announcer: building a better bay area, moving forward, finding solutions. this is abc 7 news. >> a federal judge on seals the search warrant in the fbi rate of former president trump's estate. it revealed some of what is inside the more than two dozen boxes of documents. good morning. it is saturday, august 13. thanks for joining us. it has been a busy week. let's start with a look at the weather with lisa argen. lisa: good morning. we are changing the page on our forecast, turning a corner because we have been in the same pattern. some patchy fog. three miles visibility and temperatures have dropped into the 50's.

the sea surface temperature coming down anywhere from two to five degrees cooler. we have a northwest wind off of the coast that will allow for some comfortable temperatures along the shoreline. we are in the low 80's inland by noontime. low 70's and by the afternoon, 90's return inland. mid 80's around the bay with upper 60's and sunny skies up the coast so the fog is getting compressed and we will talk about a warmer outlook for the weekend and the week ahead in a few minutes. liz: thank you. a federal judge has unsealed the search warrant used in monday's fbi rate of former president trump's estate. the warrant reveals trump is under investigation for potential violations of the espionage act. abc news reporter faith abubey has the details. reporter: a new warrant shedding light on the new search of former president trump's property. the search warrant revealing agents to 27 boxes of records from the former presidents primary residence including 11

sets of classified documents, some marked top-secret. one of them top-secret sci, meaning only officials with the highest security clearances can view them. >> the disclosure of that information would incur grave harm to the national security pres. biden: reporter: sources say the documents received have national security indications. the washington proposed -- the washington post says some of the materials included documents related to nuclear weapons. unlawful removal of public records and obstruction of justice by concealing, altering, and destroying records to impede an investigation. after the national archives retrieved 15 boxes of records in january, the justice department initiated a criminal investigation, trying for months to receive the documents from trump's property. sources say the doj issued a

subpoena for the material in the spring. a small group of agents have visited trump's property in june to review the material. the investigation ultimately escalating to the search of trump's home. >> the department does not take such decision lightly. faith: a spokesperson for trump says the claims are outrageous, adding that without evidence the department of justice is leaking lies. republicans asking the justice department to release more information about the imminent security threat that justified the search. >> the fbi rate is a complete abuse and overreach of authority. faith: republicans continue to threaten the doj and fbi with their own investigations of the agency if they take control of congress. they claim it is about oversight. liz: we sent this notification on our news app as we streamed a report on the fbi's findings. if you want breaking news alerts in the future, download that.

search abc 7 news bay area in the app store. a man is in the hospital with life-threatening injuries after being hit by a flywheel taxi in san francisco. this happened in mcalester last night after 8:00. officers say the victim was a pedestrian but it is unclear what led to the crash. the driver of the car is cooperating. drugs and alcohol do not appear to be a factor. police are asking any witnesses to contact the department. two people arrested following a fatal shooting of a new driver last month. the shooting which was caught on camera has rocked the community. news reporter tim johns spoke with the victims fiance and shares her reaction. tim: on july 17 patrick was gunned down near the saigon neighborhood in what the police have called in attempted robbery. video shows him sitting inside his car before being approached by two people.

when they tell him to get out of the vehicle and he does not, the shot that ended his life could be heard. >> i could not sleep, i could not eat and i have a very hardship in this moment. tim: is beyonce -- his fiancee spoke to us on friday with the help of translators. the police department announced they had arrested two people in connection with the murder. >> i feel a little bit comfortable because now the two killers were arrested. tim: in the aftermath of his death, the oakland chinatown improvement council hosted a gofundme for the family. it has raised over $100,000, a milestone they attribute to people being able to relate to the type of person he was. >> he was hard-working and he took care of his family and he was going to get married soon. tim: the council has been in touch with judy nearly every day since the shooting.

four units have damaged. residents say the fire happened in an instant. >> i was driving my kid from daycare and i saw the car on fire. i think it hit a gas line and the whole building went on fire in a matter of seconds. a scary moment. liz: the driver was not hurt. a firefighter was transported to the hospital with minor injuries after the tire exploded. fire crews were working with pg&e to shut off the gas lines. >> unfortunately the vehicle hit right where the meter is so we were unable to get to the actual shut off valve so that is why we are working with pg&e to take out the line. liz: fire crews were able to knock down the fire and will remain on the scene to monitor hotspot. the fight to reopen an oakland school continues. several dozen people gathered yesterday outside of the closed parker elementary school. they held a vigil in solidarity with those occupying the school, many of them have been there since may. parker is one of several schools

the school board recently voted to close due to budget concerns. the district condemned the vigil saying the group is trespassing and that they are not allowed to host any events on campus. even so, they plan to hold a town hall meeting at parker tomorrow. san francisco remains the hotspot in the bay area with over 500 confirmed cases of monkeypox. santa clara and alameda county have over 50 each. getting the vaccine in san francisco is getting easier. zach reks san francisco hospital is offering vaccines. we spoke with the hospital ceo about the clinic. reporter: morning after morning people seeking the monkeypox vaccine have lined up at zuckerberg san francisco general hospital. >> i think the gay community is trying to get vaccinated for monkeypox. at first, it was hard. reporter: he was no exception. >> we have to have it.

