>> guess who's back, back again. shady strahan. >> glad you're here. we have a very busy morning, we'll begin with that flash flood alert for more than 15 million americans after a weekend of torrential rain across the south. in dallas, they're bracing for nearly 8 inches of rain which could result in catastrophic flooding. >> the texas area already getting hit hard overnight. rain falling so fast, drivers were forced to abandon their cars. >> will carr with the very latest for us. good morning. >> reporter: this area got a summer's worth of rain overnight. so much, so quickly, this is what came with us. stranded cars. you can hear that car horn going off in the background. as this storm slowly moves east, we're expecting more dangerous conditions throughout the course of the day. overnight, texas getting hammered with flash floods, 7 inches of rain falling in just 3 hours in fort worth, cars stalling out unable to make it

through intersections. drivers jumping in to help others. many forced to abandon their cars as millions of americans are now under flood alerts. relentless monsoon rains pummelling the southwest over the weekend. in new mexico, around 150 people stuck for hours in carlsbad caverns national park after roads were left impassable. >> nobody knew what time we could leave. we thought maybe a couple hours. didn't realize it could be all night. >> reporter: trees in zion national park carried away as searches are under way for jetal agnihotri. she was knocked off her feet while she was hiking. only her backpack has been found. the deluge turning roads in moab into torre ants of water. floodwaters spreading so quickly patrons helping workers salvage what they can at this restaurant.

back here in texas, the rain continues to come down. we've seen car after car drive through intersections filled with water. want to show you the exhaust on this car. it is only about 12 inches off the ground. that's all it takes to get into water and stall out. the best thing, if you see standing water, turn around. >> don't drown, turn around. thank you, will. ginger joins us now with the forecast in the flood zone. >> computer models did a fantastic job of this. we saw this last thursday. dallas would get a foot of rain, easily. in a place where they're in an exceptional drought, the highest level of drought, they had a deficit in dallas before this event more than 10 inches for the year, now they've made it up big time, 6 to 10 inches have fallen already. there's more where that came from. this is the radar estimate just northeast of dallas got the most. watch as the flood watches extend all the way through shreveport, arkansas, even

western mississippi. yazoo city being one of the places where the target of where the rain goes next will focus in on. this is not over. next couple of hours are going to be crucial in dallas. >> we're thinking about all being impacted. i know you'll stay on top of it for us, ginger. michael. now to the latest on the war in ukraine. president zelenskyy warning that russia might try something, quote, particularly nasty ahead of ukraine's independence day. we're learning more about the car bomb that killed the daughter of a putin ally. britt clennett is in ukraine for us this morning. good morning, britt. >> reporter: good morning, michael. yeah, new details in the suspicious car explosion near moscow that killed the daughter of a man described as putin's brain. now, russia saying the bomb was triggered remotely. this morning, video on russian television shows the aftermath of an explosion, a car seen engulfed in flames. new details emerge on the suspected car bomb that killed the daughter of a key putin ally. daria dugina, daughter of

alexander dugin, her father was an ultranationalist political supporter of the war on ukraine, often referred to as putin's brain. standing in the debris holding his head in shock moments after the detonation. dugina was driving home from a forum attended with her father outside of moscow. the vehicle belonged to dugin. russia now saying they were meant to leave the event together, but darya chose to drive alone. russian authorities say a bomb was triggered remotely and alleged ukraine may be responsible without any evidence. ukraine denying any involvement in the incident. a top aide to ukrainian president zelenskyy saying the kremlin wants to use the killing to increase idealogical pressure on the russian people. this as ukraine is on heightened alert, days away from their independence day. president zelenskyy warning of a potential escalation. saying, we should be aware that

this week that russia might try to do something particularly nasty, particularly cruel. such is our enemy. wednesday marks independence day and it also happens to be exactly six months to the day since russia invaded ukraine. gatherings are banned here, and state employees are being told to stay away from central kyiv as a precaution. whit. dennis rodman is planning to travel to russia to help secure the release of wnba star brittney griner, but the biden administration openly discouraging him from going. foreign correspondent james longman has more. james, good morning. >> reporter: good morning, whit. dennis rodman said he's been given permission to go to russia to help secure the release of basketball star brittney griner, and it is not clear who has given him this permission. it's not the white house. they're actively discouraging this trip. in a statement senior administration official has told abc news, it's public information that the administration has made a significant offer to the

