covid surges and this month the state is reporting unemployment at 3.9% that is a record low since california started tracking data in 1976. so where are people getting hired when you look outside of the agriculture industry the state says nearly 85,000 jobs were added in july. that is the second most since august of last year and since the beginning of the year, california has created over 477,000 jobs. that's 14 and a half percent of all the jobs in the entire us economy that has been added this year now when you look at them these numbers appear to be great news for the state's economy as we started digging into the data today. we discovered the data may actually be a bit misleading abc 7 news reporter melanie woodrow joins us live from the newsroom with what she found melanie dion on the surface. it's phenomenal news california's july unemployment rate was just 3.9% but when you factor in the number of people

who left the workforce the unemployment rate isn't quite as low data released today taken from two surveys puts california's unemployment rate at the lowest on record in a data series dating. 1976 according to the california employment development department welling is clearly a strong jobs report for the region for the state. it was also a strong job support for the us the state has now regained 97.3% of non-farm jobs lost during march and april of 2020 due to the covid-19 pandemic california's non-government private sector has fully recovered from pandemic losses according to the california edd employers added 84,800 non-farm payroll jobs in july many people have been talking about recession, you know, we had been thinking about what does it mean if we have no job growth in july or in august and here we actually have a bump up jeff belisario is executive director of the bay area council economic institute. he says well job creation is incredible. there's more to the numbers.

we have lost 150,000 people in the statewide labor force people that are not looking for work, so they're not counted here. so if you had those people back in you're talking about somewhere between four and five. employment bill. losario also says nationwide unemployment is low right now, california is actually 38th out of 50 states for unemployment rate. so it's not as if we're blown away the competition at this point as businesses rebound post pandemic many are rethinking office space and how employees work autodesk tells abc 7 news. they've ramped up their flexible workplace model and embraced hybrid ways of working reassessing how they're using existing office spaces. the company's san rafael office is expected to close in october all employees have been reassigned to autodesk's new san francisco headquarters autodesk says, the closure is not associated with any job layoffs or losses. 10 of california's 11 industry sectors gain jobs in july financial activities was the only industry sector to post a

month over job loss in the newsroom melanie woodruff abc 7 news all right and melanie, it is interesting. what was the reason for the job loss there according to the california edd that loss was do mainly to reductions in insurance carriers. all right, melanie. thank you so much. and california's unemployment numbers may be encouraging but it was a much different story today on wall street. there's another interest rate hike since stocks spiraling the snapped a four-week winning streak for the markets the dow jones dropped 292 points the nasdaq fell by 260 and the s&p 500 was off by 55. we are learning new details about yesterday's mid-air collision that killed three people. it happened as two small planes were trying to land at the watsonville municipal airport. an aviation enthusiast told abc 7 news the small plane did not have its location transponder turned on and the other plane didn't communicate until it was

a mile from the runway. the airport does not have control tower. so instead pilots are urged, but not required to communicate through radio transmission. at a town airport a controller would have given instructions to the twin which was flying extremely fast the slowdown long before it reached the airport that didn't happen. the fact this twin was going externally fast didn't get noted apparently by its pilot or the other planes that were in the traffic pattern. watsonville's airport director says there is not enough traffic to justify the cost of staffing a control tower. to the peninsula now where the batmobile case was back in court today in san mateo county. abc 7 news was there as the maker of the vehicle at the center of the dispute mark raycop appeared via zoom. today's hearing was to consider a request by the da's office for more time to look at the case. it was granted and the next time this case will be in court at the end of september raycop is facing two criminal charges in the dispute with an atherton

realtor. the i-teams dan noyes spoke with the da shortly after his initial report on the raid and charges and the dea told him he is considering dismissing the case altogether health officials in santa clara county say they can vaccinate more people because of a new fda approved method of vaccine administration that they just started using abc 7 news reporter zach fuentes. spoke with the officials about whether this new method is as effective as the previous one. victor avalos made his way to the santa clara county fairgrounds friday morning after hearing that vaccine appointments were now available. so that's he told me i said, i'm gonna get it right away santa clara county says it's been able to expand appointments to people like victor because of a new method before the vaccines were being injected subcutaneously or under the skin now, they're being injected intradermally just under the top layer of skin. county health experts say this method helps stretch the vaccine supply only one fifth as much of the dose is used for that