i am glad to get it today and i hope everybody can get it. reporter: he has been trying for weeks to get in with no luck because of limited supply. >> it is frustrating. we need this. we are hearing more stories of monkeypox and it is horribly painful and outrageous that we have not been given the vaccines we need. reporter: the hospital tel -- the hospital ceo tells us that's about the change as they are offering the first week in vaccine clinic this saturday at 8:00 in an effort to provide equal access to these vaccines for everyone. >> what we want to make sure is that we are available to everyone in the community because we want to make sure that we are is convenient and meeting people where they need to be met as possible. reporter: san francisco received around 10,000 monkeypox vaccine doses at the beginning of the week. >> we get what we get when we get it and we will be open, we have been open this week with 10,000 doses. we will be open tomorrow. we may be open again on monday.

we want to find kylie. liz: the search will continue over the weekend with the help of helicopters and 200 emergency personnel. today there will be an event in her honor at truckee regional park featuring live music. donations will be accepted to help the family. this morning an author is on a ventilator and cannot speak after being attacked in new york. yesterday he was stabbed twice while on stage just before a lecture. the 75-year-old was airlifted to a hospital. his agent says the author will likely lose an eye and that the nerves in his armor severed. his liver was injured. the man was arrested after the attack. a motive is under investigation. a book he wrote in 1988 upset many in the muslim community so he has been a target for years. actress and haitian has died -- actress and haitian has died following -- anne heche has

died. a blood test revealed narcotics were in her blood but there was no alcohol. she was declared brain-dead thursday night but have been kept on life support for organ donation. she is survived by her two sons. a historic bay area dojo could be on the brink of closure because of a tyco. it was founded in 1968 by someone who was incremental in bringing tyco drumming to the u.s. we spoke to his son about the rent increase. >> we are paying $2700 per month. the rent will be more than double, almost triple the what the market rate is. at first i thought they were crazy, they were trying to scare us with this big number. liz: the dojo has until the end of the month to find a new location. it is asking for donation on its website to find a new spot.

the california garlic festival is happening at the san joaquin county fairgrounds in stockton. it is not the official successor to the gilroy garlic festival we have known for years, this one is still cooking up plenty of good deeds for everyone. kurt rivera gives us a taste. >> we are starting with our favorite fright which is a cure regal -- which is a crinkle cut fright. reporter: she is a garlic fries aficionado. now that she is in charge of creating one of the most popular garlic items known to man and woman kind. >> stockton has some rich agricultural history so to be able to celebrate another festival, i am excited. reporter: when folks announced they were putting on their own garlic festival, they were not too happy about that. the gilroy garlic festival association announced lingering uncertainties from the pandemic along with prohibited insurance requirements by the city of get roy -- city of gilroy were not allowed to move ahead with the traditional festival.

fairgrounds in stockton from noon until 7:00 p.m.. admission is $15 for adults and $10 for children. kids five and under get in for free. didn't those fries look really good? lisa: i love that. it should be fun and not too hot. temperatures this time of year could be in the 90's in gilroy. we will see a warm up regionwide. even the coast will have sunshine today and temperatures coming up modestly but it is inland where we are watching the heat arrive for not only today, but intensify as we get into next week. it will spread to the peninsula and the bayshore. as you look at doppler, we still have the subtropical moisture well down to the south and east of us. finally, a system offshore has moved to the north. that has allowed high pressure to build back in toward the west and that is allowing for the fog to be compressed and just patchy this morning. temperatures are a little cooler. 57 in oakland.

later in the evening. not much pushing across the bay. as we look at high temperatures for tomorrow, upper 90's the delta, antioch, even livermore. it has been since july 10 that we have seen 90 degrees heat in the south bay so we are getting close on sunday. then on monday we are looking at upper 80's, mid-90's, triple digits cloverdale and clear lake. the coast, comfortable. san francisco in the lower 70's. the warmth, the heat is lingering through wednesday. the peninsula will be coming up 10 degrees as well. today we have mid and upper 70's from san mateo down through palo alto and by tomorrow we are well into the 80's and upper 80's. this will translate into more 90 degrees heat for wine country. the warmer weather is with us after being gone for about a month or so. we will be looking at numbers in the mid-80's in santa cruz. the 7-day forecast, 60's coast,

