and they were from the central valley. the second plane, a single engine was being flown by stewart from santa cruz. no one survived. they are still investigating the crash which happened as both planes were coming in for landings. the municipal airport does not have a control tower. radio recordings indicate the two pilots were in communication and hence each other shortly before the crash. we are getting word of a horrible dui crash in mendocino county and a connection to an eye team investigation from eight years ago. 10 days ago, a suspected drunk driver crossed of the double yellow line along south 101, slamming into a minivan carrying a family of five. a mother and a 15-year-old suffered serious injuries. that other driver is tyson young , a former state park ranger caught on camera passed out in

his patrol car, still running and in gear. he lost his job after a dui conviction in 2014 and has worked for caltrans since then. they tell the icm they have forwarded the case to the mendocino county district attorney. the da has told us he is considering filing only charges. an update on the story we have been following as part of our work to build a better bay area. the to deter illegal street sales has been removed by a group of activists. you spoke to vendors who say the city is taking too long with the permit process. what else did they tell you? >> what is happening in the mission district is the consequence of a backlog. they have 150 vendors who want permits to sell legally on the streets. the challenge is getting the city's process applications.

the plan was to have this fenced up until the san francisco public works department assigned vendor approvals to sell. this fence was removed by a group of activists. >> it is frustrating to me that it has taken this long to get the online permanent existing up -- permit system up. request not all applications have been processed. the portal just went live last week. >> until they process these applications, they don't feel comfortable enforcing the law. >> over list has grown to 150 people who are looking to apply for permits. >> miguel is working for someone who tells him every thing was purchased but does not tell him from where. to get a permit, they will need show receipts. request these things are stolen

this was a police officer dumping a man in san francisco. the police department is now apologizing but the people who live here want to know why he was brought across county lines and why he was not provided more resources. it is not something san franciscans might expect to see but here it is, caught on camera. a police officer from marin county dropping off a man who appears to be homeless and mentally ill on 14th avenue in san francisco. i shot a neighbor who asked not to be identified and recorded this video from her home across the street. she said after the officer unloaded the man and his belongings, he drove off. the neighbors who saw what happened said after the man was dropped off here he started causing trouble in the neighborhood. he seemed to let something on fire and then started throwing rocks and dressing in a driveway. >> the san francisco police department and san francisco fire were called to respond. they arrived 35 minutes after the man was left.

when it comes to helping your community and building a better bay area, you can find local resources by going to abc7news.com/take action. christianity has been digging into ransomware attack's and today, the fbi and federal cybersecurity officials are sounding an alarm. thieves are targeting hospital and medical device companies in the bay area, threatening to block access unless a ransom is paid. stephanie sierra has a look at how attacks are advancing. >> a scam that can lock you out of your computer. threatening all your files that have been encrypted and unless you pay up, confidential information will be exposed. this is what is called ransomware. >> i use the word criminal very deliberately here. these are criminal organizations that are not trustworthy. request a cyber fraud is advancing with the new variant. it is a type of malware that criminals used to target businesses and large corporations.

>> zeppelin has been on top of mind because they like to target alternate sector companies. >> it first surfaced in 2019 and it is growing. here is how it works. >> investigators say scammers will spend weeks trying to hack into their victim's computer networks and in some cases, they will find a glitch and use that to access your computer software and your personal data and then use it to blackmail you. or you will get an email like this. >> to email also known as a phishing attempt will threaten victims that the company has been hacked and if the ransom is not paid often through digital currency like bitcoin, confidential files will be leaked. >> this is not something you can pay your way out of. >> never pay the ransom. if you do, you are twice as likely to be hit with another cyberattack in six months. >> a recent survey shows 80% of businesses that were paid a ransom were also hit against.

stolen from me. i can't get it back. >> someone stole his disability payment from his debit account. nearly $15,000 gone. crimes that money is a lot of money to someone who has a wife and two kids and is on disability. i got behind on my house payment. that did scare me. crisis alfredo realized something was wrong when bank of america poses account in january. when he checked with the bank, he found out his account was now linked to a stranger's email and a phone number in texas. his statement showed several charges he never made but the worst part is he saw a large money transfer totaling nearly 15 ground had gone into three separate bank accounts, none of them belonging to alfredo. >> these transfers being made were not mine. >> he filed a claim but the bank rejected him right away, saying
