right now on "america this morning," once in a thousand years. that's how the extreme flooding in texas is being described. 15 inches falling in 24 hours and more is on the way. the flood threat moves east. the biggest concerns today and the travel delays across the country. breaking overnight, the new report detailing just how many classified documents were allegedly kept by former president trump after he left the white house and the new legal fight over the fbi search at his mar-a-lago home. a new civil rights investigation into this violent arrest in arkansas. the suspect punched while pinned to the ground. what the officers are now saying and the different video that could shed new light on the case. a developing story, the

mystery virus blamed for killing dozens of dogs. plus, a victory for the so-called partying prime minister criticized for living it up at a nightclub. and later, an abc news exclusive. the family including an olympic athlete who survived this plane crash describes their narrow escape. good tuesday morning, everyone. we'll get to that new report about the documents seized at former president trump's home in florida in just a moment, but first the historic weather that's now unfolding. >> parts of texas got 15 inches in 24 hours. it's being called a once in a thousand years event, and now that flooding is expanding east. >> for so many americans it's been one of the driest summers ever, and now the month of august could be one of the wettest ever. this morning, the dangerous flood conditions gripping parts of the southwest and texas are

now shifting to louisiana and mississippi. some areas near shreveport could get 6 inches of rain today. the storm's already dumping historic amounts of rain in arizona and north texas. more than 9 inches fell in just 24 hours at the dallas airport. >> okay, this is not funny anymore. >> reporter: in east dallas more than 15 inches of rain flooded streets and homes. this woman taking to instagram to show cars submerged outside her apartment as water started creeping inside. >> it's really bad. it's really bad. it's coming -- it's past my balcony. i don't know what to do. >> reporter: a drone captured these first responders swimming on interstate 30 trying to reach stranded drivers. >> so many cars have been stranded and abandoned in these floodwaters after we've seen more rain in the past 24 hours than this area sees. >> reporter: a school bus and

other vehicles had to navigate flooded roads in the dallas suburb of mesquite where conditions turned deadly. a body pulled from a vehicle after it was found in the receding waters. meanwhile, the northeast receiving some much needed rain. more than 6 inches in parts of new jersey, all that severe weather combined with airport staffing issues are causing major headaches for air travelers. more than 1,000 flights canceled around the country yesterday alone with airports in texas and around new york city hit the hardest. some areas of texas are bracing for several more inches of rain today and we'll take a closer look at the forecast in just a few minutes. the other big story this morning, "the new york times" reports former president trump kept hundreds of classified documents at his home in florida. it comes as trump sets up a new legal battle over the fbi's search at mar-a-lago. here's abc's derricke dennis. >> reporter: this morning, a bombshell in the investigation into former president trump and the documents seized from his mar-a-lago home. "the new york times" reports the government has recovered more than 300 documents with classified markings from trump since he left office.

"the times" goes on to detail how the justice department has had to recover the documents piecemeal with the first batch of documents returned in january. another set provided by mr. trump's aides to the justice department in june and the material seized by the fbi in the search this month. "the times" says the former president went through the boxes himself late last year before turning them over. meanwhile, trump is now challenging the fbi search in court. his lawyers filing a motion demanding a so-called special master be appointed to oversee the handling of materials taken in the raid. >> the appointment of a special master is highly unusual. typically the federal judge or the federal magistrate is the special master. there is no need to appoint a special master, so this is an attempt to sort of throw smoke in the machine. >> reporter: experts say the request could be a beneficial delay tactic for trump possibly forcing the justice department to produce a more detailed log of the documents seized. >> if there are documents

that are arguably privileged, they are laid out, and mr. trump will have and should have the opportunity to argue that any of these documents actually fall under the executive privilege. >> reporter: "the times" report the specific nature of the sensitive nature remains unclear but highly sensitive documents suggested to officials that the former president or his aides had been cavalier in handling it, not fully forthcoming with investigators or both. trump's motion asserts his fourth amendment rights against illegal search and seizure calling the mar-a-lago search an unnecessary, unwarranted and un-american break-in but the justice department responded last night saying, the august 8th search warrant at mar-a-lago was authorized by a federal court upon the required finding of probable cause. the department is aware of this evening's motion. the united states will file its response in court. as for that "new york times" report on the classified documents, many observers point out this leak could be highly destructive to public confidence

in the investigation and could further inflame both sides of the political aisle. rhiannon, andrew. >> derricke, thank you. a woman has been arrested in connection with a deadly shooting that shut down part of midtown atlanta. two of the three victims have died. police say the suspect opened fire in two separate buildings. no word yet on a motive. she was eventually arrested at the airport. police say it appears she knew the victims. the justice department has opened a civil rights investigation into the violent arrest of a man in arkansas that we first showed you yesterday, and that's not the only development concerning this video, which the governor of arkansas is now calling reprehensible. abc's em nguyen is here with more. em, good morning. >> reporter: good morning, rhiannon. word of that new federal investigation comes just hours after the officers involved in the arrest were suspended. overnight the justice department announcing a civil rights investigation into this violent arrest in crawford county, arkansas. police seen punching and kneeing

a man pinned to the ground. >> this is bad. >> reporter: the suspect, 27-year-old randal worcester, has now enelsed in jarrell on a $15,000 bond. >> doing pretty good today, and we're just walking to the car. >> reporter: it all started sunday when police were called to this convenience store after worcester allegedly threatened and spit on a clerk. officers found him nearby and say he turned violent. lawyers for the deputies seen in that video say worcester had attacked and body slammed one of the officers insisting all necessary force is authorized to arrest this type of violent suspect. while that's not seen in the video, the woman who filmed the arrest told abc news the suspect was sitting down talking to the cops. it looked fine at first and then he got up to try to run and they tackled him to the ground and started hitting him. worcester was treated for his injuries. he now faces charges including battery, assault, resisting arrest and terroristic threatening. the officers have been publicly

identified and all have been suspended with pay. >> the officers, none of them are rookies. they've been in law enforcement for some time. >> this is not what our law enforcement community represents. it's not the proper response, and they will be reviewed and appropriate action taken. >> reporter: the officers were not wearing body cameras and another video taken from a nearby dashboard camera has not yet been released to the public. rhiannon. >> em, thank you. defense attorneys in the parkland school shooter's sentencing trial says his mind was poisoned by his mother's drug and alcohol addictions. lawyers for nikolas cruz say those are among the mitigating circumstances that should keep him from receiving the death penalty. his half-sister testified cruz came from a, quote, polluted womb. testimony resumes tomorrow. oversea, russia is now claiming a woman spying for ukraine planted the bomb that killed the daughter of a close putin ally. russia says the spy escaped to