look how the warmth comes into play by noontime. inland in the north bay, well into the 70's to low. given that the coast, mid 60's. it is sunny, very warm inland. triple digit heat. we will tell you how long it will last and where it will settle in in the next few minutes. liz: thank you. developing news, u.s. government employees in tijuana and parts of california have been instructed to shelter-in-place after reports of violence. the u.s. consulate released a tweet saying they are aware of reports of multiple vehicle fires in roadblocks, and heavy police activity. the san diego union-tribune reports that many people took shelter in tijuana after burning vehicles appeared throughout the city in what is suspected to be a coordinated active organized crime. we will keep you updated on any developments. more developing news from spain. officials there say one person

is dead and 17 others are injured after a stage collapsed at a musical festival. you can see the crowd of people sitting through that gust of wind. those winds brought down part of the stage at the festival. the management suspended the festival for the time being while emergency crews worked on site. spain's national weather service posted that warm breezes were producing the winds that impacted the music festival. president biden and democrats are celebrating a major victory on capitol hill. yesterday the inflation reduction act tightly passed along party lines. it is the biggest climate fighting investing -- climate fighting investment in history but the bill is receiving pushback. karina mitchell has more. karina: a big win for president biden. >> the motion is adopted. it includes tax credits for purchasing electric vehicles and tax breaks for americans who installed solar panels on their homes. >> it will put us on a o lower co2 emissions in the united states by 40% in 2030. karina: the bill lowers premiums for americans buying their own insurance, allows medicare for the first time to negotiate the price of certain drugs, and limits out-of-pocket drug costs for seniors on medicare to $2000 per year. it also raises taxes on the largest corporations and wealthiest americans. the nonpartisan congressional budget office says the changes would have a negligible impact on inflation the next two years, a sentiment echoed by the analysis at the morning school at the university of pennsylvania. republicans believe the bill were hooked -- the bill will hurt middle america. >> if you think the tax cut is so complicated and difficult to enforce, then simplify the tax cut.

that would be the proper solution to that instead of trying to catch middle america in their mistake, which they obviously will make on their taxes. karina: president biden will sign the bill into law next week and hold a celebration next month. karina mitchell, abc news, new york. liz: the inflation reduction act may be a bit misleading in its name because the biggest component is the unprecedented climate investment, billions of dollars will be spent to combat climate change. a california seener -- a california senator says the money will go to climate prevention. >> it will reduce carbon emissions by 40% in the next eight years, by the end of the decade. the measure includes billions of dollars to address catastrophic wildfires and historic drought in the western united states. it includes $5 billion in grants to support healthy forests and

forest conservation. liz: another aspect of the inflation reduction act is democrats say it will create green jobs while driving down energy cost. sacramento will pay the phone clark's parents millions ending the lawsuit. this settles the final portion of the lawsuit filed by clark family. in 2019 the city agreed to pay 2.4 clark's children. his parents became sole plaintiffs in the lawsuit. the phone clark was killed after being shot by sacramento police in march of 2018. officers mistook a cell phone he was holding for a firearm. vice-president kamala harris was back home in the east bay yesterday where she made a big announcement that will impact thousands of oakland kids. the generation fund is a $50 million investment in saving accounts and scholarships. open will deposit $500 in a college savings account for every baby born into a low income family. that is just the first step.

v.p. harris: this beautiful city will give every graduating open public school student from low income families a $1000 per year scholarship to attend college or learn a trade. liz: the generation fund will serve more than 30,000 students with the college savings and scholarships combined and the fund will be available through 2035. climate safety concerns in oakland especially downtown is prompting action. the police department announced it will have an increased presence across the area this weekend. they will be limiting traffic there. the moves follows -- the move follows two separate deadly shootings saturday. two others were wounded. the increased violence was the topic of town hall meetings hosted by the mayor this past week. the bacteria that causes legionnaires' disease has been found that more locations in napa county. investigators discovered high levels inside of a cooling tower

at the county hall of justice. it was also found in a pond at the embassy suites hotel in california levar. the bacteria was identified in a cooling tower at the same hotel. legionnaires' disease is a type of pneumonia caused by bacteria that grows in water often from air conditioning units, hot tubs, fountains, or plumbing systems. 14 people in napa county have been diagnosed with the disease. one person died. two others remain in the hospital. one by one cruise lines are dropping their covid-19 vaccination requirements. next month four cruise lines are making a change. for trips less than 16 days, carnival cruise lines and princess cruises will no longer require guests to apply for a vaccination exemption and on certain routes rlaribbean and celebrity cruises will welcome all passengers who meet testing requirement. virtual online doctor visits became common during the pandemic. their success is fueling a rapid expansion into homecare for
