the woman whose home was destroyed is speaking out on instagram. >> it's obviously been the most insane and traumatic time. confusing, thank you, everybody, from the bottom of my heart, it's really truly overwhelming. >> reporter: just 21 minutes before the crash, heche seen

i'm going to show you what adam and carl have cooked up from wilmington fire and police. one of the agencies that is pioneering cutting-edge drone technology that could be the future of ocean rescue but first, we needed to learn what to do if you are caught in a rip current and how to get out of one. to do that we teamed up with another rescue organization from huntington beach, california. ♪ i'm with the huntington beach fire department in search of what triggers more water rescues tan any other shoreline hazard. rip currents. powerful enough to pull a champion swimmer out to sea and from the sky, they can look almost other worldly. that's foam and churned up sand being sucked out to the ocean but rips can be deceiving. from an elevated spot on the beach noaa experts advise also looking for this -- dark flat areas where the waves aren't breaking. >> those might look safe to swim in because that is what looks most calm. but that's actually the presence of a rip current. >> reporter: but they're not always this obvious so don't

just rely on your eyes. >> just talk to the lifeguard. and they'll point them out to you and all the dangers and where is the safe spot to swim. >> reporter: if you're caught in one it's critical to know what to do. and hope there's a lifeguard near by. >> i can't. >> reporter: erin and her dad nearly drowned in a rip current in nantucket in 2015, and it was all captured by a selfie stick that was wrapped around erin's wrist. >> i used all my energy and i could not swim against that current. i didn't know what to do. >> reporter: even derek, a former marine, collapsing on the beach after being rescued. he was exhausted in just seconds from the unthinkable. >> i had no energy at that point. it was the most terrifying thing i ever experienced. >> reporter: but 15-year-old matthew coker wasn't as lucky. he drowned in a rip current in lake michigan while swimming with friends. >> matt was a good swimmer. we are more pool people.

we don't go to the beach that often. >> knee-deep. matthew didn't know about rip flag warnings, rip currents. >> we need to understand even though you know how to swim you still could become a drowning victim. >> reporter: with that in mind back at the beach i jump in. one of the most common mistakes is trying to swim right back to shore by swimming against the current. the thing with the rip current is that it's moving about as fast as an olympic swimmer so unless you're michael phelps you probably won't beat it. >> basically swimming against this treadmill and you're probably not even making progress to shore. you're actually going backwards. >> the w an's wheit hardeto y diser this will help keep you calm and it's critical since they say the first stage of drowning is panic. take a breath, and this is when you have to time your capacity

to start thinking about your next move. the next move swimming parallel to shore following the direction of the coastline until you feel that rip stop pulling or in my case when you're out of the brown foamy water, then swimming at an angle back to shore. if you can't get out it may mean you're caught in a rotating current like this. in that case just flip, float and signal for help. rip currents can take you out and not going to take you down so you're going to be okay if you just float. go that way. hey, guys, so i'm not going to lie to you when i was in the water and fighting against those currents i could totally see how people would panic because you're so incredibly tired, but that notion from noaa that the current, the rip current won't pull you down, but it might pull you out actually helped me relax. obviously flipping and floating is key.

now, we mentioned at the top, cecilia said it, we're in a safe environment. there's a lifeguard right there on the boat about, i don't know, 30 yards, 40 yards offshore and what we're going to simulate now is a swimmer in distress, so, if you are in distress and you can, want to wave your hand in the air. that's going to signal adam and carl on the beach from wilmington fire and police to send over this drone. now, you might be able to see it. what it's got with it is a flotation device. when you feel like you're drowning, the most important thing is time because you don't feel like you're going to make it, so what adam is going to try to do is get me a flotation device as close as possible and i'm going to swim to it. this will give me precious time and it'll allow someone on the beach, a lifeguard to swim out to me and help me get back to shore. now, if you are on the beach, yu see a swimmer in distress, don't become a victim yourself. alert a lifeguard first. that's what the experts say to do because it's incredibly hard