russians, other than negotiation is likely to complicate and hinder release efforts. the state department has a warning on russia, not to go there. it is at level four. dennis rodman has been to north korea before to speak to kim jong-un. he says he knows vladimir putin. he's been to russia and knows the leader. brittney griner has been in jail for six months, found guilty on those drugs charges. faces nine years in jail, whit. >> that's the sentence. where do things stand now on the efforts to bring her home? >> reporter: well the united states has offered to exchange a convicted arms dealer viktor bout, he's in u.s. custody, for griner and paul whelan. that was rejected, so we are at a bit of a stalemate right now, whit. >> james, thank you. >> work continues. thanks. now the latest in the primary showdown as voters gear up to head to the polls in many states tomorrow.

our correspondent rachel scott has the latest on the key races especially in the battleground state of florida. good morning, rachel. >> reporter: robin, good morning. the last major primary day ahead of the primary elections kicks off in 24 hours. it'll be a consequential day for democrats. let's start in the battleground state of florida. tuesday's primary will determine which democratic candidate will face off against the state's governor, desantis, in november. it is a two-person race, between the state's commission of agriculture, nikki fried, and charlie crist, once the republican governor of the state. now, he is vying for the democratic nomination. in the race for senate, tuesday's primary is also expected to solidify a highly watched matchup between republican marco rubio and val d demings with control of the senate on the line. there is messy primaries. the congressional maps were redrawn earlier this map, two top-ranking democrats, chair

jerry nadler and karencarolyn maloney, they're facing off. most democrats have stayed out of this race, but senate majority leader schumer has endorsed nadler. >> thanks. going to turn now to those new developments in the search for the teenage girl missing for more than two weeks. 16-year-old kiely rodni. matt gutman has more. good morning, matt. >> reporter: good morning, michael. that new group is called adventures with purpose. they specialize in underwater recovery. two days after joining the search, they claim that they found kiely rodni's car under 14 feet of water. they say it was flipped upside down and that her remains were found inside, not far from where she went missing in northern california. now authorities confirm a car was found, but they've not confirmed that rodni's body was inside. she was last seen august 6th at a party near truckee, california. hundreds of other teenagers there. there was drinking there. she was seen on surveillance

video earlier that day. her mom said she got a text from rodni saying she would be home right away. an hour later, 12:30 a.m., her cell phone pinged for the last time. then she vanished. multiple agencies got involved, including the fbi. right now, authorities are proceeding with caution because of how sensitive identifying the remains of missing people can be. there is a press conference later today in which we expect to learn a lot more. >> still a lot of questions about the case. matt, thank you. now to the chaos in the skies, about to get worse. major airlines cutting thousands of flights per day in the fall, and if you do manage to snag a seat, it'll cost you. transportation correspondent gio benitez is at laguardia with more. >> reporter: after a summer of travel chaos, thousands of flights are being cut from the schedule across the major airlines this fall. take a look in october alone, american has nearly 1200 fewer flights per day than 2019. delta and united just under a

1,000 a day. fewer flights will cost you. >> it's going to mean slightly higher prices, unfortunately, for the traveling public, because fewer seats, increased demand. its a supply and demand model. >> reporter: this as the department of transportation warns the biggest airlines that something must change. in a letter sent to the major carriers, transportation secretary pete buttigieg saying the level of disruption americans have experienced this summer is unacceptable. with 24% of domestic flights delayed and 3% canceled in the first half of the year. the department also promising a new website before labor day to show each traveler what they're owed if an airline cancels their flight. the concern is travelers will only become more frustrated if something doesn't change. >> definitely a bummer, especially now that everyone is kind of trying to get back out there, visit friends and family, go on vacation. >> reporter: the airlines' lobbying group pushing back on some of the claims, saying the airlines already comply with