intradermal injection compared to the full dose that was used before this was approved by the fda based on a study that was done a few years ago, dr. jennifer tong says the fda studies showed the immune response was just as strong with the new administration method now aside from the efficacy of this new method one other question was how much does this hurt? well victor tells us it wasn't anymore or less painful than a typical vaccine, but it was different different effect that my skin was being a little bit and then see the effect of the vac. that you see a little bubble, but it's almost disappearing. now what the focus is on getting as many people to get there first dose of the vaccine dr. tong says the new method can also be used as a second dose that includes people who got their first vaccine injected subcutaneously when they return for their second dose. the cdc has recommended that they now get the intradermal injection method again to increase the number of people who we are able to vacate victor avilo says that getting his first dose was easy. he encourages everyone else at

monkeypox by touching a surface. we have everything you need to know about monkeypox, including vaccine information symptoms and treatment find it all on our website abc7news.com. strike by thousands of mental health care workers at kaiser is in its fifth day sky 7 was overhead this morning as a large group marched down broadway in oakland the workers want raises and for kaiser to hire more therapists oakland is one of four locations where workers were picking today. more pickets are planned for next week. kaiser says it is able to meet the needs of patients during the strike. and new developments with several schools that were vandalized recently in the richmond area at least four juveniles have been arrested over the past several weeks. that's according to richmond police for schools were broken into and the culprits left behind as you can see widespread damage investigators say at this point, they have not recovered anything that might have been stolen from the schools more arrests are expected. business owners in san

francisco's castro district are calling on city leaders to provide more beds for the unhoused community. some are threatening civil disobedience if the city doesn't address the growing issue in front of their storefronts abc 7 news reporter, lena howland has the story. it's next to impossible to run a successful business in the cast or right now. that's dave carricker a gym owner and co-president of the castro merchants association. it's had enough of the unhoused community impacting the neighborhood. you shouldn't have to worry about is your window gonna get smashed today by a mentally ill person who sees their reflection and reacts to it. you know, i should be worried about whether or not i can sell more gym memberships. he's even had to install these extra security cameras to help protect his business. so we're demanding that the city set up. i've set aside 35 beds specifically for the castro to deal with these people that we know are perennial problems in a letter sent to city leaders. the association says it's

area school districts to require students to wear masks indoors dropped its requirements starting today happened after a video surface that showed a four-year-old boy removed from class for failing to keep on his mask. his father says the boy has developmental issues yesterday the mountain view whisman school district changed its rule from masks required to masks recommended this morning about half the kids were wearing

masks. i'm happy that it's gone, but i didn't have a problem with it being there. so we are keeping it just to be safe, but it's up to individual to decide. the school district says it did not drop its mandy because of the video it cited health data that shows it is safer to be without a mask indoors. city and state officials are celebrating 3.5 million dollars in new funding for aapi senior facilities in san francisco sunset district. 2.3 million is for renovating the south sunset playground clubhouse. another 1.2 million dollars is for building a new senior center on terrival street. organizers say both facilities will offer seniors nutritious meals exercise programs and safe spaces. we need to make sure we have safe spaces as you all know for the last couple years. we've been hearing about seniors getting attacked. we have one of the largest proportions and not of seniors of any district in the city. organizers say the fastest

growing demographic in the city is seniors many who identify as aapi both facilities. they say provide culturally aligned programs services for the elderly. part of building a better bay area is tackling issues that impact our economy a group of antioch residents is banding together demanding the city council pass an ordinance that would put a cap on rent increases abc 7 news reporter loose peña spoke to a resident who's had two rent increases in less than six months and says, this is her last hope every year this resident who did not want to be identified by name has been getting a 10% rent increase but this year she says it was different. it was crazy. she got a $500 rent increase in less than six months. i got almost a 43% increase. can you? award that can't even afford the 13 12 that i'm paying now a new rent bill. is antioch had the highest eviction rate in the san

francisco bay area deborah polk with east bay county regional group said, they're noticing a pattern of antioch residence reporting rent hikes after the state lifted the covid-19 eviction moratorium. we have so many people that have had their rents increase from you know, 300 dollars to $700 this group is now urging antioch city council members to intervene and vote on a rent cap. there are so many loopholes and we're a general law city and so even though the state has conditions. i think that it is up to us as local leaders and local government to increase those protections council member tamisha walker says she is on board, but they need the majority of the council to vote yes on put in a cap on rent increases at 60% of consumer price index or 3% antioch is one of the many cities in the bay area without rim protections rental renters have been