from mar-a-lago came just hours before a deadline set by a federal judge and it means we may soon know more about what the fbi was looking for. just hours after the justice department filed fr the mar-a-lago search warrant to be unsealed, trump announced he would not oppose the release. the former president issuing a statement saying, he was, quote, encouraging the immediate release of those documents although his lawyers already have them and could have already released them if he wanted. this as "the washington post" is reporting that among the information sought by federal agents at mar-a-lago were classified documents related to nuclear weapons. perhaps the most telling detail on the doj filing on unsealing the warrant was who signed it. the chief of the counterintelligence section of the doj national security division, a clear indication the investigation is related to classified information with national security implications. sources tell abc news that investigators were also looking for material labeled, quote, special access, which is only available to a limited number of individuals with the highest level of security clearance.

thing, the first is, if you're exposed to covid-19 even if you have not been vaccinated you no longer need to isolate. the cdc, though, still recommending if you are not vaccinated and you've been exposed you wear a mask for ten days and that you test five days later. if you get covid-19, you should test five days into isolation. if you're feeling better and fever-free for 24 hours and that test is negative, then you can test again with a rapid test. if that test is negative, you can leave the house without a mask. and this one is for families, the cdc no longer recommending that tests to stay protocol which means kids would have to test to stay in school if they've at to remain in the classroom and finally, the cdc is also removing that recommendation that asymptomatic people with no known exposure should test, so why all these changes now? the cdc says we are in a better place as a nation with more vaccines and boosters and treatments so that has been preventing severe illness and while this is not the end of the pandemic, this is a way to move us towards a point where this doesn't upend our daily lives, cecilia.

soaring food prices. this morning, we're looking at different shopping strategies with simple ways to save at the supermarket. will carr is in los angeles with that story. good morning, will. >> reporter: good morning, george. who here hasn't gone into a grocery store this year and seen prices skyrocketing. my favorite protein bars, i've been watching them go from 5 to 7 to $10 a box recently. so we teamed up with this supermarket guru and a family here in los angeles to see just how much money you can save. this morning, with the cost of food across the country soaring, the increase in inflation is driving customers to find new ways to save money while sticking to their shopping lists. >> having two kids is not good for your wallet. >> reporter: the saxtons, a family of four from los angeles, are well aware of the price hikes. >> they keep changing so frequently that it's really hard to even know what's a good value anymore. >> reporter: to see if we could help them save "gma" took the family grocery shopping at a local ralph's operated by kroger and picked up the tab.

we brought along phil, a/k/a the supermarket guru. for his expert advice. he showed the family how to save on eggs which are now 38% more expensive than they were this time last year. >> when you buy brown eggs, they're about a dollar to $1.50 more than white eggs but nutritionally and tastewise exactly the same. >> reporter: then, an experiment. together we chose about 20 items inspired by their typical grocery list and had them shop the store three different ways, first, the family selecting their favorite items without using a savings card or any discounts, the total, a whopping $168.93. next, we had them shop the exact same list, but this time they could only purchase the store's >> this definitely seems like a good buy. >> reporter: the savings over $60. finally, a third time scouring the aisles, this time using their store discount card and the store's weekly circular.

the beach to become a tornado. boy, would they take some and getting tropical rains in parts of texas, but look, san antonio and austin, 33 counties surrounding those two cities are in either severe or extreme drought. and unfortunately, the tropical rains that do develop this weekend look like they stay at the coast from florida's panhandle all the way over to say houston and galveston. maybe a bit gets spencer: right now, looking at temperature readings in the upper 50's to low 60's. the morning is off to a nice and pleasant mild start. highs will range from upper 60's to the mid-70's along the bay shoreline to upper 80's and low 90's inland. the seven-day forecast looks like this. a warming trend through the weekend which will peak on monday with high temperatures near 100 degrees in the hottest inland spots. temperatures taper now to the nationwide lifeguard shortage.