federal guidelines and a majority of the problems were caused by bad weather. saying the airlines look forward to working with the d.o.t. to continue providingtraveling pub. best thing you can do is know your rights. that's the point of the d.o.t. website. yes, you'll be able to use it to know exactly what you are owed if your flight is canceled, but you'll use it before you buy the ticket to compare the airline policies. then you can choose the one that works for you. >> that could be extremely helpful. thank you so much, gio. now to the new concern about the cost of your morning cup of coffee. "the wall street journal" reporting extreme weather conditions are affecting the crop in the top-producing countries. chief business correspondent rebecca jarvis has the latest for us. good morning, rebecca. >> reporter: good morning to you. yeah, this one hits really hard, especially if you're among the millions of americans who rely on the cup of coffee to get them going every morning.

get ready for the price to go up. brazil is the leader in coffee production, and bad weather, including drought and frost, left farmers with much less crop than usual. analysts estimate brazil will produce 35.7 million bags of coffee in the 12 months starting in july. by contrast, two years ago, a record 48.7 million bags were produced. coffee prices shot up last year after remaining steady several years. like other industries, coffee has been hit with supply chain and pandemic-related issues. a number of coffee shops, large and small, upped their prices. no now, they're set to climb even higher. the average price for a pound of coffee today is $6.11. a year ago, it was $4.56. that means the lattes are going to cost you a lot more. of course if you want to save money, skip the coffee shop and make it at home. you'll pay more for coffee at the supermarket, but it is still cheaper than drinking out.

12-year-old in the hospital after the utah native suffered a epidural hematoma from a fractured skull after falling from a bunk bed in the little league world series dormitories on the eve of the tournament. >> really hard times. you got to overcome those hard times and just keep pushing forward. >> reporter: in the aftermath of the accident, little league announcing the removal of all of its bunk beds. while the beds do not have g guardrail, little leek is unaware of any serious injuries occurring during that time. the weekend in williamsport was spectacl big aguers fuaring off overnight. one vip fan paying the oliversons a special visit. >> i sat with president bush and the first thing we said to me was, we've been praying for your son easton. >> reporter: easton is out of the intensive care unit, walking with the help of nurses. his brother replaced him on the team, which was eliminated from

that's bringing new hope for hair growth. that is coming up. but right now, several fraternity houses at usc severing their official relationship with the university over new safety rules. this after sexual assault allegations rocked the school last fall. a mother of one accuser is speaking exclusively with abc news. veronica miracle joins us with more. good morning, veronica. >> reporte eight fraternities at usc have disaffiliated severing ties with the university. now one mom is speaking out, saying her daughter was raped at one of the universities. greek life crackdown is under way. eight fraternities now cutting ties with the university over strict rules requiring security guards at party entry points and in hallways and stairwells leading to bedrooms. a ban on kegs. no fall recruiting of freshmen.

after sexual assault and drugging allegations rocked the school last fall. >> it's very upsetting to me as a student. as a woman, i safety is a priority at the moment. >> reporter: greek life temporarily suspended before permanent new rules went into place. the fraternities now separating from the university say it's not the rules that are the problem but the blanket punishment. writing in a statement, over the past several years, our partnership with usc has significantly deteriorated and became largely unworkable. but for those who say their lives have been unended by a night at a fraternity party, precautions could have been all the difference. >> her innocence was loss. we're never going to get that back. >> reporter: this woman's daughter was allegedly raped at a usc fraternity party. she's now telling her story.