because when you invest in yourself, bay area moving forward finding solutions. this is abc 7 news. there's a court battle over what portions can be redacted from the affidavit that led to the search of former president trump's mar-a-lago home. the glock is ticking for the justice department and the do-g-j has a week to figure out how much of the document it is willing to allow to be made public abc news reporter's irene shot tells us the judge has already made some indications of what he will allow to be revealed. the federal magistrate overseeing the court case brought by members of the media looking to unseal the affidavit used to justify the fbi raid on former president trump's florida estate has indicated. he's leaning towards making at least some of the document public the federal judge hearing

the case is the same official who authorized the unprecedented search of trump's mar-a-lago home. it is his job at the gatekeeper in this case to perform his function of balancing the interest in the public of accessing these materials against the interest in the government in keeping them secret the judge heard competing arguments on thursday from lawyers representing media companies including abc news and the department of justice the doj fears the release might compromise national security and say they are very concerned about the safety of the witnesses. these affidavits can be very lengthy and they can contain they do contain very sensitive information. but the lawyer representing the media rejected the doj's position. it is not the government's job to tell the public. what is meaningful in terms of the release of its own information the federal judge who used to be a former prosecutor says the process of what to make public will be a careful one and he is allowing the doj until next thursday to

send him their proposed redactions. the judge says if he doesn't think the government has revealed enough of the affidavit, he will add his own proposed edits on what he thinks should be made public which the department can then appeal. there are still going to be many many portions almost all of it. i would think that the government is going to want to keep secret for now until such time if any as there are charges former president. donald trump publicly said he wants the affidavit revealed but his legal team did not take that position when they were in court and that means trump will learn what ultimately gets revealed the same time as the rest of the public zorene shah abc news, washington a rather bizarre crime out of merced county has led to the arrest of two people started on monday when someone reported people had been stealing watermelons deputies arrived and saw a car leaving the field and pulled it over in the back seat. they spotted several watermelons when they looked in the trunk there were even more the two men

inside the car were arrested and the 57 watermelons were returned to their owner. kobe bryant's widow testified in her invasion of privacy trial against la county today vanessa bryant sued because first responders took photos of kobe and their daughter gigi after the helicopter crashed that killed them and seven other people in january of 2020. bryant says she had panic attacks and fears the photos of her family will show up on the internet and be seen by her younger children. no photos so far have emerged in public officials say sheriff's deputies took photos to help assess the site right after the crash, but some deputies and firefighters began sharing them with each other friends and spouses now to the new twist in the alleged love triangle murder of a pro cyclist from san francisco the attorney for the suspect caitlin armstrong wants evidence obtained during her interrogation thrown out abc's matt gutman has the details a major twist in the case of the

yoga teacher police accused of killing a love rival attorneys for caitlin armstrong say these newly released images from her interrogation were part of any legal arrest and that they raised serious concerns about the case. the photo is part of newly filed court documents trying to suppress evidence and obtained by abc news. armstrong's attorneys allege that one day after pro cyclist mariah wilson was found murdered in may the detective on the case took armstrong into custody with any legal arrest warrant and constructed and illegal interrogation claiming. they'd brought her in on a 2018 charge for allegedly failing to pay for botox, but then ask her about wilson's murder armstrong seen being led to the interrogation room in hancock's by two male officers in tactical vests. kayla armstrong's lawyers are essentially saying that everything generated from this in cell interview including video of her being handcuffed

should be thrown out of court and are essentially arguing that she was set up. for this interview to look bad to look like somebody who might have been a killer armstrong's attorneys also alleged the detective failed to provide miranda warnings and that transcripts of her detainment reveal officers ignored her three requests to have an attorney present which included quote. do i need an attorney here and i should have an attorney after the interrogation armstrong fled the country allegedly using someone else's passport authorities say she had started a new life in costa rica even possibly getting plastic surgery before she was finally arrested six weeks later. it was discovered armstrong used different names aliases under the alias of beth martin. liz and ari martin armstrong used these names at yoga studios and other lodging armstrong now charged with the first degree murder of wilson who police believe armstrong considered a

love rival and thought was involved with her boyfriend if the videotaped interrogation of caitlin armstrong gets thrown out of court that does help her defense. also has to deal with the fact that she fled the country and she was hiding out and that will not look good in front of a jury. now. this doesn't mean that the case is going to be dismissed for prosecutors armstrong remains the prime suspect one with a clear motive and she allegedly displayed something called consciousness of guilt by evading the us marshals fleeing to coast rica where she tried to start a new life under a new identity. back up the abc news, los angeles the mayor of new orleans is making headlines today after saying the big easy's biggest party could be in jeopardy next year. first of all if we don't have adequate police, it could mean that there would be no mardi gras. that's a fact we have to ease