filmed in shadow to protect her daughter's identity. >> people drinking beer and it was not her element. >> reporter: according to the lawsuit she and her daughter filed, her daughter was under age when she visited usc in january 2020 and went to a party at sigma alpha mu. and despite being visibly intoxicated she says she was served drinks, became separated from her friends and taken to an unattended room. >> what did she say that happened? >> she says i don't know, i was unconscious and i woke up to a person i don't even know assaulting me. >> reporter: according to the complaint, after a title ix investigation, her alleged assailant was dismissed from the school. he denies wrongdoing, and charges were never filed against him. his lawyer said he passed an independent polygraph examination. the mother and daughter now filing a civil suit against him and the fraternity alleging that more could have been done to prevent her alleged rape. two years later they're still

with citizens that escalate to the point even with deadly consequences. in the video you're about to see of this interaction, it's the citizen, the pregnant mother having to de-escalate a situation. she's doing this while a screaming officer has his gun pointed at her. >> you make any movement, that will be the last mistake you make. >> reporter: a florida sheriff deputy has resigned after body cam video released over the weekend shows him draw his gun on a pregnant mom during a traffic stop. jacob desue handcuffed ebony washington, her three young kids watching from inside the car. washington tells them to keep recording. this all started friday evening when desue blared his sirens on a dark rural road, signaling washington to pull over. driving a mile to the next gas station, she tried to explain she'd done so to be in a better

lit area. the video shows her exiting with hands up. >> the reason i didn't stop because i'm in the middle of nowhere. because my husband -- >> i don't care about why. just shut up. i don't care about the why. >> i let him know, i'm four months pregnant. how hard he threw me, i thought he'd throw me to the ground. >> reporter: in an abc exclusive washington said she knew her decisions in that moment were critical. >> i didn't give him a reason to harm me in front of my children, so my calmness really came in because i was afraid for my life. >> i was really scared for my mom, and i didn't know what they were going to do to her. >> reporter: washington's husband believes the officer's reaction went well beyond what was necessary. >> she was treated as though a you know, she was a terrorist, for simply not pulling over within the timeframe the officer

believed she would have. >> reporter: gordon smith tells abc news he's disappointed this happened. we don't deal with black and white, we are with right and wrong. the sheriff says washington did exactly the right thing. >> she explains to him, you know, she's flashing lights on to get to a lit area. okay, that's what my wife to do. my daughter to do if you feel unsafe. >> reporter: now vows to pursue any avenue to prevent this kind of thing from happening to others. >> how law enforcement is supposed to react on a speeding ticket, but we see it more and more. usually, it involves stereotype. usually, it involves, you know, racial injustice. >> reporter: though she was terrified, this mom wanted to send a message. >> i'm an educated woman, i felt like i needed to, like, loosen that stereotype that may have been in their head. >> we have reached out to that deputy desue, we didn't hear back. no shortage of stories out there of people impersonating police

officers, pulling people over, leading to assaults and death. this is what people might ones pull over somewhere safe. police themselves recommend you do this for the sheriff's dsafey and the citizen's safety. she put the hazards on, wasn't speeding, giving the indication she was not fleeing. >> kept calm. it was the officer, she said, who was escalating the situation. >> we don't know what was going on. as soon as he put the lights on, you could hear him screaming through the loud speaker, "pull over or i will put you down. he was art. you knew his heart his artistry and also knew his struggles. what kind of conversations did you have? >> it wasn't like he had gone to rehab. this was maybe a little bit of a secret life struggle. this was his first time that i know of buying something from the streets. but it feels like one fatal mistake to me. >> how did you find out what happened here? >> i found out when i was on a tour bus in canada and i just fell to my knees. i asked 25 times that day, are you sure? are you sure? are they sure? i couldn't believe my amazing son was gone. >> people wonder, how do you get through the first days of something like that? >> i can't give you the answer, chris, of how you get through it. i know how i did. and it was music. >> reporter: tobymac's new album

in the past. and we as want to battle bands outside of our state. but most importantly, we want to help serve the community through music. >> and, joe, you're the band director, what it's like to work with this band with limited resources, what would be most helpful for you right now. >> well, right now, we really need a lot more exposure for the students and the band, they can get that experience, get some more support from important people in the band community and also we're trying to get some more instruments to help these kids, they don't have enough money to get instruments, they're pretty expensive. we just need the support and you shoulding that v.a. culture is still alive. >> the v.a. culture is still alive. i like the battle of the bands. i can see you all doing that. i know you'd bring it home. we love the work you're doing. a certain virginia native who's also impressed and she has message for you. >> hi, norman and the virginia all-star band.
